Brice Gordon ran Jeffrey Epstein’s property. Not one property: the record puts him on Little Saint James from at least 2009, at Zorro Ranch in New Mexico from 2013, and on Great St. James work alongside both. He specified jobs, took bids, directed crews, approved contractors’ estimates, dealt with two territorial and two state regulators, reported horse deaths to Ghislaine Maxwell, and met arriving guests at a public dock in a boat. He is one of the largest single correspondents in the released files and, until this page, no page on this wiki carried his name as its subject.

Nothing here is a finding of wrongdoing against him. The one document in which the government’s own file is about him rather than about his employer records an interview: a covered lead, worked by a resident agency, closed the same week.

Identification, and the size of the file

The commission for this page carried a figure of 6,078 sender rows across 5,100 documents, taken from the e-mail metadata store. That figure is confirmed exactly.10 The corpus figure is larger. On the authoritative pages_fts route, using count(distinct efta_number), the phrase "Brice Gordon" returns 10,642 documents across 12,554 pages.

Union of all forms: 11,167 documents. The plain phrase therefore understates the reachable set by 525 documents, 4.7 per cent.

Four things about that table matter more than the total.

First, the middle-initial form is not a subset. "Brice M Gordon" returns 372 documents and 271 of them carry no occurrence of the plain phrase at all. It is the form the FBI used on its own paperwork and the form one bank used on a signatory block, which is to say it is the form the institutional records use.213

Second, the Br opening is what the extraction breaks. Mice, Nice, Bite, Bike, Bricc and Twice are all renderings of the same two letters failing, and the same six strings appear in the metadata store’s own sender field. "Twice Gordon" adds nothing the base does not already reach, and that is stated here because a form measured and found redundant is as much a result as one that gains.

Third, "Mr Gordon" is MIXED and is not counted as his. Of eight sampled sheets, six are him and two are a wholly different Gordon in a news article about the National Security Council. The 24 documents it adds outside the base are an upper bound on that row and no claim on this page rests on them.

Fourth, a further set is reachable only through his own e-mail handle, which is a contact value and is not reproduced here. It appears in the metadata store’s sender field in several damaged renderings. That set is not measured into the union above.

The floor is 11,167 documents and no convergence is claimed. The bounds are named: pages_fts with count(distinct efta_number); thirteen hand-chosen forms rather than an edit-distance enumeration; and no handle key. A Damerau-Levenshtein sweep of the index was not run for this page.

Is he acting, or only mentioned?

He is acting, at a rate close to half. Taking the 10,642-document phrase population, and treating as an act any document in which the metadata store records him as the sender of a message:

  • n_sender / n_population = 5,089 / 10,642 = 47.8 per cent
  • n_sender / n_with_any_sender = 5,089 / 10,302 = 49.4 per cent

Both denominators are given because neither alone is a measurement. The second excludes the 340 documents in the population that carry no sender row of any kind, which are forms, reports, schedules and scans rather than correspondence. A further 11 documents record him as a sender but do not carry the phrase on any sheet.

⚠ The remaining half is not evidence of importance and should not be read as such. The dominant mechanism inflating a figure of this size is the forwarded chain: one message of his, quoted inside twenty later forwards, is twenty documents. The corpus population is 99.9 per cent EFTA (10,636 of 10,642) with six HOUSE_OVERSIGHT_* stubs, so the derived flight index that has inflated other subjects on this wiki is not a factor here.

What he ran, and who he answered to

His signature block gives a place and no title. In 2012 it read “Brice Gordon / Little Saint James / USVI”; from 2013 it read “Brice Gordon / 49 Zorro Ranch Rd / Stanley, NM 87056”.84 In a message of March 2017 he dates the move himself, writing of the island’s cisterns that “All the cisterns where cleaned out prior to my departure 2013”.9 He did not stop working on the island: his 2018 and 2019 traffic still carries island subjects.10

He worked alongside Karen Gordon, who is identified on the ranch page as the other of the two ranch managers. He writes of the two of them as a unit. Reporting to Epstein on 14 May 2009, and copying Darren Indyke, he set out a week’s movements:

As you are aware DPNR have scheduled a visit to LSJ next Wednesday 20th May. Do you wish for me to be here for that visit and do wish to meet with me in PBI upon my return to the Ranch.

If yes is the answer to the above, I would plan to leave early 21st May meet with you and then carry onto the Ranch that night. Flight would leave mid afternoon from PBI.

Karen will be returning to the Ranch Sunday 17th May to help get things ready for GM’s visit 19th & 20th May14

That single message contains the shape of the job. He is on the island; the ranch is “the Ranch”; the territorial regulator’s visit is the fixed point he plans around; Epstein is met in Palm Beach; and Maxwell’s visit to the ranch is something the household prepares for.

