Ann Rodriquez managed Little Saint James for Jeffrey Epstein. The estate manual written for the island in 2013 calls her “the estate manager,” says she “is responsible for the entire island,” and lists her as one of two residents of it, the other being Epstein.52 This page is about the working side of that: what she was told to do, what she reported, what she decided herself, and how she stood between the island and the territorial and federal bodies that dealt with it.

No document found here charges her with an offence, and she is a party or a witness in no proceeding found here. Searches of the released text for her name together with “deposition,” “testimony,” “grand jury,” “subpoena,” “indictment” and “lawsuit” returned no proceeding in which she is a party or a witness. One brief filed by a bank in the Virgin Islands’ civil action against JPMorgan Chase does quote a sentence of hers, inside an argument about somebody else’s conduct; that passage and the thread the sentence was taken from are set out in full near the foot of this page, because the reading the brief puts on the sentence can be checked against the sentence. Those searches returned two sheets on “deposition”: an office schedule, and a transcript in the Virgin Islands’ civil action against JPMorgan Chase in which an email chain she had taken part in was marked as an exhibit at another witness’s deposition. The questioning on that exhibit was directed at that witness and not at her, and neither the chain nor the questioning is set out here.10 Nothing on this page is a finding of wrongdoing.

The page names her, the outside officials she dealt with, and colleagues this wiki already covers. It does not print the names on the island’s staff roster, or on the wage and payroll lists cited below, on which individual rates and immigration circumstances also appear; roles and headcounts are given instead. Where a quotation uses a worker’s or a contractor’s first name, the quotation is left as its writer wrote it. It reproduces no email address, telephone number or home address. Outside those quotations it names no woman at all in connection with a booking, a flight, a room, a pickup, a photograph or a payment. Several women held managerial, assistant and office posts around her and appear in the documents cited below; where what they did bears on the working structure the post is given and the person is not. That is a rule of this page, and it is not a statement about anybody on it.

The spelling, which is why this page exists

The release spells her Rodriquez, with a q. The phrase “Ann Rodriquez” returns 22,857 sheets across 21,624 documents; “Ann Rodriguez,” with a g, returns 363. A search built on the g spelling would have found about one and a half per cent of her.

The variance is not tidy, and it runs both ways. The printed staff sheet for the island gives one man’s surname with a q in its roster and with a g in its escort column, on the same page; both readings were taken from the page image, and he is not named here.1 The 2013 estate manual calls her “Ms. Ann Rodriquez” on its printed page 8 and “Ms. Anna Rodriquez” on its printed page 25.23 “Anna” is what colleagues call her in correspondence, and it is her: an email addressed “Good day Anna” arrives at her address and she forwards it under her own name.11 “Alfredo Rodriquez,” with a q, returns 33 sheets against 1,963 for “Alfredo Rodriguez.”

Alfredo Rodriguez is a different person: Epstein’s Palm Beach house manager, arrested in 2009 for obstruction. He has his own page. No document on this page concerns him.

The manager on the estate’s own chart

A printed staff sheet headed “Jeffrey E. Epstein / Principle” lists twenty island posts and their holders, gives “LSJE Manager: Ann M. Rodriquez,” and carries beneath the roster a block of four facility lines for the aviation side: the heli pad, the Virgin Islands Port Authority, the Jet Center and Cyril E. King Airport. The foot of the sheet is set in three columns, “TWA Piolot(s),” “LSJE Escort(s)” and “Manager(s),” and under the last it prints two names: “Roy Romney - VIPA” and “Ann Rodriquez - LSJE.”1 The sheet is Epstein’s own, not the Authority’s; what it records is the pairing his office set up between its manager and the Authority’s.

The sheet is a page of a printed booklet whose cover reads “LITTLE SAINT JAMES ISLAND” over the words “Staff Manual”.12 Three photographs of the one staff page were found here, each of the booklet lying open on a concrete floor with the facing leaf at the gutter and the reverse of the sheet showing faintly through the paper. Two carry the same SDNY_GM Bates stamp, and those same two are stamped CONFIDENTIAL down the right margin; the third carries neither. The sheet before it in the same booklet gives the administration side, headed “Southern Trust Company, Inc.” and stating that “STC is the Administration office for LSJE which controls Purchasing, Vendor payments, Expense tracking, Staff payroll and Contractor(s) payments.”113

A separate and fuller document exists, and it is typed rather than printed. On November 25, 2013 Mark Tollison sent Epstein two attachments, 9_E_Manual_Draft_11.8.13_.doc and LSJ_Estate_Manual_Draft_11.25.13.doc, writing of the second: “Attached also is the manual I have completed to date for LSJ that still has to have more detailed protocols and schedules especially for maintenance and grounds and training pictures for all areas.” Epstein forwarded the pair to Richard Kahn and Darren Indyke the following day.1415 It is a draft, and it says so. The Little Saint James manual runs to sixty-nine pages of location, structures, residents, preferences, protocols, schedules, staff, staff duties, vendors and cleaning zones. Six copies of it were found here: three in the EFTA production, whose sheets are numbered 1 to 69 and match the printed page numbers, and three in the House Oversight production, which is paginated differently. The citations below are to an EFTA copy read at the image; the three EFTA copies were compared on each sheet cited here and differ only in the quality of the extraction, not in what is printed or what is redacted.

