What this page does not contain

No act of his toward Jeffrey Epstein, or toward anyone acting for Epstein. Nothing in the material read for this page was written by him, signed by him, addressed to him or sent by him. Across the whole release, this project’s index records no sender in his name on any document, against a control on the same field that returned 323,424 and a population of 831,581 documents that carry a sender value at all. Every one of the twenty-five distinct sender values in the index containing the letters lair was read, and not one is his.1 He is a name in other people’s papers, and about half of those papers are mail headers. Of the 333 documents this page was scoped on, 162 are labelled mail headers and ten more are the footers of messages: a name in a signature block, a circulated article or a delegate list is not an act.1 There is no travel record. Twenty-one documents in that population carry a travel label in this project’s index. All twenty-one were read. None is a travel record: they are conference agendas, delegate lists, press digests, pages of books and a newspaper column. No flight record anywhere in the release names him. Of 1,034 documents this project labels flight logs, three carry the letters of his surname; all three were read and none is him, against a control on the same query that returned 39.23 There are several other Blairs here, and two of them matter. The bare surname reaches 937 documents, 613 of them outside every form of his name. One of those other Blairs is the man whose telephone number Epstein’s office sent him in December 2012, and he is an aircraft owner.4 A seeded sample of forty was read in full: two were him. The other thirty-eight were an investment bank, an aircraft-paint salesman, a foundation lawyer’s assistant, a retired admiral, a broker-dealer, two case names, a film title, two journalists’ bylines and eight further entries.5 Nothing any complainant said appears here in any form. Five documents in the population were examined and refused on protection grounds, and are not identified for a reason given below.6

Named on the documents asTony Blair throughout; Tony Blair, Quartet Representative on a 2010 conference agenda; Prime Minister Blair in a 2017 message to Epstein’s office; Anthony Charles Lynton Blair in exactly one document, described below789
What the files are mostly aboutThree institutions circulating their own paper, and the press. The International Peace Institute, whose president’s office supplied much of Epstein’s reading; the Milken Institute; the World Economic Forum1
One recurring use of his nameIt certifies other people. Three different men are introduced to Epstein or his office by their former service to him: a pollster, a health-policy director and a company director108
A contact directory, and an entry in his nameA ninety-nine-sheet contact directory in this release carries an entry in his name. No sheet of it is quoted here and no contact value is taken from it. A Palm Beach newspaper reported in March 2011 that Epstein’s address book details multiple addresses, phone numbers, e-mails and other contact information for a list of public figures that includes him1112
The one lunchTuesday, 30 April 2013, 12:00 PM to 2:00 PM. Epstein’s confirmed selections for the Milken Institute Global Conference include Lunch Panel: A Conversation with Tony Blair and Michael Milken. Nothing read for this page records that he attended it13
Money, and whoseTwo men in Epstein’s circle committed seven figures to his foundation. Michael Milken pledged $1 million and challenged the conference audience for another $5 million toward a stated goal of $6 million, and the Institute asked Epstein to help reach it; Leon Black’s own charity schedule records a 1,000,000 commitment with (500,000) paid1415
The December 2012 number is not his17 December 2012. Ann Rodriquez sent Epstein a message headed Direct number to Mr. Blair, the number itself covered by the producing party. Two days earlier Epstein had written can you get me tom blairs number, and the reply named an aircraft and its owning company. The Mr Blair of that week is an aircraft owner, and the man who ran Epstein’s aircraft names him in the same exchange164

Tony Blair was Prime Minister of the United Kingdom. His name occurs in at least 333 documents in this release, and the question this page exists to answer is what kind of occurrence it is. The answer is narrow and worth stating at once: the files record no act of his toward Jeffrey Epstein or toward anyone acting for Epstein. There is no message from him, none to him, no meeting, no call, no flight, no payment and no introduction. What the files do record is his name travelling through other people’s paper, and chiefly in three ways: on the delegate lists of the institutions whose circulars Epstein received; inside other men’s biographies, where former service to him is the credential that recommends them; and above a lunch panel on a conference schedule Epstein’s office built for him.31

That is a finding, not a gap. This page was built by reading the passage around every occurrence of the name in every document any form of it reaches, and the shape of the record is itself the result. A reader arriving here from a list of names in the Epstein files should leave knowing that the release records nothing he did.