He wrote to Maxwell directly. On 6 August 2009, under the subject “Stroller”:

To GM We have some sad news late this afternoon, Stroller went down and we where unable to get him up, the temperature was around 95, therefore we had to put him down.Please note Wendy tried everything. If you have any special instruction please lets us know.

The approval architecture

A contractor wrote down how the authority actually ran, and the document is unusually explicit. In June 2013 the New Mexico firm J. B. Henderson Construction stopped work at Zorro Ranch over unpaid invoices; Gordon forwarded the notice to Richard Kahn with the line “It seems JBH have not received payment”.4 Kahn then spoke to the firm, and the firm sent back a numbered summary of the process it undertook to follow. Its sub-paragraph (c) reads:

Prior to starting any work, as discussed, Mr. Gordon gets a copy of estimate, so he can review and approve if this is the case, then forward his approval to you for your review and approval or denial. At no time will JBH proceed with any work, without yours and yours only approval. In this estimate will be a cost to make a site visit to review with Mr. Gordon SOW that an estimate is requested for. If the work is not approved, then a separate invoice will be sent to you for the time to travel and meet with Mr. Gordon to review SOW for estimate.16

Two approvals, two people, and they are not the same approval. Gordon defines and approves the scope of work on the ground; Kahn alone approves the money, and the firm says so twice in one paragraph. The same sheet records emergency work started “immediately per Brice” and an invoice for equipment furnished “as requested by Brice”.16 The distinction is the architecture: what the property needed was Gordon’s question, what it cost was Kahn’s.

The same division is visible a year earlier, when he forwarded drilling bids for a new well at the ranch, recommended one driller over another on price, proposed the casing diameter and the pump, and asked for approval urgently. That chain, his own words in it and the $110,996 bid are quoted and cited on the Cypress, Inc. page, which read them at the image; they are not re-quoted here.

The regulator

DPNR is the U.S. Virgin Islands Department of Planning and Natural Resources, whose Division of Coastal Zone Management issued the cease and desist orders and the $280,000 notice of violation against Epstein’s Great St. James company that are set out on the Great St. James page. Gordon is not named anywhere in that enforcement record. He appears throughout the operational record that runs beside it.

2009. On 22 May 2009 he answered an angry message from Epstein about landscaping with a list of what he had ordered done. It is typed in capitals:

I DIRECTED THE CREW TO DO THE FOLLOWING, PALM TREE TRIMING FOR HURRICAN SEASON, GETTING ISLAND READY FOR DPNR, FIXING EROSION ON BEACH, REPLACING DEED PLANT MATERIAL FROM NURSEY, CLEAN OUT CONTAINERS AND RELOCATING OF 2 CONTAINERS FOR STORAGE, MOVING ITEMS TO CONTAINERS FOR STORAGE, MULCH BEDS TO CUT DOWN WATERING, RELOCATING OF STATUES. RELOCATION OF BATHROOM ITEMS FROM STORAGE UN DER MASTER BEDROOM, NO AC!! FERTILIZING OF BEDS.17

“Getting island ready for DPNR” sits in that list between hurricane pruning and beach erosion, as one item of routine maintenance among nine.

2012. On 15 February 2012 the Project Administrator of LSJ, LLC, Monique Harry, wrote to him about moving a guest cottage, copying Cecile de Jongh:

Paul Ferreras said, nothing needs to be resubmitted to DPNR for the relocation of the Guest Cottage, based on the proposed distance of the new location. But as a courtesy he recommends sending a letter to DPNR (which he will draft) addressing JP Oriole informing him of the change. He would also include a map illustrating the new location.18

He forwarded it to Epstein the same day with four words of his own: “FYI / do you wish to move forward with letter?”18 The decision whether to tell the regulator about a building being moved went to Epstein, and it went through Gordon.

2017, and this is the sharpest sheet in his file. On Sunday 12 March 2017, on a thread about a proposed water softener, he sent Epstein a four-item note. Item 2 reads in full:

  1. Someone will need to check with DPNR regarding discharge of Brine, could be a permitting issue Or install some where they won’t see system during site visits9

The sentence offers two courses and the second is to put the equipment out of the inspectors’ sight line. It is his own message, over his own name, to Epstein, on a header carrying its own +0000 offset. Nobody answered item 2. Epstein’s reply went to a different question altogether, asking in substance why he was being asked at all when Gordon had told him no softener was needed, and Gordon retreated, answering that the water was fine because Epstein had never required one before, that the post-treatment needed calibrating, and that he had misunderstood and thought a softener had been requested. Both those messages are paraphrased and not quoted, because the only copy carrying them is damaged and the desk will not repair a quotation.19 The thread ends there. No document read for this page records a softener being installed, a permit being sought, or anyone responding to the suggestion.