Under “Staff Duties” it opens with her post:

“Island Manager – The estate manager is responsible for the entire island. By directing and managing the staff, vendors, and requisite resources she creates and maintains the high standard of service preferred by the Principal in the areas of housekeeping, culinary, valet, entertainment, maintenance, grounds, travel and transportation, safety and security, and guest services.”5

Its “Administration” page divides the same estate between six named people: legal to Darren Indyke as general counsel, insurances, human resources, payroll and vendor approval to Richard Kahn as chief financial officer, island systems to Danny Vickers as assistant island manager, technology to Jermaine Ruan, grounds purchases to Chris Sheehan as grounds keeper manager, and “Principal and Island Related Purchases: Ms. Anna Rodriquez, Island Manager.” It then lists ten “Areas to be managed and maintained by Island Manager,” from the Principal’s preferences and service in residence through the residence budget, special projects and inventory to “Other areas at Principal’s request,” and closes: “Note: Everything above is reviewed by Principal.”316

A second section puts the working day in her hands: “The island manager is to be responsible for the schedules of all staff. All staff is to arrive on the island by boat at 7:00 am and is to depart at 5:00 pm to work in their respective areas on the island Monday through Friday usually.… The island manager will meet with the staff upon arrival and monitor their progress during the day. Sometimes the island manager will also review work performed upon their departure.” The same paragraph ends: “It is important to note that while the Principal is in residence on the island, no construction or operation of loud vehicles or heavy machinery is permitted.”17

Under “Residents” the manual carries two lines and no more: “The Principal: Mr. Jeffrey Epstein, owner.” and “The Estate Manager: Ms. Ann Rodriquez, ten years and” a further clause.2 That clause is family information about her and is not reproduced here. The manual’s convention on the same document is to give tenure that way (Indyke as “General Counsel for over ten years,” Kahn as “Chief Financial Officer for over 6 years”),3 so “ten years” in a 2013 draft points to service from about 2003. The earliest document under her name found by the searches described here is four years later than that: a July 5, 2007 memorandum on Financial Trust Company, Inc. letterhead, giving the same St. Thomas office suite the staff manual later gives for Southern Trust Company, and ordering two custom rubber stamps, one of them reading “LSJ, LLC.”813

She reported to Epstein directly and constantly. Her messages to him open “Hey Bossman,” close “Ann R.,” and very often end “Please advise,”. That is the pattern of a manager who ran the island day to day and referred the decisions upward. A search of the released text for a “From” line adjacent to her name returns 8,950 sheets.

The manual is a template, and another house is showing through it

The covering email that carried the island manual to Epstein carried a second attachment beside it, 9_E_Manual_Draft_11.8.13_.doc, and its sender called the island document one that “still has to have more detailed protocols and schedules especially for maintenance and grounds and training pictures for all areas.”14 Read whole, the island copy is in places a manual for a different building.

Its housekeeping schedule, for a property in the Caribbean, tells the morning round to have “front of house outside door hosed down and checked for garbage, etc. If to snow, make sure salt is put down for ice. Have snow and ice scraped. Turn snow melting on.”18 Its culinary chapter puts the breakfast tray “in the dining room or on the sixth floor” and the cooking of multiple course meals “in the catering kitchen in the basement”, on a compound the same manual describes on its fifth page as a “One floor building”.192021 Its housekeeping chapter sends reports on laundry, glassware, walls, windows, books, “Elevators and Staircases” and drapes “in writing (email will suffice) to the Director of Residences”, a post that appears nowhere on the island’s own staff page.22 Its safety chapter opens “The standard for safety and security in clothing is 5 Star in all aspects”, carrying the sentence over from the clothing chapter unrevised.23

That is not a small point, because this is the document that defines her post. What it says about the island manager is what a drafter wrote for a property he was still surveying, and not a record of how the island ran. Where this page quotes it, it quotes it as an instruction and not as a description.

The caution runs the other way too. The manual’s page on the owner’s schedules says he “spends approximately six months a year in residence” and that “He seldom has guests or conducts business appointments on LSJ.”24 The same manual then gives a chapter to guest care: guests “are to be sent personal preference item request forms to complete before arriving to fulfill their needs while visiting”, “are to be transported by islands staff to and from the island”, “are to be greeted by staff upon arriving and departing, and escorted by staff as requested while visiting”, and are to be served “as the Principal is served while visiting”.25 Its culinary chapter sets two servers where the owner alone needs one, and records that “Sometimes Principal’s cook from France is flown in to plan and prepare meals for those involving important guests.”20 No guest is named in the manual and none is named here.

