James Edward “Jes” Staley is an American banker who worked at J.P. Morgan from 1979 to 2013, heading its Private Bank from 1999, its Asset Management business from 2001 and its Investment Bank from 2009, and who was Group Chief Executive of Barclays from December 1, 2015 until he stepped down on November 1, 2021.1248 Jeffrey Epstein was a client of the Private Bank when Staley took charge of it, and the two exchanged more than 1,100 emails through Staley’s JPMorgan account between July 2008 and December 2012 and almost 600 more between January 2013 and October 2015.3 The Virgin Islands government’s complaint against JPMorgan alleged that the bank “allowed Staley to remain a decision-maker on Epstein’s accounts” and asked Staley to discuss the trafficking allegations with Epstein.9 In a 2023 Decision Notice the UK Financial Conduct Authority found that Staley had recklessly approved two misleading statements in a Barclays letter to the regulator and decided on a penalty and prohibition; after his challenge, its July 2025 Final Notice imposed a reduced penalty and the prohibition.36 JPMorgan sued Staley as a third-party defendant in the Doe and Virgin Islands trafficking cases in March 2023 and dismissed those claims under a confidential settlement on October 6, 2023.27 Epstein named Staley a successor executor in a January 2012 will, an executor in wills of October 2012 and September 2013, and a trustee of the Jeffrey E. Epstein 2014 Trust.10111213 Staley sat for a transcribed interview with the House Committee on Oversight and Government Reform on July 24, 2026.14

Career at J.P. Morgan

A J.P. Morgan biography in the JPMorgan production states that Staley joined the firm in 1979 after graduating from Bowdoin College, worked in its Latin America division from 1980 to 1989 (eight years in São Paulo), helped found its equities business in the early 1990s, was named head of the Private Bank in 1999, and late in 2001 took on the Asset Management business as well; it describes him as CEO of J.P. Morgan Asset Management from 2001 to 2009 and, at the time it was written, CEO of the Investment Bank.1 JPMorgan’s third-party complaint states that Staley was employed from 1979 to 2013, was CEO of the Asset Management line of business from 2001 to 2009 and became CEO of Corporate and Investment Banking in 2009.2 The FCA’s chronology records that he became CEO of the Investment Bank in around September 2009, moved to Chairman of the Investment Bank in July 2012, and in January 2013 left to become Managing Partner at BlueMountain.3 Staley told the House committee that he was made chairman of the Investment Bank, “a much less role than the CEO,” after the bank decided he would not succeed its chief executive.14

Relationship with Epstein

1999–2008

The FCA found that Staley first met Epstein in 1999 or 2000, when Staley was head of the Private Bank and Epstein was a client of it; Staley recalled being asked by JPMorgan to speak or meet with Epstein on that basis.3 Staley told the House committee that he met Epstein in passing in about 2000 and that in 2001 the bank’s then chief executive, Sandy Warner, told him Epstein “seemed like he was quite connected to a high net worth network in New York” and that he should meet him; he said Epstein “was an existing client at the Private Bank” before Staley took over.14 He also said his first encounter was in 1999, when he was running equity capital markets and the firm took The Limited public, and that all he then knew of Epstein was “a connection to Les Wexner.”14

The Virgin Islands’ complaint alleged that Epstein introduced Staley to Glenn Dubin of Highbridge Capital Management in 2004 and that the introduction preceded JPMorgan’s acquisition of Highbridge.9 The FCA recorded that Staley was introduced through Epstein to a prominent figure in financial services and in 2004 “was able to lead an acquisition by JPM of a hedge fund,” with Epstein “playing an important role” in introducing the transaction and in negotiations, without formally acting for either party.3 The J.P. Morgan biography credits Staley with “J.P. Morgan’s strategic partnership with Highbridge Capital Management in 2004.”1