2018. On 20 December 2018 Michael Glidden wrote an account of a DPNR party arriving by boat at Great St. James, walking the beach and photographing an excavated septic pit and a trash pit. Of what the officers said to the three staff who met them, his sheet reads:

They then told us that they did not need any written orders to both =nstruct us to cease and desist any and all construction or to allow =hem to access any portion of the island they chose to go to.20

⚠ The = characters are on the sheet, which carries quoted-printable damage throughout, and they are reproduced rather than mended. Gordon is one of four people copied on the message. He is not its author and is not recorded as present.20

New Mexico: the state’s own file

The Zorro Ranch operated across land held by Cypress, Inc. and land leased from the State of New Mexico, and the state’s complete lease file is in the release. It is a composite production of 418 sheets whose own page 1 is a cover reading “WATERLINE RIGHT-OF-WAY - R-30137 / COMPLETE LEASE FILE CONTENTS”, and it carries SDNY_GM_ Bates numbers, which places it in the Maxwell production.5

Gordon is the man the state wrote to. The Commissioner of Public Lands addressed Cypress, Inc. at a St. Thomas address, “Dear Mr. Gordon”, on 2 March 2012 acknowledging applications to sublease state trust lands, and again on 6 June 2012 enclosing the approved sublease applications for State Agricultural Lease No. GR-2088.2122 Two years later a District Resource Manager wrote up a site inspection:

On May 27, 2014 I met with a Mr. Gordon, who represents Cypress Inc., and conducted a site visit of the subject tract. At the time of the inspection the range was in better than fair condition. It was very apparent that the greater Zorro ranch took great care in managing the landscape.5

⚠ Those three sheets never give his forename. The identification rests on the State Engineer’s letter of 7 January 2013, quoted on the Cypress, Inc. page, which addresses Cypress, Inc. correspondence to “Mr. Brice Gordon” at the ranch address. That is a documented basis and it is stated rather than assumed, because a second Gordon worked at the ranch.

The FBI file: 8 February 2007

On 8 February 2007, two Federal Bureau of Investigation agents interviewed Brice M. Gordon at 49 Zorro Ranch Road, Stanley, New Mexico. The Albuquerque field office, Squad 13 / Santa Fe Resident Agency, reported the result to Miami a week later, on 15 February 2007, in an Electronic Communication under case ID 31E-MM-108062:

Details: An interview of Brice M. Gordon was conducted on 02/08/2007 at 49 Zorro Ranch Road, Stanley, New Mexico. Results of the interview are contained in the enclosed FD-302.

Pending further direction from Miami, Santa Fe RA considers this lead covered.1

⚠ That title is the Bureau’s case caption and it is not an allegation about him. It is the standing title of the Epstein and Maxwell investigation, and the same words head every communication in the file. The four barred slots inside it are other people’s names and this page does not attempt to identify them. What the sheet says about Gordon is one sentence: he was interviewed, at his workplace, on a lead the agency then closed.

The agent’s original handwritten notes are in the release. They arrive inside an FBI evidence cover form completed in manuscript: Universal Case File Number 31E-MM-108062-1A.4, field office acquiring evidence AQ, date received 02/08/2007, from Brice M. Gordon / 49 Zorro Ranch Road / Stanley, New Mexico, by SA ▮, reference FD-302, description Original notes re interview of Brice M Gordon. The form’s boxes record that the material was not to be returned, that no receipt was given, and that it is not grand jury material within Rule 6(e).2 Two sheets of the agent’s handwriting follow. They are handwriting, they are not searchable, and nothing on this page is taken from them.

Five weeks before the interview, somebody ran his name through a commercial database. A public-records person-search report in the release is dated on its own face 12/4/2006 and returns “Records: 51 to 100 of 113” against the surname GORDON and a forename spelled BRYCE. Nothing is taken from it here beyond its existence, its date and its extent: the sheets are an aggregator’s output about a hundred and thirteen private individuals who are the subject of nothing, on a search form whose fields include date of birth and social security number.23

The production series in his name

Four of the documents named above carry a production stamp of their own, and the stamps run in one series. The person-search report is stamped 3501.093-001; the evidence cover form and the agent’s notes are stamped 3501.093-002; two copies of the Electronic Communication are stamped 3501.093-005 and 3501.093-008.23224 The 3501 series is the government’s Jencks Act production in the prosecution of Ghislaine Maxwell, and the copy stamped 3501.093-008 also bears the line “SUBJECT TO PROTECTIVE ORDER PARAGRAPHS 7, 8, 9, 10, 15, and 17” at EFTA01246148 p. 1.24

So a block of that production was kept in his name, and the release holds part of it.

