Larry Visoski was Jeffrey Epstein’s chief pilot. He was also the person whose signature the Federal Aviation Administration accepted on the registration paperwork of Epstein’s aircraft, and the person named as manager (and in one filing as a member) of the limited liability companies that held them. Three of the corporate offices he signed in are firmly attributed to him; a fourth rests on an attribution the FAA’s own agent qualified.3211 When an FAA special agent traced the registration history of the 2007 Gulfstream G550 for the FBI in August 2021, he wrote of the company that bought it: “The registrant was Lawrence VISOSKI, he signed as Manager… I don’t see EPSTEIN’s name on any of the FAA paperwork. There is open source reporting that VISOSKI was a pilot for EPSTEIN.”3
This page is about that double position: what one salaried employee was hired at, paid, authorised to sign and commit, and what he did on the ground and on paper. It is not about the aircraft. The airframes, their tail numbers, their registration chain and the 2006 FBI interview of Epstein’s previous chief captain are on Epstein’s flight department; the companies themselves are on Hyperion Air, JEGE LLC, Plan D LLC and Thomas World Air.
Nothing on this page is a finding of wrongdoing. Visoski is not charged in any document cited here. The flight records referred to below are passenger manifests; no manifest is reproduced here and no passenger entry from any of them is given.
Hiring and pay
The FBI’s record of his November 2006 interview states that Visoski “is currently employed by Jeffrey Epstein, NES LLC, as chief captain pilot,” that he “was hired by Epstein in 1990 for $55,000.00 a year,” and that before that he “worked as a pilot for Glimcher Real Estate Developer located in Columbus, Ohio,” a firm the document says “was based next door to the Limited Corporation, owned by Leslie Wexner, Epstein’s good friend.”5 The same document records that he had been chief captain “for approximately two years,” having replaced David Rodgers “because, Epstein preferred Visoski’s communication skills and flying techniques.”5 Rodgers, in his own FBI interview three months earlier, described the same change as a demotion and a decrease in pay following a disagreement with Epstein over landing technique; that account is set out on Epstein’s flight department.
Under oath in October 2009 he gave the year as 1991 rather than 1990, and the figure as “[f]ifty-five or 60,000, is maybe what I started.”46 Asked who his employer was, he answered “NES, LLC,” said it had been his only employer and his only source of income since 1991, and said of the company: “I don’t really know. I mean, it’s the company that my check comes from.”4 Asked what he did for it, he answered: “I am chief pilot for the aircraft and helicopters.”4 Asked whether he had “a specific boss or somebody you answer to at NES, LLC,” he did not name one; he answered that “[s]everal people would call to schedule flights from the office.”15 He said he had first heard the name NES, LLC only “[f]ive, six years” earlier and “to this day I couldn’t answer that honestly, what it stands for,” and said of the pay slip itself: “I haven’t seen my paycheck in 27 years.”916
His pay was $200,000 in 2008 and $180,000 by October 2009, after “we all took a 10 percent salary cut” the previous Christmas; asked who told him of the cut, he answered “Darren Indyke,” and said the explanation given was “economic reasons throughout the country.”8 Asked whether he had “also made $200,000” in 2007 he answered “Yes,” and then qualified it: “With a question mark. I’m trying to be as accurate as I can, but yes.”9 Epstein was, he said, “very religious about giving annual increases,” in increments of “five or $10,000 each year.”17 Asked how much the 2007 holiday bonus had been, he answered: “I’d have to ask my wife, to be honest. I haven’t seen my paycheck in 27 years, so I believe it was $10,000.” Of 2008 he said “I think we skipped Christmas bonuses that year” and “[t]he last bonus might have been 2007.”9 The FBI’s 2006 record gives a $15,000 Christmas bonus that year and $10,000 the year before,10 and adds, across the page break, that Visoski “stated he received the monies in cash and later clarified the bonuses came by company check.”1018 The continuation sheet records that he “had only had two disagreements with Epstein and both were over maintenance for the aircrafts.”18
Asked in 2009 whether there had ever been gifts or other compensation, he named two things. One was a pool heater around 1995, after a conversation on board an aircraft.19 The other was land: “I did get land on the ranch to build a house… He deeded me land to build a home,” forty acres at the New Mexico ranch, on which he built a house he said he paid for himself.20 Asked whether Epstein had “ever deeded anyone else in this world land on the ranch to build a home,” he answered “Not to my knowledge.”20 He resisted counsel’s word for it, answering “You’re using the word ‘gifting.’ I paid for the land. I don’t recall what it was,” and, pressed on the sum, said “[i]f there was a sum of money, it was just for, you know, the legal purpose of a transfer of ownership of the land,” that it “was not a substantial amount,” and that “[i]t might have been five dollars.”2122 He also drove a company vehicle, a Hummer garaged at his home in West Palm Beach, whose registration he believed carried the name Zorro Development, and which was “not titled to me or anything like that.”23 The recorded instruments by which he and his wife later granted an undivided seventy-five per cent interest in the ranch tract to Zorro Ranch, LLC are set out on Zorro Trust.
