Terje Rød-Larsen (born November 22, 1947), whose name appears in Jeffrey Epstein’s records as Terje Rod-Larsen, Terje Roed-Larsen and, on a handful of sheets, Terje Rød-Larsen,8 is a Norwegian diplomat who was a principal architect of the 1993 Oslo Accords, served twice as a United Nations Under-Secretary-General, and was president of the International Peace Institute in New York from 2005 until October 2020.1 Epstein’s will of June 29, 2017 named him as one of three co-Executors of the estate, alongside Darren K. Indyke and Richard D. Kahn; that will was superseded, and the will admitted to probate after Epstein’s death named only Indyke and Kahn.3459 Epstein’s records document a personal loan of $130,000 to Rød-Larsen in 2013, a further $250,000 paid to him by Epstein’s Southern Trust Company in 2015, and payments from Epstein’s foundations to the International Peace Institute.101112 PassBlue reported that he resigned from the institute on October 29, 2020, after the loan and the donations were reported in Norway, and that he had apologised to its board for “failed judgment.”2 News in English (Norway) reported that on February 8, 2026 Norway’s economic crime authority, Økokrim, charged him as an accessory to serious corruption in a case centred on his wife, the diplomat Mona Juul, and that his lawyer said he was “surprised” by the charge and “certain the case will be dropped.”6

Career

Rød-Larsen directed the Norwegian research foundation Fafo and, with Juul, ran the secret back channel between Israel and the Palestine Liberation Organization that produced the Oslo Accords of September 13, 1993.1 He was UN Special Coordinator in the Occupied Territories from 1994 to 1996 and UN Special Coordinator for the Middle East Peace Process and Personal Representative of the Secretary-General to the PLO and the Palestinian Authority from 1999 to 2005, holding the rank of Under-Secretary-General in both posts.1 He became president of the International Peace Institute, a New York organisation with offices at 777 United Nations Plaza and in Vienna, in 2005.113 A promotional release circulated from Epstein’s own website describes him as “an established Mideast diplomat and a United Nations under-secretary general” and as “the Institute’s President.”14 The addresses at which Epstein’s correspondence reached him are on the Institute’s own domain rather than a personal account; no value is reproduced here.1516

In November 2010 Rød-Larsen opened and closed the Sir Bani Yas Forum at Qasr Al Sarab, Abu Dhabi, jointly with the United Arab Emirates’ foreign minister: the agenda gives the “Opening Remarks by Hosts” on the Saturday and the “Wrap-Up by Hosts” on the Monday to “HH Abdullah bin Zayed Al Nahyan, Minister of Foreign Affairs of the United Arab Emirates” and “Terje Rød-Larsen, President, International Peace Institute.”17 Jeffrey Epstein’s invitation to the forum was relayed on Rød-Larsen’s behalf: on October 25, 2010 Fabrice Aidan, whose signature block gives his title as “Special Assistant to the Special Envoy of the Secretary-General,” wrote that Rød-Larsen “cleared with HH that Jeffrey Epstein should be invited to the SBF”; a further message two days later reports that Rød-Larsen “has invited Mr. Jeffrey Epstein, Chairman of Financial Trust Company, Inc to participate a business participant” and asks that he “be added to the list of participants.”18

Epstein’s estate instruments

Epstein executed a will on June 29, 2017 that provided: “I appoint DARREN K. INDYKE, RICHARD D. KAHN and TERJE ROD-LARSEN to serve as the Executors of this Will.”3 It named Eva Andersson Dubin, then Kathryn Ruemmler, then Stephen Hanson as successor Executors, and directed the Executor “to pay from my estate, as compensation to each Executor for serving as Executor hereunder, the sum of Two Hundred Fifty Thousand Dollars ($250,000) to each Executor upon the completion of probate of my estate.”3 The residue was left to the trustees of a 2017 trust.3 The copy of that will in the released files has the word “REVOKED” written by hand in large letters diagonally across its first page.3

