Ann Rodriquez managed Little Saint James for Jeffrey Epstein. The estate manual written for the island in 2013 calls her “the estate manager,” says she “is responsible for the entire island,” and lists her as one of two residents of it, the other being Epstein.52 This page is about the working side of that: what she was told to do, what she reported, what she decided herself, and how she stood between the island and the territorial and federal bodies that dealt with it.

She is not accused of anything in any document cited here. Searches of the released text for her name together with “deposition,” “testimony,” “grand jury,” “subpoena,” “indictment” and “lawsuit” returned no proceeding in which she is a party or a witness. Those searches returned two sheets on “deposition”: an office schedule, and a transcript in the Virgin Islands’ civil action against JPMorgan Chase in which an email chain she had taken part in was marked as an exhibit at another witness’s deposition. The questioning on that exhibit was directed at that witness and not at her, and neither the chain nor the questioning is set out here.9 Nothing on this page is a finding of wrongdoing.

The page names her, the outside officials she dealt with, and colleagues this wiki already covers. It does not print the names on the island’s staff roster, or on the wage and payroll lists cited below, on which individual rates and immigration circumstances also appear; roles and headcounts are given instead. Where a quotation uses a worker’s or a contractor’s first name, the quotation is left as its writer wrote it. It reproduces no email address, telephone number or home address.

The spelling, which is why this page exists

The release spells her Rodriquez, with a q. The phrase “Ann Rodriquez” returns 22,857 sheets across 21,624 documents; “Ann Rodriguez,” with a g, returns 363. A search built on the g spelling would have found about one and a half per cent of her.

The variance is not tidy, and it runs both ways. The printed staff sheet for the island gives one man’s surname with a q in its roster and with a g in its escort column, on the same page; both readings were taken from the page image, and he is not named here.1 The 2013 estate manual calls her “Ms. Ann Rodriquez” on its printed page 8 and “Ms. Anna Rodriquez” on its printed page 25.23 “Anna” is what colleagues call her in correspondence, and it is her: an email addressed “Good day Anna” arrives at her address and she forwards it under her own name.10 “Alfredo Rodriquez,” with a q, returns 33 sheets against 1,963 for “Alfredo Rodriguez.”

Alfredo Rodriguez is a different person: Epstein’s Palm Beach house manager, arrested in 2009 for obstruction. He has his own page. No document on this page concerns him.

The manager on the estate’s own chart

A printed staff sheet headed “Jeffrey E. Epstein / Principle” lists twenty island posts and their holders, gives “LSJE Manager: Ann M. Rodriquez,” and carries beneath the roster a block of four facility lines for the aviation side: the heli pad, the Virgin Islands Port Authority, the Jet Center and Cyril E. King Airport. The foot of the sheet is set in three columns, “TWA Piolot(s),” “LSJE Escort(s)” and “Manager(s),” and under the last it prints two names: “Roy Romney - VIPA” and “Ann Rodriquez - LSJE.”1 The sheet is Epstein’s own, not the Authority’s; what it records is the pairing his office set up between its manager and the Authority’s.

The sheet is a page of a printed booklet whose cover reads “LITTLE SAINT JAMES ISLAND” over the words “Staff Manual”.11 Three photographs of the one staff page were found here, each of the booklet lying open on a concrete floor with the facing leaf at the gutter and the reverse of the sheet showing faintly through the paper. Two carry the same SDNY_GM Bates stamp, and those same two are stamped CONFIDENTIAL down the right margin; the third carries neither. The sheet before it in the same booklet gives the administration side, headed “Southern Trust Company, Inc.” and stating that “STC is the Administration office for LSJE which controls Purchasing, Vendor payments, Expense tracking, Staff payroll and Contractor(s) payments.”112

A separate and fuller document exists, and it is typed rather than printed. On November 25, 2013 Mark Tollison sent Epstein two attachments, 9_E_Manual_Draft_11.8.13_.doc and LSJ_Estate_Manual_Draft_11.25.13.doc, writing of the second: “Attached also is the manual I have completed to date for LSJ that still has to have more detailed protocols and schedules especially for maintenance and grounds and training pictures for all areas.” Epstein forwarded the pair to Richard Kahn and Darren Indyke the following day.1314 It is a draft, and it says so. The Little Saint James manual runs to sixty-nine pages of location, structures, residents, preferences, protocols, schedules, staff, staff duties, vendors and cleaning zones. Six copies of it were found here: three in the EFTA production, whose sheets are numbered 1 to 69 and match the printed page numbers, and three in the House Oversight production, which is paginated differently. The citations below are to an EFTA copy read at the image; the three EFTA copies were compared on each sheet cited here and differ only in the quality of the extraction, not in what is printed or what is redacted.