The FCA found that “[a]t some time in 2005 or 2006” Staley flew on Epstein’s plane to Little St. James with members of his family, spent the night, and transited to his own boat, with Epstein present.3 Staley told the committee that his family went to the island for “a couple days” with the Dubins in February 2005 and that this was his one family trip on Epstein’s aircraft.14

A JPMorgan due diligence report dated March 31, 2005, concerning a prospective client, records in its “Banker Response” column: “Ghislaine Maxwell is a very close friend of Jeffrey Epstein who is an existing client and who has recommended us to her. Jes Staley also has met with her and has recommended we open an account for her.”15 The form states that a due-diligence report on Maxwell returned unspecified derogatory information.15 Shown the form by the committee, Staley said he did not recall meeting Maxwell and that “I have learned that they did” open the account.14

On July 26, 2006, a JPMorgan managing director forwarded Mary Erdoes a Palm Beach Post article about Epstein with the words “it gets worse”; Erdoes forwarded it to Staley at 11:51 am with “so painful to read,” and Staley replied at 8:35 pm: “I went and saw him last night. I’ve never seen him so shaken. He also adamently denies the ages.”16 On August 27, 2006, Staley wrote to Erdoes: “Last night went to the Huggy Bear concert. The age difference between husbands and wifes would have fit in well with Jeffery. What a joke.”17 The FCA found that Staley “was aware of this conviction at that time,” referring to Epstein’s 2008 guilty plea.3

2008–2013

Epstein pleaded guilty on June 30, 2008 and, according to the FCA, appears to have been released from prison by August 15, 2009; email correspondence “continued throughout the period of Mr Epstein’s imprisonment.”3 On August 21, 2008, Staley wrote that he was “going to the Dem Convention with Jamie next week”; Epstein answered, “Friends like you, make it easer”; and on August 23 Staley wrote, “I’m trying to do two deals at the same time: buy dimensional and sell american century. It’s going to be an interesting fall. I will miss stopping by your office for advice.”18 The FCA quoted an October 10, 2008 email from Staley, sent while Epstein was in prison: “I am dealing with the Fed on an idea to solve things. I need a smart friend to help me think through this stuff. Can I get you out for a weekend to help me (are they listening?).”3 The Virgin Islands’ complaint alleged that Epstein advised Staley in connection with his salary negotiations at JPMorgan in July 2008.9 Staley told the committee, “I discussed my salary with Mr. Epstein, yes.”14

The FCA found that Staley “travelled to Florida to visit Mr Epstein during his prison sentence whilst he was on work release in January 2009, because he was a ‘loyal person’ and ‘just to show support.’”3 Staley told the committee he visited Epstein at the Florida Science Foundation office while Epstein was on work release, and that he never visited the Palm Beach stockade or Epstein’s Palm Beach house.14 The complaint alleged that Staley and Epstein discussed by email a visit by Staley to Palm Beach in December 2008 and Staley’s travel to London in August 2009; the cited paragraphs discuss travel and do not mention payments.9

The complaint characterized the 2008–2012 emails as showing a close personal friendship, alleged that “[n]one of the emails between Epstein and Staley were flagged in connection with risk reviews of Epstein’s accounts,” and alleged that a 2011 internal review recorded: “Jes Staley discussed the topic with Jeffrey Epstein who replied there was no truth to the allegations, no evidence and was not expecting any problems.”9 It cited an internal compliance email describing Epstein as “an alleged personal associate of the CEO of the Investment Bank (Jes Staley)” and alleged that Steven Cutler, Mary Erdoes, Catherine Keating and Staley “met in various groupings in July and October 2008, January 2011, August 2011, and July 2013” over the risks Epstein posed.9 It alleged that in 2011 Epstein and Staley discussed creating a high-profile donor advised fund with a minimum $100 million donation.9

