Thorbjørn Jagland is a Norwegian politician who served as Prime Minister of Norway (1996–1997) and later as Secretary General of the Council of Europe; the documents cited here record him in that later role, and also describe him, in Epstein’s own words to a business associate, as a member of the Norwegian Nobel Committee.1 Emails and schedules released by the Justice Department under the Epstein Files Transparency Act record correspondence between him and Jeffrey Epstein from October 2012 to June 2019, hospitality on both sides (a stay by Jagland and his wife at Epstein’s Paris apartment, visits by Epstein to Jagland’s residence and office in Strasbourg, and a stay by Jagland’s family at Epstein’s Palm Beach house and island), and Epstein repeatedly presenting Jagland, by name and by title, to other correspondents as someone worth meeting.71722

The record set out below is of two men in regular contact over seven years, of an office that arranged and helped pay for one family visit in detail, and of Epstein using Jagland’s name and position (accurately in places, inaccurately or inconsistently in others) to open doors elsewhere. Where the documents show Jagland’s own words, they are given in full. No document cited here shows him doing anything in his own official capacity for Epstein; the direct request tied to that capacity, made twice in July 2015, produced from Jagland only an offer to look further into it, and nothing cited here shows what, if anything, followed.

2012: a Paris houseguest, and correspondence begins

A schedule for Epstein’s Paris apartment covering May 12–19, 2012, prepared by his office, lists for Wednesday, May 16: “Jagland and wife to stay at Paris Apt. with you until Sat May 19,” and for Saturday, May 19: “[Jagland] and wife to depart today.” A “People to See” list attached to the same schedule gives an entry for “Jagland: Thorbjoern” with a telephone number, not reproduced here, alongside similar entries for several other contacts, including one reading “Karim Wade:” with a number of its own.7 This is the earliest appearance of Jagland’s name in the documents cited on this page, and it predates any direct correspondence between the two men cited here.

Sworn testimony given by Bill Gates to the House Committee on Oversight and Government Reform, in a transcribed interview of June 10, 2026, describes two Manhattan dinners not otherwise recorded on this page. Asked about specific meetings with Epstein in 2012, Gates said he “saw him for two dinners in the fall of 2012,” one at the Four Seasons hotel in New York and the other, “during the General Assembly week,” at Epstein’s residence; asked who attended the residence dinner, he said Epstein “brought along two Norwegians, one who’s Terje Rod-Larsen, and the other is Jagland something,” that he thought Boris Nikolic was also there, and that it was “the first time that I met either of those two men.”8910 Later in the same interview, reviewing Epstein’s schedule for February 27, 2013, Gates said he thought that was “another time where Terje Rod-Larsen and Jagland Thorbjorn … attended the dinner,” at which Epstein “invited us over and David Blaine came and did a few magic tricks.”11 Neither dinner is dated more precisely than “the fall of 2012” and February 27, 2013 in the testimony; nothing cited here establishes whether the fall 2012 dinner came before or after the October 14 message quoted next, since Jagland’s own message that day describes a Council of Europe address to the General Assembly he had not yet scheduled, and Gates’s “General Assembly week” is not itself pinned to a date in the testimony. What the testimony does establish is that Jagland was at Epstein’s Manhattan residence earlier than any Manhattan visit otherwise documented on this page.

The earliest direct message cited here is from October 14, 2012, when Epstein wrote “where are you.. when can we see each other?” and Jagland answered that he was in Oslo, headed to Berlin to meet Angela Merkel and then to Andorra, and was “discussing with UN secretariat when I can com[e] and make my speech to the general assembly.”5

January 2013: Epstein vouches for Jagland to the President of the Maldives

On January 17, 2013, Mohamed Waheed Hassan, then President of the Maldives, wrote to Epstein describing an approach he had received: an “anonymous funds manager” was offering to deposit $4 billion in the Maldives in exchange for government promissory notes and a new special-purpose construction company, with the manager taking an upfront percentage; the finance minister and “a leading politician and leader of the coalition parliamentary group,” a possible rival for the presidency, were behind it. Waheed wrote that he felt “very uncomfortable about this” and asked Epstein’s advice. A redacted correspondent replied, “I remember meeting Jagland at your place when I came with Sultan,” and Epstein wrote back: “as chairman of the council of europe , he is really mr human rights, Im sure that if he can be of help, he will,” and separately, “also be advised that thorbjorn jagland is a great friend.”23 Nothing cited here shows Jagland being contacted about the Maldives matter, or responding to it; the exchange is Epstein’s own invocation of Jagland’s name and position to a foreign head of state, in a matter about which Waheed had asked Epstein, “Does this sound all ridiculous to you,” and said he had “a strange feeling about this whole thing.”