The FD-302 itself was not found. The Bureau’s covering communication says the 302 was enclosed, and the evidence cover form’s Reference field names it, and no sheet answering to it has been located.

⚠ State the scope with that zero. The searches were: each stamp in the 3501.093 series written out as a phrase and run against the corpus text layer; and a sheet-by-sheet read of the fifteen consecutive Bates numbers running from four sheets before the person search to five sheets after the second copy of the communication, in which every number between the notes and the communication is accounted for as an interior page of a document already listed. The stamps on these sheets are damaged in extraction, one copy of 3501.093-002 rendering as 3501.003-002, so a stamp search can fail on a document that is present. This is a floor on what is missing and not a proof of absence. The honest sentence is that the desk could not find the 302 that the Bureau’s own covering communication says was written.

⚠ The full extent of the government’s file on him is not established on this page. What is established is what these four documents say on their own faces.

The estate instruments: two hundred thousand, then two million

Epstein named him in successive testamentary instruments, and the figure moves.

2015 and 2017: $200,000, conditional. An amendment executed in 2015 added a legacy of $200,000.00 to him, and the 2017 trust carried the same figure on a condition no other legacy in that instrument bears: it is payable only if he “continues for ▮ period of two years following my death to provide such services as the Trustees deem necessary or appropriate in respect of one or more of the real properties beneficially owned by me prior to my death”. Both instruments, and the barred articles in that sentence, are set out on the Banasiak page and are not re-derived here.

8 August 2019: $2,000,000, unconditional. The 1953 Trust is an amendment and restatement, in its entirety, of The Jeffrey E. Epstein 2019 Trust of 18 January 2019, made “as of August 8, 2019” between Epstein as grantor and Darren K. Indyke and Richard D. Kahn as trustees. Its Section 2.3 bequest 29 reads in full:

  1. to BRICE GORDON, if he survives me, Two Million Dollars ($2,000,000).12

It was executed. Epstein’s signature stands in ink on the rule above his printed name, against the date August 8, 2019, witnessed by two named witnesses and sworn before a New York notary the same day; the trustees swore theirs afterwards, Indyke in Palm Beach County on 15 August and Kahn in New York.25 Epstein died two days after signing it.

So the legacy rose tenfold and lost its condition, in the last instrument he made. ⚠ This page does not assert why, and does not assert that anything was paid. No document read for this page records a distribution to him, and the 2019 instrument contains a no-contest clause and a great many other bequests that are no part of this page’s subject.

Guests

One document places him in the part of the operation a reader is likeliest to care about, and it is a single line. In December 2012 an assistant in Epstein’s office told an invited guest that she had copied “Brice and ▮ on this mail who manage Jeffrey’s island”, and the island’s management then wrote to the same guest:

We look forward to having you back to Little St James. Brice will be at the National Park Dock on St John (the same location as last year) at 1pm on Sunday, he will be on Little C (White Cabin Boat)6

The guest was David Gergen, and what happened next, including the fact that no document records the lunch taking place, is on his page. What this sheet establishes about Gordon is narrow and worth stating exactly: the person who collected an arriving guest from a public dock on St John and carried him across to Little Saint James was him, and the arrangement was routine enough for the office to call it “the same location as last year”. It is one guest and one crossing. No manifest, passenger list or log of island crossings naming him has been found.

What this page does not establish

  • No deposition, no testimony, no witness list. In the material searched for this page, the phrase "Brice Gordon" returns 0 documents in combination with "deposition", "witness list", "United States v", "grand jury", "subpoena" or "testify". He appears in the legal record as the subject of an investigative interview and of a discovery block, and not otherwise.
  • The 302 has not been read, by anyone at this desk, because it has not been found. Everything above about the 2007 interview comes from the covering communication, the evidence cover form and the index, all of which describe it.
  • The commercial person-search report has deliberately not been mined, and no claim on this page rests on anything inside it.
  • When he stopped, and whether he was ever paid the legacy, are both open. His traffic thins sharply in 2019; the last dated subjects in the metadata store are ranch refurbishment and a birthday message whose subject line is sent on behalf of “Karen, I and the crew at Zorro”.10 Nothing read for this page records a departure, a termination or a distribution.
  • Three people named here have no page on this wiki: Monique Harry, Project Administrator of LSJ, LLC; Michael Glidden, who wrote the December 2018 account; and Karen Gordon, whom the ranch page identifies as the other ranch manager. Each is named and none is linked, because there is nowhere to point.
  • Great St. James is a gap in this page, not in the record. He plainly worked on it. The Great St. James page sets out an enforcement history in which he is never named, and the desk has not worked the seam between the two.
