What this page does and does not contain

This page is about the man who ran the computers, the telephones, the wireless network and the sound systems on Jeffrey Epstein’s Virgin Islands estate, and who drove its arriving guests from the airport. The estate’s own staff manual gives his job in four words, and gives him no job title at all: Technology: Mr. Jermaine Ruan.1

Nothing read for this page suggests he is a complainant, a survivor, or a witness of that kind, and this page makes no such suggestion. He is a named adult employee who signs his own messages, appears on the estate’s payroll records under his own name, and holds an airport identification badge issued in his own name. No allegation against him was found in any document read for this page, and none is made here.2

An employee carrying out instructions is not a participant in what the instructions were for. Rewiring a loudspeaker, opening a port on a router and collecting an architect from an airport are documented acts. What the operation around him was doing is a separate question, and this page does not answer it.

Some of what he was asked to do touches the record of people this site does not identify. No such person is named, described or made identifiable anywhere on this page, and no document whose subject is such a person is cited here or drawn on. Forty documents in the population this page measures, twenty-one of them in his own sent mail, are classed by this project as photographs or as device files; none was opened, not one photograph is described here in any respect, and nothing any device file discloses about a person’s telephone, address book or location is reproduced. They are reported by count only.3

No telephone number, no electronic address, no account or card identifier, no badge number and no access code is reproduced here, including his own and including Jeffrey Epstein’s: a search of this page returns no electronic address of any kind.

Nine functions are listed on the “Administration” page of Jeffrey Epstein’s estate manual, and eight of them come with a title. Legal goes to Darren K. Indyke, General Counsel for over ten years. Insurance, human resources, payroll and vendor approval go to Mr. Richard Kahn, Chief Financial Officer. Island systems go to Mr. Danny Vickers, Assistant Island Manager. Purchasing goes to Ms. Anna Rodriquez, Island Manager, grounds purchasing to Mr. Chris Sheehan, Grounds keeper Manager. The page closes: Note: Everything above is reviewed by Principal.

The ninth line reads, in full:

Technology: Mr. Jermaine Ruan.

He is the only person on the page given a function and no job title.1 Reading his correspondence tells you why that is hard to write down. Over nineteen years he was the estate’s network engineer, its telephone company’s point of contact, its audio-visual technician, its computer administrator, its liaison with three internet providers and the territorial power authority, and one of the men who met arriving guests at the airport and drove them to the boat.

What the job actually was

The simplest description of it comes from outside the estate. In June 2015 the artificial-intelligence researcher Ben Goertzel wrote to Epstein to explain why his team still could not install their software on a machine in the Virgin Islands:

BTW -- We have not yet been able to install our software on your Virgin Islands server as requested, because the sys-admin there, Jermaine, has not yet opened a port in the router there to let us access the machine remotely.5

A year later the machine was running, and it was Ruan who found it. On 15 June 2016 he reported to Epstein that he had traced the Southern Trust Company office’s slow connection to it:

I continued to investigate STC's slow bandwidth yesterday and this morning and found our AI server (for Mr. Gortzell and Amen) was using 2.3 MB last night and early this morning.18

Mr. Gortzell is a rendering of Goertzel’s name; who Amen is, is not established here.

The rest of the work was less exotic and far more constant. Epstein wrote to him about the internet going down, and he wrote back when it came up. One of the shortest messages Epstein sent him in the documents read for this page is also the most representative. On 8 March 2012 the whole of it reads:

When does our Internet speed get faster14

He answered that kind of question across the decade his own correspondence covers. Many of the replies read for this page are sent within hours of the question, and many of them late at night. A message of 1 November 2017, header-timed 23:35:16 +0000 and copied to the island manager, is one of them:

80% of the speakers are functioning with me cutting away at the wire to find sections that was not badly compromised by corrosion. The 4 speakers and two subs at the far end of the pool is what being problematic, but will continue to troubleshoot the situation and get them online.

