What this page does and does not contain

This page is about a man who took photographs of building work and e-mailed them to his employer. Cashkim Bussue was an office assistant at Southern Trust Company, Inc. in St. Thomas, and the estate’s own staff list gives his job in six words: STC Assistant / LSJ Photos to Owner. By volume he is one of the largest single correspondents in the entire release, and until now he had no page.12

Nothing in the record suggests he is a complainant, a survivor or a witness of that kind, and this page makes no such suggestion. No allegation against him was found anywhere in the documents read for this page, and none is made here.3

An employee carrying out instructions is not a participant in what the instructions were for. Photographing a cabana floor is one documented act. What the operation around him was doing is a separate question, and this page does not answer it.

His sent mail carries 36 documents the corpus labels as photographs and 10 it labels as blank. Not one photograph is described here in any respect. They are reported by count only.4

No telephone number and no account identifier is reproduced here, and no electronic address of his own. Jeffrey Epstein’s address is reproduced where it stands in a header that is quoted.

Cashkim Bussue wrote more messages in this release than most of the financiers, lawyers and politicians who have pages on this wiki. What he wrote about was cabanas, flooring, palm trees, a flag pole, a salt pond, a generator room, a septic system and a helipad. He was not writing memoranda. He was sending photographs, a batch at a time, from a Virgin Islands office to a man who wanted to see what his builders had done that day.

That is not an inference from a volume count. It is what the estate’s own staff roster says his job was, and the documents he sent are the job being done.1

Who he is, established four ways

The desk did not know who Cashkim Bussue was when this page was commissioned, and did not guess. Four documents, read independently of one another, settle it.

First, the estate’s own staff list. A two-page scanned roster of the island workforce ends with a block headed Management & Office:. His row reads:1

The released text of that sheet gives his name as Cashkini Bussue. The page image gives Cashkim Bussue. The same sheet, read at the image, also corrects Cecile delongh to Cecile deJongh.1

Second, a colleague naming his post. On 18 December 2017 Daphne Wallace, whom the same roster lists as executive assistant to Richard Kahn, wrote to a correspondent whose name the producing party has covered:5

I will ask our Associate Assistant, Cashkim, to inform you of any and all mail that is received at the STC office addressed to you.

Third, a government compliance report. The Virgin Islands Economic Development Commission’s compliance report on Southern Trust Company, Inc., covering 1 February 2013 to 31 December 2017, names him as a full-time employee of the company. It records that for the years 2013 to 2016 the company documented annual employee retirement contributions for every full-time employee except Jeffrey Epstein, and that for 2017 the exceptions were Epstein, Cashkim Z. Bussue, and a further person whose name the producing party has withheld and which this page does not supply. The Commission nonetheless concluded that the company met the requirements of this special condition. The report does not say why those employees were excepted, and neither does this page.9

Fourth, a telephone invoice. A mobile account billed for the cycle 2 June to 1 July 2018 lists its lines by user. One of them is STC - Cashkim Bussue. The same account carries a line labelled LSJ SPARE CARD and two labelled LITTLE SAINT JAMES, alongside lines for Brice Gordon and other island staff. The released text of that sheet reads STC : C.ashkim Bussue; the page image reads STC - Cashkim Bussue.10

Taken together: he was Southern Trust Company’s assistant in the St. Thomas office, he was the man who photographed the islands for the owner, and the company and the islands were the same operation.

The work, in his own words

His earliest located message is one word. On 11 October 2017, copied into an office thread about the St. Thomas telephone service failing, his entire contribution reads Noted.11

Most of what followed carried no words at all. The standard message is a subject line, a list of image files, and a formula, as on 5 December 2017:12

Good day all,

Please see the attached p=otos for review.

The p=otos and Wa=m are a transfer-encoding fault present on the produced sheet itself, not an artefact of the released text, and are printed here as they stand. The page image carries them.12

When he did write, he wrote about the photography. On 29 January 2018:13

Good day, Mr. Epstein,

I will not be taking photos today, Monday, January 29, 2018, due to an inspection being performed on the island. However, I was told by Randy, while on the phone with Brice, that I should come tomorrow to resume my picture taking.