Later wills dropped him. A will executed May 8, 2018 and another executed January 18, 2019 each appoint only Indyke and Kahn, with Ruemmler as successor.45 The will executed August 8, 2019, two days before Epstein’s death, likewise appoints only Indyke and Kahn, with Boris Nikolic as successor, and is the will Indyke and Kahn filed for probate in the Superior Court of the Virgin Islands.9

The 1953 Trust, the instrument dated August 8, 2019 that received the estate, carries a schedule of individual bequests in which two entries of $5,000,000 each are made to individuals sharing Rød-Larsen’s surname; the instrument states no relationship to him.19 Anadolu Agency reported on February 13, 2026 that Epstein’s will “reportedly left $5 million to each of Rod-Larsen’s two children, totaling $10 million,” and News in English (Norway) reported on February 8, 2026 that “both of their now-adult offspring were written into Epstein’s will.”206

Money

The $130,000 note, 2013–2014

On June 27, 2013 Epstein instructed Richard Kahn to wire Rød-Larsen $130,000, giving an account number and adding, “it will be a 6 month loan.”10 Kahn asked Rød-Larsen for the routing number, the name on the account and the “ability to sign promissory note for this 6 month loan.”10 The next day Kahn told Epstein, “i still have not received terje bank routing number to complete wire.”10 On July 18, 2013 Epstein wrote to Rød-Larsen: “loan doc were never recieved.”21

The instrument itself is in the released files, and it is dated seventeen days before that message. A three-page promissory note dated July 1, 2013 opens: “FOR VALUE RECEIVED, the undersigned, TERJE ROED-LARSEN, (the “Maker”), hereby unconditionally promises to pay to the order of JEFFREY E. EPSTEIN, a resident of the United States Virgin Islands (the “Holder”), the principal amount of One Hundred Thirty Thousand Dollars ($130,000.00), together with interest on the unpaid principal balance at the rate of (0.23%) per annum, payable as hereinafter provided”.22 The balance was “due and payable on December 31, 2013”; payment was directed to “6100 Red Hook Quarter, Suite B-3, St. Thomas, USVI 00802,” and the note was to be “governed by, and construed in accordance with, the laws of the United States Virgin Islands applicable to contracts to be performed entirely therein, without giving effect to the principles of conflict of laws applicable in the United States Virgin Islands”.22 Default was defined to include “The death of the Maker”.22 The copy in the released files is unexecuted: the signature line above the printed name “Terje Roed-Larsen” carries no signature, and the notarial acknowledgement reads “On July ___, 2013” with the day left blank and the line above “Notary Public” unsigned.22

The note matured on December 31, 2013. On January 14, 2014 Kahn circulated “wiring instructions for the payoff of attached 130,000 promissory note that matured on December 31, 2013,” directing repayment to an account in Epstein’s own name.23 Through late January and early February an aide to Rød-Larsen worked with Kahn on the transfer details; on February 6 the aide wrote, “Noted. It is done. Will scan and send receipt in course of the day.”23 On February 3, under the subject line “Promissory note,” Rød-Larsen wrote to Kahn that “The banks need more details,” and Kahn passed the request to a Deutsche Bank contact as “an international bank wanting to send money to jee personal account to pay off a loan.”2425 On February 10 Kahn wrote, “my bank has not received these funds,” and the aide replied that afternoon, “I would give it two more working days. I sent you a copy of the transfer.” Kahn wrote again the next day: “i still have not received funds.”23 The correspondence stops before recording the wire clearing.23 PassBlue quoted a letter from Rød-Larsen to the institute’s board dated October 21, 2020: “This loan had no connection to the activities or finances of IPI, and it was repaid in full as promised within the allotted time from my own personal accounts.”2