In addition, I ran the theater for 30 minutes and did not see any buffering. I will do so again for longer interval to verify.16

He signed almost everything Jruan or JRuan, and opened almost everything Good day boss, Good morning boss or Good night boss.

When the island’s electricity was rebuilt he was in the manhole. On 12 January 2018 Cecile de Jongh told Richard Kahn and Darren Indyke what would happen the next day:

FYI - Bryan's Electric's guy's, Jermaine and Liston Thomas will be on LSJ at noon tomorrow to work in the manhole. Jermaine and Liston will be pulling the cable so Liston's guy can do the splicing. Hugo Hodge will be on the Cabrita side to shut off the power so the work can be done.20

When the telephone system failed for the third time he escalated it himself. On 26 November 2018 he wrote to two named staff of the territory’s telephone company, copying de Jongh, Kahn, Brice Gordon and Ann Rodriquez, asking for someone to look into it and for an estimated time of restoration so I can inform my supervisors. Service came back that afternoon and he reported it to Epstein the same day.17

And when a stranger came to look at the island’s network, he showed him round and said so. On 15 October 2018 he wrote to Michael Glidden, a colleague and Epstein:

I met with the gentleman from Tortola @ 11:00. Mike and I met Brice and him at the tower. Rusty(Tortola Gentlemen) inquired about the setup of LSJ Network. I did as Brice instructed and answered the gentleman's questions. Mike and I took him to the different locations around the island where he took pictures of the "network cabinets and gym audio system".21

One question, asked once, that the record does not answer

On 13 February 2013 he reported to Epstein that he had reloaded the operating systems on the island’s computers, listed the machines, and asked whether any further applications were wanted. The message then ends with a separate one-line paragraph:

Also do you want me to scrub the FTC units?

Epstein’s reply, in full, is Tomorw.15

The sheet was read at the page image and that is what it prints. This page does not establish what the FTC units were, whether scrub meant anything more than wiping and reinstalling a machine, or whether anything was scrubbed. No document read for this page returns to the question, and a search of the released files for the phrase returns the two copies of this message and nothing else, against a control query that returns hundreds.2 It is recorded here because it was asked and answered, and because a reader is entitled to see it.

The airport

The second half of his job has its own paper, and it is formal paper, because it ran through a government agency.

Thomas World Air, LLC held a hangar facility lease at Cyril E. King Airport in St. Thomas, dated 19 June 2012. On 24 March 2017 its chief pilot, Lawrence Visoski, wrote to the Virgin Islands Port Authority’s police chief asking for a key to the general aviation parking gate. He named who would use it: himself, his co-pilot David Rodgers, and

the three (3) persons identified below who serve as drivers and my assistants:

Jermaine Aubrey Ruan Carlos Luis Rodriguez Kamoy Alexander Williams6

Five months later the estate asked the same agency to widen his airport badge privileges. On 18 August 2017 Daphne Wallace wrote to Epstein:

I am seeking your permission to request that VI Port Authority upgrade Jermaine's aviation badge from Ramp Permitted to Escort. The condensing unit outside the hangar on the ramp side needs minor repairs that can be performed by Reefco Services. Reefco Services is not a contractor that has ramp access privileges, so they would need to be escorted by Larry or Roy from the Jet Center to complete the repairs. Jermaine's current badge and seal only allow him to escort himself on the ramp side.

Larry agrees that Jermaine having this level of access will be useful. The attached letter, reviewed and edited by Darren, will ask the VI Port Authority Security office to grant this permission.