His name is nonetheless written into one of these files as a contact, and that is worth stating plainly. A ninety-nine-sheet contact directory in this release carries an entry in his name, and a Palm Beach newspaper reported in March 2011 that Epstein’s personal address book held contact details for him among many other public figures. This page takes from the directory only that the entry exists, and the newspaper’s account of what such a book contained is a reporter’s and not this page’s. Being listed in someone else’s directory is an act by whoever kept the directory, not by the person listed, and nothing read for this page records that he supplied the entry, knew of it, or had any dealings with Jeffrey Epstein. It is set out below, with what this page takes from it and what it does not.1112

One thing the release does hold is the answer to a question it also raises. In December 2012 Epstein’s office sent him a direct telephone number for a Mr. Blair, which on its own invites a reader to think of this man. The correspondence of the same week identifies that Mr Blair as the owner of an aircraft, by forename, in Epstein’s own words, and the page sets it out below so that nobody has to guess.164

One thing in these files is not about him at all and matters more than most of what is. Two men who do appear in Epstein’s records put serious money toward a foundation bearing his name, and the paperwork sits in Epstein’s files. That is an act by Michael Milken and an act by Leon Black. It is set out below because it is the only money in this population, and it is attributed to them and not to him.1415

What his name is actually used for: a credential

Three times, a man is introduced to Epstein or to his office by having once worked for Tony Blair.

On 28 November 2012 Ian Osborne forwarded Epstein an invitation to a retreat, under the subject line Fwd: Invite to Dialog 2014 (16 months away). The covering remark is a dismissive aside about a third party; it adds nothing this page needs and is not reproduced. Attached to the invitation ran an alphabetical roster of invited participants with a one-line biography each. His name appears twice in that roster, and both times inside somebody else’s entry:

Mark Penn — Corp VP of Strategic Projects (reports to the CEO), Microsoft. Fmr CEO, Burson-Marsteller. President, of polling firm Penn, Schoen and Berland Associates. Fmr Chief Strategist, Hillary Clinton for President 2008. Author, Microtrends. Fmr pollster to President Clinton. Fmr pollster to Prime Minister Tony Blair.

Simon Stevens — EVP, UnitedHealth Group. Fmr CEO, Ovations (revenues of $31 billion). Fmr Health Policy Director to British Prime Minister Tony Blair.

He is not on the list of participants. He is on the list of things other participants have done.10

On 3 May 2017 the same shape appears in a message to Epstein’s assistant. Oliver Lloyd wrote to Lesley Groff under the subject Re: Jeffrey Epstein/Michael Wolff:

Dear Lesley,

We look for ward to speaking with Jeffery shortly.

Please be advised that in addition to myself, Sir Nicholas Lloyd (Chairman) and John Watts (BLJDirector and former senior adviser to Prime Minister Blair) will be on the call.

We are here to help and all matters will be handled with strictest confidence.

Six documents in the release carry that message. It is the only place in these files where the words Prime Minister Blair occur, and they occur to establish a third man’s standing before a telephone call with Epstein.8

2010 to 2014: the International Peace Institute

The single largest structure behind his name in these files is one organisation’s own paperwork. Terje Rød-Larsen was president of the International Peace Institute, and his office’s circulars reached Epstein in volume. Four kinds of Institute document name Blair.