The rules she worked under

The manual tells the staff how to behave in the owner’s presence, and the rules are about not being seen and not hearing. Under “Boundaries”:

“The Principal enjoys his privacy when working, entertaining, or relaxing while in residence. Unless requested, he does not desire to have staff in his presence. When the Principal enters a room in which staff is also in, staff is to allow him his privacy. When serving the Principal, staff is to be quite, prompt, courteous, and exit as soon as possible.”26

Under “Communication” on the same page: “The Principal will initiate communication when he desires, otherwise staff is not to. Therefore, staff is not to engage the Principal in conversation or listen in on Principal’s conversation with others.” The instruction is then repeated for his guests, and staff are given three scripted answers to each, the first of which is “Yes, Sir.” The page closes: “When staff needs to communicate with the Principal day to day, communication is to be initiated via his Personal or Executive Assistant, unless otherwise initiated by the Principal.”26 “quite” is the sheet’s spelling.

Her own correspondence is the standing exception to that last sentence. She wrote to Epstein directly, opened “Hey Bossman,” and closed “Please advise,”. Whatever channel the manual laid down for staff, the island manager’s line to the owner was direct, and it carried everything from a transformer to a countertop.

The manual’s security page is five lines and they are worth having whole: “Only staff, invited guests, vendors and those with appointments are allowed on the island.” “Principal is never to be left alone on the island.” “The island is always to be occupied by staff.” “No pictures are allowed of the island, unless approved by the Principal.” “Security training and plans are to be maintained for all staff.” The safety half of the same page puts two duties on her personally: “The island manager and boot captains are to maintain certification in CPR”, and “A defibulator is to be maintained on the island..” “boot”, “defibulator” and the doubled stop are the sheet’s.23

The photographic reporting described further down this page sits exactly on the fourth of those rules. The island’s own manual forbade pictures of the island unless the owner approved them, and the pictures she took went to the owner.

Three further lines fix where she stood on the ground. The manual’s list of structures gives a “Manager Residence”, “Two bedroom furnished apartment for island manager”, and a “Captain’s Office”, “Three desk office for boat captains and island manager.”27 The culinary chapter, under “Cook/Chef”, says: “Food preparation is performed usually by the island manager.”20 She lived on the island, shared an office with the boat captains, and cooked.

The Virgin Islands Port Authority

The island’s own staff manual lists the Virgin Islands Port Authority among four aviation points of contact and pairs its manager with hers.1 Three further strands of the correspondence show what that meant in practice: the Authority’s permission was needed before island staff could work airside at the hangar, its plumber worked on the hangar building, and its barge ramp was the crossing point for the island’s freight.

On November 14, 2012, under the subject “Re: VI Port Authority Location,” she gave the venue of a meeting the next day: “THE MEETING TOMORROW WILL BE HELD AT: VI PORT AUTHORITY - 3RD FLOOR”. A correspondent whose name the production withholds asked back, “at 1pm , correct?”, and she answered “That is correct.” Epstein is copied on the exchange; the correspondent is redacted and is not supplied here.28 On April 10, 2014 she wrote twice within seventy minutes: first “Confirming your meeting today at Port Authority with Mr. Carlton Dowe at 12:[?]0pm?”, then, when that fell through, “Mr. Dowe is available on Tuesday, April 15, 2014 at 12 noon. Should I confirm this appointment for next week?”2930

The Authority’s control of the ramp side of the airport reached the island’s own people. On January 13, 2016 a colleague wrote to her that a man had been asked to paint the yellow lines on the tarmac side of the hangar, “However, I was informed that we are not allowed to access that side without proper authorization. If Port Authority catches Gary and myself on the tarmac side, we will be heavily fined,” and set out three options: write to Jose Nazario of the Port Authority and request approval; have “Roy or other authorized personnel of Jet Center” escort and supervise; or wait for a badge. She forwarded it to the chief pilot the same day, copying Epstein and four others, over one line of her own: “How would you like me to go forward in making this happen?”11

The Authority’s own plumber worked on the building. In a hangar report of February 28, 2017 circulated to the flight department and the office, “the VIPA plumber” is recorded confirming repairs to the leaking pipes, and a maintenance department as “still seeking bids” for a replacement pump; the report does not say which body that maintenance department belongs to, and none is supplied here. The same report ends: “Anna has scheduled Sylvester to meet with Roy at the hangar tomorrow morning at 9 am to discuss the roof leaking issue.”31 Sixteen months later Epstein sent her, the flight department and the office a message with no subject line and a two-word body: “hangar leaks?”32 The lease itself, the badge and gate correspondence and the Authority’s board decisions are on Cyril E. King Airport and the Virgin Islands Port Authority and Thomas World Air and are not repeated here.