Epstein’s reply, timed Fri, 18 Aug 2017 18:38:44 +0000, is one word: Ok.22

The letter is dated the same day. Dated 18 August 2017 and signed by Jeanne Brennan as manager of Thomas World Air, LLC, it tells the Port Authority police chief that the company

respectfully requests Escort privileges for Jermaine Aubrey Ruan, who serves as driver and assistant to our Chief Pilot, Lawrence Visoski.

and that his existing badge allows ramp access for him only.4

Three things are worth a journalist’s attention in that sequence. An estate employee’s airport access was a matter for the owner’s personal permission. The letter requesting it from a government agency was drafted inside the estate and, on Wallace’s own account, reviewed and edited by Darren, which is how the estate’s general counsel is named throughout this correspondence. And the stated reason was a broken air-conditioning unit outside a hangar.

The driver

The airport work was not only aircraft. He met people off commercial flights and took them to the boat. The estate told arriving guests so in advance. In August 2016 the island manager wrote to two architects flying in from Miami, in a message the sheet does not date on its face:

I'm Anna (Island Manager) please feel free to contact me if you need anything during your stay

Mr. Ruan will be your driver: Airport pickup 8/22 at 8:30pm Hotel pickup 8/23 at 10:30am23

Earlier, in April 2014, Daphne Wallace confirmed to the New York office that Jermaine confirmed he can pick up Jagland and his family, a reference to Thorbjørn Jagland, then Secretary General of the Council of Europe, who was travelling to the island with his family.24

What the page does not do is treat the list of people he collected as a finding about them or about him. Driving somebody from an airport is a documented act and it is the whole of what these documents show.

Money

Two payments are on the record under his own name, and both were decided by other people.

On 19 December 2014 Epstein wrote to Richard Kahn, Jeanne Brennan and Ruan himself, with no subject line. The message is six words:

jermain 5k bonus paid before xmas25

Four years later a bank’s compliance questionnaire required Southern Trust Company to explain a series of payments. One row of the resulting table reads, with the account identifier left out here: STC, Inc., Payroll, 12/20/2018, $7,419.00, Jermaine A. Ruan, Employee Year-end Bonus.19

That figure is the one the page image gives, and it is not the one the released text gives. In the machine-read version of the same table the columns fall apart, and the name Jermaine A. Ruan lands beside $11,308.50, which on the paper belongs to the row beneath his. The sheet was rendered at its native resolution and read. The correct figure is $7,419.00.19

The record itself, and what it is a floor of

Searching this release for a person is searching for a spelling, and his name is spelled many ways. A union of twenty forms, computed in one query over distinct document identifiers, returns 4,396 documents. Three of those forms, the ones a name-variant tool generates mechanically, account for 4,204 between them; the remaining 192 are reached only through damaged and truncated spellings.12

The single most productive of those was not a misreading at all but a truncation. Jermaine Rua, with the final letter of the surname lost, stands on 147 documents, of which 88 are reached by no other form on this page. The middle-initial form Jermaine A. Ruan adds 14 more, and his full legal name Jermaine Aubrey Ruan occurs twice in the whole release, both times in correspondence with the Virgin Islands Port Authority.12

The bare surname was then read rather than mined. Ruan on its own stands on 4,491 documents, of which 205 lie outside the twenty-form union. Every one of the 205 was opened. 191 are him, reached only by surname because the machine reading destroyed the forename beside it. Seven are other people entirely: a doctor prosecuted in an unrelated federal case, a Chinese foreign-policy commentator, a marine surveyor in Red Hook, a St. Thomas business founder, a boat contact, a named party to a Virgin Islands trust action, and an author in a medical bibliography. Seven more are not a name at all: in several of them the word February has been machine-read into the string Fe ruan or lebruan, which a surname search finds and a reader does not.26

The initials form is a separate population and a different kind of document. J. Ruan stands on 104 documents, of which 92 carry no instance of the full name. All 92 were opened. They are courier records: FedEx invoices and delivery notifications for packages sent from Epstein’s New York office to the Virgin Islands and signed for at the St. Thomas office of Financial Trust Company, Inc. at Red Hook Quarter. The earliest signature located is dated 26 September 2000; the latest invoice signature 9 November 2004; two further delivery notifications in the same name and at the same place are dated 23 May 2017 and 25 October 2017.27

No sheet in that population prints a forename. The identification rests on the surname, the place and the period: the office is his employer’s, and the earliest signature falls about seven months after the hire date the estate’s own staff list gives him. This page therefore admits the class and does not assert that every signature in it is his.27

His own mail

1,484 documents carry a spelling of his name in the sender field, under 39 distinct renderings of it. That is a count of documents, not of acts, and the two are not the same thing: many are short acknowledgements, and a small number are automated.

