Size of the file	676 documents across 719 sheets under every surname form measured for this page. That is 485 on the exact phrase "Shaher Abdulhak", plus 54 on the surname alone, plus 122 that print the surname as two words, plus 15 reachable only through a broken spelling: 485 + 54 + 122 + 15 = 676. Of the 54, twenty-nine were sent by him and twenty by Epstein; of the remaining five, three are from a third correspondent, one is another Abdulhak writing on his own account, and on one the production bars the sender. Of the 15, thirteen are him. The forename alone returns 1,126 documents and is not a count of this man21011

Shaher Abdulhak is a Yemeni businessman who corresponded with Jeffrey Epstein from at least 2012 until five weeks before Epstein’s death in August 2019. The two men corresponded across hundreds of documents in this release, about Yemen’s war, Saudi Arabia, his own commercial affairs and his family; 377 documents carry his forename on a sheet that also carries the phrase “cousin brother” or “brother cousin”, which is how he addressed Epstein.² The file is not a file of mentions. It records specific things this man wanted and the specific routes he took to try to get them. In May 2017 he wrote to Epstein and copied the diplomat Terje Rød-Larsen, telling both of them that the authorities in Sanaa would be happy to receive Rød-Larsen in place of the sitting United Nations envoy for Yemen. In April 2018 he asked Epstein to find him a firm to lobby on the War Powers Act; Epstein carried the request to Steve Bannon, characterised him to Bannon in a private message as the opposite of a man he admired, and eight days later introduced the two of them by email. It also records that in 2012 and 2013 he retained a former Director of Public Prosecutions and a leading English criminal solicitor to deal with the Metropolitan Police about his son, and that Epstein was inside that engagement from its first week: he asked a mutual acquaintance for the barrister’s telephone number, spoke to the barrister himself, reported the conversation back, and went on advising on strategy for nine months.

Nothing on this page is a finding of wrongdoing against him. He is charged in no document cited here, and the one epithet that attaches to him in this release is another man’s private characterisation of him, not a fact about him. Where a document accuses him of something, the accusation is named as an accusation and the accuser is named. Where a document is in his favour, it is carried.

Two things this page does not do. It reproduces no email address, telephone number, home address or bank detail from these documents, even where the production prints one in the clear, and it names no person the production withholds. And one document in this file is a hospital’s patient report concerning a named individual, forwarded to Epstein in March 2015; this page does not use it, and that is this page’s own choice and not a redaction by anyone else.

The names, and how the count was built

The surname is transliterated, and it corrupts. Four separate name shapes have to be searched before the file can be counted at all, and three of them are invisible to the obvious query.

The exact phrase "Shaher Abdulhak" returns 485 documents across 497 sheets. The surname alone returns 539 documents across 554 sheets. The forename alone returns 1,126 documents across 1,269 sheets, and that last figure is not a count of this man: “Shaher” is a common given name and the index also holds surnames and place names that begin with the same six letters.²

The largest single gap is not a misspelling at all. It is a space. On 122 documents his own display name is printed as three tokens, SHAHER Abdul HAK, so that a phrase search for the surname as one word cannot reach them. Those 122 documents are entirely outside the 539 the surname returns. They are ordinary correspondence: From: SHAHER Abdul HAK over messages about Yemen, about meetings in Paris and Beirut, about his health and Epstein’s.¹

The residue was censused and not sampled, and the first census of it was wrong. The surname exceeds the exact phrase by 54 documents, and all 54 were opened twice: once to read them, and once to re-decide what each one is. The rule that decides it is the sender and addressee lines of the outermost message on the sheet, not which spelling of the surname appears somewhere inside a forwarded body. Under that rule, twenty-nine of the 54 he sent himself, over the sender forms this page establishes as his: twenty-eight print From: S A, From: "S A " or From: SA as the outermost sender and one prints From: Shaher. On one further document the outermost sender is barred by the producing party, and that sheet was rendered and read at the image for this pass rather than assigned from the chain it sits in; this page does not name a sender the production withholds, and counts it as neither his nor anyone else’s. Seventeen more were sent to him, sixteen by Epstein and one by a third party with Epstein copied. Six are Epstein’s own correspondence about him with a third party, including two in which Epstein forwards a message of his to Terje Rod-Larsen. Exactly one is not his: a message of 16 June 2016 from a Maher Abdulhak to Epstein. No document in the residue belongs to Hayel Abdulhak, whose name the first census read off the page and mistook for a sender: he appears only inside chains the subject forwarded to Epstein.¹⁰

That correction moves material, and the material it moves is on this page’s subject. Among the twenty-nine he sent are the whole of a 1 June 2012 exchange in which Epstein raises his son’s case and he answers about a court venue, and a forward of 28 April 2013 that Epstein passed on to Terje Rod-Larsen the same afternoon. Both are set out below.

The index was enumerated. An fts5vocab table built in TEMP against the corpus, never in it, was read term by term for every form beginning abd, shah, shak, shat and neighbouring ranges, and the candidate surname forms were then tested as real FTS5 queries. Nine forms of the surname other than the correct one return documents: abdulhal, abdulhalc, abdulhalci, abdulhake, abdulhaki, abdulhaks, abdulliak, abdulth and abduihak. Together they reach 15 documents outside every other form, of which 13 are him, one is the other Abdulhak and one is a university tax journal that happens to hold a similar token.¹¹

One of those 13 is the most consequential document about him in the release, and it is reachable only because a URL in a WhatsApp message contains the possessive abdulhaks. It is set out under “The last word” below. The enumeration was not a completeness nicety here; without it the page would have ended in April 2019 rather than in July.