Epstein’s assistant’s schedule for May 2, 2011 lists a “9:00pm Dinner w/Bill Gates and Larry Summers and Jes Staley”27. On May 14, 2012, Sultan Bin Sulayem wrote to Epstein: “How is Jes Staley I read that JP Morgan registered a loss of $2 B”.28 The complaint alleged that “[i]n July 2013—several months after Staley left JP Morgan to join another financial institution—JP Morgan’s Compliance Officer terminated JP Morgan’s relationship with Epstein.”9

Wills and trusts

Epstein’s will dated January 2012 named Staley and Andrew Farkas as successor executors.10 His will of October 24, 2012 named Darren Indyke, Joseph Pagano and “JAMES E. STALEY to be the Executors of this Will,” and a first codicil dated June 6, 2013 restated the same three executors with David Mitchell as successor.11 The will of September 16, 2013 again named Indyke, Pagano and Staley as executors.12 The Jeffrey E. Epstein 2014 Trust, dated November 18, 2014, was made “by and among JEFFREY E. EPSTEIN, as Grantor (“Grantor”), and DARREN K. INDYKE, JAMES E. STALEY and DAVID MITCHELL, as Trustees”; Staley’s signature as trustee was notarized in New York in November 2014.13 An amendment and restatement dated May 1, 2015 and a first amendment sworn by Staley as trustee in September 2015 carried the same trustees; a revocation signed by Epstein is dated January 30, 2017.293031 Staley told the committee he was “appointed as an executor of his estate at a point in time. And then I resigned,” that he signed as trustee in November 2014 and September 2015, and that he declined “[b]ecause I didn’t want to be associated with the Epstein estate.”14

2013–2015

On September 10, 2013, Epstein asked, “do your guys want to meet with ehud 20-26,” and Staley, signing as “Jes Staley, Blue Mountain Capital,” replied, “I am in Asia that week, but I am sure they would like to meet Ehud. I will work on it.”32 The FCA found that between January 2013 and October 2015 the two exchanged “almost 600 emails,” including a January 31, 2015 email from Staley (“The strength of a Greek army was that its core held shoulder to shoulder, and would not flee or break, no matter the threat. That is us.”) and an October 4, 2015 email (“You never wavered in our friendship these last three years. That means a lot too [sic] me.”); it found that Staley’s last visit to Little St. James was in April 2015.3 On July 20, 2015, Staley wrote to Epstein under the subject “B”: “The CEO wants to meet.” Epstein replied, “im home”.33 The FCA found that on October 8, 2015 Staley disclosed to Epstein the Barclays nominations committee’s approval of his appointment, “which was not in the public domain and which Mr Staley understood was ‘very confidential,’” and that the two “were in contact via email until 25 October 2015,” three days before the appointment was announced.3 Staley told the committee that he kept Epstein “up to date on all the steps of that process” and did not regret it.14 On October 13, 2015 Epstein forwarded to a correspondent a New York Times link about Barclays weighing Staley’s appointment, and on October 24 the Mail on Sunday’s City editor wrote to Epstein that the paper was “working on a story concerning your role in Jes Staley’s imminent appointment to the CEO role at Barclays.”3435 Staley told the committee he never asked Epstein for help with the Barclays position and “would not have wanted someone to lobby on my behalf.”14

Barclays and the FCA investigation

Barclays announced Staley’s appointment as Group Chief Executive on October 28, 2015, effective December 1, 2015.4 On May 11, 2018, the FCA and PRA fined him a combined £642,430 for attempting to identify the author of an anonymous letter received by Barclays in June 2016.5 The New York Times reported that the same episode led to a $15 million fine for Barclays from New York’s banking regulator.36

The FCA’s Decision Notice records that on August 15, 2019 the regulator asked Barclays, in a telephone call with a board member, to explain in writing what it had done to satisfy itself there was no impropriety in the relationship, and that on October 8, 2019 Barclays sent a letter stating that Staley “has confirmed to us that he did not have a close relationship with Mr Epstein” and that his “last contact with Mr Epstein was well before he joined Barclays in 2015.”3 On December 10, 2019, a Southern District of New York prosecutor wrote to colleagues of “a brief follow up call this morning at 10 with the FCA, the British regulator who, as discussed, is looking at Jes Staley and his potential relationship with Epstein,” anticipating “a request from us that they not go overt anytime soon.”37