What he signed, and in what capacity
The Federal Aviation Administration’s own reconstruction of the paperwork, prepared by an FAA special agent for the FBI in 2021, records Visoski signing registration instruments in a succession of corporate offices. What is at issue here is the office and not the aircraft; the transactions themselves are set out on Epstein’s flight department.
Four capacities appear across six companies, one of them on an attribution the agent qualified. He signed as Director of Aviation for Air Ghislaine, Inc. on a sale of December 30, 2008; as Director of Maintenance of Freedom Air International, Inc. on a tail-number change of August 2011; and as Manager for Plan D LLC on its purchase of March 29, 2017 and on the bill of sale of December 22, 2020, of which the agent wrote that the company “sold” the aircraft to a buyer who “sold” it the same day, putting the word in quotation marks both times; and for Hyperion Air LLC on its acquisition of June 13, 2019.3211
Two of the six signing events appear on no other page here. On the March 2010 tail-number change he signed as Director of Operations for Shmitka Air, Inc., and that attribution the agent expressly qualified: “On the 8050-64 the signature is not legibile but it looks similar to the signature of Lawrence VISOSKI.”2 Of the May 30, 2013 registration to JEGE, LLC the agent recorded: “The registrant was Lawrence VISOSKI, he signed as Manager.”24
Of the two Hyperion Air companies the agent wrote: “The same players in the Inc and LLC are on the FAA registration paperwork - Darren INDYKE and Lawrence VISOSKI.”25 He also used a fifth style of his own. His email signature block in September 2011 reads “Larry Visoski / Chief Pilot / Freedom Air International, Inc” over a West Palm Beach business address.26 A sixth style is not his own but the Virgin Islands Port Authority’s: writing on September 1, 2011 to a recipient he greets as “Chief,” the Authority’s property management officer described “The Director of Operations of TWA, LLC, Larry Visoski, along with other staff of the company (pilots, etc)” as coming to that recipient’s office about identification badges. That correspondence, and the Thomas World Air hangar tenancy it belongs to, are set out on Cyril E. King Airport and the Virgin Islands Port Authority.27
Two of the companies’ own filings go further than office. The FAA agent records that “[a]ccording to the JEGE LLC, statement in support of registering aircraft submitted to the FAA in 2013, JEGE LLC was established in St. Thomas, U.S. Virgin Islands on October 19, 2012 and the members were Jeffrey EPSTEIN and Lawrence VISOSKI.” The same sheet then records a later statement, in the same form of words: “According to the JEGE LLC, statement in support of registering aircraft submitted to the FAA in 2019, JEGE LLC was established in St. Thomas, U.S. Virgin Islands on October 19, 2012 and the members were Aviation Development Group LLC and the manager was Thomas H. Huff.” Of that change the agent adds: “I suspect HUFF bought JEGE LLC which included the aircraft.”2 For Plan D LLC the same correspondence records the division the other way: “Jeffrey E. EPSTEIN was a member and VISOSKI was the manager.”3 Hyperion Air, LLC’s operating agreement names him as the company’s initial manager; that instrument is set out on Hyperion Air.28
He also certified a J.P. Morgan Entity Resolution Form for PLAN D LLC. The form’s opening line offers the signer a choice of description, “the Secretary (or duly authorized officer)”; on this sheet the printed word “Secretary” is struck out, so that the certification stands on the alternative. The two authorised signers the form then lists are Jeffrey E. Epstein and Harry Beller. Visoski is not among them. The form is set out in full on Plan D LLC.29
The ceiling
Section V.B of the Hyperion Air, LLC operating agreement, headed “Limitation of Manager’s Authority,” lists eleven acts for which “the written consent of the Sole Member shall be required,” among them the disposal of “any part of the Company’s assets” and any “single expense or combination of related expenses in excess of $5,000.” The clauses are set out on Hyperion Air.12