The union of every surname form measured is 676 documents across 719 sheets. That is the figure this page means when it refers to his file. It is a floor, not a total: it is built from the surname, and a sheet that names him only by his forename, by his initials or by the epithet is outside it by construction. This page cites 139 identifiers. Five of them are sheet stamps printed inside a document rather than documents of their own, and of the remaining 134, fifty-five lie outside the 676 entirely because they name him only as “Shaher”, as “S A” or as “mr evil”. Every iMessage thread quoted on this page is one of those fifty-five, including the anchor.²

The rule behind every figure on this page, so that a reader who follows only what is printed here reaches the same numbers: each figure is select count(distinct efta_number) and select count(*) over the pages_fts table of the corpus, with the query scoped text_content : (...), FTS5 syntax, never LIKE. An AND in that syntax is a conjunction over one sheet, not over a document, so Abdulhak AND Bannon means “documents with a sheet printing both words”, which is 7. Counts of documents and counts of sheets are given separately throughout, because they differ.

The epithet, and the documents that tie it to him

Across 57 documents in the release, Epstein refers to somebody as “mr evil”. The tokeniser strips the full stop, so "Mr. Evil" and "Mr Evil" are the same query and return the same 57.²

No sheet in the release prints the surname and the epithet together. Abdulhak AND "Mr Evil" returns zero documents. The identification therefore cannot be made by a search, and this page does not make it by one. It rests on documents that make it internally, and the two that carry most of the weight were both opened at the image.

The first is the April 2018 iMessage thread itself. On 18 April Epstein writes Mr evil would like to hire a firm to lobby on behlalf of war powers act. On 19 April, on the same thread, of the same request, he writes Shaher asking again re war powers. .. Later the same day he writes Do you want to give mr evil the name of a person to push the war power agenda ?. One request, over two days, named twice by the epithet and once by the forename. In between, on the evening of 18 April, comes the message quoted at the head of this page, in which the forename and the word stand in apposition.⁶

The second is a message of 22 June 2016 about furniture. A correspondent whose name the production bars writes to Epstein: 1. ███ liked a few items from the=list that Valdson sent (your old furniture stored in mr Evils apt). She ne=ds to see the furniture - we need Mr Evil's approval for that. Ok for =e to contact him? Epstein’s reply, under a subject line the sheet prints as Re: Pinto - ███, is: yes to shaher no to rothschild. The question is asked about “Mr Evil”; the answer names Shaher. A second copy of the same chain carries Epstein writing that we can send the balance of all Ithe shahter furniture =o palm beach house.¹²

A third document supports the reading without making the identification itself. On 26 April 2018, hours after Epstein had introduced him to Steve Bannon by email under his own name and Abdulhak had written asking about a date for Paris, Epstein wrote to Bannon on iMessage about mr evil , waiting on a date from you. The same person is waiting for the same date, named one way in the email and the other in the message.⁷¹³

That is the whole of the basis, and it is enough for the identification at the documented-fact tier. The = signs in the furniture message are quoted-printable damage, replacing single characters inside words: the same sheet prints the=list, ne=ds, di=n't and a bare =C2. That matters because of what the April 2018 sheet does not do.

The characterisation, and what it is and is not

On the evening of Wednesday 18 April 2018, at 06:26:26 pm on a thread stamped Timezone: UTC+0000, Epstein sent Steve Bannon a message that the sheet prints as:

Reminder. Terje. = all that is good. Shaher + all that is evil

At 06:33:49 pm Bannon replied:

I've got that part

This is Epstein acting. The subject of this page is the object of the sentence, not its author, and he is not recorded anywhere as having seen it. It is one man’s private characterisation of another to a third man, and the third man’s acknowledgement of it. It is a documented fact that Epstein wrote it and that Bannon answered; it is not evidence of anything about Shaher Abdulhak. The page says so in those terms and does not inflate it.

The mark between Terje. and all that is good is an equals sign printed on the page. It was verified at the image before being quoted. It is not quoted-printable damage: this document carries no quoted-printable artefacts anywhere, the sign stands between spaces in ordinary prose rather than inside a word, and the neighbouring + in Shaher + all that is evil is likewise a printed plus sign. The contrast with the June 2016 furniture message, where the same character is unmistakably damage, was the control.⁶¹²

The attribution was read from the image and not from the extraction. On these sheets the account owner’s messages are the right-hand bubbles, each sitting under a black bar where the production has covered his name, with a generic person-avatar; Bannon’s are the left-hand bubbles printed under “Steve Bannon” with an “SB” avatar. The SB token that the text layer places immediately above the “Reminder” line belongs to Bannon’s preceding one-word message K at 02:55:33 pm, not to the line beneath it.