The $250,000 payment, 2015

On December 19, 2015 Rød-Larsen forwarded Epstein an aide’s message headed “Account details for transfer,” and Epstein forwarded it on to Kahn with the single line “250k.”26 Kahn asked, “Are we sending terje money or is he sending to us? If we are sending jee personal Stc ft real estate?”, naming three candidate payers, and Epstein answered, “stc to him.”2627 The payer was Epstein’s Southern Trust Company. On January 25, 2016 Kahn asked Rød-Larsen to fill out a Form W-9, writing that the tax information was needed “to prepare a 1099 for 250,000 you received from Southern Trust”; the date of receipt is corrupted on the face of the produced document.11 Three days later Kahn told Epstein he had “sent Terje two emails this week requesting that he =ill out form W-9 so that we can issue him a 1099 from STC.”11 What the payment was for is not stated in the correspondence.11

Epstein money to the International Peace Institute

A promotional release circulated from Epstein’s website claims a decade of support for international peace accords by the Jeffrey Epstein VI Foundation and says the foundation endowed a fellowship fund at the International Peace Institute in memory of a United Nations diplomat killed in the 2003 bombing of the UN headquarters in Baghdad.14 On December 23, 2014 Epstein asked his staff “please give me the final of how much money was sent to each of my cahrities”; the tally that came back listed “INTERNATIONAL PEACE INITIATIVE 250,000” among cheques being written that day, Kahn objected that “instructions were for 200,000,” and the finance officer replied, “My typo — instructions are for $200K to Terje Rod-Larsen.”28 Four days earlier, on December 19, 2014, Leon Black had written to “Terje Rod-Larsen, President, International Peace Institute, Inc.” that he had “wire transferred a charitable gift in the amount $200,000 … representing an unrestricted gift for the use and benefit of IPI.”13 Nothing in either document links the two payments to each other.2813

In 2017 the money came through Gratitude America, Ltd, another Epstein foundation. On November 1, 2017 Epstein instructed, “send IPI 100 k . to terje attention,” and Kahn replied that the two previous cheques had also been drawn on Gratitude America ($150,000 and $125,000, which Kahn dated to May 7 and June 12, 2017; the cheque itself is dated May 8, 2017, which is also the date of Epstein’s instruction for it, so Kahn’s date is a recollection nearly six months later)2930 and asked Epstein to confirm that the new $100,000 would be as well.31 Gratitude America cheque number 315, dated November 1, 2017, pays $100,000 to “International Peace Institute, Inc” and is addressed “Attn: Terje Rod Larsen.”12 Dagens Næringsliv reported, as summarised by PassBlue in October 2020, that Epstein donated $650,000 to the institute between 2011 and 2019.2

Payments also ran from the institute towards Epstein. In March 2014 an Epstein aide sought approval to “reimburse International Peace Institute for Lawrence Summers flight,” a ticket costing $14,158.88, from Epstein’s Enhanced Education.32 PassBlue reported in October 2020 that Rød-Larsen directed the institute to transfer $100,000 to Epstein in 2015 in connection with the Mongolia project.2

Institute business shown to Epstein

The institute’s monthly “Regional Insights” bulletins, sent to Epstein from Rød-Larsen’s office, state that they are “provided exclusively to major donors and members.”33 His office also sent Epstein press round-ups and Middle East updates through 2013 and, in June 2012, a link to an institute presentation on “Global Trends and Crises.”163435

Epstein was also shown the institute’s own money as it arrived, and the negotiating that preceded it. On September 12, 2013 Rød-Larsen forwarded him, the same afternoon it was written, an internal “Report on meeting with Gates Foundation” in which the institute’s director of finance and administration told him that “we all detected some skepticism, even resistance, on the part of their polio team”; that in response to the institute’s proposal for “$5m in 2013” a Gates Foundation officer “made clear that they could not fund anything retroactively, and that their understanding was funding of $5m over several years”, suggesting instead “$1 million in general operating support (unrestricted), beginning Oct 1”; and that “The main issue to resolve at this point is the timeline for the additional $4m in project support: for 1 year (2014) or longer.”36 The report ends: “We left it that we would come back to them following further direction from you.”36 On the morning of November 1, 2013 the institute’s director of finance and administration wrote to Rød-Larsen and six colleagues, with one further copy, under the subject line “$1.25m from Gates received”, opening “Dear all:” on its own line and then reporting, “I’m happy to report that today we received $1.25 million from the Gates Foundation as the first installment of its $2.5 million in general operating support over 2 years.”37 Rød-Larsen forwarded it to Epstein’s personal address five hours later, with no covering text.37