An agenda. The Institute co-organised the inaugural Sir Bani Yas Forum with the United Arab Emirates at Qasr Al Sarab, Abu Dhabi, from November 5 - 8, 2010. On the last sheet of the agenda, under MONDAY 8 NOVEMBER:

10:00 – 10:45 Special Address

Tony Blair, Quartet Representative

The next item on the agenda is the Wrap-Up by Hosts, listed against the United Arab Emirates foreign minister and Rød-Larsen. An agenda is a plan. Nothing read for this page records that the address was given.7

A confirmed-participant list. The Institute’s Seventh Ministerial Working Dinner on the Middle East was set for 777 United Nations Plaza on Monday, September 24, 2012 at 8:30pm, co-hosted by the foreign ministers of the United Arab Emirates and of Luxembourg and by Rød-Larsen. Under the heading CONFIRMED PARTICIPANTS (38), his line reads:

Tony Blair, Quartet Representative for the Middle East Peace Process

This page takes that line and nothing else from the list. The other thirty-seven entries are foreign ministers and officials of international organisations named in their official capacities, and none of them is reproduced, described or counted here.18

A guest list. The Ninth Ministerial Working Dinner on the Middle East, two years later on Monday, September 22, 2014 at 7:00pm, carries him again under the same title. The released text of that sheet is damaged and this page quotes nothing from it.19

A commission. A one-sheet document lists the Institute’s Independent Commission on Multilateralism, co-chaired by the former Prime Minister of Australia and the foreign ministers of Canada and Norway, and under Participants: its first line is Tony Blair, Former Prime Minister of the United Kingdom.20

And two World Economic Forum delegate lists carry him among several thousand names, one As of 18 January 2011 and one As of 17 January 2013; the release holds three copies of the first and one of the second. On the 2011 list his entry reads Tony Blair against UN Middle East Quartet Representative, and the entry immediately before his belongs to a different Brent Blair, an associate professor of theatre. The 2013 list prints his name in a run of names whose titles stand in a separate column.21

April and May 2013: the Milken Global Conference

This is the longest sequence in the release in which Epstein’s own paper and Blair’s name meet.

On 16 April 2013 the Milken Institute confirmed Epstein’s choices for its Global Conference, and Epstein forwarded the confirmation to Lesley Groff. The message opens Thank you for your panel selections. and continues:

  1. Your attendance at lunch is noted below. Your tickets will indicate whether you are seated in the International Ballroom or Beverly Hills Ballroom simulcast. For any lunch you do not plan to attend, please return tickets to the Lunch Ticket Desk located near registration.
  1. Your selections for other sessions do not bind you nor guarantee your admittance to those panels.

Below that runs the schedule. Under the day heading Tuesday, April 30, 2013 one row carries the time 12:00 PM - 2:00 PM in its own column and, in the next, the session:

Lunch Panel: A Conversation with Tony Blair and Michael Milken

Epstein’s office called it JE's Milken Itinerary when Groff forwarded it again on 27 April.13

What that establishes, and the limit on it, both matter. It establishes that the lunch panel with Blair was among the sessions selected for Epstein and that a ticket was to be issued for it. It does not establish that he attended, that the two men met, that they spoke, or that they were ever in the same room. The sheet says in terms that a selection does not bind the holder, and nothing else read for this page records what happened.133

The host’s own account of that conversation reached Epstein ten days later. On 10 May 2013 the Milken Institute wrote to him under the subject Help us help Tony Blair's Faith Foundation:

Dear Jeffrey:

At our recent Global Conference, we heard of many challenges faced by people around the world, along with some unique ideas on how to solve them. One of the most poignant came from former British Prime Minister Tony Blair. During his conversation with Mike Milken on Tuesday, April 30th, he spoke of his Tony Blair Faith Foundation and its goal: linking a thousand classrooms in the United States with a thousand schools in the Muslim world with video conferencing technology so that children can talk directly to one another and help push aside the forces of extremism and intolerance.