Terje is not identified by that message. It is identified five weeks earlier on another sheet of the same correspondence, where Epstein writes to Bannon: Thurs I will also have the OSLO accord originator . Terje Larsen. The wiki’s page for that man is Terje Rød-Larsen; this page says only what the sheets print, which is “Terje” and “Terje Larsen”.¹⁴¹⁵

March 2018: Bannon meets him, and asks who he was

The relationship between Bannon and Abdulhak begins with a meeting at Epstein’s. On Sunday 11 March 2018 the thread records Bannon asking What's your address??? at 12:06:30 pm and Does 2 pm work??? three minutes later, and an agreement on that hour. The sheet does not say who else was there, and this page does not supply it; the man’s identity comes from the following evening.¹⁴

The following evening, Monday 12 March, the thread runs:

Thirty-three seconds later, at 08:13:38 pm: Thurs I will also have the OSLO accord originator . Terje Larsen.¹⁴

That exchange is the introduction of the subject of this page into Steve Bannon’s field of view, and it is Epstein who makes it. It also settles that the man Bannon had met the day before was Shaher Abdulhak, because Epstein answers the question with his name.

Eight days after that, on 20 March 2018, Epstein sent Abdulhak a news paragraph: The Senate could vote as soon as Tuesday on a bipartisan resolution that seeks to cut off U.S. military support for Saudi Arabia's military campaign in Yemen, and the debate could cast a cloud over Prince Mohammed's Washington visit. Abdulhak replied the same morning:

Good morning cousin brother - / I hope it passes through - / the wish that the senate to focus on the morality of the War and the American principals instead and not the dollars from the Saudis¹⁶

That is the same subject matter as the request he made four weeks later, in his own words and under his own name, and it is the reason the April messages about a “war powers act” can be read as being about the Yemen war rather than about anything else.

On 13 April 2018, five days before the request to Bannon, he wrote to Epstein at 12:40 AM:

I was thinking how to make my cousin brother the Peace maker in Yemen / bring peace to the hostilities between Yemen and the Arab coalition -headed by Saoudi by cousin brother / to talk MBS that In order prepare points for the proposed meeting under the chairman of H H The Enir of Kuwait - am ready fly. To Yemen through Muscat / or from Cairo to Sanaa on A Saudi plane provided by MBS with some one from his side or from Intelligence ( Dr Zayad) - and probably freeze bombing for four days to allow me navigate with the power wheelers in Sanaa and come up with serious proposal to end hostilities prior to Ramadan - / Incase you agree your cousin brother ready secrifice and begin the mission

Epstein’s reply, at 04:41:22 +0000 the same morning, was six words: Probably woth you going to Vienna.¹⁷

No answer to that offer appears on the sheet. The next message on the thread is Epstein asking whether Bannon would like a real woody Allen dinner either tues or thurs?, and the thread then turns to New York scheduling.⁶

Thursday 26 April 2018. At 3:56 AM Epstein sent an email to Steve Bannon and Shaher Abdulhak whose entire body, as quoted beneath the replies, is:

Bannon answered at 12:21: Thanks Jeffrey. Abdulhak then wrote three times that morning, each time to Bannon with Epstein copied, from a From: line printing his full name beside an address the production bars:

Who “excellency” and “our friends” are is not established by anything read for this page, and this page supplies no candidate.

At 12:07:25 pm the same day, on iMessage, Epstein wrote to Bannon:

Jabor is HBJ chief , mr evil , waiting on a date from you , sultan easiest. I do not need to be in the loops .

Bannon, at 12:10:46 pm: Thanks.¹³

That is where the documented sequence ends. Nothing read for this page records a lobbying firm being retained, a meeting in Paris taking place on 3 to 5 May 2018, or any further step by Bannon. The phrase "war powers" returns 24 documents in the whole release and all but one of them are news articles and commentary about Libya, Iran, Iraq and the National Security Agency; only the April 2018 iMessage thread attaches the phrase to this man. Abdulhak AND "war powers" and Abdulhak AND lobby* each return zero documents: the request is recorded under the epithet and the forename, never under the surname.²

What Epstein went on saying about him, 2018 and 2019

He stayed on the agenda between the two men for another fourteen months.

• 22 June 2019, Epstein at 05:27:54 pm on a Skype thread to a correspondent whose name the production bars: mr evil asked karyna whr ws the blonde girl from the other day. ? and then asked kayrna for her phone number !! oy. The forename in that message is that of Karyna Shuliak, who is named elsewhere on the same sheet. The person referred to in the second half of the sentence is not identified anywhere on the sheet and this page supplies nothing about her. The message is Epstein’s report of what he says happened; it is carried because it is in the file and because omitting the only unflattering entry would be as much an editorial act as including it²⁵

Earlier sheets show the epithet in use from 2012. On 30 June 2012 a correspondent writing to Epstein from Paris complains about the crowds at Galeries Lafayette and people like mr evil stealing my shoe size!!; on 16 October 2012 Karyna Shuliak wrote to Epstein, I start to worry about you, is Mr. Evil torturing you?:); and in 2013 and 2014 the name appears on Epstein’s own lists of people to see in Paris.²⁶²⁷

Yemen

This is the largest single subject in the correspondence and it is his subject, not Epstein’s. Ninety-two documents carry both the surname and the word Yemen on one sheet.²

The pattern across them is consistent. Epstein sends a news link; Abdulhak answers at length, addressing him as “cousin brother” and writing about Yemen as a participant rather than an observer.

