The dental office was a room on Jeffrey Epstein’s island of Little Saint James in the U.S. Virgin Islands, called “Dental Office” throughout the household correspondence and the island’s own room list2 and “Dental Clinic” in a Technical and Financial Proposal a Paris architectural practice prepared for the island in 2018.3 It was fitted with a dental chair bought from a Chinese seller on eBay in 2013; a suction system and dual compressor were approved for purchase the following year, but only the compressor is later confirmed present, and a cabinet with a sink was added in 2015.8911011 The records cited here are household and estate-management papers (purchase and shipping messages, daily work reports from the island manager, punch lists, repair requests and one water-quality report), together with a commissioned architectural proposal and a floor-plan sheet.1411534 The equipment was ordered and chased by Karyna Shuliak, who was addressed in the correspondence as “Dr. Shuliak” and who obtained a Virgin Islands dental licence in November 2015.81617 The records establish that the room existed, what was installed in it and when it was worked on; they do not record who used it or what it was used for.

Several of the emails cited here carry transmission damage in the printed page itself, where a character has been eaten by a soft line break. Characters supplied from context are given in square brackets.

The room

The island’s own room list, sent by the island manager Ann Rodriquez to Shuliak on 21 January 2015 after Epstein asked for every room on the island to be photographed, names “Dental Office” among seventeen “Main Rooms,” between “Library” and “Gym.”2 A floor-plan sheet from the construction-document set of the Miami architectural firm RADYCA labels the same room “Dental Office” on a drawing of the island’s Office Area, between the “Main Office/Library” and a garden.4 A Technical and Financial Proposal from the Paris architectural practice Xavier Cartron, dated 14 September 2018 and commissioned for the island’s redevelopment, lists the island’s existing places in sequence as “09. Library: Reading and Working Space (Desk 2),” “10. Dental Clinic” and “11. House Manger” (the same room, in the same list position, named “Dental Clinic” rather than “Dental Office”).3 On the November 2014 punch list the “Dental Chair” item sits in the “House” department, alongside the living-room expansion and the main terrace; both pages of that punch list carry Southern District of New York production stamps, meaning it was also produced in a federal criminal proceeding.118 Jermaine Ruan wrote to Rodriquez on 10 September 2016 to describe what lay beneath the room: “Under the dental office is a large room with AC equipment in it,” reached by a door, with a cabinet holding a network switch.13

When Epstein first directed where the chair should go, the room was called something else. On 29 September 2013 Shuliak wrote to Rodriquez: “Mr. Epstein advised, that the dental chair should be placed at Sarah’s off[i]ce on LSJ please.”6 Later correspondence calls it the “dental office,” and twice the “dental room.”155

Equipping the room

The chair, 2013

The chair was bought through eBay from a seller trading as plws666, a member registered in China, listed as “New Dental Unit Chair Computer Controlled A1-1 Model FDA CE hard leather.”8 Payment had been made by 23 June 2013, when the seller acknowledged an eCheck and asked the buyer to confirm a port, a colour and a shipping address.8 On 26 June 2013 a member of Epstein’s staff confirmed the freight forwarder as Tropical Shipping at 9505 NW 108th Ave, Medley, Florida, named the customs brokers, and gave the shipping address as the island care of that forwarder.8 A bill of lading was sent from the seller on 23 July 2013.19

On 11 September 2013 the staff member who handled the shipment wrote to Shuliak: “The Dental Chair arrived in New York today. Our Customs brokers submitted the paperwork and paid the fees. The chair is scheduled to be transported down to Miami, Florida by September 18, 2013.”20

Rodriquez’s daily report to Epstein on 31 October 2013 listed “Dental Chair- Will be completed on 11/1”; her report for the following day recorded “Dental chair ready for testing - Done 11/1.”147

Installation, 2014

The chair was not working as intended the following spring. On 21 April 2014 Epstein sent Rodriquez a list of work to be done on the island that included “water leak in dental office, call dentist in st thaoms and ask if someone realluy knows how to set up chair and closed water supply.”21 Two days later her report scheduled a “Dental Technician coming out to make sure the dental chair is assembled correctly.”22

On 22 May 2014 Rodriquez forwarded Shuliak a quotation, reference equote_2688, headed “LSJ-Dental equipment quote.” The supplier had written: “Here is a rough starting quote for what Victor told me you needed to complete the set up. I need to set up an account to quote you with your billing and shipping address’s & phone #‘s. Can you please send me that plus a dentist to reference that will be working there if you can.”23

On 24 July 2014, under the subject “Dental office,” Rodriquez asked Epstein: “Is it ok to purchase the Suction System & Dual Compressor for $4,000.00 with Free installation.” Epstein replied “bid 2500,” and half an hour later Rodriquez wrote back “Done :)”.924 On 15 September 2014 Epstein sent her a two-item instruction: “trim hedge , install dental chair motor.”25

