Little Saint James is a privately owned island of about 72 acres lying between St. Thomas and St. John in the U.S. Virgin Islands.115 Jeffrey Epstein bought it in 1998 through a Delaware company, held it through a Virgin Islands corporation from 2011, and made it his registered permanent residence.15 An FBI request for a title report in August 2019 described it as “a separate privately owned resort island containing several structures, including a temple and residential villas.”16 The island is the property at the centre of the Government of the Virgin Islands’ civil enforcement action against Epstein’s estate, which alleged that it was acquired and used as a base for trafficking and which was settled in December 2022 for $105 million and half the proceeds of the island’s sale.17181912 The FBI searched it on August 12, 2019, two days after Epstein was found dead in custody in New York.1020

Ownership and title

Before 1998

The oldest instrument in the record is a warranty deed dated August 13, 1981, by which eighteen individuals, acting through Creque Estates, Inc. as their attorney-in-fact, conveyed “LITTLE ST. JAMES ISLAND, No. 6B Red Hook Quarter” to Arch W. Cummin of New York “in consideration of FOUR HUNDRED SEVENTY THOUSAND and 00/100 ($470,000) DOLLARS and other valuable consideration.” It was signed for the sellers by Alda Creque as president of Creque Estates, Inc.3 The copies in the release are photographs of the two pages of that deed, matted and framed behind glass on a wall.3

The 1998 purchase

Epstein’s Delaware company L.S.J., LLC took title by warranty deed dated April 27, 1998 and recorded on May 15, 1998 in Book 49-T, page 494, Doc. No. 1988, and entered in Aux 52, page 141, in the Office of the Recorder of Deeds for St. Thomas and St. John. The property is described as Parcels A, B and C, Little St. James Island, No. 6B Red Hook Quarter, as shown on O.L.G. Map No. D9-8021-T007, “consisting of approximately 36.7 acres, 23 acres and 11.8 acres, respectively, more or less.”1 A search of the released files under “Little St. James,” “Little Saint James,” “LSJ,” “L.S.J., LLC,” “Book 49-T” and “Cummin” returned the 1981 deed and the 1998 conveyance as recited in later instruments, but no copy of the 1998 deed itself and no document giving the price. Forbes reported in 2023 that Epstein “purchased Little St. James in 1998 for a reported $8 million.”14

A former assistant in Epstein’s New York office told the FBI in an interview on October 28, 2020 that when she was hired, “EPSTEIN had just purchased the island,” which she “had much to do with helping making calls for it,” and that “The island was the main project because EPSTEIN bought it and started it from scratch.” Her name is redacted throughout the interview report.21

The 2011 transfer to Nautilus, Inc.

On March 20, 2012 Richard Kahn wrote to Epstein that he was going to open bank accounts “for the following title holding USVI S corps in order to pay real estate taxes,” listing “a) Nautilus - Little Saint James” alongside the companies holding the Palm Beach, New York and New Mexico properties.4

The transfer itself is recorded in a quitclaim deed made the 23rd day of December 2011 between L.S.J., LLC, “a Delaware limited liability company with an address of 6100 Red Hook Quarter, Suite B-3, St. Thomas,” as grantor, and “Nautilus, Inc., a U.S. Virgin Islands corporation,” as grantee, for “TEN DOLLARS ($10.00) and other good and valuable consideration.” Epstein signed it as sole member of the grantor, before the notary Erika A. Kellerhals; it was recorded on December 30, 2011 as Doc. No. 2011009441.1 A supporting affidavit sworn on December 21, 2011 before a notary and witnessed twice records Epstein appearing “as the President and the sole beneficial owner of Nautilus, Inc. … and the sole member of L.S.J., LLC” and asserting a stamp-tax exemption on the ground that the conveyance was “for no consideration, between subsidiary entities, all beneficially owned by Jeffrey E. Epstein.”22 A hand-written note on the same page gives a “Value for Recording Purposes” of $6,442,100.00.22

The Virgin Islands tax bill for the 2013 tax year, addressed to Nautilus, Inc. and describing the property as “A,B & C LITTLE ST JAMES ISLAND 6B RED HOOK QTR,” parcel 1-09803-0101-00, assessed the land at $2,195,500 and the improvements at $4,031,800, for a total of $6,227,300 and a tax of $23,476.92. Nautilus, Inc. paid the discounted amount of $22,303.07 by cheque on September 16, 2014.2