During that conversation, Mike pledged $1 million to the Foundation

and, in the next clause of the same sentence,

challenged the Global Conference audience to donate another $5 million to reach a stated goal of $6 million by the end of May. Many of you responded generously to Mike’s challenge. Less than two weeks later, more than $3 million has been raised by the Foundation.

Please join Mike Milken and others who were moved by Tony Blair’s vision and inspired to make it a reality.

So Epstein was asked for money for Tony Blair’s foundation. The second sheet of the same message carries Blair’s own words from the conversation, as the Institute reproduced them, beginning “When I became Prime Minister, I realized the way the world was changing with the force of globalization pushing us together.” Nothing read for this page records whether Epstein gave anything.143

Seven months later the Institute’s own year in review described the same conference, saying that Tony Blair, Bill Gates and Institute Chairman Mike Milken listen to Rwandan President Paul Kagame discuss African investment. That is the host’s caption for a photograph, and this page does not place him anywhere on the strength of it.22

The money, and whose act it is

Leon Black’s own charity schedule is the hardest document in this population. A single sheet headed Leon Black Commitments - CHARITY, as of 10/24/14, sets out his pledges in a table whose column heads, each on its own line on the sheet, run from Commitment and Paid to Date and Balance through the years 2014 to 2018. Under the heading Leon Black Family Foundation, Inc. four rows appear, and the fourth reads, cell by cell:

row labelcommitmentpaid to datebalance201420152016
Tony Blair Foundation1,000,000(500,000)500,000(blank)250,000250,000

A commitment of one million dollars, five hundred thousand paid, five hundred thousand outstanding, scheduled at a quarter of a million in each of the two following years. The row above it is the Clinton Foundation at the same commitment with nothing yet paid.15

Three further Black family balance sheets in Epstein’s files carry the same pledge at different dates and under slightly different names, one of them as the Tony Blair Faith Foundation.23

This page attributes none of it to him. A pledge to a foundation is an act by the man who makes it. What the record shows is that two men whose dealings with Epstein are documented elsewhere on this wiki put seven figures toward Tony Blair’s charitable work, and that the paperwork for it was in Epstein’s possession.

A contact directory, and a newspaper item about an address book

One document in this release is a contact directory, and one of its entries is his name. It runs to ninety-nine sheets and it is one of the four documents reached by the search form blair, tony. That it carries an entry in his name is the whole of what this page takes from it. No sheet of it is quoted, pinned or named here; no address, telephone number, electronic address or any other contact value is reproduced from it; and nothing else on it is described or counted. Producer’s marks fall on the sheet that was read. Nothing under any of them is read, supplied or described, and this page does not say what any of them covers or where any of them sits. The document does not establish who kept it, and this page does not say.11

A newspaper item in the same population describes such a book from the outside. A Palm Beach Daily News article of 11 March 2011 about Epstein’s personal address book states that it details multiple addresses, phone numbers, e-mails and other contact information for a list of public figures in which his name appears. That is a reporter’s account of a document and not the document, and this page does not say that the book the article describes is the directory described above; nothing read for this page settles whether they are the same object.12

What the two together do and do not establish. They establish that an entry in his name stood in a contact directory that passed into this release, and that a newspaper reported in 2011 that Epstein’s address book held contact details for him. They do not establish that he gave any detail to anyone, that he knew the book existed, that he was ever in contact with Jeffrey Epstein, or that anyone ever used the entry. No document read for this page records any of that.11123

17 December 2012: a direct number for a Mr Blair, and who he was

One document in this release sends Epstein a telephone number for someone called Mr Blair, and for a while it looks as though it might be this page’s subject. It is not, and the week’s own correspondence says so.

Ann Rodriquez, whose own page on this wiki records her working in Epstein’s office, wrote to him at Mon 12/17/2012 7:12:18 PM under the subject Direct number to Mr. Blair:

Hey Bossman,

Mr. Blair

Ann R.