The fullest record of her acting inside an Authority facility is her own account of getting it wrong. On February 15, 2018, under the subject “General Barge: LSJ & Port Authority,” she wrote to Epstein, copying Richard Kahn:

“Just a heads up.… Yesterday was a disaster between Bubbler, his Barge Captain Tony and myself. They’re upset because I went to the barge ramp and instruct all veh[i]cles and truckers to get off of there Barge until our LSJ barge trip was do[n]e. The trip was done but unfortunately, I upset Port Authority, everyone at the St. Thomas port and Mr. Bubblers staff.”

She added that she was meeting the operator that day “to discuss a permanent schedule t[h]at doesn’t effect Port Authority traffic or LSJ runs,” and that she would “a[s]k him to send everyone an email so he can take responsibility for his sched[u]ling since things aren’t working out as planned”.33

A separate strand concerns the island’s own waterfront. On September 21, 2015 she asked: “Is it ok with you if we scheduled Mr. Ken Bernier to come out for our annual Terminal Facility Inspection between September 28th and October 2nd. ?” The document names no agency, and none is supplied here.34

The Water and Power Authority

The island drew mains power from the Virgin Islands Water and Power Authority across the channel, and fell back on generators when it did not. Restoring the connection was her job twice.

In the autumn of 2015 the island’s transformer failed. On October 30 she reported, under a subject line reading “3:25pm Transformer update,” that “The transformer that Mr. Felix ‘WAPA’ thought they had in stock was gone upo[n] arrival,” and that a private electrician would lend one from his own home until a replacement could be bought.35 Three days later: “Mr. Felix energized the power lines yesterday and Mr. Bryan fired up the loa[n]er transformer. We’re back on WAPA :) right now.… Mr. Bryan will run a TTR test on our Transformer to determine weather it’s g[o]od or bad.”36

The second time was after Hurricane Irma. Through the autumn of 2017 the island ran on generators; on December 6 she wrote, under the subject “WAPA: Clinton Hedrington,” “I found him. I sent him a message and I’ll continue to call him unti[l] he answers”, then, after a line break, “I’ll keep you posted…”37 The next day she reported that she had spoken to him, that he could not come himself but was “sending 2 of his guys out to me right now t[o] work on it,” and that he would come the following morning if they could not get the island “up a[n]d running.”38 A week later she relayed his diagnosis, naming two men the office had to talk to “abo[u]t an approved plan from WAPA and items that we were suppose to purchase a [l]ong time ago,” reporting that “if we had an extra ca[b]le in the hole it would’ve been an easy switch over to WAPA but we never purchased the extra cable,” and that “the gas in the switch is emp[t]y which is a big problem on our end.” The document gives neither man a title and none is supplied here. Epstein’s instruction in the same thread, quoted from earlier the same day, reads on the page: “dont let them l.eave until we have power”. The stray point after the l is printed on the sheet.39 On January 13, 2018 she wrote “Still no WAPA :(”, reporting that Red Hook power had to be killed “completely before we can proceed” and that the crew on the island was awaiting answers, and later that day sent a message whose subject line reads “LSJ is back on WAPA” followed by two emoji, carrying seven photographs.4041

Territorial and federal inspections

Six episodes show her at the point where an outside authority met the island. They are set out below and nothing is inferred from the sequence beyond what each document says.

November 4, 2013. She asked Epstein: “What day would you like the DPNR Inspection to happen? December 3rd, 4th or 5th”. His entire reply was “5”. Hers: “Great. Will let Cecile know today.”4 The date on which the territorial Department of Planning and Natural Resources inspected the island was chosen by its owner from three she offered.

July 30, 2015. A coastal-zone officer of the same Department offered two dates for a site visit on the island’s maintenance and workshop permit application, adding that “Later that week is also open.” Epstein’s office put those dates to Epstein, asking: “Would you like Anna and Leighton to decide on the date for your approval?” Epstein replied: “they candecide, as i will not be there.”42 The choice of when a permitting officer would walk the island was delegated to her.

August 11, 2014. At 10:03 in the morning she sent Epstein a message whose whole content is its subject line, “VI police on Island : Call me”; the body of her message carries nothing but her sign-off. His reply, six hours later on the header, is the island’s law-enforcement protocol in one sentence and a half: “not alloaed on island without a search warrant or probable cause. ask them nicely to talk to darryn asap”. The spacing and the spelling are the sheet’s; the name at the end is the office’s general counsel as Epstein typed it.43 Territorial police at the dock were to be met courteously, refused without process, and handed to a lawyer in New York.

February 6, 2015. She logged a visit by U.S. Customs and Border Protection and sent the log to Epstein with seven photographs. It records the date and the time, 8:41am, and the reason as given to her: “Requesting permission to check LSJ (Beach #3) for a package that may have been abandoned due to Illegal trafficking around Dog Island and Little Saint James Island.” She recorded the head agent’s name, Morgan Humfrey, and noted of the other: “Second Agent: Photo of Customs ID taken.” The sheet carries two redactions and nothing is supplied for either here.44

November 21, 2016 and December 9, 2016. Twice within three weeks she reported an approaching agency and said what she was doing about it. On the morning of November 21: “DPNR might be heading our way this morning. I’m going to get everything off o[f] GSJ right now.”45 On December 9: “Looks like Customs & Border Patrol are circling around LSJ/GSJ right now. I a[s]ked Chris to hide everything until further notice.”46 Neither document says what “everything” was, and neither is glossed here.