Residence of record

An unsigned copy of a letter over the name of Epstein’s lawyer Darren Indyke, dated March 31, 2016 and addressed to the New York State Division of Criminal Justice Services Sex Offender Registry, advised the registry of the purchase of “a cay immediately adjacent to Little St. James, known as Great St. James,” said that Epstein “has no intention of moving his permanent residence to Great St. James,” and stated that “Mr. Epstein’s permanent residence shall remain as Little St. James and his mailing address shall remain as 6100 Red Hook Quarter, B3, St. Thomas, USVI.”5 An internal list of Epstein’s five principal properties gives the island first, under the heading “Principal Residence,” with the mailing address of LSJE, LLC at 6100 Red Hook Quarters, Suite B3.23

What was built

The Coastal Zone Management permits issued by the Virgin Islands Department of Planning and Natural Resources are the fullest record of construction on the island. A major permit, CZT-5-99W, issued to “L.S.J., LLC ( LITTLE ST. JAMES, LLC),” approved “the renovation and expansion of an existing dock which is 73 feet, 8 inches by 8 feet,” with a 30-by-34-foot platform at the end of it and a 12-by-12-foot floating swim platform in the bay, affecting 1,739 square feet in total.15

A further modification of that permit was requested April 4, 2011, to add two mooring buoys and two covered structures at either end of the dock, and recited three earlier modifications the Department had approved, in 2002, 2004 and 2008, together with a twenty-year term running to March 30, 2020. By its own terms it would take effect only upon signature by the Chairman of the St. Thomas CZM Committee and approval by the Governor and the Legislature. The copy in the release is signed only on the Permittee’s line, by Maria Tankenson Hodge as attorney-in-fact for LSJ, LLC, on October 7, 2011; the Chairman’s, the Governor’s and the Legislature’s signature and date lines are all blank.25

A certificate of occupancy under CZT-61-06L records the completed structure as an “Office building & covered pool patio” at Parcel C.30

Design and construction work continued through the 2010s. A bound package prepared by the architects Gensler, photographed in the release, is titled “Little St. James Island — Cabanas, Pavilions, Pool & Screening Room” and dated “06/04/2009 80% Design Development Progress Package,” listing revised 3D views, a schematic landscape plant selection and planting plan, and revised screening-room finishes.31 A separate photographed set of drawings is headed “LITTLE ST. JAMES MAINTENANCE AND WORKSHOP BUILDING PROJECT.”32 In March and April 2014 Epstein’s office handled a proposal from the St. Thomas firm Jaredian Design Group for “ADDITIONAL DESIGN SERVICES AT LITTLE ST. JAMES,” Epstein replying to Richard Kahn on April 5, “please provide total proposal , asap.”33 In May 2014 the firm sent correspondence on a “LIBRARY/STUDY EXPANSION AT LITTLE ST. JAMES CAY.”34 A November 2013 invoice from a Florida supplier bills LSJE, LLC at “6100 Red Hook Quarter Suite B3, Little St. James Island” for 160 square feet of white coral stone pavers, 16 by 16 by 1.5 inches, at $12.50 a foot, a total of $2,000, with the country of origin given as the Dominican Republic.35

Epstein gave instructions himself. On April 12, 2014 he wrote to the island’s manager: “lets make sure the new tubes have steps on them . side rub rails and lets try orange color. lets move bed from grotto to massage hut on main beach. lets make parking area for bikes near new floating dock entry.”36

The FBI’s request of August 13, 2019 for a title report and appraisal described the island as containing “several structures, including a temple and residential villas,” and noted “There may be individuals living on the island.”16 When agents searched it three weeks earlier they worked in four lettered zones and logged items from buildings designated A1, A2, A3, A4, B1, B4, C2 (recorded as the beach house) and D2, recorded as the poolhouse.373839

An email to Epstein of December 18, 2014 reports that its writer had “gone back and forth with JP Oriol re the Terminal Facility License for Little St. James Island,” that the Department took the position that “waterfront” meant “reasonable proximity” to water rather than the shoreline itself, and that the Department intended to pass regulations clarifying the licence’s application to the island. The sender’s name is blacked out.40