Read at the page image, a producer’s mark falls on the sheet and the telephone number the subject line announces is not legible on it. The released text carries no sign of that at all: it runs the salutation, the name and the sign-off together as though the sheet were complete. A number that was withheld and a number that was never there are different facts about the producing party, and only the image separates them.16

The sheet names no forename. The messages before it do. Two days earlier, at Sat, 15 Dec 2012 19:15:27 -0400, Epstein asked for the number. The whole body of his message is one line:

can you get me tom blairs number

The answer came back at Sun 12/16/2012 2:05:13 AM under the subject Re: Tom Blair info:

From Sean,

Owner - Blair Investors Corporation DBA Catalyst Health Solutions, Inc.

Chief Pilot - Spitfire USA Limited

A message of the same Saturday, in a thread about Epstein’s own aircraft, binds the surname to the forename inside one document. Under the subject Re: B727 fwd stairs, the man who ran Epstein’s aircraft answered a request from Epstein in that thread with the line I will ask Gary again to fwd Blair's number, this was the response gary send last night:, and set out beneath it a message he had received from an intermediary the thread names as Gary, which reports that Tom is pretty fed up with this deal. The bare surname and the forename stand in the same exchange, so the identification does not rest on reading two documents together.4

And three weeks before that, the man who ran Epstein’s aircraft had told him who Tom Blair was. In a message of 26 November 2012 headed GIV update, about aircraft Epstein’s circle was trying to buy and sell, he wrote that the owner of a Global Express was a man he believed the intermediary had told him was named Tom Blair, and that that man was motivated to sell his Global Express. Tom Blair’s aircraft is the Global Express, and it is not the Gulfstream named in that message’s subject line, which the same message places in the hands of someone else entirely.4

So the sequence is continuous and it runs one way. Epstein asks for Tom Blair’s number on the 15th; the reply identifies the aircraft and its owning company on the 16th; the office sends him a direct number for Mr. Blair on the 17th. The Mr Blair of 17 December 2012 is an aircraft owner, and this page’s subject has nothing to do with it.

The 17 December sheet itself still names no forename, so the identification is the sequence’s and not that sheet’s, and this page says which. It is set out at this length for one reason: a reader who met the subject line alone, in a file about Tony Blair, would draw the wrong conclusion, and the release contains the material that prevents it.164

The other Blairs

The surname alone is a poor guide to this man and a good guide to several others. It reaches 937 documents, of which 613 lie outside every form of his name. Forty of those 613 were drawn at random under a fixed seed and read end to end. Two were him. The other thirty-eight divide as follows:

who or what the name isdocuments in the sample of forty
William Blair & Company, an investment bank, in underwriting syndicates and research notes6
Blair Hildebrand, a paint salesman, on the Gulfstream repaint of 20176
Diana Blair, assistant to the general counsel of a foundation5
D. H. Blair, a broker-dealer named in one correspondent’s account of a fraud4
Dennis Blair, a retired admiral and former Director of National Intelligence3
Tony Blair, the subject of this page2
journalists’ bylines (2) · reported case names (2) · a film title (2)6
eight further items, each once: a middle name in a distribution list, a forename on a guest list, an academic citation, an actress, a university teacher, a theatre professor, a name on a property roll, and a person named as a source in an investigator’s report8

That is a count of the sample and not of the 613. Thirty-eight of forty were somebody else; this page draws no conclusion about the 573 documents it did not read.5

The largest of those other Blairs is worth naming because an automated search will find him first. In May 2017 Blair Hildebrand, a sales manager at an Ontario paint firm, corresponded with Larry Visoski and Lesley Groff about matching the paint on a Gulfstream G550, under the subject line RE: G550. Sixty-six documents in the release carry his name. None of them has anything to do with this page’s subject, and a search of the release for pm blair returns fifty-three documents of which forty-nine are outside every form of Tony Blair’s name: most of them are Hildebrand’s, and others are ordinary messages in which an afternoon timestamp happens to stand in front of a greeting.17