2013: a Strasbourg visit, an ask about Moscow, and a trip to the island called off

Through March 2013 the two men arranged for Epstein to visit Jagland in Strasbourg. Jagland wrote on March 5 that he had no plans in Paris that week but was “very much welcome to come to Strasbourg,” and on March 10 asked, “would you like to stay over? Actually its up to you from friday 22. - wednesday 27.” On March 17 he wrote, “It’s fine for me on Wednesday 27. Great if Bill is coming with you let me know when you arrive and how many. How long you stay. I can get a car to pick you up,” and separately, the same day, Epstein wrote to Jagland that “bill has given me two dates. the 25 and the 27th, i want to spend time with you , and hear about your adventures.”14 Whether this “Bill” was Bill Gates is not established by anything cited here: Gates’s own account elsewhere in the documented record describes flying with Epstein only once, on March 1 or 2, 2013, days before this exchange began, and never to Strasbourg or with Jagland.24 No document cited here confirms whether the Strasbourg visit went ahead as discussed.

Later that spring Epstein asked Jagland to raise a legislative matter with Moscow. On May 25, 2013 he wrote, “I think you should follow up with putins chief of staff. no harm,” and Jagland answered seven days later that he was “following up,” and that “the Russian bureaucracy is a difficult animal… but I have another that gets through.”25 On June 14, Jagland wrote: “Strange. I just got a call informing me that Putin has decided to change the law on foreign agents after the meeting we had. I asked about you and they said it would happen.”26 Nothing cited here identifies the meeting referred to, or what, if anything, Epstein’s involvement consisted of beyond the message quoted.

On September 8, 2013, Jagland asked Epstein, “Would it be possible to visit your island either Christmas or eastern.”27 By late October he was already in Paris hoping to continue on: on October 27 he wrote, “Have had a good time in your city Paris since yesterday. How do we take forward the journey to your Island.” Epstein’s office had by then obtained pricing for a Ritz Hotel stay and a flight, and on October 29 Lesley Groff asked Epstein, “Do you wish me to send the information I rec’d today re the Ritz Hotel and flight to Jag[]land?” Epstein answered: “no.”28 A further round of planning began in November for a trip around Christmas, for which Jagland supplied passport numbers for five travelers in his party;29 nothing cited here shows that trip taking place, and the travel documents examined for this page show the family’s next confirmed trip was the following spring.

2014: family travel to Palm Beach and the island

Renewed planning began in February 2014 for a trip at Easter. On February 24, Epstein wrote to Jagland, “i need names and passport numbers,” and Jagland supplied names for five travelers, without the numbers, the same day.30 On March 5, Epstein wrote, “we need dates of birth. . where issued from and date expired. please call me tomorw,” and on March 9 Lesley Groff, introducing herself to Jagland as “Assistant to Jeffrey Epstein,” wrote: “I will be helping you with your trip to Palm Beach and on to Jeffrey’s island…Jeffrey has forwarded the below information to me..however, I am still in need of complete birthrates (MONTH, DATE, YEAR please).” Jagland supplied full names, dates of birth, and passport issuing offices and expiry dates for himself and four other members of his traveling party in replies the same week.31 None of that identifying information (names beyond Jagland’s own, dates of birth, or passport detail for anyone) is reproduced on this page. The requests and the replies are pinned to the documents and lines that carry them, not quoted.