The longest document he wrote that was read for this page is an apology for having photographed the wrong building. On 30 November 2018:16

Good day Mr. Epstein,

I want to apologize for the miscommunication within the emails between us yesterday. Truthfully, I did not saw the 5:45am email which gave directives to take photos of Pebble Beach Footing. So much so, I only saw the email which was sent to me instructing me to take photos of, Sam’s Place, Master Bedroom and Twin Room on GSJ.

I would like to say however, that I would never neglect work when it relates to your priority. Therefore, I have decided take the initiative to go to LSJ early this morning to take photos of Pebble Beach Footing. I hope all pictures that were sent to you are satisfying. If there is anything further please let me know.

Once again, I sincerely apologize for the misunderstanding.

Who gave the instructions

The photography was directed from the top, and the record shows it in one line. On 18 December 2018 Epstein wrote into a thread about a bathroom air-conditioning unit:8

On 25 January 2019 he wrote to Bussue and two colleagues:17

Please keep a photo rusted file. I want rusted thing replaced!

And on 12 February 2018, replying to a batch of photographs of a cottage, Epstein’s entire message was:18

What the photographs were for, on this evidence, was construction supervision at a distance. Epstein, Richard Kahn, Brice Gordon, Ann Rodriquez and others replied on top of Bussue’s photographs with decisions about hydroseed, ceiling wood, floor tile, trenching and a dock house. In the documents read for this page, Bussue is almost never party to those decisions. He supplies the pictures and the thread moves on above him.19

What the subject lines are

The subject lines are the most economical description of the job. Those recovered from his sent mail include Cabana #1 through Cabana #4, Pebble Beach, Chillax Bathroom, Waterfall, Tiki Kitchen, Flag Pole Cabana, Mike's Cottage, Nursery Coral Stone Steps, Oil Room, Salt Pond, Barge Bumps, GSJ Septic, Main Compound Wall, Fuel Tank Room, Helipad, Coconut Palms, Tennis Court Posts Cutting Down, Rusty Gym Equipment Have Been Removed., Container Shed Workplace At Christmas Cove, Trespassing Signs, RO Plant System and Trimming Of Tress At Waterfall.20

Tress is as printed. So is the full stop inside Rusty Gym Equipment Have Been Removed.

He also did ordinary office work. On 4 December 2018 he wrote to Karyna Shuliak that a piece of correspondence addressed to her had arrived in the mail at the office, and asked what he should do with it. His message is described rather than quoted in full, because one detail in it falls in a class this wiki does not reproduce for anyone. His own words for the request were:21

Can you please advise on what should I do with the mail.

One writer, or an account others used

The desk tested this because a sender count is not an act count, and because on another page this week reading the signatures deflated a raw sender figure by more than half. Here the test comes back the other way. Across the 62 documents read for this page, every message sent from his account that carries a sign-off is signed Cashkim - as Regards, Cashkim., Sincerely, Cashkim., With warm regards, Cashkim., Wa=m Regards, Cashkim. and Respectfully, Cashkim. No message read for this page is written in the third person about him from his own account, and no second writer signs from it.22

That is a finding about the documents read, not about all 1,603. A mechanical screen for third-person self-reference across the whole sender-side population returned nothing, but the screen is crude and is reported as a screen rather than a reading.22

The deflation here is of a different kind. Very many of his 1,603 sender rows carry no prose at all, only a subject line and an attachment manifest. A conservative screen puts at least 567 of them at four words of their own or fewer, and because that screen counts stray formatting as prose the real figure is larger. The number of messages in which he says something is far smaller than the number of messages he sent, and this page quotes seven of them.7

The measurement

Scope is stated as a floor and the method is given, because every union dispatched by this desk recently has been one.2