Under “Staff Duties” it opens with her post:

“Island Manager – The estate manager is responsible for the entire island. By directing and managing the staff, vendors, and requisite resources she creates and maintains the high standard of service preferred by the Principal in the areas of housekeeping, culinary, valet, entertainment, maintenance, grounds, travel and transportation, safety and security, and guest services.”5

Its “Administration” page divides the same estate between six named people: legal to Darren Indyke as general counsel, insurances, human resources, payroll and vendor approval to Richard Kahn as chief financial officer, island systems to the assistant island manager, technology to a further member of staff, grounds purchases to the grounds manager, and “Principal and Island Related Purchases: Ms. Anna Rodriquez, Island Manager.” It then lists ten “Areas to be managed and maintained by Island Manager,” from the Principal’s preferences and service in residence through the residence budget, special projects and inventory to “Other areas at Principal’s request,” and closes: “Note: Everything above is reviewed by Principal.”315

A second section puts the working day in her hands: “The island manager is to be responsible for the schedules of all staff. All staff is to arrive on the island by boat at 7:00 am and is to depart at 5:00 pm to work in their respective areas on the island Monday through Friday usually.… The island manager will meet with the staff upon arrival and monitor their progress during the day. Sometimes the island manager will also review work performed upon their departure.” The same paragraph ends: “It is important to note that while the Principal is in residence on the island, no construction or operation of loud vehicles or heavy machinery is permitted.”16

Under “Residents” the manual carries two lines and no more: “The Principal: Mr. Jeffrey Epstein, owner.” and “The Estate Manager: Ms. Ann Rodriquez, ten years and” a further clause.2 That clause is family information about her and is not reproduced here. The manual’s convention on the same document is to give tenure that way (Indyke as “General Counsel for over ten years,” Kahn as “Chief Financial Officer for over 6 years”),3 so “ten years” in a 2013 draft points to service from about 2003. The earliest document under her name found by the searches described here is four years later than that: a July 5, 2007 memorandum on Financial Trust Company, Inc. letterhead, giving the same St. Thomas office suite the staff manual later gives for Southern Trust Company, and ordering two custom rubber stamps, one of them reading “LSJ, LLC.”712

She reported to Epstein directly and constantly. Her messages to him open “Hey Bossman,” close “Ann R.,” and very often end “Please advise,”. That is the pattern of a manager who ran the island day to day and referred the decisions upward. A search of the released text for a “From” line adjacent to her name returns 8,950 sheets.

The Virgin Islands Port Authority

The island’s own staff manual lists the Virgin Islands Port Authority among four aviation points of contact and pairs its manager with hers.1 Three further strands of the correspondence show what that meant in practice: the Authority’s permission was needed before island staff could work airside at the hangar, its plumber worked on the hangar building, and its barge ramp was the crossing point for the island’s freight.

On November 14, 2012, under the subject “Re: VI Port Authority Location,” she gave the venue of a meeting the next day: “THE MEETING TOMORROW WILL BE HELD AT: VI PORT AUTHORITY - 3RD FLOOR”. A correspondent whose name the production withholds asked back, “at 1pm , correct?”, and she answered “That is correct.” Epstein is copied on the exchange; the correspondent is redacted and is not supplied here.17 On April 10, 2014 she wrote twice within seventy minutes: first “Confirming your meeting today at Port Authority with Mr. Carlton Dowe at 12:[?]0pm?”, then, when that fell through, “Mr. Dowe is available on Tuesday, April 15, 2014 at 12 noon. Should I confirm this appointment for next week?”1819

The Authority’s control of the ramp side of the airport reached the island’s own people. On January 13, 2016 a colleague wrote to her that a man had been asked to paint the yellow lines on the tarmac side of the hangar, “However, I was informed that we are not allowed to access that side without proper authorization. If Port Authority catches Gary and myself on the tarmac side, we will be heavily fined,” and set out three options: write to Jose Nazario of the Port Authority and request approval; have “Roy or other authorized personnel of Jet Center” escort and supervise; or wait for a badge. She forwarded it to the chief pilot the same day, copying Epstein and four others, over one line of her own: “How would you like me to go forward in making this happen?”10

The Authority’s own plumber worked on the building. In a hangar report of February 28, 2017 circulated to the flight department and the office, “the VIPA plumber” is recorded confirming repairs to the leaking pipes, and a maintenance department as “still seeking bids” for a replacement pump; the report does not say which body that maintenance department belongs to, and none is supplied here. The same report ends: “Anna has scheduled Sylvester to meet with Roy at the hangar tomorrow morning at 9 am to discuss the roof leaking issue.”20 Sixteen months later Epstein sent her, the flight department and the office a message with no subject line and a two-word body: “hangar leaks?”21 The lease itself, the badge and gate correspondence and the Authority’s board decisions are on Cyril E. King Airport and the Virgin Islands Port Authority and Thomas World Air and are not repeated here.