It is one writer, and the question was tested rather than assumed. Of the 1,484, 1,106 carry his Jruan or JRuan sign-off on their first two sheets. Thirteen mention him in the third person, which is the shape a shared or assistant-written account makes; all thirteen were opened, and in every one the third-person sentence belongs to somebody else’s message quoted beneath his own first-person reply. Grouping the 1,484 by date and opening text yields 1,461 distinct keys, so they are very largely distinct messages rather than duplicate copies of a few.13

His dated sent mail runs from 2009 to 2019, thinly at first and then heavily: eleven documents in 2009, 36 in 2010, and between 176 and 251 in each year from 2013 to 2018.13

What this page rests on, and what it does not

370 of the 4,587 documents in the floor were opened and read, together with 68 more opened outside it for bearer checks and controls: 438 documents in all, 8.07% of the floor. They were chosen four ways: a seeded random draw of 40 from the full-name population; every one of the 92 initials-only documents; every one of the 205 surname-only documents outside the union; a seeded random draw of 60 from the forename-only residue; and the documents cited below, each read in full.9

Seventeen sheets across sixteen documents were read at the page image at the native resolution of the scan, which is 96 dots per inch on this route. The image changed the answer twice: it corrected the staff list’s Jeanine to Jermaine, and it reversed which bonus figure belongs to his name.9

Documents that could not be used are stated as a class and a count, and nothing was taken from them. A screen for the names this site does not publish, proved live on a planted fixture and silent on a clean one, returns six documents across the 4,587 measured; none of the six is cited here. Two further containers, of 76 and 118 sheets, hold his employment paperwork bound together with correspondence between Epstein’s defence counsel and a federal prosecutor about complainants; neither is cited here, and the hire date is taken from a short staff list instead. One message thread naming him also names a named child of a third party and is not used. Forty documents in the floor are classed as photographs or device files and were not opened at all.3

  1. The estate manual, “Administration,” served page 25, which also prints 25 as the document’s own folio. Read at the page image at the scan’s native 96 ppi. The nine lines are quoted as printed. 2. Absence statements on this page are scoped to the documents read for it and are not claims about what the release holds. No document read for this page makes any allegation against him, and none is made here. No response from him or on his behalf was located, and none was sought from here. On the FTC units: a search of the released files for the quoted sentence returns two documents, both copies of the same message, against a control phrase returning 371 documents in the same run; no document read for this page returns to the question, and this page does not assert that none exists. A screen for the names this site does not publish, proved live on a planted fixture and silent on a clean one, returns six documents across the 4,587-document floor; none of the six is cited on this page and nothing is taken from any of them. That screen matches full names and would not catch a bare forename, so the page’s guarantee is the stronger and simpler one: no such person is named, described or made identifiable here, whatever a cited sheet may print. Two further containers, of 76 and 118 sheets, bind his employment paperwork together with correspondence between defence counsel and a federal prosecutor concerning complainants; neither is cited and nothing is taken from either. One thread naming him also names a named child of a third party and is not used. The hire date is sourced to a short staff list instead of to any of them. ↩ ↩2 ↩3 ↩4

  3. Documents in the floor that this project classes as photographs or as device property lists: 7 and 33, forty in all, of which 21 stand in his own sent mail. None was opened. No photograph’s contents are described here in any respect, and nothing any device file discloses about a person’s telephone, address book, location or access codes is reproduced or characterised. They are reported by count only. Sixteen documents in this release carry a marker for a natively attached spreadsheet or data file and are treated by this site as material not to be worked; the intersection between that set and the 4,587-document floor is zero. ↩ ↩2