On January 23, 2014 a member of Rød-Larsen’s staff sent Epstein a draft invitation to the Mongolian Presidential Advisory Board, writing: “Terje asked me to send you the below message — for your comments — before we send it to Larry Summers (we will also send similar messages to the other board members).”38 The draft told the recipient that “The members’ working arrangements will be with IPI, pending the formal signing of IPI’s contract with the government of Mongolia in March” and that “the Board Member’s honorarium will be $100,000 per annum.”38 The institute’s accountant later sought Summers’s Form W-9 for “his honorarium for the Mongolian Advisory Board,” wired on February 28, 2014.39 In March 2016 Rød-Larsen forwarded into his message thread with Epstein a note to a Mongolian counterpart reporting that Summers “will consequently have to take a fee of 400.000$ for the job.”40

On August 2, 2012 Rød-Larsen forwarded Epstein a “Nexus Center” concept paper sent to him by an institute colleague; Epstein replied the next day, “well done , but you must treat this as highly higly confidential.. too early will ruin it.”41 On June 8, 2014 he forwarded Epstein a message from the institute’s Vienna director carrying a document titled “Agreement IPI+KZ for economic advice.”42 In November 2018 he forwarded Epstein correspondence with a politician who had said publicly that he was considering resigning, and the offer of a fellowship at the institute that followed.43

Through 2011 and into 2012 Rød-Larsen forwarded Epstein messages from a correspondent the sheets name as Avi Gil, each carrying a dated Word attachment, and the sheets read for this page do not explain the series. The copy read at the page image for this page is dated June 29, 2011, attaches “28_June.doc,” and has for its body the single line “For the P.” above the sender’s first name; the sheets do not say who “the P.” is.44 At least 234 documents in the released files carry Rød-Larsen’s name together with that phrase, 223 of them also carrying the year 2011 and ten the year 2012. At least 397 carry the phrase “Office of Terje Rod-Larsen”, the bulletin and press-summary traffic described above; both figures are floors, and nothing measured for this page establishes which run is the larger.448

Introductions and meetings

Vienna property, April 2011. On April 13, 2011 a Viennese estate agency wrote to Epstein four times, each letter opening “Referring to our appointment today with Mr. Rod Larsen.”45 Three were offers (a town house at €16,000,000, Palais Erdödy-Fürstenberg at €35,000,000 and Palais Batthyány at €28,000,000) and the fourth offered to advise Epstein on the tender for Palais Sturany for a fee of “1,5% of the final purchase price plus 20% MwSt.tax VAT.”45464748

Villa Barbarigo, January 2011. Rød-Larsen forwarded Epstein a broker’s confidential accounting and property dossier on Villa Barbarigo at Valsanzibio near Venice, which set out what would be needed to run the estate “as a super luxury hotel resort.”49

Davos, January 2014. Epstein wrote to Rød-Larsen and Lawrence Summers on January 9, 2014 that “the meeting with the mongolian president is the 25th at 530 pm davos.”50 The meeting moved; when Summers wrote on January 21 that he was “worried about this. Is there location transport ctc?”, Epstein replied, “Ill terje larsen s team involved directly.”51 Epstein’s daily schedule for January 24, circulated by his assistant, carries the reminder “5:30pm TERJE to meet the President of Mongolia per Larry Summers,” alongside a midday phone appointment with Rød-Larsen.52

Bill Gates. On July 14, 2013 Epstein wrote to Boris Nikolic: “While they are in Norway, Bill and Melinda might enjoy meeting Terje and his wife, ( also a diplomat, she was nominated to be Ambassador to the US ) … I can arrange it if Bill wants.”53 On September 27, 2012 Epstein’s assistant scheduled for that evening a “Gates crew coming over, 5 people total (Gates, Boris, Terje, Jagbland).”54