The fullest record of her acting inside an Authority facility is her own account of getting it wrong. On February 15, 2018, under the subject “General Barge: LSJ & Port Authority,” she wrote to Epstein, copying Richard Kahn:

“Just a heads up.… Yesterday was a disaster between Bubbler, his Barge Captain Tony and myself. They’re upset because I went to the barge ramp and instruct all veh[i]cles and truckers to get off of there Barge until our LSJ barge trip was do[n]e. The trip was done but unfortunately, I upset Port Authority, everyone at the St. Thomas port and Mr. Bubblers staff.”

She added that she was meeting the operator that day “to discuss a permanent schedule t[h]at doesn’t effect Port Authority traffic or LSJ runs,” and that she would “a[s]k him to send everyone an email so he can take responsibility for his sched[u]ling since things aren’t working out as planned”.22

A separate strand concerns the island’s own waterfront. On September 21, 2015 she asked: “Is it ok with you if we scheduled Mr. Ken Bernier to come out for our annual Terminal Facility Inspection between September 28th and October 2nd. ?” The document names no agency, and none is supplied here.23

The Water and Power Authority

The island drew mains power from the Virgin Islands Water and Power Authority across the channel, and fell back on generators when it did not. Restoring the connection was her job twice.

In the autumn of 2015 the island’s transformer failed. On October 30 she reported, under a subject line reading “3:25pm Transformer update,” that “The transformer that Mr. Felix ‘WAPA’ thought they had in stock was gone upo[n] arrival,” and that a private electrician would lend one from his own home until a replacement could be bought.24 Three days later: “Mr. Felix energized the power lines yesterday and Mr. Bryan fired up the loa[n]er transformer. We’re back on WAPA :) right now.… Mr. Bryan will run a TTR test on our Transformer to determine weather it’s g[o]od or bad.”25

The second time was after Hurricane Irma. Through the autumn of 2017 the island ran on generators; on December 6 she wrote, under the subject “WAPA: Clinton Hedrington,” “I found him. I sent him a message and I’ll continue to call him unti[l] he answers”, then, after a line break, “I’ll keep you posted…”26 The next day she reported that she had spoken to him, that he could not come himself but was “sending 2 of his guys out to me right now t[o] work on it,” and that he would come the following morning if they could not get the island “up a[n]d running.”27 A week later she relayed his diagnosis, naming two men the office had to talk to “abo[u]t an approved plan from WAPA and items that we were suppose to purchase a [l]ong time ago,” reporting that “if we had an extra ca[b]le in the hole it would’ve been an easy switch over to WAPA but we never purchased the extra cable,” and that “the gas in the switch is emp[t]y which is a big problem on our end.” The document gives neither man a title and none is supplied here. Epstein’s instruction in the same thread, quoted from earlier the same day, reads on the page: “dont let them l.eave until we have power”. The stray point after the l is printed on the sheet.28 On January 13, 2018 she wrote “Still no WAPA :(”, reporting that Red Hook power had to be killed “completely before we can proceed” and that the crew on the island was awaiting answers, and later that day sent a message whose subject line reads “LSJ is back on WAPA” followed by two emoji, carrying seven photographs.2930

Territorial and federal inspections

Five episodes show her at the point where an outside authority met the island. They are set out below and nothing is inferred from the sequence beyond what each document says.

November 4, 2013. She asked Epstein: “What day would you like the DPNR Inspection to happen? December 3rd, 4th or 5th”. His entire reply was “5”. Hers: “Great. Will let Cecile know today.”4 The date on which the territorial Department of Planning and Natural Resources inspected the island was chosen by its owner from three she offered.

July 30, 2015. A coastal-zone officer of the same Department offered two dates for a site visit on the island’s maintenance and workshop permit application, adding that “Later that week is also open.” Epstein’s office put those dates to Epstein, asking: “Would you like Anna and Leighton to decide on the date for your approval?” Epstein replied: “they candecide, as i will not be there.”31 The choice of when a permitting officer would walk the island was delegated to her.

February 6, 2015. She logged a visit by U.S. Customs and Border Protection and sent the log to Epstein with seven photographs. It records the date and the time, 8:41am, and the reason as given to her: “Requesting permission to check LSJ (Beach #3) for a package that may have been abandoned due to Illegal trafficking around Dog Island and Little Saint James Island.” She recorded the head agent’s name, Morgan Humfrey, and noted of the other: “Second Agent: Photo of Customs ID taken.” The sheet carries two redactions and nothing is supplied for either here.32

November 21, 2016 and December 9, 2016. Twice within three weeks she reported an approaching agency and said what she was doing about it. On the morning of November 21: “DPNR might be heading our way this morning. I’m going to get everything off o[f] GSJ right now.”33 On December 9: “Looks like Customs & Border Patrol are circling around LSJ/GSJ right now. I a[s]ked Chris to hide everything until further notice.”34 Neither document says what “everything” was, and neither is glossed here.