Epstein’s office then arranged and helped pay for the trip. On March 9, Groff advised Epstein that letting the family “make one stop coming and going” would reduce the ticket price by “$1500-$2000 per a ticket,” and on March 10 she wrote to Epstein: “Below t[i]cket is $2813.70 EACH non refundable for Jagland and [his wife]… We can get the kids in coach on same US flights.”32 Two days later Groff wrote, “Jagland Approved tix!! May I have your approval to purchase them all?!!”, and Epstein answered, “Yed,” apparently “Yes.”18 On February 18, Groff had given Epstein pricing for lodging on St. Thomas for April 11–22: three rooms at the Ritz-Carlton at a total of $34,281.27, or two rooms at the Westin on St. John at a total of $19,637.80.33 On March 11, Cecile de Jongh confirmed to Epstein that “Reservations have been made with the Ritz for three rooms. I gave them JE’s cc for two rooms and I will have a check delivered to the Ritz from JEVIF for one room” (the Jeffrey Epstein VI Foundation), to which Epstein replied, “two kings.”17 Airline itineraries in the release show the family’s travel running from Frankfurt and Oslo to Miami on April 12, on to St. Thomas on April 14–15, and returning by April 19–22.17

While Jagland’s family was in the Virgin Islands, Epstein wrote to Peter Thiel, in an email with no subject line, “thorbjorn jagland will be on the island for the entire next week, come visit”; Thiel’s reply proposed a different date in New York instead.22

Introductions: Epstein presents Jagland to his other contacts, 2014–2018

On May 12, 2014, Epstein wrote to a Russian correspondent, Sergey Belyakov, sharing his own views on “russian based” financial innovation (digital currencies, oil-based currencies, smart contracts) and added: “I am friends of Thorbjorn Jagland, who asked me for my views. I told him the same.”34 This is Epstein’s own account, given to a third party, of Jagland having asked him for views on an investment-adjacent matter; nothing cited here shows Jagland’s side of the exchange or what, if anything, followed.

On September 19, 2014, Epstein wrote to Michael Wolff, listing a roster of contacts for “this week”: “thiel, summers,bill burns, gordon brown, jagland, ( council of europe and nobel chairman ). mongolia pres , hardeep puree ( india), boris ( gates). jabor ( qatar ). sultan ( dubai, ), kosslyn ( harvard), leon black, woody. you are a welcome guest at any…”35 This list, and the reporting trip it opens, bears on the dating of Wolff’s draft profile discussed further below. Six days later, on September 25, 2014, Epstein wrote to Reid Hoffman, “also you should meet bill burns, ( leaving state) an[d] thorbjorn jagland ( nobel peace price chair) see you soon.”3 (A lunch the same week between Jagland, Epstein and Kathryn Ruemmler is recorded on Kathryn Ruemmler’s page and is not repeated here.) On January 10, 2017, Epstein wrote to Tom Pritzker, “thorbjorn jagland is the other one to meet when you are next in europe.”36 On May 26, 2017, he wrote to Peter Thiel again, “If it’s geo politics you are interested in , I’d consider having you meet with thorbjorn jagland . Head of council of Europe , also human rights court.”37 On February 22, 2017, ahead of a visit to Strasbourg, Epstein sent the businessman Sultan Bin Sulayem a biography of Jagland copied largely from the Council of Europe’s own description of the office, adding, “I will leave zurich around 530 -6 fly to strassburg. meet you there. we will go to his residence , He is an old friend.”1 The two men worked out the visit’s logistics in detail over the following hours: transport from the airport, food, how many would attend, whether Jagland’s wife could join, and whether they could all stay over. Jagland separately asked to ride on to Paris afterward to resolve, in his own words, “a problem with my passport I can only solve in Paris.”16 On March 8, 2018, Epstein again wrote to Sultan Bin Sulayem, simply: “thorbjorn Jagland is his name.”38

In each of these introductions, Epstein is the one describing Jagland’s position, and the descriptions are not consistent with each other or, in places, with the office Jagland actually held: he is called by turns a Nobel Peace Prize “chair,” “nobel chairman,” the “head” of the Nobel Peace Prize Committee, and “head of the human rights court in strasbourg” as well as Secretary General of the Council of Europe, two distinct institutions with no common leadership.3524 Nothing cited here shows Jagland describing his own position in these terms.