Who “our friend” and “the man who presented to you with the Holy black Qabaa Dress” are is not established by anything read for this page. The messages assert a meeting and a proposal; they do not name the person on the other side of it, and neither does this page.

Terje Rød-Larsen was on this correspondence, in the address fields

The April 2018 message that names the two men in one sentence is not the only document in the release that puts them together, and the channel between them is much older than this page’s first draft supposed. It is running by January 2013, and what Epstein forwards on it is not about Yemen at all. On 9 January 2013 Abdulhak forwarded Epstein a strategy memo written for him about his son’s case; fifteen minutes later Epstein forwarded that memo on to Terje Rod-Larsen under a one-word covering message, Silly. On 28 April 2013 Abdulhak forwarded him a message about a Norwegian special envoy appointment “for the case”, and three minutes later Epstein forwarded that to Terje Rod-Larsen too, over two question marks. Neither forward is recorded as having produced an answer, and nothing read for this page records Rod-Larsen doing anything about either. Both are set out under the money below.³⁶³⁷

Four years later the same channel carries Yemen. Three emails of May 2017 carry both men, in the header and not in a characterisation.

On Saturday 20 May 2017 at 02:51:46 +0000 Epstein wrote to a single address line reading To: Shaher <███>, Terje Rod-Larsen, with no subject:

requirments , 1. both sides need to feel no hope to win, 2. they need to be exhausted 3. graduality, dynamic change over time. 4 declare a cease fire though it will be broken many times. 5. FACE SAV"INGS for both sides. / bodies buried both sides. / saudi s , what does it mean to win. ?

On Tuesday 23 May at 10:14:39 +0000 he sent the two of them the report of a Navy SEAL raid in Yemen, with his own gloss. And at 15:47:31 +0000 the same day Abdulhak answered Epstein and copied Terje Rod-Larsen, in a message whose Cc: line the sheet prints in full. It argues that Sanaa does not harbour al-Qaeda, sets out his account of the fighting around Maarib, and ends:

This is the reason why Sannaa complaining about the sincerity of Weld Alsheikh ,, / And they will be happy to receive Mr Terre Rod-Larsen instead , / Salam - shalom⁵

That is the clearest recorded thing he wanted. He is telling a UN diplomat, with Epstein as the channel and the diplomat himself copied, that the authorities in Sanaa would accept him in place of the sitting envoy. The page states that as what the message says, and makes no claim about whether anybody acted on it. Weld Alsheikh is the sheet’s own spelling and this page does not expand it.

Read against those three headers, the message of eleven months later is less cryptic than it looks. Both men named in it were on the same email thread about the same war; one of them is the man the other had proposed, to his face, as a replacement UN envoy.

The 7 January 2014 message deserves one further sentence, and it is a question rather than a claim. What Abdulhak sent Epstein that day was an article about Yemen’s position on the non-delivery of its citizens. The attendance note of February 2013, set out below, records that an extradition request for his son had been rejected “on the basis anticipated, (i.e. that the Yemeni constitution forbids the extradition of its nationals)”.⁸ The two documents concern the same proposition of Yemeni law eleven months apart, and the two men had already discussed that proposition in terms. On 1 June 2012 Abdulhak had written to Epstein that “He and the lawyer use the constitution which forbids the delivery of any yemeni citizen to another country”, and Epstein had answered, “I am aware of the non extradition. and the death penalty prohibition.”³⁸ What the 7 January 2014 message was for is still not established by anything read for this page: it names no case and no person, and this page draws no conclusion from the sending of it.

Business, and the introductions Epstein made

The earliest dated document about him found for this page is one in which Epstein is the one asking who he is. On 20 May 2012 Epstein wrote to a correspondent the sheet names as Sultan Bin Sulayem: I met with boreh and abdul shaher from yemen. ( little strange). The answer describes his businesses and ends And yes he is a strange man. Six years later Steve Bannon would ask Epstein the same question about the same man, and Epstein would answer it with a link.⁴¹⁴

Epstein also used him as a counterparty and introduced him to others. On 4 December 2012 an investor the sheet names as Francisco D’Agostino wrote to Epstein: Good morning J! Please give me Shaher's full name a little info on him before I write him an email. The email that followed, the same afternoon, opens Dear Mr. Abdulhak, / Hope this email finds you well. It is pleasure meeting you via email. Jeff, thanks for the intro. and attaches a file named Memo oil Venezuela.docx.³⁹

The correspondence carries a great deal that is neither political nor commercial. In January 2014 he asked Epstein about an interior decorator’s fee: A personal question / Linda the decorator for over six million euros the only job is changing the main bedroom / Is this not day robbery.⁴⁰ After the start of the Saudi-led air campaign in 2015 he wrote: days the start of the Air raids on your cousin brothers country no heart to think of luxury but only how to stop the savage aggression on the beloved YEMEN - Our 300,000 -brothers now living in their new country forgot their original brothers ,cousins without a word of objection nor support.⁴¹

The money, and what the file says it was for

No document read for this page records Epstein paying Abdulhak or Abdulhak paying Epstein. That claim was tested against what a disconfirming document would say: (shaher OR Abdulhak) AND ("wire transfer" OR remit OR remittance) returns zero documents, (shaher OR Abdulhak) AND wire returns zero, (shaher OR Abdulhak) AND (JPMorgan OR "Deutsche Bank" OR "Southern Trust" OR "Gratitude America") returns zero, and "Mr Evil" AND (wire OR payment OR loan) returns zero. What the file does record is money going from Abdulhak to English lawyers, and one conversation about a loan.