Books, the press, and one anecdote

Most of this population is other people’s paper. Counted by label, 174 of the 333 documents are mail or mail footers and 60 are press clippings, research articles, research reports or marketing circulars, which is 234 of 333 before a reader reaches anything else. Many of the press clippings are digests circulated by Rød-Larsen’s office. Several of the remaining documents are whole books held as single enormous pages, including a memoir whose running head carries the surname of Ehud Barak and pages of a book by Michael Wolff about the Trump White House, in which Blair figures as one of Jared Kushner’s patrons.124

One passage of that memoir is the only first-hand account by a participant of anything he did. The writer describes being taken through the famous black door of Number 10 Downing Street, led into the back garden to discuss how he had refashioned his party, and then:

When I asked Blair whether it would be possible to meet Mandelson, he said he couldn’t “give me Peter.” But he did put me in touch with Philip Gould, the polling expert and strategist who had partnered Mandelson in designing and running the election campaign.

It has nothing to do with Jeffrey Epstein. It is a passage of a published book that happens to be in this release, it describes a meeting between two politicians which the quoted passage does not date, and it is set out here because it is the only place in 333 documents where someone who was in the room describes something this page’s subject did.24

The one place a correspondent of Epstein’s speaks of him as a person is an aside in a conversation about something else. On Mon, 26 Dec 2016 18:56:58 +0000 Noam Chomsky wrote to Epstein, in a message otherwise about Donald Trump and about the meanings of words:

Reminds me of something I was told by Jon Snow, one of England’s most sensible newsmen. He was with the press entourage accompanying Tony Blair on his visit to Saudi Arabia, and walking around one of the palaces one day, he saw Blair sitting in a room with a book in his lap, which greatly surprised him — until he came over to talk. It was the New Testament.

And then Blair started telling about how delighted he and Cheri were with the gold door handles,…

That is a story told to Chomsky by a third person and passed on in private correspondence. It is set out here because it is the only passage of its kind in the release, and it is not evidence of anything beyond itself.25

The document this page will not repeat

His full legal name occurs in exactly one document in the release, and it is not a record of anything. On 12 July 2019 a member of the public sent two Federal Bureau of Investigation field offices a forty-sheet compilation of material copied from conspiracy websites, under the subject TRANSATLANTIC PAEDOPHILIA CONNECTIONS?. It makes grave criminal allegations against a number of named British politicians, living and dead, among them this page’s subject.

This page reproduces none of those allegations and adopts none of them. They are a private individual’s gathering of unsourced internet claims, sent unsolicited; no document read for this page corroborates any part of the compilation; and the page records it only so that a reader who searches the release for Anthony Charles Lynton Blair and arrives at that document knows what it is.9

What this page does not say

  • It does not say he met Jeffrey Epstein, corresponded with him, spoke to him, travelled with him, received anything from him or gave anything to him. No document read for this page records any of it.3
  • It does not say he attended the Milken lunch panel, the Abu Dhabi retreat, either ministerial dinner or either Davos meeting. Every one of those documents is a schedule or a list made in advance.71813213
  • It does not say that the Mr Blair whose number was sent to Epstein in December 2012 is this man. The week’s own correspondence indicates that he is not, and the page sets out why; the 17 December sheet alone gives no forename and this page supplies none from it.164
  • It does not say that he supplied his contact details to anyone, that he knew of the contact directory, that the entry in it was made with his knowledge, or that anyone ever used it. The entry is an act by whoever kept the directory.11
  • It does not say he solicited, received or knew of any money. The pledges recorded here were made by other people to a foundation, and the documents recording them are those other people’s own.1415
  • It makes no allegation against him and records none. No document read for this page alleges anything against him in its own voice.39
  • It does not import anything from outside the released record, with one exception, which the documents themselves supply: that he was Prime Minister of the United Kingdom.18