July 2015: Karim Wade’s case

On July 9, 2015, Epstein wrote to Jagland: “hope you are wlell. my friend karim wade , son of the former president of senegal , was minister there and put on trial for corruption, the un said the trial was a farce. . and as he has a french passport i wondered if he could bring his case to your court. ?”20 Nine days later, on July 18, 2015, he wrote to Jagland again, in substantially the same terms: “hope you are having a good summer, do you think the fact that Karim Wade, has a french passport would enable him to file a suit in your court. saying that his trial for corruption was unfair in senegal? the unhr committeee found it to be unfair.”39 Karim Wade (identified elsewhere in this release as a Senegalese government minister from 2009 to 2012, and the son of former President Abdoulaye Wade40) already appears, by name and with a redacted telephone number, on the same May 2012 Paris schedule that lists Jagland as a houseguest, three years before either message.7 Nothing cited here shows a reply to the July 9 message: the request was made twice, nine days apart, before Jagland replied to the second.

Jagland replied to the July 18 message a week later, on July 25: “Hi Jeffrey, all of a sudden I discovered that I’ve haven’t replied. Yes, given the fact that Karim has a French passport, it should be possible. But I don’t know wether this case has been in French courts. Tell me more.”21 Epstein answered the same day with more detail: “he is the son of the president of senegal . he was running against the current president, they began a corruption inquiry and sentenced him to six years in jail… the un report said that the trial was not conducted with appropriatley and should be void… the president , has ignored it,” and asked: “IF there was someone in your org that i could have his attny explain the facts, that would be helpful.”41 Later the same day he forwarded Jagland an email from one Mohamed Seydou Diagne, carrying as attachments the actual opinion of the United Nations Working Group on Arbitrary Detention (Opinion No. 04/2015) in English and French, with the covering note: “his lawyer , and docs..”42

Nothing cited here shows any reply from Jagland after the July 25 exchange, or any action by him or by the Council of Europe on Wade’s case. Karim Wade’s name recurs in hundreds of other documents in this release in contexts well beyond Jagland or this page, which is reported to the desk below as a lead not chased here.

New York Magazine’s fact-checking, March–May 2015

An earlier round of fact-checking for the same profile is also in the record. On March 31, 2015, Alex Yablon, a New York Magazine staffer, emailed Epstein a list of questions “for New York Magazine story,” phrased throughout as “did you…?” and covering a chronological sequence of events including, “during U.N. Week in late September,” a “Sunday night discussion with Bill Gates, Mort Zuckerman, and Peter Thiel,” Qatari guests, a breakfast the following morning with the attorney Reid Weingarten, and: “That evening, did you host Australian PM Kevin Rudd and Thorborn Jagland for a cocktail party? Did Jagland critique US foreign policy? Did you offer to fly him back to Europe on your jet?”43 Epstein forwarded the email to Wolff the same day, with the one-word reply “nfw.”44 The most recent “U.N. Week” before this March 2015 letter fell in late September 2014, the same week Epstein wrote to Wolff naming Jagland among “this week[‘]s” contacts;35 read together, the two messages place the cocktail-party scene below in late September 2014, firmer than the draft’s own internal dating.

On May 5, 2015, Lauren Kern, an editor at New York Magazine, wrote to the writer Michael Wolff that the piece he was preparing needed “independent verification of quotes and details” from a list of named people, and separately: “These people, who are essentially just listed, we could just have you and Epstein confirm, as long as you saw them there personally,” naming a list that includes Peter Thiel, Kevin Rudd, Thorbjorn Jagland, Ehud Barak and others.19 Epstein forwarded the memo to himself, and Wolff and Epstein discussed it on May 22, 2015.19

A draft of Wolff’s article, found among Epstein’s own files and describing a visit Wolff dates only to “that evening” of a reporting trip he elsewhere places around five years after Epstein’s 2009 release from prison (placed above, from the surrounding correspondence, in late September 2014), states: “That evening, there’s a small cocktail party, which includes the former Prime Minister of Australian, Kevin Rudd, and Thorbjorn Jagland, the head of the Nobel Peace Prize Committee, who offers an affable, but generally scathing, critique of U.S. diplomacy (and a brief defense of Obama’s Peace Prize award) and to whom Epstein offers a ride back to Europe on his jet.”2 This is Wolff’s own account, and nothing cited here shows whether the piece as drafted was ever published, or in what form; the fact-checking standard set for it by New York Magazine’s editor is what is documented here, not the truth of the scene itself.