What that limit looked like in practice is visible in the correspondence. On the evening of December 6, 2018 (Eastern time, taken from the UTC stamp printed on the message’s own sheet and not from its unzoned Sent: header) Visoski wrote to Epstein, copying Richard Kahn, reporting that “Rich was able to negotiate extended GIV insurance for me until Dec 31st,” and went on in the same breath: “This is an insurance requirement, not an FAA requirement, since I’ve attended G550 class 2 months ago., As long as I fly Capt, We are covered.” He had booked recurrent training in Dallas for himself as a “backup Plan,” and then asked: “Should I attend GIV class Dec 17th or wait till after Jan 1st? GIV training cost $19k.”30 The question is put to Epstein to answer.
That autumn he was also carrying the negotiations over the Gulfstream IV. On September 19, 2018, again copying Richard Kahn, he reported: “Wendy called Gary, gave him a verbal $3M offer which includes us being responsible for the veneer repair… Wendy also informed it would be a light PreBuy inspection at Westfield, such as Log and Records research And test flight. All to be spelled out in Purchase agreement. Wendy informs if this is acceptable, she would present an updated LOI. Gary is also working the $3.1M offer as well, with hopes of a deposit by Friday, simple closing like you mentioned.”31 Epstein replied the same day: “did you ask wendy to get us the comlux quotes.”32 Two months later, on the evening of November 16, 2018 (Eastern time again, and read the same way), he reported a separate negotiation: “I spoken to Wendy, she will pass on the $10M+GIV to seller, She didn’t think it would work, she tonight 16M to 16.5M + GIV would be closer, She said her current offer is just below $20M,, I told her, it doesn’t matter what the figure, if the Buyer doesn’t perform, it’s irrelevant.” He added that he had told her “to make sure she passes the offer to the sellers principle.”33 The forenames printed in these messages are not expanded here.
Two years earlier he had stated the agency in terms. Writing on August 23, 2016 to the seller’s representative in a negotiation over a Boeing Business Jet, he answered a question that is not printed on the sheet cited here: “Yes, I represent Mr. Epstein / The purchase company would be Thomas World Airways / I’ll sign NDA and fwd post haste.”34 Two weeks later he sent the signed letter of intent himself, under the subject line “LOI signed Thomas World Airways, LLC” over the message “Please find attached LOI signed, Please confirm receipt” and copying Darren Indyke; the reply came back “Thank you, I confirm receipt of the signed LOI.”35 That transaction is on Thomas World Air.
Ground operations
The chief pilot issued the movement orders. Of the three messages set out below only the September 2011 charter carries the corporate signature block set out above; the two later messages went out from his iPhone, over his forename alone. Where an outside company had to decide whose approval bound the aircraft, it went to him: a representative of the charter operator, Wings Air/Manhattan Helicopters, asked him whether to book the trip and then came back to him to approve the amended price.26 On October 25, 2016 at 9:57 a.m. Eastern he sent a two-line message headed “NY”, reading “Heli on LSJ at 6:15am tomorrow Wednesday” and “Arrival Jet Aviation Teterboro at 10:45am”, to a distribution list of which eight addressees are named on the released page; the first entry and further entries at the end of the line are covered by applied black bars. Among those named are Darren Indyke and Richard Kahn; the others are not named here, and the sheet gives no role for any of them.36 Neither time in the body carries a zone.
On October 22, 2015 Epstein sent him a four-leg itinerary running from New York to Paris and back and then to Little Saint James, across a fortnight; the same message told him to put a person named in it “on notice that she might have to fly up tomorw”, Epstein adding “we will let her know in the morning.” Visoski replied one minute later, “Confirmed Saturday Teterboro,” and later the same evening reported that he and one other person would “arrive in STT tomorrow 3:50pm via JetBlue”, the chief pilot repositioning to the Virgin Islands on a commercial flight.37 The arrival time in the body carries no zone.