Staff and operations

An operations manual in the release sets out the island’s staff under the heading “LSJE Employees.” It lists twenty roles: a head pilot and assistant pilot, an island manager and assistant manager, a head boat captain, a boat captain and a barge assistant, a head housekeeper and two housekeepers, a landscaper manager, a landscaper supervisor and three landscapers, a maintenance supervisor, two painters, a mechanical and truck driver, and a pool and reverse-osmosis plant operator. Ann M. Rodriquez is named as LSJE Manager and Larry Visoski as head pilot. The same sheet records the helipad as being on the island, and gives the St. Thomas Jet Center and Cyril E. King Airport as the aviation points of contact.41 A companion sheet lists the administrative staff: Cecile de Jongh as office manager, Jeanne Brennan as head accountant, an LSJE accountant and an accountant for Southern Trust Company, an IT manager, Darren Indyke as attorney, Richard Kahn as project manager and an estate manager. It states that “STC is the Administration office for LSJE which controls Purchasing, Vendor payments, Expense tracking, Staff payroll and Contractor(s) payments.”42 The household staff below the manager level are not named here.

Brice Gordon signed his emails to Epstein “Brice Gordon / Little Saint James / USVI” in 2012, reporting on matters such as the installation of a fire-alarm panel and a failed cooling-loop pump; by 2014 his signature block gave the New Mexico ranch address.43

The island’s plant and works were reported to Epstein by photograph. On August 7, 2012 a set headed “August 7 photographs for your review and comments” was sent to him listing three subjects, “Engineering shed bays,” “Five Palms palms” and “Berm rock removal and clean up,” copied to several people on the island and in his offices. He replied at 11:31 that night: “im not sure why the floors are so filthy in each bay, they should be cleaned and either concrete or epoxy,, home depot.” He added that the bay holding stored items could be cleaned by the household staff, and that there was no reason those things could not be clean.44 On August 13 a further set was sent under the subject “Photographs of Vehicles - August 13, 2012,” described as “Photographs of the vehicles currently on LSJ” which would be checked and verified against an inventory list; Epstein replied that evening, “excavator . tractor? all pleae.”45 Both messages carry the standard confidentiality footer used across his correspondence, which asserts that the communication “is the property of Jeffrey Epstein.”4445

Movement to and from the island was by boat and helicopter. Among the items agents took in 2019 was a bound volume labelled “LSJ & GSJ Boat Log 2019,” found on a desk in Building A4.46

Coastal-zone enforcement, 2011–2012

On or about December 8, 2011, staff of the Virgin Islands divisions of Coastal Zone Management and Fish and Wildlife made a site visit to Little St. James Cay and, according to the notice that followed, “found excavation at the shoreline and possible near shore soil disposal at the cay,” with “track hoe operations at the northern point …”47

The Department issued a Notice of Violation, Notice of Assessment of Civil Penalty, Order for Corrective Action and Notice of Opportunity for Hearing, numbered NOVA-01-12-STT, against Nautilus, Inc. It was signed over the name of Commissioner Alicia Barnes and dated the 24th day of February 2012, and was faxed to the company’s attorney-in-fact on March 8, 2012.748 The notice ordered Nautilus to remove the structure that was its subject and to pay “a civil penalty in the total amount of ONE HUNDRED FIFTY THOUSAND and 00/100 Dollars ($150,000.00), for engaging in development at Little St. James Cay without a valid CZM permit; for endangering Acropora coral, a federally protected species; for detrimentally impacting water quality in a marine habitat known to contain federally protected species; for initiating development without a permit; and for engaging in a pattern of violations of the CZM Act.”6

A benthic impact assessment by Bioimpact, Inc., dated June 6, 2012, quantified the ecological harm the notice was based on: it found that the fill had directly impacted between 1,000 and 1,250 square feet of coral habitat, that at least three colonies of Acropora palmata, the species the notice named, had been directly affected, and it set out the cost of removing the material against the cost of funding off-site mitigation instead.49