June 2012: Epstein raises the son, finds the barrister, and tells the father what to aim for

The engagement begins with Epstein raising it, and it begins in the middle of a conversation about something else. On the morning of Friday 1 June 2012, after an exchange about Egypt and about where to invest, he wrote to Abdulhak at 11:41:35:

it will recover. --another issue .......while this world is still graced with your physical being, I think strongly that the complexities surrounding your son would greatly benefit from your personal attention.³⁸

Twelve minutes later Abdulhak answered, Advise with some thoughts - he is adamant including his lawyer that the coart case to be heard at courts in yemen. Epstein wrote back against that plan: I understand that strategy, it is too clever. not appreciated, and will cause more harm than good, not now , but later , you told me family was important. Abdulhak gave him the basis for it, He and the lawyer use the constitution which forbids the delivery of any yemeni citizen to another country - aren't their any other way, and Epstein answered:³⁸

I am aware of the non extradition. and the death penalty prohibition. I am also very well experienced in as you know of ,malicious prosecutions, , however i am also aware of renditions and extra judicial actions that are rationalized by those who have many means at their disposal. I have no camel in this battle. but you and i are too old warriors and have seen too much that shouldn't be , that ..is.³⁸

The exchange closes with slowly from Epstein and Will follow the son yakoub may be you will come withe right Road Map sir from Abdulhak.³⁸

Nothing in that exchange names the son, the case, the charge or the court, which is why a search keyed on the son’s name cannot reach it and why an earlier draft of this page did not have it.

Three days later Epstein went and got the lawyer. On Monday 4 June at 21:10:15 he wrote to Ian Osborne: pleae get me mcdolads number , and tell him i will call. Osborne answered at 22:31:39, Ken MacDonald? known as Lord MacDonald to commoners like us. and Sure - let me just call him first and explain who you are etc. The line that follows begins His number is, and on the sheet cited here what follows it is a black bar; the line ends but I'll email you once I've spoken to him, which will be tomorrow realistically.⁴²

Osborne then wrote to Lord Macdonald with Epstein copied: Ken, / I've spoken to Jeffrey and he will call you today. If not, perhaps you can suggest a time tomorrow. / He is copied here so you can coordinate directly. Macdonald replied on Tuesday 5 June at 5:40:04 PM, to Osborne and to Epstein’s address, under his signature block as Lord Macdonald of River Glaven QC:⁴²

Dear Ian / Jeffery and I have spoken, and I've now also spoken to the other party. We hope to meet in Paris later this month.⁴²

The subject of this page is “the other party”, and the Paris meeting is the one his money then paid for.⁴² Macdonald’s own message to him, timed on its sheet 5 June 2012 20:37:40 GMT+03:00, reads Dear Mr Abdulhak / Thank you for your call. My Practice Manager, Paul Venables, will be in contact with you tomorrow to confirm the details we discussed., and Abdulhak forwarded it to Epstein the next day.⁴³

On 6 June the fee quote came and went straight on to Epstein. At 14:06:36 GMT+03:00 Macdonald’s practice manager wrote that Lord Macdonald's fee for preparation for and attendance at a meeting in Paris would be £20000 sterling, plus VAT if applicable, plus first-class travel expenses, proposed 20th June as the day, asked for receipt of the agreed funds by Friday 15th June, and closed I attach Lord Macdonald's CV for your reference. Abdulhak forwarded that quotation to Epstein at 12:35 the same day with three words: For your eyes sir. Epstein answered twice that afternoon, I hate them all and do you think he is really jewish?, and at 4:34 PM Abdulhak wrote back about the curriculum vitae, From his C V he seems well positioned with vast experience ,if he manages to undo the tangled web of issues then I will stamp that he is a direct descendent of yakoub like you and me.⁴⁴

The fee note is dated 12 June and the GBP 20,510 left on 14 June, one day inside the deadline. This page sets the quotation and the remittance side by side as the sequence the documents record, and does not assert that the two figures are the same sum.

That evening Epstein reported his own conversation with the barrister, and told Abdulhak what to aim for. At 20:42:55:

i talked to him ,, he said rough sex cases , not unusual, autopsy would be a factor but not a big one. drugs are not a defense , he thought he woudl get bail . reduced charge. , and would not exagerate his potential strengths. he held the positon of head of prosecutions, the exact same postion that he would be dealing with.. norway has put pressure on the govt. . I think you should focus on what punsihment woudl be acceptable. . time , spent,, ? maybe a form of house arrest? , work charity, , the high profile nature is a problem. . the press will highlight any issues.⁴⁴

Read at the four layers, that is a man relaying a former Director of Public Prosecutions’ private read of a homicide defence to the suspect’s father, and then advising the father to stop arguing about guilt and start negotiating the sentence. he held the positon of head of prosecutions is the same office the attendance note means when it calls the barrister KMQC, former DPP.⁴⁴⁸