  • The union is 2,930 documents, computed as a single query over distinct document identifiers across eleven spellings. It is not the sum of the parts, because boolean matching in this index combines per page and not per document.2
  • The full name alone returns 2,752 documents. The commission for this page expected a floor of about 2,754; widening by damage shape added 178 documents it would have missed.2
  • The surname is effectively unique in this release. Bare bussue returns 2,785 documents, only 33 more than the full name. All 33 were examined. They are not another bearer: they are inbound mail addressed to him by Epstein, Richard Kahn, Brice Gordon, Ann Rodriquez, Bella Klein and others, together with his own messages in which the released text has damaged his surname, plus the staff roster, the compliance report and the telephone invoice.2
  • The forename adds more than the surname does. Bare cashkim returns 2,912 documents, 160 more than the full name - a set no variant screen of the full name would reach.2
  • His name is damaged 22 ways in the sender column alone, among them Cashkirn Bussue, Cashkiin Bussue, Cashkim Bussu, Cashkim Btissu, Cashkim Bussuit, Cashkim BussuE and the remarkable as im ussue, in which the C, the hk and the B are all lost.2

The date field cannot be trusted and the headers say so. The release’s derived date column places one message in 2011 and four in 2023. Two of those five were read at the page image and both are 2018. The 2011 document’s released text reads Friday, December 28, 201111; the page image reads Friday, December 28, 2018 5:46 PM, and 28 December fell on a Friday in 2018 and on a Wednesday in 2011. The 2023 document read at the image is headed Monday, April 9, 2018 8:16 PM, and 9 April fell on a Monday in 2018 and on a Sunday in 2023. The other three were not rendered and are not claimed either way.6

On the corrected evidence his correspondence belongs to 2017, 2018 and 2019, and the derived column’s 2011 and 2023 are parse failures on damaged year digits, not a longer career.6

What this page does not say

No allegation against him was found in any document read for this page.3

He is a private individual. His household, his health and his family are not this wiki’s business and nothing of that kind appears here. His own electronic address is not reproduced here. The desk’s question of whether contact values may be printed at all is unresolved, and this page does not pre-empt it.

Nothing here suggests he knew of, participated in or witnessed any offence. He photographed buildings. A reader should draw nothing whatever from the mere fact that an estate photographer’s output is voluminous. This is a shallow pass over a very large population and says so. 62 documents of the 2,930 were read. The rest were measured, screened and sampled, never read, and no claim on this page rests on a document the desk did not open.23

One gap is recorded rather than smoothed over. The release carries nothing from him between the start of the period the compliance report covers, February 2013, and October 2017, although the report treats him as a full-time employee during 2017. Whether he was employed before 2017 is not established by any document read for this page.3

A strict extractor was run over all 1,603 sender-side documents to separate each message’s own body from its quoted reply chain, its attachment manifest and its boilerplate. It is reported as a screen, not a reading. It was given two planted controls: an attachment-manifest-only message, which it scored at zero body words, and a short prose message, which it scored at eleven. On that screen 567 of 1,603 documents carry four body words or fewer. The screen leaks fragments of HTML styling into what it counts as prose, so its count of substantive messages is an over-count and no figure from it is printed on this page as a result. What the page states instead is the qualitative shape confirmed by hand across the 62 documents read: the standard message is a subject line and a list of image files. None of these four was read at the page image, and no words are quoted from any of them on this page.   23. Method and sample. 62 documents were read of the union of 2,930 - 2.1 per cent. They were selected four ways and the method is stated so the reading can be reproduced: (a) all 33 documents reached by the bare surname but not by the full name, examined as a set; (b) a reproducible random sample of 40 drawn from the 2,930-document union with the seed 20261106; (c) the documents at the extremes of the date field and the documents carrying the longest own-body text on the screen described above; (d) the four documents that establish his identity and employment. 13 page images across 12 documents were fetched and rendered at native 96 ppi by the documented route, whose controls were run in session and behaved as documented: a non-existent identifier returned HTTP 403 and 111 bytes of XML, and a real one returned HTTP 200 and a PDF. Nothing on this page rests on a document that was not opened. This is a thin pass over a large population and the page says so rather than dressing the measurement as a reading. ↩