He also approved and paid for third-party charters. On September 2, 2011 an operator’s representative asked him at 6:31 p.m. Eastern Daylight Time, “Did you want us to book this charter for you?” He answered “Yes trip is approved,” set the departure from the West Side heli pad for the following morning, stated “I will pay for trip,” and gave a card, the number of which is redacted, billed to a St. Thomas address, signing as chief pilot of Freedom Air International, Inc. At 7:12 p.m. the representative came back asking him to approve an amended price, having changed the destination and “edited the passengers to 2.”26
Not all of it was aviation. The FBI’s 2006 record states that “[i]n addition to Visoski’s flight duties, he provided Epstein with advice on home entertainment centers and vehicles,” and that he “installed a home theater system in Epstein’s Palm Beach residence and his ranch in New Mexico.”10 In his deposition he described consulting on boat purchases, “Give my opinion, whether or not whether to buy a certain boat. It’s just a hobby,” and said Epstein “appreciates my opinion on boat purchases,” while adding that what went on with the boats was “not part of my job.”3839 Asked directly whether “you bought boats or you bought cars on his behalf,” he answered: “That is correct.”40
Property in his name
On March 5, 2013 Visoski wrote to a Florida dealership: “I purchased a Dodge Mini Van … two days ago, I want to change the name on the title to a different person… original purchaser was, Lawrence Visoski, see attachment. I would to change the name to my employer: Jeffrey Epstein.” He continued: “I will acquire Power of Attorney to purchase this car is his name and sign paperwork on Wednesday when I return to PBI. Richard Kahn our CFO in NY will wire trnft the funds once corrected title and invoice is fax to him.” The same morning he asked Epstein’s office for a copy of Epstein’s driver’s licence to take to the dealer.4142 A residential address printed on the second of those pages is not reproduced here.
The reverse arrangement was put to him at length under oath. Counsel took him through a 2008 Land Rover, a Mercedes-Benz CLK, a 2005 Mercedes-Benz and a 2005 Jaguar X-Type, each registered in Visoski’s own name and each, he said, a “Palm Beach house car” parked in Epstein’s driveway “for people to use.” Of the Land Rover he said “I put the car in my name, but the funds came from — they were wired to my account from New York,” and, pressed on whose funds they were, “Jeffrey had paid for the car.” Asked why, he answered “I don’t know,” and: “He just says we want to buy an ‘08 Land Rover and put it in my name. So we did. I didn’t ask any further questions.”43444546
Asked whether he knew “of any other employees, friends, agents, relatives of Jeffrey Epstein who he places his property in their names,” he answered: “Not to my knowledge. I don’t know… I’m the only one I’m aware of.”47 Of the three private individuals he had flown for before Epstein, he said none had put vehicles or boats in his name, none had deeded him property, and none had employed his wife.48 His own lawyer at that deposition, he confirmed, was “somebody that is hired by Jeffrey Epstein.”48
Custody of the records
The FBI’s 2006 record sets out the practice: “Prior to the departure of every flight, the captain of the flight filled out the flight manifest log and aircraft log. The individual flight captain is usually rotated between pilots.” The manifests, it continues, were “faxed to” a recipient “in the New York office every two to three weeks,” the recipient’s name being covered on the produced page, and “[t]he aircraft logs are turned in on an annual basis.” It records that Visoski produced the 2005 manifests and Rodgers the 2004, both under grand jury subpoena.10
Under subpoena again in 2009, he was asked who kept the manifests. He answered “Corporate — our corporate office… Up in New York, Darren Indyke,” and when pressed for which corporation said “NES, LLC, I guess”; his own counsel interjected “Do you know for sure?” and the witness answered “I don’t know for sure.”49 After an off-the-record discussion counsel corrected the answer on the record, saying the manifests were corporate documents of either JEGE or Hyperion Air, that Visoski had physical custody of them, and that they were not his documents and were not in New York; that exchange is set out in full on Hyperion Air.50 Visoski added that the ones he had were “at the airport office,” that he had never kept a copy, and that he held them from 2005 onward while earlier years had gone to Jack Goldberger’s office in the criminal investigation.5152
The custody question was still live a decade later. Prosecutors’ notes of a telephone call on July 30, 2019, made in connection with a subpoena to another person, who is neither Visoski nor Rodgers, record that that person “doesn’t keep any records that have passenger information” and “thinks Visoski would have them.”53 Three bullets follow, indented under that line; two of them describe a pilot’s employment as full-time and then contract. They do not name whom they describe, and nothing is taken from them here.