Three things must be said precisely about that message. First, the words are Epstein’s, reporting what he says a barrister told him: they are evidence of what Epstein was told and of what he advised, and of nothing else, not of what the barrister said, not of the state of any case, and not of anything about the son. rough sex cases , not unusual is reported on the sheet as a remark about a CLASS of case, and this page carries it as no finding about how Martine Vik Magnussen died. Second, no document cited here records Lord Macdonald’s own account of the conversation Epstein describes. Third, Epstein’s interest in the barrister was not only professional: the question he put to Abdulhak between the two substantive messages of that afternoon, quoted above, was whether the barrister was Jewish.⁴⁴

Abdulhak’s reply sixteen minutes after the evening message accepted the frame, and opens I think you are right,some thing like house arrest ,plus charity work,due to his age ,also studying. The sentence that follows it is a father’s speculation about how a young woman came to die, and this page does not reproduce it: nothing read for this page supports it as anything but a guess, and printing it would put a guess about a death beside a name. The omission is this page’s own choice and is recorded here rather than made silently.⁴⁴

And the defence strategy reached Norway. On 12 December 2012 an adviser writing to Lord Macdonald set out the details below of getting in contact with Mr Bondevik and Mr Einar of the Oslo Centre, adding As was agreed, this strategy will be thrashed out in the meeting in Paris and then the contacts with them can begin. Abdulhak forwarded that message to Epstein the same day with one word: Recvd. The victim was Norwegian, and Kjell Magne Bondevik, a former Norwegian prime minister, has his own page on this wiki. The document records a plan to make contact; nothing read for this page records whether contact was made, or what Bondevik or the Oslo Center knew of it. It does, however, independently record a Norway-directed strategy two months before the police officer at the February 2013 meeting described the victim’s father as believing that Abdulhak was only interested in positive PR for himself.⁴⁵⁸

The payments

In June 2012 his company remitted two sums to Matrix Chambers in London. On 14 June a forwarded swift advice was sent on to a clerk named on the sheet as Paul Venables, under the subject Swift transfer for GBP. 20,510, with Abdulhak’s own covering line: Hello.copy of the swift for the pound 20510.. Hope is now is well / Regards shaher. The advice beneath it is addressed:³

To: / Professional Fees Team / MATRIX CHAMBERS / LORD KEN MACDONALD / Case Ref. No. 075015 / Solicitor Ref. No.SA / Cse Name: SHAHER ABDULHAK / Your Fee Note dated 12/06/2012³

On 23 June a second advice followed, for GBP. 685.17 (eq. to Euros 850.65) in respect of Hotel Expenses, as per your Invoice dated 19.06.2012. Both were sent by an executive secretary who signs himself as secretary to Mr Shaher Abdulhak. The file also records the money not arriving on time. On 14 June the clerk wrote back, I understand funds have been transferred from the Yemen to Beirut, and asked for the paperwork showing it had moved on from Beirut; a later message reads simply, The money has not shown on our account yet. An earlier message of 11 June 2012 records Abdulhak saying that The transfer will be effected from my personal account at a named place in Sanaa, and that All ok will book lord ken. Macdonald; this page does not reproduce the account’s location.³⁴³

What the money bought, and the note that records it

What the money bought is recorded in a separate document, and it is the most important sheet in this file.

EFTA01188336 is a three-page attendance note on the letterhead of the London criminal firm Burton Copeland, headed File ABDULHAK, Fee Earner IRB (HR), Date 14.2.2013, 2:40pm. It records a meeting attended by Ian Burton and Lord Ken Macdonald QC for the firm, and by a detective sergeant and a detective chief inspector of the Metropolitan Police Service, with a third member of the firm taking the note. All three sheets were read at the image and nothing on any of them is redacted. The note also confirms an identification the correspondence depends on: at paragraph 27 it abbreviates its client to SA, which is the sender name the released emails print where the production bars his address.⁸

Its opening paragraphs read:

1. IRB explained to the officers that we act for Shaher Abdulhak.

2. Our specific instructions were to come and listen to what the police had to say, to report back to Shaher Abdulhak and then to see if we could find a way forward that was acceptable to all parties. For the purposes of this meeting we also represented the interests of Farouk Abdulhak.

3. IRB emphasised that Shaher Abdulhak is very keen to find a solution to this matter. This was reflected in the fact that he had retained both IRB and KMQC, former DPP.⁸

The note goes on to record, in the officers’ account: that a first instance warrant, a European Arrest Warrant and Interpol Red Notices had issued for Farouk Abdulhak; that the Home Office had made an ad hoc extradition request to Yemen which was refused because the Yemeni constitution forbids the extradition of its nationals; that the police had refused Yemeni requests for their case file and had told the Yemeni authorities repeatedly that they will not support a trial in the Yemen; that a Foreign Office commissioned academic report on the Yemeni justice system concluded that corruption was rife; and that the question of prisoner transfer remained with the Foreign Office. It records the officer’s account that she spoke to Shaher Abdulhak about a day after Martine Vik Magnussen's body was discovered and told him that they needed to speak to Farouk, and that he had clearly been taken aback by this call and said that he knew nothing about it, he did not know where his son was and suggested that we should talk to his lawyers.⁸

The note also records two characterisations of the subject of this page, and they are opposed. The first is an allegation, reported at two removes: the officer’s account of the victim’s father’s perception, which the note gives as that he is only interested in positive PR for himself and that it is simply hot air that he wants a solution to this, supported by the officer’s statement that it is understood that Shaher Abdulhak hired Bell Pottinger to help him with publicity in Norway. Nothing read for this page corroborates the Bell Pottinger statement, which the note itself frames as something understood rather than something established. The second is his own lawyers’ answer, in the next paragraph of the same note, numbered 22 against the allegation’s 21: IRB and KMQC repeated their assurances that Mr Abdulhak was a man of the highest integrity who was serious about wanting to find a solution to this matter.⁸

The months around that note, and Epstein inside them

Epstein was not merely told about the engagement. He was on the circulation list for its strategy, and he answered.