On February 13, 2020, the FCA wrote to the SDNY that “the fact of our investigation has been announced by Barclays this morning”; the SDNY replied that it would not comment, and that afternoon relayed a Financial Times inquiry about “a story that DOJ had passed information to the UK FCA about Jes Staley’s relationship with Epstein,” calling it an “inaccurate characterization of our involvement”; the FCA answered that “the characterisation of your involvement has not come from the FCA.”3839 The same morning an FBI New York press officer forwarded to prosecutors an inquiry from the i newspaper asking whether Staley had been asked to cooperate with the FBI; a prosecutor noted, “The FCA reached out to me this morning to give me a heads up as well. We too will not comment if asked.”40 A Financial Times article, forwarded within the U.S. Attorney’s Office on February 20 under the subject line “Reuters” after a reporter asked “if this was us who provided the cache of emails,” reported that the investigation was opened in December 2019 after the FCA received emails “supplied by JPMorgan Chase” to U.S. regulators, and quoted Barclays’ statement that the FCA and PRA had “commenced an investigation …into Mr Staley’s characterisation to the company of his relationship with Mr Epstein and the subsequent description of that relationship in the company’s response to the FCA.”41

On November 1, 2021, Barclays announced that it and Staley had been “made aware on Friday evening of the preliminary conclusions from the FCA and the PRA,” that “[i]n view of those conclusions, and Mr Staley’s intention to contest them, the Board and Mr Staley have agreed that he will step down,” and that “the investigation makes no findings that Mr Staley saw, or was aware of, any of Mr Epstein’s alleged crimes.”8 The FCA’s Decision Notice, dated May 30, 2023 and published October 12, 2023, decided to impose a penalty of £1,812,800 and a prohibition order, finding that Staley “recklessly approved” the October 8, 2019 letter and that both statements in it were misleading: the emails showed Staley describing Epstein as one of his “deepest” or “most cherished” friends; he had visited Epstein’s island three times, the last in April 2015, plus two marina visits and the New Mexico ranch; and the contact continued to October 25, 2015.342 The notice records Staley’s own later description of the relationship to the FCA as “professional, fairly close,” and states that the FCA “makes no findings that Mr Staley saw, or was aware of, any of Mr Epstein’s alleged crimes.”3 Staley referred the matter to the Upper Tribunal, which on June 26, 2025 dismissed his challenge to the prohibition and directed a reduced penalty; the FCA’s Final Notice of July 23, 2025 imposed £1,107,306.92 and the prohibition.6

Litigation

The Government of the Virgin Islands sued JPMorgan Chase Bank on December 27, 2022 and filed a First Amended Complaint on January 10, 2023 (Doc. 16), re-filed as an exhibit on February 15, 2023 (Doc. 47-1); its Second Amended Complaint (Doc. 119) was filed April 12, 2023.243449 The complaint described, without naming him, a former chief executive of the bank’s asset management division and investment bank, and alleged that the relationship between JPMorgan’s Private Bank head and Epstein should have been evident to the bank.9 On January 26, 2023 the Virgin Islands moved for a letter of request to Barclays Bank PLC seeking the documents Barclays had provided to the FCA with letters dated February 3, February 13 and July 10, 2020, and the FCA’s report of its findings.4546