Nautilus requested a hearing and an informal conference on April 4, 2012, and a meeting was held on April 24, 2012 with the director of the Division of Coastal Zone Management and departmental counsel. A settlement agreement was drawn up under which the company would pay a stipulated penalty of $50,000, submit a plan for removing the illegally filled area, apply for the permits needed to remove it, and, if the fill were best left in place, fund a coral restoration project costing at least as much as removal would have.5051 The copies in the release are not executed: the signature lines for Nautilus, Inc. and for the Department are blank and the dates read “May _____, 2012.”9 Another copy is a negotiating draft carrying tracked insertions.52 A search of the released files under “NOVA-01-12-STT,” “Nautilus” and “Coastal Zone Management” returned the notice, four copies of the settlement agreement and the redlined draft, and nothing recording whether either penalty was paid.

Epstein was found dead in custody in New York on August 10, 2019.20 On August 12, 2019 at about 8.58 a.m. the FBI “executed a search pursuant to a warrant signed and authorized by” a judge of “the Honorable […], United States District Court for the District of Virgin Islands, at a premises known as Little Saint James.” The judge’s name is redacted. An attorney was on the island with an assistant and told the New York FBI’s assistant special agent in charge that he had heard “from ‘your attorneys’ last night about the search”; two armed security personnel were also present, and all four left for the duration. The FBI’s New York Evidence Response Team searched jointly with the investigative squad, working the island in zones designated Alpha, Bravo, Charlie and Delta, using a 3D scanner. The search ended at about 7.15 p.m. and everyone left the island by about 7.50 p.m.1037

The collected-item log, drafted on August 22, 2019, lists what was taken. In general terms it comprises computers and tablets (desktop and laptop Macs, a Dell tower, Toshiba and HP laptops, iPads), a camera, a digital voice recorder, an iPod, network video equipment from a server rack, notepads on the island’s own stationery with handwritten notes, employee contact lists, island blueprints, remodelling documents, photographs and photographic negatives, a box of shredded paper and the 2019 boat log.53384639 Two entries on the log are photograph albums: one, taken from the bottom of a bookshelf in Building A1, is described as “letter, photo album of girls, photos of island”; another, from a drawer of the same bookcase, as “photo album of girl & Epstein.”38

The FBI’s forfeiture squad prepared for a possible seizure. Its serial list for the forfeiture subfile of case 31E-NY-3027571-FF records an entry titled “LSJsubpoena,” an entry recording the new criminal case and seizure numbers, and “Request for a Title report and an Appraisal for Little St James Island, U.S.V.I.”24 That request, an electronic communication of August 13, 2019, set out the parcel description and named “NAUTILUS INC (a U.S. Virgin Islands corporation)” as owner.16 On August 14, 2019 a senior financial investigator on the FBI’s forfeiture squad asked the U.S. Attorney’s office “whether SDNY is inclined to pursue Little St James Island” and noted that “The Last Deed of Record, dated 12/23/2011, indicates Nautilus Inc as holding the title. L.S.J. LLC was the previous owner. Epstein is/was the sole beneficial owner of both entities.” An assistant U.S. attorney replied the same day: “We are not sure yet how we will decide to address the question of forfeiture, and that’s an ongoing and complicated conversation we’re having with our supervisors, including the chiefs of the forfeiture unit.”5455 Five days later the government recommended an order of nolle prosequi in the criminal case on the ground that the indictment had to be dismissed under the rule of abatement because Epstein had died before final judgment; the copy in the record is dated August 19, 2019 and its ordering block is left blank.56 See United States v. The Virgin Islands action and the settlement

The Government of the Virgin Islands sued Epstein’s estate, its co-executors and ten Epstein companies in the Superior Court of the Virgin Islands on January 15, 2020, under the territory’s Criminally Influenced and Corrupt Organizations Act and its human-trafficking statute.2019 In its own motion to intervene in the probate, the Government described the relief it was seeking: the complaint “seeks to require the Estate to forfeit or divest itself of certain assets, including the two islands it owns, Little St. James and Great St. James, in favor of the Government,” together with “civil penalties, damages, and equitable disgorgement, including funds for victims who were trafficked and abused by Epstein in the Virgin Islands.”18