The dates matter, and the record that fixes them is the Department’s own. Its Supplemental Consent Agreement in NOVA-04-16-STT, a matter the sheet heads “Great St. Jim,” recites that “on or about November 4, 2016” it served the Respondent with a Notice to Cure Breach of Settlement Agreement “requiring Respondent within ten (10) days to remove all unpermitted development and structures,” and that on or about December 15, 2016 it served a Notice of Failure to Cure demanding the remaining penalty balance of $210,000.35 Her November 21 message falls a week after that ten-day period ran out and three and a half weeks before the Notice of Failure. The enforcement history itself, from the October 2016 site inspection through the notices, the appeal, the draft Superior Court complaint and the consent agreement, is on Great Saint James and is not restated here.

Staff and payroll

The 2013 manual gave payroll and human resources to the chief financial officer and purchasing to her, with everything “reviewed by Principal.”3 What the correspondence shows is her carrying the staff’s requests up that chain.

On April 22, 2016 she sent Epstein a list of five island workers with their current hourly rates, what each was asking for and why, in the words of the supervisor who had raised it with her, including one man’s request to be made permanent boat captain after passing his captain’s licence two days earlier.36 On July 28, 2017 she wrote to the chief financial officer, copying Epstein: “Bossman asked me to forward you all the names of the contractors that would l[i]ke to go on to payroll and any other requests.” Nine contractors are listed with their trades, under the note “Payroll: some of them need it for immigration purposes…”, and seven staff under “Raises: staff that’s been requesting a raise for about a year….”, each with an hourly rate.37 The sixteen names and the individual rates are not reproduced here.

Three weeks later she made a request of her own:

“This is really hard for me because I know you help me so much with everythin[g]. I think I may have put my foot in my mouth by declining the monthly bonus[e]s last year. If possible, can I please have a raise towards my STC payroll? I would greatly appreciate it if possible. I believe I’m at $40k a year at t[h]e moment.”6

Searches of the released text for that subject line and for two phrases from the message return only this sheet. No reply to it was found.

Reporting by photograph

On Thursday, April 18, 2019, she photographed the island. A search of the released text for a “From” line adjacent to her name together with that date returns 31 messages, each addressed to Epstein and others. Most carry a run of photographs of one named part of the property: the four cabanas, the main-compound kitchen, the flagpole pool, the gym, the generator and diesel buildings, the server room, the architectural plan room, the library inside and out, the tiki hut, the woodshop, the wreck shop, three sections of the island’s tunnel, the master bedroom and its bathroom, a further bathroom, the park and the main entrance, and the dental office. Not all are surveys of a place: one lists boxes in housekeeping, and one, which also carries photographs, is a purchase note: “New Sheets, Towels, Washcloths & Mattress pads needed for all Bedrooms.… I will purchase all this evening.”838 Those messages are the latest documents from her found by the searches described here. The photographs themselves are attachment names in this run, not printed pages; what the sheets carry is the transmittal.

An earlier photographic report of hers shows the same practice and its limits in the release. “Cabana 3 pics,” sent on December 16, 2017, lists eighteen inline images; the second sheet of the run prints her sign-off “Ann R.” above a column of broken-image placeholder icons, and no photograph appears.39 The room-by-room photography she organised in January 2015, and what the records do and do not show about the room it produced, are on the dental office on Little Saint James.

What the records establish, and what they do not

The documents cited here are an estate manual and its covering email, a printed staff manual photographed as evidence, one 2007 office memorandum, a territorial consent agreement, an excerpt of a civil deposition, and about thirty pieces of email correspondence. They establish that Ann Rodriquez held the senior on-site post at Little Saint James over a documented span of 2007 to 2019; that a written manual made her responsible for the whole island and for the Principal’s and the island’s purchases, subject to his review; that she was the office’s working contact with the Virgin Islands Port Authority, the Water and Power Authority and the Department of Planning and Natural Resources; that Epstein personally chose the date of a territorial inspection and personally delegated another such date to her; and that on two occasions in late 2016 she reported an approaching agency and said she was clearing or concealing material.

They do not establish what was moved or hidden on either occasion, and this page does not guess. No document found here records an allegation against her, an interview of her, or testimony by her. Almost 23,000 sheets carry her name, and a large part of that number is her presence on distribution and copy lines rather than anything she wrote; the sentences above rest on documents she sent or signed, except where the text says in terms that she was an addressee or that a third party is describing what she did.

Where a quotation contains a square-bracketed character, the character is lost to transmission damage printed on the page itself and is supplied from context; where the damage swallows a space, the space is restored silently, and where a damaged character cannot be recovered from context it is given as [?].