  7. Jeffrey Epstein / Employee List, dated 9/9/2014, second sheet, under the heading Southern Trust: Ruan, Jermaine against 3/1/2000. Read at the page image at 96 ppi, which prints Jermaine; the machine-read text of the same sheet gives Jeanine, and this page follows the paper. Nothing is reproduced from this sheet beyond the three values quoted. https://epstein-data.com/EFTA00599494 p.2. A separate benefits schedule in this release gives the same hire date; it is not cited here because it is bound together with rows concerning a person this site does not identify, and nothing is taken from it. ↩ ↩2

  8. An invoice of 07/06/2007 from a Texas software company for a staff time-clock system, sold to the New York office and shipped to him at the St. Thomas office at Red Hook Quarter. 9. 370 of the 4,587 documents in the floor were opened and read, with 68 more opened outside it for bearer checks and controls: 438 distinct documents, 8.07% of the floor. Sampling: a seeded random draw of 40 from the full-name population, reproducible across runs; all 92 initials-only documents; all 205 surname-only documents outside the union; a seeded random draw of 60 from the forename-only residue; and every document cited on this page, read in full. Seventeen sheets across sixteen documents were read at the page image, each fetched in a single request from this project’s documented route, with a negative control that returned 403 as it should in the same run, and rendered at the scan’s own native resolution, which is 96 dots per inch on every sheet opened. The image changed the answer twice: the staff list’s Jeanine is Jermaine on the paper, and the bonus table’s columns run in the opposite order to the one the machine-read text suggests. Every corpus count on this page was computed over distinct document identifiers, bracketed in the same run by a control phrase returning 371 documents and an invented token returning 0. ↩ ↩2 ↩3

  12. Name forms, measured over distinct document identifiers in one query, with a control phrase returning 371 documents and an invented control token returning 0 in the same run. jermaine ruan 4,110 · j ruan 104 (identical to j. ruan, because the index discards a stop inside a token) · ruan, jermaine 40 · jennaine ruan 79 · jermaine roan 18 · jermainc ruan 21 · jermain ruan 16 · jermaine r 12 · jermaine ruar 3 · jermaine ruah 1 · jermaine rua 147 · jermaine a ruan 20 · jermane ruan 4 · jermaine ruin 3 · jermaine aubrey ruan 2 · ruan jermaine a 2 · jermaine ruans 1 · jermaine ruanii 1 · jeanine ruan 1 · jermaine rvan 1. Union of the twenty: 4,396 documents. The three forms generated mechanically from his name return 4,204 between them, so 192 documents are reached only by a damaged or truncated spelling. jermaine rua alone contributes 88 that no other form on this list reaches, and jermaine a ruan a further 14. Every figure here is a floor. ↩ ↩2 ↩3