The dates matter, and the record that fixes them is the Department’s own. Its Supplemental Consent Agreement in NOVA-04-16-STT, a matter the sheet heads “Great St. Jim,” recites that “on or about November 4, 2016” it served the Respondent with a Notice to Cure Breach of Settlement Agreement “requiring Respondent within ten (10) days to remove all unpermitted development and structures,” and that on or about December 15, 2016 it served a Notice of Failure to Cure demanding the remaining penalty balance of $210,000.47 Her November 21 message falls a week after that ten-day period ran out and three and a half weeks before the Notice of Failure. The enforcement history itself, from the October 2016 site inspection through the notices, the appeal, the draft Superior Court complaint and the consent agreement, is on Great Saint James and is not restated here.

Staff and payroll

The 2013 manual gave payroll and human resources to the chief financial officer and purchasing to her, with everything “reviewed by Principal.”3 What the correspondence shows is her carrying the staff’s requests up that chain.

On April 22, 2016 she sent Epstein a list of five island workers with their current hourly rates, what each was asking for and why, in the words of the supervisor who had raised it with her, including one man’s request to be made permanent boat captain after passing his captain’s licence two days earlier.48 On July 28, 2017 she wrote to the chief financial officer, copying Epstein: “Bossman asked me to forward you all the names of the contractors that would l[i]ke to go on to payroll and any other requests.” Nine contractors are listed with their trades, under the note “Payroll: some of them need it for immigration purposes…”, and seven staff under “Raises: staff that’s been requesting a raise for about a year….”, each with an hourly rate.49 The sixteen names and the individual rates are not reproduced here.

How long she had been there, and on what, is fixed by an internal schedule rather than by the manual. A Financial Trust Company sheet setting out the cost of nine office employees for 2010 and 2009 gives her hire date as 06/09/2003, an increase dated 7/16/2010, and a salary of 40,000 against 34,000 the year before; Epstein and his general counsel are carried below the line on the same sheet, and the other rows are not reproduced here.7 Two things follow. The manual’s “ten years” in a 2013 draft is confirmed by a document, not inferred from a convention. And the “$40k a year” she names in August 2017 is the figure she had been on since the middle of 2010.

Three weeks later she made a request of her own:

“This is really hard for me because I know you help me so much with everythin[g]. I think I may have put my foot in my mouth by declining the monthly bonus[e]s last year. If possible, can I please have a raise towards my STC payroll? I would greatly appreciate it if possible. I believe I’m at $40k a year at t[h]e moment.”6

Searches of the released text for that subject line and for two phrases from the message return only this sheet. No reply to it was found.

Reporting by photograph

On Thursday, April 18, 2019, she photographed the island. A search of the released text for a “From” line adjacent to her name together with that date returns 31 messages, each addressed to Epstein and others. Most carry a run of photographs of one named part of the property: the four cabanas, the main-compound kitchen, the flagpole pool, the gym, the generator and diesel buildings, the server room, the architectural plan room, the library inside and out, the tiki hut, the woodshop, the wreck shop, three sections of the island’s tunnel, the master bedroom and its bathroom, a further bathroom, the park and the main entrance, and the dental office. Not all are surveys of a place: one lists boxes in housekeeping, and one, which also carries photographs, is a purchase note: “New Sheets, Towels, Washcloths & Mattress pads needed for all Bedrooms.… I will purchase all this evening.”5051 Those messages are not the last of their kind. The same practice runs on through May and June and into the first week of July 2019, and the last week of it is set out below. The photographs themselves are attachment names in this run, not printed pages; what the sheets carry is the transmittal.

An earlier photographic report of hers shows the same practice and its limits in the release. “Cabana 3 pics,” sent on December 16, 2017, lists eighteen inline images; the second sheet of the run prints her sign-off “Ann R.” above a column of broken-image placeholder icons, and no photograph appears.52 The room-by-room photography she organised in January 2015, and what the records do and do not show about the room it produced, are on the dental office on Little Saint James.

What travelled up, and how far

The manual put purchasing for the owner and the island in her hands and closed the list “Note: Everything above is reviewed by Principal.”3 The correspondence shows what that review looked like. Five chains are set out here because in each of them a thing on the ground reaches a decision by Epstein himself, and the rungs between are visible.