12 December 2012. Abdulhak forwarded him, under the single word Recvd., a chain in which his own adviser Hani Salah writes to Lord Macdonald: I have conveyed our earlier conversation to Mr Shaher. In line with that please see the details below of getting in contact with Mr Bondevik and Mr Einar of the Oslo Centre. As was agreed, this strategy will be thrashed out in the meeting in Paris and then the contacts with them can begin. The same day he forwarded a second message, over the words Some one passed this, in which the adviser gives the barrister the contact details of the detective chief inspector in charge of the case and reports, over the words I have been informed that, that Mr Bondevik, of the Oslo Centre for Peace and Human Rights and the Ex Prime Minister of Norway, has had communications with, and perhaps even met a person the production bars, so that maybe you should make contact with her and verify if this is the case and then we can strategise accordingly. Nothing read for this page records either Norwegian being approached, and nothing records either of them knowing anything about any of it.⁴⁵

8 and 9 January 2013. The adviser sent Abdulhak a memo headed Meeting with Ken and Portland, and Abdulhak forwarded it to Epstein the next morning with the word Shalom. The memo records a meeting with Ken, Ian and Portland Communications; it lists what the lawyers wanted in writing from the Yemeni Ministry of Justice, including If found guilty, what is the range of sentencing and where will the sentence be served; it says It is very important for them to get a psychiatric report on FAH by an Internationally recognised and reputable psychiatrist; and it records that Portland Communications will be sending us a proposal on exactly what will be needed for us to combat the negative articles and publications online. They have also asked for the details of Mr Shaher's charitable activities so that this may be used by them in future.³⁶

Epstein answered in ten minutes: I think this has no chance .none ,, however of course I respect your decision . Five minutes later he forwarded the entire memo to Terje Rod-Larsen under one word, Silly, and ninety seconds after that he wrote to Abdulhak again, Charity pr is nuts. Abdulhak’s own replies came within minutes: It is not my idea ,it is what I recvd am not happy with it -i will be back =o our part of the world in two days then will speak to ken -to definitely=open dialogue with ███ and family - less of interference with the oslo=centre the. Better, and then Agree - will give them hell when back sir. The bar in that quotation is this page’s own suppression of a first name, and not the producing party’s: nothing read for this page establishes who that person is, and this page offers no description of them.³⁶

That memo is the one document read for this page that bears on the Bell Pottinger allegation, and it does not corroborate it. The attendance note of five weeks later carries a police officer’s statement that it was understood Abdulhak had hired Bell Pottinger for publicity in Norway. (shaher OR Abdulhak) AND "Bell Pottinger" returns that note and nothing else in the release. What the January memo records is a different firm, in a meeting with the lawyers, proposing to work on negative articles and publications online and asking for material about his charitable activities. A communications firm was in the picture five weeks before the officer spoke. Which firm she meant is not established here, and this page does not treat the memo as proof of what she said.³⁶²

24 and 26 February 2013, ten and twelve days after the attendance note. Abdulhak forwarded Epstein his adviser’s report that the solicitor recommends we stick to our current strategy of Yemen and only Yemen. Epstein answered:⁴⁶

sticking to an impossible posistion , will make things worse. they will never allow yemen, unless we can do it in the embassy? or something different. the risk is that fah finds himself on a plane , careful⁴⁶

Abdulhak took the suggestion up the same evening, in a message he forwarded straight back to Epstein: The idea of the embassy which is a british territory looks interesting with a video circuit ,to the coart in london, and, after a clause about a named individual which this page does not reproduce, these meetings to be continuous to have a break through not once every few months ,lets have a conference call with ken if absent with Ian. The omitted clause names a person nothing read for this page identifies, and the omission is this page’s own choice. Two days later: For your eyes, had long chat with Ian Burton ,he agreed that matters were moving slowly ,but now they have set up a strategy which he explained,and will email the ideas ,. Epstein’s answer was four words, i only wish well,.⁴⁶

28 April 2013. Abdulhak forwarded him a message from a member of his family reading The norwegian government have nominated the ex ambassador to Riyadh as the Norwegian special envoy for the case his name is yannick bugge market who will probably ask to meet some family members,this was notified to me by the SWISS embassy in Riyadh. Three minutes later Epstein forwarded it to Terje Rod-Larsen over two characters, ??. Nothing read for this page records a reply to either forward, or any step by anyone on either of them. The name in that message is as the sheet prints it and this page does not correct or expand it.³⁷

No document in this release records a trial or a conviction of Farouk Abdulhak. What the note records is an outstanding warrant, a refused extradition and a police view in February 2013 that their preferred route did not look like succeeding. This page makes no claim about anything that happened after 28 April 2013. This page makes no finding about him and none about his father, and none about whether any of the advice above was good, lawful or acted on.