  13. Sender-field census over the 4,587-document floor. 1,484 documents carry a spelling of his name in that field, under 39 distinct renderings of it, the commonest being Jermaine Ruan (1,333) and Jermaine (78). 1,106 carry his Jruan or JRuan sign-off within their first two sheets. 373 do not, and are largely one-line acknowledgements and messages whose released text carries only a header. 13 contain a sentence about him in the third person, which is the shape an assistant-written or shared account makes; all 13 were opened, and in every one the third-person sentence belongs to a quoted message from somebody else sitting beneath his own first-person reply. Grouping the 1,484 by date together with the opening of the message body yields 1,461 distinct keys, a copy-inflation factor of 1.02, so they are very largely distinct messages. A sender count is not an act count and is not offered as one. Dated sent mail by year: 2009 11 · 2010 36 · 2011 40 · 2012 65 · 2013 181 · 2014 176 · 2015 219 · 2016 205 · 2017 181 · 2018 251 · 2019 104. 15. Jermaine Ruan to Jeffrey Epstein, Subject: Re: Island Mac update, his message of Wednesday, February 13, 2013 quoted beneath Epstein’s reply of Wed 2/13/2013 3:12:53 PM. Read at the page image at 96 ppi. The sentence quoted stands as its own paragraph on the sheet. Nothing else from this message is reproduced here. The sheet carries a printed stamp at the foot right in a production series different from the identifier that addresses the document; both were read as ink on paper. The sheet prints the reply’s time as Wed 2/13/2013 3:12:53 PM; the released text of the same sheet renders it Wed V13/2013 3:12:53 PM, so a search of the released files for the printed form returns nothing and the damaged form returns the sheet. The damaged form is given here as a finding aid only and is not the reading. https://epstein-data.com/EFTA01906912 p.1. A search of the released files for the quoted sentence returns two documents, this one and a second copy of the same message, against a control phrase returning 371 documents in the same run. ↩ ↩2 ↩3

  16. Jermaine Ruan to Jeffrey Epstein, copied to Ann Rodriquez, Subject: Updates, Date: Wed, 01 Nov 2017 23:35:16 +0000. Read at the page image at 96 ppi, which prints the message exactly as quoted, including that was not badly compromised and is what being problematic. https://epstein-data.com/EFTA00642650 p.1. ↩ ↩2

  17. Jermaine Ruan to two named staff of the territory’s telephone company, copied to Cecile de Jongh, Richard Kahn, Brice Gordon and Ann Rodriquez, Mon, Nov 26, 2018 at 11:33 AM, quoted beneath his own later messages of 11:39 AM and Monday, November 26, 2018 4:53 PM to Epstein. Read at the page image at 96 ppi. This copy of the document carries export damage on the paper itself, so only the undamaged span so I can inform my supervisors is quoted and the rest is given in this page’s own words. The sheet carries a printed stamp at the foot right in a different production series, read as ink. https://epstein-data.com/EFTA02613680 p.1. ↩ ↩2 ↩3

  18. Jermaine Ruan to Jeffrey Epstein, Subject: Re: Updates Sony Equipment and STC slow bandwidth yesterday, his own message of Wed, Jun 15, 2016 at 4:06 PM quoted beneath his reply of Date: Thu, 16 Jun 2016 01:49:36 +0000. Read at the page image at 96 ppi. The quoted span carries a double space between bandwidth and yesterday and that is what the sheet prints. STC is Southern Trust Company. https://epstein-data.com/EFTA00825568 p.1. The same message is quoted on Ben Goertzel. ↩ ↩2 ↩3

  19. A questionnaire response prepared for a bank, Purpose/reason for each payment identified below, a table with the columns Account, Name, Type, Date, Amount, Beneficiary and a purpose column. The row reads STC, Inc., Payroll, 12/20/2018, $7,419.00, Jermaine A. Ruan, Employee Year-end Bonus; the account identifier is not reproduced here. Read at the page image at 96 ppi. https://epstein-data.com/EFTA00802367 p.1. The machine-read text of this table and of a second document containing it does not preserve the column order, and reading it rather than the paper attaches $11,308.50 to his name; that figure belongs to the row beneath his. The second document, a covering letter carrying the same table, was also read at the page image and gives the same ordering: https://epstein-data.com/EFTA01029263 p.2. ↩ ↩2 ↩3 ↩4

  20. Cecile de Jongh to Ann Rodriquez and others, On Jan 12, 2018, at 6:11 PM, quoted beneath Rodriquez’s reply of January 12, 2018 at 5:37:23 PM EST and forwarded to Epstein by Richard Kahn at Sat, 13 Jan 2018 00:49:09 +0000. Read at the page image at 96 ppi. The quotation preserves the sheet’s apostrophes and its double spaces. The two quoted times carry different zone information and no interval between them is derived here. https://epstein-data.com/EFTA00913490 p.1. ↩ ↩2