A barge, before a hurricane. On Sunday, September 3, 2017, with Irma approaching, the dry dock holding the island’s barge told her it had to leave. She wrote to Epstein, copying the chief financial officer: “Hey Bossman,” then the marina’s terms, “Liza at Crown Bay Marina says it’s a $1,000.00 a day during a storm and $140 each night after the Storm.” and then “Please advise,”. His reply was “crown bay ok where is it now? wasnt it being repaired?” She came back with the barge’s position and the operator’s reversal, “Gene said this morning that it can’t stay during the storm even though he personally told Daphne and my self on Friday that it could”, and added “yes, I have a small crew coming in tomorrow to double check everything and to secure all boats”.5354 The rate for one vessel’s storm berth was a matter she put to the owner, and he answered it himself within the half-hour.

A fleet, after two hurricanes. On May 3, 2018 she sent the chief financial officer a condition report on a 2010 Chevrolet Suburban, set out under standing headings: how it was acquired, “arrived used from the Palm Beach house on 12/30/2015”; its price, “unknown”; its VIN; “Keys: 2 available”; its drivers, listed by name; its purpose, “Vehicle for Managers, Boat Captains & Drivers”; its history, “Damaged by Hurricane Irma & Maria. Busted window, water damage & electrical damages.”; the faults; and a note, “still being used at the present moment but drivers are concerned.” The entry also gives what the vehicle was for: “The Suburban is used to pickup contractors, extra guests, packages, groceries & Home Depot Runs”. Eleven photographs went with it, seven of the present condition and four taken after the storms. The drivers are not named here.55

What happened to that report is the architecture. The chief financial officer asked for mileage on each car, “anna can you also provide mileage on each car”; the St Thomas office manager asked whether a claim had been filed; the chief financial officer then wrote to Epstein, and Epstein answered “we need a bunch of new vehilces - lets buy, how did insurance go?”, on which the chief financial officer came back with “any preference on new vehicles? shall we shuffle any old cars from zorro? what should we do with old vehicles?”55 A report on one damaged truck reached, inside a working afternoon, a decision to buy vehicles and a proposal to move cars between properties.

In the same thread she asked the St Thomas office for a document of her own: “Can I please have a Job letter so I can go purchase a vehicle of my own since both my vehicles that I purchased in June 2017 (Truck & Car) was damaged by Hurricane Irma & Maria in 2017”.55 Employment verification for the island’s manager came from the office that ran the payroll, and she had to ask for it.

A countertop. On January 30, 2019 she reported that a stone slab for the flagpole pool kitchen had been broken by the island’s own machinery, that the supplier could reorder and have a replacement in about three weeks, and that a third party “called Kenny this morning and told him not to order anything until he get word from Mr. Epstein”. She closed “Please advise,”.56 The chief financial officer’s own answer went further than hers: “additionally not sure we invest more time and money with kenny..” and then, on the next line, “these are questions for jee not me..”57 A manager on St Thomas put two numbered options to Epstein and wrote “Please advise.”; his whole reply was “Install temp asap”.57 A kitchen worktop was above the chief financial officer’s authority and was settled by the owner in three words.

A dock that was never built. In August 2016 an engineer working up drawings for docks at Great Saint James addressed his questions to the island manager and a colleague, “good morning daphne and ann !!”, and the answers came back from Epstein through the office: “Ask visco how wide is the barge”, and then “so tell bateman that the barge dock should be 25 wide and 40 foot long”. The engineer’s cheque for $5,100.00 was meanwhile being held: “As per Rich’s instructions, I am holding Jeff Bateman’s check of $5,100.00 pending receipt of dock drawings that you requested on your last visit.”58 When the drawings arrived and the chief financial officer asked “is it ok to release 5,100 payment to bateman”, Epstein answered with a condition that was not about the drawings: “i have to know from amy and czm if they are going to approve otherwsie this is a waste excercise. and expense”.59 The vendor’s money was held against a deliverable and then held again against a territorial permit.

And, once, a man’s job. On September 9, 2014 she put a personnel question to Epstein under the subject “New Landscaper”. She reported that the St Thomas office manager was uneasy about a man working on the island because of the circumstances of his dismissal by a previous employer; the man’s name is barred on the sheet, in the subject line and in the body, and nothing is supplied for it here. Then: “He’s currently on a 3months probation period.” She asked whether she should let him go or wait on a decision about reducing the headcount, and closed “Please advise,”.60 Whether a probationary groundsman stayed was referred upward.

A second manager, and the shape of the last year

The 2013 manual gives the island one manager and one assistant manager. By 2018 the St Thomas end had grown another layer, and the record shows her position supplemented rather than replaced.

From April 2018 a shared account signing for the two islands is in the correspondence beside her, auditing first aid kits and defibrillators and asking the New York office for serial numbers and expiry dates; the manager behind it is not named here.61 By January 2019 a further manager, signing for LSJE, LLC, is reporting to Epstein directly. The chief financial officer wrote to the island manager that month: “anna please coordinate with stephanie in advance the work you =ill be performing so stephanie can coordinate existing crews and =quipment” over “thank you”; the transmission damage is printed on the sheet. Her reply the same day was a two-line project report: “At =he moment it’s just GSJ main roads & the step strips. Both =rojects should be 100% completed by tomorrow.”62

What the second manager did with the same material is the difference. Where the island manager sent Epstein a condition and asked what he wanted, the second manager sent him a summary and two numbered options and asked him to choose; the chief financial officer’s instructions in the same thread were “stephanie please have kenny send pictures and anna when you return please go visit kenny..” and, separately, “stephanie do you have an alternative plan?”5657 The island manager was sent to the supplier’s yard. The options went up without her.