The November 2014 punch list still recorded, against “Dental Chair,” that there was a “Need to purchase Dental Compressor and Dental vacuum system. Also requesting permission to make a hole in the floor under the Dental chair. JE advisement.”1 On the electrical page of the same list, the “Dental Office” row was marked 90 per cent complete with a completion date of 18 November 2014 and the note that a technician was to “come out to complete installation and chair will be ready for use.”18 On 11 December 2014 Rodriquez told Epstein that the technician was on the island “putting on the final switch on the Dental chair.”26

The cabinet, 2015

On 30 July 2015 Shuliak forwarded a PayPal invoice for an “LS1 DENTAL CLINIC CABINET W/LAMINATE TOP - SINK 3 MODULE AND MOBILE CART” from Certified Dental Supply, $2,200.00 plus $500.00 shipping, $2,700.00 in total, shipped to her at Epstein’s Palm Beach house.11 Rodriquez reported on 14 August that the island was “picking up the Dental Cabinet first thing Monday morning.”5 On 18 September 2015 Epstein wrote to her: “have the boys put together the cabinet in karyna dental office. I didn’t see it on the punchlist?”27

Supplies

A credit-card reconciliation of 17 October 2013 lists charges to dental suppliers, among them Henry Schein, which Shuliak described as “These are all den[t]al materials orders I have placed.” Asked “is it for LSJ?” she answered “Yes.”28

Maintenance

On 28 May 2015 Shuliak asked Rodriquez to have the chair repaired: “the bottom panel is separated, the water is not working, also the compressor creates a lot of noise when it’s on.”10 The thread that followed records the delay. On 4 August Shuliak asked whether “the dental room has been fixed and is ready to use”; Rodriquez replied that the technician had rescheduled, and added: “I tried to call another technician but they started to ask me about a Business License and a License to practice in the VI.”5 Rodriquez’s schedule of 7 August has the technician “Coming over to work on the Dental Office on August 10th Monday a[t] 9am,” and on 14 August she reported that “The dental chair is back together again.”295

The room also appears in routine island housekeeping. On 18 February 2014 the island manager Ann Rodriquez emailed Epstein forwarding the results of water samples from “The Water Shed Laboratories,” and reported the “Dental office” among the outlets “Satisf[i]ed/Safe,” while the flagpole pool and a cottage tested positive for bacteria; the underlying laboratory report was an attachment to that email and is not part of this citation.15 A mandatory project list circulated on 23 March 2017 carried the line “Dental Office: Check all wiring and make sure nothing is running on the Dental chair.”30 By 31 October 2018 the room was being used for storage: an island status report records that the library’s “computer, speakers, and wires are removed [a]nd placed in the dental office.”12

Karyna Shuliak’s Virgin Islands dental licence

Shuliak’s application for Virgin Islands dental licensure was handled through PBIS, a credentialing service in Phoenix, Arizona, which acknowledged receipt of a Level III Virgin Islands application on 10 June 2015. The acknowledgement described it as an application “for dental hygiene licensure,” and on 22 June Shuliak corrected it: “Please note that the USVI application is for dental licensure, not dental hygiene.” The service replied on 24 June that it did have her “for dental licensure.”1631

The Commission on Dental Competency Assessments issued her a certificate “as evidence of satisfactory clinical performance in the American Board of Dental Examiners ADEX Dental Licensing Examination 2015.”32

On 11 November 2015 the Director of Professional Licensure and Health Planning for the Virgin Islands, Deborah Richardson-Peter, emailed Shuliak that “A copy of your approval package is attached including the tax clearance instructions.” Shuliak forwarded it to Epstein, who forwarded it the same day to Richard Kahn, Shuliak and Cecile de Jongh with the note “next hurdle.”17 She wrote to the same territorial official on 12 May 2016 about continuing-education credits for renewal, and was told on 14 May that there were “currently no limits on ON-LINE CEs.”33

What the records establish

The documents cited here are procurement, shipping, household-management and licensing records. They establish that a room on Little Saint James was fitted with dental equipment between 2013 and 2015, that Epstein approved the purchases and gave instructions about the room himself, that the island’s staff installed, repaired and eventually stored other equipment in it, and that Karyna Shuliak, who ordered the equipment, held a Virgin Islands dental licence from November 2015. None of them records a patient, an appointment or any use of the room. That is a statement about the documents cited here, and it rests on searching text. The release also holds material about this room that carries no machine-readable text at all, which this page has not examined and about which it therefore says nothing.

A search of the released files under “dental office,” “dental room,” “dental clinic,” “dental chair,” “medical room,” “medical office” and “infirmary” returned, in addition to the island correspondence described above, the Xavier Cartron architectural proposal of 14 September 2018, which lists the room among the island’s “Site Assets and Existing Places” as “Dental Clinic” rather than “Dental Office.”3 The records therefore use both names for the room; nothing this search returned describes a medical or clinical facility on the island beyond dentistry.