Peter Thiel, May 2014. On May 21, 2014 Epstein wrote to Peter Thiel: “ehud , bill burns ( dept sec of state ), terje roed -larsen will all be at the house on jun 1.”55

New York schedules. A schedule circulated on September 19, 2014 lists under Sunday, September 21 a reminder naming “Terje” among five people and an “8:00pm Appt w/Terje Larsen,” and names “Terje” again in the following day’s list of people to see.56 On April 28, 2014 Epstein wrote to his assistant proposing “a dinner, with terje” and several other guests.57

A claimed fee, January 2014. In a January 31, 2014 email to a business contact, Epstein wrote that the recipient had “agreed and shook hands with both terje and i a fee of 21 million dollars and argued for Tetje to receive a million of it”; this is Epstein’s own account, and no agreement corroborating it is cited in the correspondence.58

Steve Bannon, 2018–2019. On March 14, 2018 Epstein sent Steve Bannon a biographical summary of Rød-Larsen’s career (the Oslo Accords, the two Under-Secretary-General appointments) and wrote: “he will join us at 12. noon. you can send your friend , terje is the diplomats diplomat. very close to me and will help.”59 On February 16, 2019, asked by Bannon whether the name was spelled “Rod or Roed?”, Epstein replied “Terje Rod-Larsen its a norwegian o pronounced roed,” sent a link to the Wikipedia article, and added that “his wife is norwegian ambassador to the UN.”60

Epstein’s own press coverage

Epstein sent Rød-Larsen reporting about himself, and in 2016 made him a silent witness to a demand for a retraction. On March 5, 2011 he forwarded him a link to a Daily Mail report on the Federal Bureau of Investigation and the Duke of York, under a blank subject line and with no covering text.61 On October 6, 2016, writing to Mortimer Zuckerman and blind-copying Rød-Larsen, he wrote: “how you could let your paper call me a pedophile.???!!!! I expect a public apology and a full retraction. . I have been a close friend of yours for years.”62 Five weeks later, on November 10, 2016, he wrote to Zuckerman and Rød-Larsen together under the subject line “why doesnt your newspaper re print this”, the message consisting of a Daily Mail link and nothing else.63

Hospitality

Rød-Larsen visited an island of Epstein’s in March 2011. On March 27 he wrote to Epstein: “Thanks, Jeff, for a great day on a wonderful and totally unique place! … My mind is working on further ideas for creative development. Hope to be back soon!” Epstein replied, “your friendship is greatly appreciated,” and Rød-Larsen answered, “It’s mutual.”15 Euronews reported in April 2026 that a 2011 trip to Epstein’s island is among the matters Norwegian investigators are examining.7

In January 2012 he was among Epstein’s houseguests. On January 12, 2012 Epstein wrote to a correspondent that a group of visitors were “all staying here except your friend mustafa”, and listed among them “jagbland, Chairman of coucil of Europe ( human rights etc )” and “Terje roed larsen who you know.”64

Epstein’s Paris apartment was made available to him repeatedly, from at least the beginning of 2011. The earliest arrangement reached by the searches run for this page is dated January 31, 2011: a message sent at 6:48 that evening, under the subject line “Terje Rod-Larsen”, reads: ”… would like to stay at the Paris apt again from this Thursday-Saturday. I will forward you his arrival details when I get them.”65 That is a floor and not the earliest, because the word “again” places a stay before it that no search run for this page reaches. On March 11, 2011 Fabrice Aidan, the United Nations official who had relayed Epstein’s invitation to the Sir Bani Yas Forum, received a message saying, “I hear that Terje will be staying at JE’s Paris apt this Sunday. May I please have his arrival details?”; Aidan replied that he had just spoken to Rød-Larsen “to remind him that he was the guest of a foreign minister in paris that was going to host him”, and that “This time he will stay with the FM.”66 On April 25, 2011 a member of Epstein’s staff wrote to a colleague in Paris that “Terje Roed-Larsen will be staying at the Paris apartment from May 11-13. I will forward his arrival information once I have it.”67 On October 29, 2011 Epstein told his staff, “terje would like to stay at the paris apt. on the 2. nov, for one night. its ok”; on June 9, 2012 he wrote, “can you coordinate so that terje can stay in the paris apt.. sunday night, one night only”; and on July 3, 2012 his assistant told a travel agent that “Jeffrey has informed us Terje will stay at his Paris apt on Friday July 6th.”686970