  21. Jermaine Ruan to Kyle Reavis, Michael Glidden and others, copied to Jeffrey Epstein, Date: Mon, 15 Oct 2018 17:46:20 +0000, no subject line. Read at the page image at 96 ppi, which prints the double spaces reproduced in the quotation and the internal quotation marks around network cabinets and gym audio system. https://epstein-data.com/EFTA01019104 p.1. ↩ ↩2

  22. Daphne Wallace to Jeffrey Epstein, quoted beneath his reply; his reply is header-dated Fri, 18 Aug 2017 18:38:44 +0000 and hers is quoted as sent at 2:35 PM with no zone given, so no interval between them is derived here. Read at the page image at 96 ppi. https://epstein-data.com/EFTA01037408 p.1. ↩ ↩2

  23. Ann Rodriquez to two arriving architects, quoted inside a later reply, served page 2. Read at the page image at 96 ppi. Nothing is reproduced from this sheet beyond the lines quoted. https://epstein-data.com/EFTA02044739 p.2. A different message of 19 August 2016 in the same thread family tells a third party that Mr. Ruan would be the driver; it is read from the released text only and is not quoted here. ↩ ↩2

  24. Daphne Wallace to Ann Rodriquez and the New York office, Tue 4/8/2014 5:09:33 PM, Subject Re: Jagland pick up on April 15th?. Read from the released text only; this sheet was not opened at the page image, and no reading of the paper is claimed for it. Nothing is reproduced from this sheet beyond the sentence quoted. https://epstein-data.com/EFTA02110168 p.1. ↩

  25. Jeffrey Epstein to Richard Kahn, Jeanne Brennan and Jermaine Ruan, Date: Fri, 19 Dec 2014 15:24:59 +0000, no subject line, the whole message. Read at the page image at 96 ppi, which prints jermain and a double space between bonus and paid. https://epstein-data.com/EFTA01003431 p.1. ↩ ↩2

  26. The bare surname was read, not mined. ruan stands on 4,491 documents, of which 205 lie outside the twenty-form union; all 205 were opened. 191 are him, reached only by surname because the machine reading destroyed the forename beside it on the sheet. Seven are other bearers of the surname and are listed here only as a class so that a later reader does not count them twice: a physician in an unrelated federal prosecution reported in a news item, a Chinese foreign-policy commentator quoted in a news item, a marine surveyor at Red Hook, the founder of a St. Thomas company soliciting sponsorship, a boat contact named in passing, a party to a Virgin Islands trust action cited in a brief, and an author in a medical bibliography. Seven are not a name at all: in them the word February has been machine-read into strings such as Fe ruan and lebruan, which a surname search returns and a reader does not. The bare forename was handled the same way and is not used as a population here. jermaine stands on 5,948 documents; 1,701 of those lie outside both surname populations, and a seeded random draw of 60 was opened: 54 are him and six are other men of that forename, among them three custodial records and a court caption. That residue is not added to the floor. ↩

  27. The initials-form population, 92 documents carrying J. Ruan or J.RUAN and no instance of the full name, all of which were opened. They are courier invoices and delivery notifications addressed to the St. Thomas office at Red Hook Quarter. Signature-adjacent dates were harvested from all 92 and run from Sep 26. 2000 to Nov 08. 2004; two later delivery notifications in the same name at the same place are dated 05/23/2017 and 10/25/2017. https://epstein-data.com/EFTA00219126 (2000), https://epstein-data.com/EFTA00452411 (2017), https://epstein-data.com/EFTA00462009 (2017). None of these sheets was opened at the page image and none prints a forename, so the identification is stated as a bound and not as a fact. ↩ ↩2 ↩3

  28. No document read for this page records Jeffrey Epstein’s arrest, and no document is cited for it. The date is given only so a reader can place the last message located against it; nothing on this page turns on it. ↩