The manifest form itself carries his name in the c/o address block printed for the company. Printed at the foot of the N212JE sheet cited here is “Plan D, llc., c/o Atlantic / Attn: Larry Visoski,” followed by the same West Palm Beach business address as his Freedom Air International signature block.54 The form is a passenger manifest produced under a protective order; nothing on it but that address block is cited here.
His own account
The FBI interviewed Visoski at its Palm Beach County Resident Agency on November 27, 2006, under file number 31E-MM-108062; the FD-302 was transcribed on December 4.5 It records that he “advised that Epstein does not allow any liquor, drinking nor smoking on any of his aircrafts” and that he “has never seen any woman and/or girls under the age of twenty on Epstein’s aircraft.”5 The sentence that follows runs across the page break: he “has never observed any inappropriate behavior or anything of a sexual nature by Epstein.”510 On the continuation sheet the record adds that he “has never seen Epstein with a girlfriend or known him to be romantically involved with anyone.”10 It was Visoski who supplied the Bureau with a roster of Epstein’s current and past employees, running across the New York office, the Virgin Islands, the New Mexico ranch, the boats, the kitchens and the household; on the produced copy several of those names are blacked out. One that is not is the line reading “Ghislaine Maxwell - Business Manager/Best Friend.”18
At the October 15, 2009 deposition, taken in Palm Beach County in a civil action against Epstein whose plaintiff is redacted on the produced copy, he told plaintiff’s counsel that he did not know dates of birth and that he did not “remember anybody transporting on the airplane from the country back into the U.S. that was a minor, to my knowledge”; asked about minors within the country he said “I don’t know.”55 Asked whether over eighteen years he had become personally close to Epstein, he answered: “The same throughout the same year. We never got any closer than 1991 than I am with him now. I’m very professional at what I do and know the line between being professional and thinking you’re somebody’s buddy.”56 Asked to describe the relationship as a job, he said the airplane was “job number one” and that of his role: “Well, that’s chief pilot.”5740
He explained his own view of who employed him when confronted with political contributions on which he had entered a company name that had never paid him: “I represent Air Ghislaine, JEGE and Hyperion as chief pilot, so I consider those really the companies that I work for and never really associated myself with NES, LLC as my realistic employer. So when I go to a convention, an aviation convention, and somebody says who do you work for, I use the name JEGE because that’s the name of the Boeing company.” Asked why he had given a different answer to counsel, he said: “You’re asking for the absolute correct answer, which is where my paycheck comes from, which is NES, LLC. I probably have used that twice in 17 or 18 years as my employer.”5859
He was interviewed again after Epstein’s death. An FBI New York special agent wrote on March 30, 2021 that “[a]fter we interviewed Larry Visoski in November for our case, we have been trying to coordinate with our HSI partners to interview our subject,” describing that subject as “a CBP employee who previously covered St. Thomas airport, and supposedly knew/socialized with Epstein.” The year of the November interview is not stated in the message.14
What the documents cited here do not establish
They do not resolve whether he was hired in 1990 or 1991: the FBI’s record of his own interview says 1990 and his sworn testimony says 1991, and neither is preferred here. They do not establish what NES, LLC was, which he twice said he did not know. They do not establish whether he ever exercised the manager’s powers beyond the instruments named above, or whether the sole member’s written consent was obtained for anything he signed. They do not establish the outcome of the Gulfstream IV negotiation. They do not record any response from him to the Government of the Virgin Islands’ description of him, in its amended complaint against Epstein’s estate, as a manager/member of the aircraft companies; that pleading and its allegations are on Hyperion Air and Plan D LLC.