Resignation and investigation

PassBlue reported that Rød-Larsen resigned as president and chief executive of the International Peace Institute on October 29, 2020, days after the Norwegian newspaper Dagens Næringsliv reported his financial dealings with Epstein.2 It reported that he had apologised to the board “for his failed judgment in securing donations from foundations related to Jeffrey Epstein and in securing his own personal loan from Epstein in 2013,” neither of which the board had known about, and that the board called any engagement with Epstein “repugnant to the institution’s core values.”2 The Times of Israel reported on October 30, 2020 that Kevin Rudd chaired the board at the time.71

News in English (Norway) reported that on February 8, 2026 Økokrim, Norway’s economic crime authority, charged Mona Juul with serious corruption and Rød-Larsen as an accessory to serious corruption, and that Rød-Larsen’s lawyer, John Christian Elden, said his client was “surprised” by the charge and was “certain the case will be dropped.”6 The same outlet reported that Juul’s lawyer said she viewed a thorough investigation as positive and expected to be cleared, and that Rød-Larsen was questioned by police in Oslo in February 2026.672 Euronews reported that on April 27, 2026 Økokrim and French authorities formed a joint investigation team covering the case, and that the couple deny having committed any offence.7

Measured against the full-text index of the released files on 26 October 2026, counting distinct documents unless sheets are named. “Rod-Larsen” returns 3,487 documents (3,636 sheets); “Roed-Larsen” returns 780 documents (806 sheets); 75 documents carry both forms somewhere in the document, 67 of them on a single sheet. The Norwegian “Rød-Larsen” returns 6 documents (7 sheets), four of which carry no other form. The union of the three is 4,196 documents, which reconciles exactly as 3,487 plus 780 less 75 plus 4. The bare surname Larsen returns 4,614 documents and the forename Terje 8,969; “International Peace Institute” returns 470. These are floors and not totals. They are bounded by the forms searched; the index treats a hyphen as a word break, so “Rod-Larsen” and “Rod Larsen” are one query and not two; and no arm run here reaches a rendering whose optical corruption falls inside the surname. Controls in the same session: the known-positive jeevacation returned 567,984 documents and 752,295 sheets, and a nonsense term returned nought. The distance between the two ASCII forms is not diacritic folding, since the slashed character stands on only three sheets of either set. It tracks the kind of line the name sits on: “Rod-Larsen” is the form Epstein’s mail client printed in its address fields, and “Roed-Larsen” is the form people typed in the body and the subject of messages. The method used here takes every sheet in each of the two sets above and asks whether the name form stands anywhere on a line of the released machine-read text that also carries one of “From:”, “To:”, “Cc:” or “Office of”. On that same-line test the proportions are about 57 to 58 per cent of the 3,636 “Rod-Larsen” sheets against about 8 to 9 per cent of the 806 “Roed-Larsen” sheets. The same-line test is a floor and not an estimate, because the optical extraction routinely puts a field label and its value on separate lines and the test counts every such split as a miss; accepting the label on the line immediately above the name as well raises the proportions to about 80 per cent and about 19 to 21 per cent. The figures are given as ranges because two independent implementations of the same-line test, run for this page, differed by up to two points on each set; what the measurement establishes is the contrast and its direction, not a precise share. Dropping “Office of” from the four labels lowers the “Rod-Larsen” same-line proportion to about 51 per cent and leaves the “Roed-Larsen” proportion unchanged. “Roed-Larsen” is also the form used, in capitals, in the promissory note drawn for Epstein’s loan. ↩ ↩2