2016–2019: further visits, and a Paris dinner left unconfirmed

On September 15–16, 2016, Epstein invited Peter Thiel to his house, adding: “if i am not in new york , i think if you want europe , thorbjorn jagland. will be staying at m[y] house. and you could/should spend time. He has the best under[s]tanding of reality on the ground. . and I will vouch for your discre[t]ion.”12 The same week he wrote directly to Noam Chomsky: “on the 18th in new york and 19th , thorbjorn jagland, will be with me, he is head of the human rights court in strasbourg. and the sec general of the council of europe. he awards the Nobel peace prize COME have fun”; Chomsky replied that a trip to Italy meant he would miss it.4 A lunch between Epstein and Jagland was confirmed for Tuesday, September 20, at 12:30pm, in an email exchange between Jagland and Lesley Groff on September 19.13 A separate, undated guest list from around the same week, headed as a “tentative list of potential guests for a dinner” with two other invitees identified only as “BG” and “LS,” names Jagland alongside Leon Black, the Mongolian president and several Gulf officials.45 Two days after the confirmed lunch, on September 22, 2016, as he was traveling on to Strasbourg, Jagland wrote to Lesley Groff: “Dear Lesley, thank you for everything. We are on the way via Oslo to Strasbourg. Hope to see you soon. Good to see Jeffrey, he is such a nice and interesting person, learning something new every minute when speaking with him.”46 This is the closest thing in the record cited here to confirming that the September 20 lunch, elsewhere recorded only as arranged in advance, actually took place.

On February 22, 2016, Jagland asked Epstein, “can you take your plane to Strasbourg on wednesday,” and Epstein agreed.15 On November 9–10, 2018, the two arranged to meet in Paris, where Jagland wrote that he was attending “the commemoration of th[e] 1[st] world war” and would have dinner with President Macron that evening.47

On June 12, 2019, Lesley Groff wrote to Epstein that Terje Rød-Larsen had confirmed a dinner at Epstein’s Paris apartment for June 20 at 7:30pm, adding, “I am still waiting for Thorbjorn Jagland to confirm.”48 The following day, Groff wrote to Jagland directly, repeated three more times with minor variations: “circling back to confirm you will see Jeffrey for Dinner at his Paris apartment along with Terje on Thursday June 20th at 7:30pm,” giving the building’s street address and entry details, and asking Jagland to “please pass along a cell number for yourself.”6 Nothing cited here shows whether Jagland confirmed or attended.

Limits of this page

These documents record who wrote to whom, when, what was arranged and paid for, and what Epstein told other people about Jagland. They do not establish what was discussed at any of the visits beyond what is quoted above, whether the March 2013 Strasbourg visit or the June 2019 Paris dinner actually took place, what became of Epstein’s request that Jagland connect Karim Wade’s lawyer with “someone in your org,” or whether Wolff’s draft article was ever published. No document cited here shows Jagland acting in his official capacity as Secretary General of the Council of Europe on Epstein’s behalf, and no document cited here alleges wrongdoing by Jagland himself.

This page follows the wiki’s privacy rule strictly on one point beyond the desk’s general practice: Epstein’s office requested and, in specific replies, received full names, dates of birth, and passport issuing offices and expiry dates for Jagland and four other members of his traveling party in February and March 2014. None of that identifying information is reproduced here, including Jagland’s own date of birth and passport detail; family members other than Jagland himself are referred to here only by relation (his wife, his family, his children, his traveling party), never by name, and no age is given for any of them. The requests and replies are pinned to specific documents and lines below for anyone checking this page, not for a reader to go looking in the documents themselves.

Telephone numbers appear in the clear in several of the documents cited here, including a personal number for Jagland on the May 2012 Paris schedule and cell numbers requested of him in 2017 and 2019; none is reproduced on this page. Entry details for Epstein’s Paris apartment given to Jagland in June 2019 are likewise not reproduced.

A lead not chased here: Karim Wade’s name recurs in several hundred other documents in this release, in contexts that go well beyond his one exchange with Jagland described above. That is a large, separate story and this page does not attempt it; it is reported to the desk as a strong candidate for its own page.