How a privileged attendance note between a man’s solicitors and the police came to be among Jeffrey Epstein’s files is still not recorded in anything read for this page. What is now recorded is the context in which it could have arrived: Epstein found the barrister, spoke to him, was sent the fee note, was sent the strategy, and was answering on it ten days after the meeting the note records. An earlier draft of this page said instead that it was not established that Epstein knew of the matter at all. That was false, and it was false because the claim was tested on the son’s name when every disconfirming document avoids the name. The narrow fact remains true and is worth stating as what it is, a fact about vocabulary and not about knowledge: no sheet in the release prints “Farouk” and “Epstein”, or “Magnussen” and “Epstein”, together.⁸²³⁸

One further money item. On 2 April 2015 Epstein wrote asking whether Abdulhak was asking for a unsecured. secured loan, and if so, secured by what, and added I am always available to speak. Abdulhak’s message beneath it reads: Salam Is eight percent reasonable brother cousin. Nothing read for this page records whether any loan was made.⁴⁷

The last word

The latest dated document about him in this file is a WhatsApp thread, recovered from Epstein’s devices, with a correspondent whose contact name the export prints as Boreh. On 6 July 2019, five weeks before Epstein’s death, at 07:51:36 am:

you were right. shaher tried to borrow money from me yesterday . . never before even mentioned anything . no worry thx

At 08:07:14 am Epstein sent a link, which the sheet prints in full, to a report on the site of Arab Reporters for Investigative Journalism whose slug reads shaher-abdulhaks-tax-havens-violate-international-law. At 08:08:23 am the correspondent answered Good I am sure you took care; at 08:10:49 am Epstein wrote thnks for the heads up , and at 08:10:58 am did you open the link.⁹

The report itself is not in the release and this page does not adopt its conclusions; what the sheet establishes is that Epstein sent the link and how he described the previous day. The message is also the single clearest illustration of why the index had to be enumerated: it is invisible to every search for the surname, because the only occurrence on the sheet is the possessive inside a URL.

What this page does not establish

• That any firm was retained to lobby on the War Powers Act, or that Steve Bannon did anything beyond the messages quoted here. Tested against what a disconfirming document would say in its own words: (shaher OR Abdulhak) AND (retainer OR FARA OR "lobbying firm" OR lobbyist) returns zero documents, and "war powers" AND (retainer OR lobbyist OR "lobbying firm") returns zero. Abdulhak AND lobby* returns zero, and the 24 documents matching "war powers" are otherwise news clippings. None of those words appears on this page outside this paragraph, so the search is not a search for this page’s own phrasing.
• That the Paris meeting proposed for 3 to 5 May 2018 took place, or who “excellency” was.
• What became of the Farouk Abdulhak matter after April 2013. Nothing read for this page records a trial, a conviction, an acquittal, a surrender or any further step by anybody. The claim that formerly stood in this slot, that it is not established Epstein knew of the matter, was false and is withdrawn; the documents that disprove it are set out under the money above, and the withdrawal is written there rather than deleted. Why the old test could not have caught it is worth more than the correction. The claim had been tested with Farouk AND jeevacation, Farouk AND Epstein, "Vik Magnussen" and Magnussen AND Epstein. Every one of those searches keys on a name, and the disconfirming documents never use the name: between the two men the matter is “your son”, “the case”, “his lawyer”, “the coart”, “fah”. An absence claim about an event has to be tested in the event’s own vocabulary: the proceeding, the lawyer, the jurisdiction, the country. (shaher OR Abdulhak) AND Macdonald returns 17 documents and sits one token away from a search the page had already run. The narrow name fact is still true and is a fact about vocabulary, not about knowledge: Farouk AND (Abdulhak OR shaher) returns exactly the attendance note, Farouk AND Epstein returns zero and Magnussen AND Epstein returns zero. How the attendance note came to be among Epstein’s files is not recorded in anything read for this page.
• That Shaher Abdulhak retained Bell Pottinger. That statement appears once, as something a police officer said was understood, inside a note written by the other side. (shaher OR Abdulhak) AND "Bell Pottinger" returns that note and nothing else. A different communications firm, Portland Communications, is recorded in a January 2013 memo as having met his lawyers and as about to send a proposal; that is not the same firm and this page does not treat it as corroboration.

An earlier census on this page applied the opposite rule, keyed on which surname appeared anywhere on the sheet, and put into another man’s bucket forty documents of which twenty-six were sent by the subject himself. By sender, which is what decides: twenty-nine were sent by the subject, twenty-eight of them over the sender form S A and one, EFTA02020265 p.1, over the forename alone; twenty were sent by Epstein; three by a correspondent the sheets name as Francisco D’Agostino; one by Maher Abdulhak; and on one, EFTA01998868 p.1, the From: field is a black bar on the sheet, which was rendered and read at the image for this pass, and the extraction prints a two-letter token in its place. Not one of the 54 was sent by the family member whose name is on forty of them. Of those forty, twenty-six were sent by the subject and fourteen by Epstein. Twenty-one of the subject’s own are the single exchange of 1 June 2012 at ³⁸, and the two documents an earlier draft dismissed as another man’s, EFTA00959594 and EFTA01973306 at ³⁷, are Epstein’s onward forward to a third party of a message the subject sent him three minutes before.