The complaint’s allegations about the island are pleadings, not findings. Its first amended version alleges that “The Epstein Enterprise in 1998 acquired Little St. James in the Virgin Islands as the perfect hideaway and haven for trafficking young women and underage girls for sexual servitude, child abuse and sexual assault,” and that the island was reachable “only by private boat or helicopter,” that “no public or commercial transportation is available to carry persons on or off the island,” and that “the women and children he trafficked, abused, and held there were not able to leave without his permission and assistance, as it was too far and dangerous to swim to St. Thomas.”17 The action was resolved by settlement rather than by trial, so none of it was tested at a hearing.19 A search of the released files under “Indyke,” “Kahn,” “co-executors” and “Virgin Islands” alongside “settlement” and “statement” returned no answer to the complaint and no statement by either co-executor responding to the allegations about the island.

On December 1, 2022 the Attorney General of the Virgin Islands announced a settlement with the estate, the two co-executors and ten Epstein-created entities. Under its terms, according to the territorial Department of Justice’s own announcement, “the defendants will pay the Government of the Virgin Islands $105 million in cash plus one half of the proceeds from the sale of Little St. James, the island on which Epstein resided and on which many of his crimes occurred,” with the total rising once the island was sold; the estate also agreed to pay $450,000 to remediate environmental damage around Great St. James.19 The settlement required the estate to sell both islands “to independent third parties to fund its settlements, terminating Epstein’s ownership of property in the Virgin Islands,” to wind down its Virgin Islands business operations, and to provide documents to the Government’s continuing investigations; the Government’s share of the Little St. James proceeds was to go into a territorial trust funding services for victims of sexual assault, trafficking and child sexual abuse.12 More than $80 million of the cash figure represented economic-development tax benefits that the Government alleged Southern Trust Company had obtained by misrepresentation.13

Sale

Forbes reported on May 3, 2023 that Stephen Deckoff, the founder of the private equity firm Black Diamond Capital Management, had bought both islands for $60 million, “less than half of their initial asking price of $125 million,” after more than a year on the market. Deckoff told the magazine he had never met Epstein and had not set foot on the islands until they were marketed after Epstein’s death, and said he planned a 25-room resort: “I’ve been proud to call the U.S. Virgin Islands home for more than a decade and am tremendously pleased to be able to bring the area a world-class destination …” The article describes the property as spanning “the 70-plus-acre Little St. James and 160-plus-acre Great St. James islands” and as already having “a helipad, multiple pools and several guest villas.”5714 The same article reports that under the 2022 settlement half the sale proceeds, “some $30 million,” was to go into the territorial victims’ trust.13

A claim about presence on the island

In a declaration entered on the docket of the Southern District of Florida on January 21, 2015, Virginia Roberts Giuffre stated: “I have seen reports saying or implying that I had sex with former President Bill Clinton on Little Saint James Island. Former President Bill Clinton was present on the Island at a time when I was also present on the Island, but I have never had sexual relations with Clinton, nor have I ever claimed to have had such relations. I have never seen him have sexual relations with anyone.”58 A letter from the former FBI director Louis Freeh gives that claim, which it describes as made “in court papers filed in early 2015 in Florida federal court”, as the basis of a Freedom of Information Act request made to the United States Secret Service on April 6, 2015, relating to the period 1/01/01 to 1/1/03, for “any and all shift logs, travel records, itineraries, reports and other records for USSS personnel traveling with former President Bill Clinton to Little St. James Island and the US Virgin Islands”.59 The Secret Service’s FOIA officer replied on January 15, 2016 that it “has conducted a reasonable search for responsive records. It appears, from a review of USSS main indices, that there are no records pertaining to your request that are referenced in these indices.” Reporting this to Alan Dershowitz on January 22, 2016, the former FBI director Louis Freeh wrote that in his opinion “The total absence of any such records and documentation … strongly establishes that former President Clinton was not present on Little St. James Island during the period at issue.” The conclusion is Freeh’s inference from the absence of records and not a finding by the Secret Service, whose reply speaks only to what its indices reference.59 No statement by Clinton appears among the documents cited on this page.

Media coverage

The island has been referred to in the press as “pedophile island.”14 This page uses the name that appears in the deeds and permits.