One further document shows what the operation issued to a person who worked for it, because it lists what had to come back. On July 4 and 5, 2019 a colleague set out the items due from a departing employee before his last day, to be “turned in tomorrow to me at th= STC office”: a marina parking sticker, a company cellular telephone with its charger, a company American Express card with the receipts of any charges made or pending, a marina shower access key card, and the keys to the water spigots locked on one of the docks. A company radio and charger had already gone back. The island manager was on the distribution; no individual on the sheet is named here.63

Safety equipment, and the properties as one estate

In the spring of 2019 the New York office ran one maintenance programme across all the houses at once, and the traffic shows how the island sat inside the group. On April 25 a member of the New York staff wrote to the property managers that “Our AED =efibrillators are due for preventative maintenance”, that each of them should book it separately and ship the units, and that “Since this is very important, please =veryone confirm back to me once you have the defibrillators shipped ant =eceive them back from maintenance.” The same message lists the estate by its defibrillators: “NY x 1 + 1 in the box for the =irplane”, “Palm Beach x 1”, “Ranch = 2”, “Island x 2 (1 on LSJ, 1 on GSJ)”, “Paris x 1 (I will have to take care of that =eparately)”. The transmission damage is on the sheet.64 On May 1 the island manager reported what she had found and confirmed “will do.”65

A month later the units could not be traced. On May 30 she wrote: “I called the Cardio Partners in search =f our LSJ/GSJ AED defibrillators.” and then “Ms. Holly at Cardio Partners said they =ere shipped to 9 E. 71st St.” and then, on the next line, “if possible, can they =e put on the plane for his Monday 6/3 visit home”. The chief financial officer’s covering line to a colleague at another property was “merwin please confirm these were received thank =ou”.66 Six places and an aircraft were administered as one estate from one New York address, and the island’s emergency equipment was to come back on the owner’s aeroplane with him.

The first week of July 2019

The record under her name does not tail off. It stops.

On Friday, July 5, 2019 she sent a run of photographic reports of the kind described above, through the island’s working day: the tiki hut’s tiling and its planting, a temporary countertop, the plexiglass doors at Five Palms, the stone office at Pebble Beach, a road project, the dock trim, the cleats on the barge dock, a cabana bathroom ceiling and the library’s sliding window doors.67 Epstein read them and answered. Of a cottage on the second island he wrote, timed 7:40 PM on the header, “this does NOT look two weeks away ???”68

The library windows produced a whole exchange in one evening. She wrote “completed”. He replied: “no they windows are meant to swivel past each other=C2 so the ENTIRE window is open all the leather in the side pocke=s. this still shows two panels stuck”. She answered: “The library sliding doors are on a s=ngle track with no space to cross over each other.” He came back: “im aware, thats why i said they needed to be f=xef the brackets at the top and bottom are suppsoed to roate l=tting one panel PASS OVER The over , that is not happening.” and then, past a run of transmission damage, “danny might not understand”. The mangling is printed on the sheets and is not the extraction’s; the sheets’ own timestamps do not reconcile with one another, so no clock time is taken from them.6970 Within the hour, the owner of the island was answering her on the action of a single window frame. The sheets do not say where he was, or whether he was looking at the photographs or at her description of them.

The next day, Saturday July 6, 2019, she sent four more, timed between 3:05 and 3:20 PM on their headers and each carrying a run of photographs: “Cabana 1: Bathroom Ceiling”, “Dental/Emergency Room: Lighting”, “Dental/Emergency Room: Water & Faucets” and “Helipad Cleanup”. The body of the first is the single word “Completed”.7172 Epstein was arrested that evening.73 Nothing on the sheets suggests she knew, and no document found here records her learning of it.

The last document under her name found by the searches described here is timed 12:39 AM on Sunday, July 7, 2019. It is a reply to the chief financial officer and two colleagues under the subject “Re: Barge, Operational Status”, and the sheet carries the header and no body at all.9 The report it answers had come in the evening before from a captain who had been trying to get the island’s barge to sea: propellers of the wrong diameter, the steering cylinder and its mounts called into question, alternators not charging, and “Then a switch caught fire under the helm station.” He closed “I regret having to report this.”74

The sentence a bank’s brief quoted

One document in the released set names her inside an adversarial argument. It is set out at length because the reading it puts on her words can be checked against the words.