On March 8, 2023, JPMorgan filed a third-party complaint against “James Edward ‘Jes’ Staley” in the Virgin Islands case, and a parallel one in Doe v. JPMorgan Chase Bank (22-cv-10019), for indemnity, contribution, breach of fiduciary duty and breach of the faithless servant doctrine.2 Expressly not admitting the plaintiffs’ allegations, the bank alleged that Staley had not disclosed to it conduct or knowledge attributed to him in the Doe and Virgin Islands complaints, and that the non-disclosure was a cause of the bank’s decision to keep Epstein as a client until 2013.2 Staley moved to dismiss on April 24, 2023, arguing that the third-party claims lacked a legal basis, that the bank was being sued for its own alleged conduct rather than as his employer, and that neither complaint alleged he had decision-making authority over Epstein’s accounts.47 Judge Jed S. Rakoff denied the motion in full on May 24, 2023.48

The Doe class action settled for $290 million and the Virgin Islands case for $75 million; the Virgin Islands dismissed its claims with prejudice on September 29, 2023, and the case was closed on October 18, 2023.4950 On October 6, 2023, JPMorgan stipulated to dismiss its claims against Staley with prejudice “pursuant to and consistent with the terms of the confidential settlement agreement entered into between parties on this same date”; the stipulation recites no adjudicated findings.7 Staley’s counsel told the House committee that “Mr. Staley paid nothing” and that a separate class action “that relates to stock,” claiming “that Barclays and Staley combined failed to provide accurate information about the relationship,” was pending.14

Allegations of abuse

A December 2019 memorandum from the U.S. Attorney’s Office for the Southern District of New York recorded an unnamed complainant’s allegation that Staley assaulted her; a prosecutor’s note of December 14, 2019 flagged the passage to a colleague.5152 Staley denied the allegation in his 2026 House interview.14 The Doe plaintiffs’ allegations against Staley are recited, without admission, in JPMorgan’s third-party complaint.2 The FCA and Barclays both stated that the regulatory investigation made no findings that Staley saw or was aware of Epstein’s alleged crimes.38

Named in the House record

On August 31, 2026 Representative Thomas Massie of Kentucky was recognised for one minute in the House of Representatives, under the heading “Bring Epstein Perpetrators to Justice.” He said that a year after the Epstein Files Transparency Act was signed “the government continues to withhold over 3 million files,” and that a second bill, the Epstein Files Transparency Act II, had been introduced. He then said: “We want perpetrators of these crimes to be investigated and prosecuted, men like:” and read a list of thirteen men and one woman, among them Jes Staley, closing: “Perhaps hearing these names will shame the Department of Justice into delivering justice.”53 The other thirteen names are not reproduced here. This is a Member’s statement made under privilege on the floor of the House. It is not a charge, a referral, an indictment or a finding, and being named in it is not evidence of anything. No response from Staley to these remarks appears in the sources cited on this page.

Statements

  • February 13, 2020, on a call with analysts: “I feel very comfortable, going back to 2015, I have been transparent and open with the bank,” he said, as reported by the New York Times.36 The Financial Times reported him saying the same day that it had been “very well known” that he had a professional relationship with Epstein “dating back to 2000,” which began to “taper off” after 2013 and ended “totally” towards the end of 2015; and: “Obviously, I thought I knew him well and I didn’t and, for sure, with hindsight, I deeply regret having had any relationship with Jeffrey Epstein,” Mr Staley said.41
  • To the FCA, per its Decision Notice: that he and Epstein had a “professional, fairly close relationship.”3
  • July 24, 2026, to the House committee: that he and Epstein met “weekly”; that he visited Little St. James “three times, although one occasion was literally to get on his island into the helicopter and left,” the Manhattan townhouse, the 301 East 66th Street apartments and the New Mexico ranch “[o]nce,” and never the Palm Beach house; that “in 2010, I would not have been surprised by the allegations” because “[h]e had gone to jail for it”; and that on becoming Barclays CEO “I would cut all contact with Jeffrey Epstein.”14 Asked about a statement to Bowdoin College trustees that “[a]t no time after his conviction in 2008 did I allow J.E. any connection with any aspects of my professional life,” he distinguished “advice about my professional life” from “transactions and business.”14