In Government of the United States Virgin Islands v. JPMorgan Chase Bank, N.A., No. 1:22-cv-10904-JSR (S.D.N.Y.), the bank filed a memorandum of law in opposition to the territory’s motion for partial summary judgment. On its forty-third sheet, in a passage arguing that a territorial official’s help to Epstein was more than ceremonial, it says:

“In June 2016, Cecile de Jongh was included on an email that included several of Epstein’s alleged victims. CSMF ¶ 344. Ms. Ann Rodriguez writes about plans for transporting them: “I might just drop off the girls and come back to STT.” Id. None of this is ceremonial. It is evidence of active facilitation of Epstein’s crimes that at the very least requires the taking and evaluation of conflicting evidence by a jury.”75

The characterisation is the bank’s, in a brief, and the paragraph of its counter-statement of material facts that it cites for the point is not in the released set, so this page cannot see what that paragraph says or who the recipients were. The sentence it quotes is in the released set, and so is the thread the sentence comes from.

On Tuesday, June 21, 2016 Epstein’s executive assistant in New York circulated his movements to a standing list of staff and advisers under the subject “Jeffrey has given me Schedule!”: “Jeffrey will go to PB on Thursday June 23rd, 11am Wheels up” and “Jeffrey will go to the island on Monday June 27th, wheels up time TBD”. The message then turned to the island manager, noting that she would be on holiday from June 24 to July 1 and asking whether all would be well. Five minutes later she replied to it: “Thx Lesley,” / “I’ll send him an email right now.” / “I might just drop off the girls and come back to STT.”7677 Three minutes after that the executive assistant answered her, in a message whose suspension points are the sheet’s own glyphs: “Oh my…you should enjoy your trip with your girls! Can’t Daphne and others fill in for you while he is there?…do send him an email reminder!”76

She did send the email. At 8:42 that evening on the header she wrote to Epstein under the subject “Camp and back”:

“Hey Bossman,

Would you like me to drop off the girls and come back to STT on Monday?

Monday 27th: Depart Tampa 7am Arriving St. Thomas 3:39pm

Please advise,”78

Epstein’s entire reply, fifteen minutes later, was “Yes”.79 She answered “Ok”, and an hour after that sent the flight she had actually booked, out of Tampa the same Monday morning.8081

At 8:45 that evening, answering the message that had urged her to keep her holiday, she said in her own words what the journey was: “It’s ok, I was dropping the girls off to camp and then going to spend some time with my son.” She added, “I can always go back when he departs again.”82

What the thread shows on its face is a manager whose approved leave overlapped the owner’s arrival on the island, who offered to cut the leave short, and whose colleague in New York understood the journey as her own and urged her to keep it. The sentence the brief quotes was written about that journey, out to Tampa and back, and not about the island, and she said so herself in the same thread three hours later. This page does not name any recipient of the schedule circular, does not resolve the bank’s statement about who else was on it, and takes no position in the litigation. It records what the filing says and what the underlying documents say, and lets the two stand beside each other.

What the records establish, and what they do not

The documents cited here are an estate manual and its covering email, a printed staff manual photographed as evidence, one 2007 office memorandum, one internal payroll schedule, a territorial consent agreement, an excerpt of a civil deposition, a memorandum of law filed by a bank, and about sixty pieces of email correspondence. They establish that Ann Rodriquez held the senior on-site post at Little Saint James over a documented span of 2003 to 2019; that a written manual made her responsible for the whole island and for the Principal’s and the island’s purchases, subject to his review; that she was the office’s working contact with the Virgin Islands Port Authority, the Water and Power Authority and the Department of Planning and Natural Resources; that Epstein personally chose the date of a territorial inspection and personally delegated another such date to her; and that on two occasions in late 2016 she reported an approaching agency and said she was clearing or concealing material.

They also establish that the written manual which defines her post is a template adapted from a manual for another property, and carries passages describing snow, a sixth floor, a basement kitchen and elevators that cannot be about this island; that decisions as small as a kitchen worktop and a storm berth for one barge were taken by Epstein in person; that the chief financial officer said in terms of one such decision that “these are questions for jee not me..”; and that her reporting runs without a break to the small hours of the morning after Epstein’s arrest.

They do not establish what was moved or hidden on either occasion in late 2016, and this page does not guess. They do not establish who was on the distribution list of the June 2016 schedule circular, and this page does not try to find out. They do not establish why the record under her name stops on July 7, 2019 rather than continuing, and nothing found here records what happened to her post, to her, or to the island’s staff afterwards. No document found here records an interview of her, testimony by her, or a charge against her; a bank’s brief in the JPMorgan litigation quotes one sentence of hers inside an argument about another person, and that passage is set out above with the thread it came from. Almost 23,000 sheets carry her name, and a large part of that number is her presence on distribution and copy lines rather than anything she wrote; the sentences above rest on documents she sent or signed, except where the text says in terms that she was an addressee or that a third party is describing what she did.

Where a quotation contains a square-bracketed character, the character is lost to transmission damage printed on the page itself and is supplied from context; where the damage swallows a space, the space is restored silently, and where a damaged character cannot be recovered from context it is given as [?].