How this page is scoped

Measured against the released files on 5 November 2026, with the index’s size on disk checked against its recorded value before every run and a control printed and read in the same invocation: the phrase richard m berman returned 371 documents / 885 sheets, matching this project’s standing figure, and freshly generated tokens verified unused returned 0. An aim control was run as well, because a control that fires proves an instrument runs and not that it is pointed at the right thing: the same sender-field query in three casings returned 16 in all three, so no figure here is an artefact of case.1

The forms, and what each returns in documents. tony blair 322 · blair, tony 4, of which 2 lie outside the first · blair tony the identical set to blair, tony, because this project’s index discards punctuation · prime minister blair 6, all six outside the union of the first two · mr blair 9, three outside · sir tony blair 5, none outside · anthony charles lynton blair 1, inside · tony blair faith foundation and blair faith foundation 2 each, both inside · tony blair foundation 9, all inside · quartet representative 29, all inside. The floor built from those forms is 333 documents, and it is a floor.1

It is a floor because the floor moved three times while the page was being written. A spelling no brief had tested, tony blaire, reaches a magazine article that attributes a remark to “former Prime Minister Tony Blaire” and lies outside the 333; the random sample of the bare surname turned up a page of a book that refers to him by surname alone and lies outside it; and a third page of the same book, reached only through this project’s flight-log label, does the same. So at least 333 documents in this release refer to him: 330 of the 333, plus those three. The true number is not established here.26

Three of the 333 are not him. Two are press digests quoting Charles Blair, a Senior Fellow at the Federation of American Scientists on Syrian chemical weapons. The third is the December 2012 message about a direct number, whose Mr. Blair this page concludes is an aircraft owner. All three enter the population through the form mr blair alone, and each was tested against every other form on the list above and matched none of them.2616

Returning nothing: anthony blair, t blair, t. blair, mr tony blair, the rt hon tony blair, former prime minister blair, rt hon tony blair, lord blair, uk prime minister blair, blair downing street, tony blair associates, tony blair institute, blair institute, the tony blair institute for global change, institute for global change, tony blair sports foundation, blair associates, blairs office, office of tony blair, windrush ventures, firerush, firerush ventures, cherie booth, cherie booth qc, cherie blair qc, euan blair, leo blair, nicky blair, eric blair, blair underwood, jayson blaire, tony blare, tonyblair, blairtony, blairgowrie, tony blaire foundation, and the damaged forms blalr, blaii, b1air, tonv blair, tony biair, tonv blaii, ton y blair, t0ny blair, tony b1air.1

Returning something, and read in full: blaire 6 documents, of which one is the misspelled attribution above and five are a different person on wire instructions and bank statements; biair 3, all three machine-garbled characters on a notary stamp, a scanned image and a line of handwriting; windrush 1, which is the Windrush generation in a profile of a British member of parliament and has nothing to do with any company; cherie blair 3, two outside the floor and both his wife; blair foundation 10, one outside the floor and that one a foundation named for his wife. Of the nine distinct documents behind those damage candidates, one was assigned to him and eight were rejected.26

No count on this page rests on this project’s document-type labels, and the labels were tested rather than trusted. Counted by label the population contains 162 mail headers, 48 press clippings, 22 miscellaneous documents, 21 travel itineraries, 18 scanned images, 10 message footers, 8 credit-card documents, 6 items of correspondence, 5 research articles and 5 invoices, with twenty-eight more spread across fifteen further labels. Read, the travel itineraries contain no travel, the credit-card documents contain no card, the single flight log is a page of a book about Donald Trump and the single calendar is a newspaper clipping. Two of the twenty-one travel itineraries and all eight of the credit-card documents are copies of one conference biography roster, a pattern this project had already recorded for a different page and which was confirmed here by reading them. The label is a measurement of a classifier, not of the world.27

A manifest-shape screen was run rather than assumed. Over the thirty-two documents this project labels travel itineraries, credit-card records, travel receipts, flight logs and calendars, an arm matching eleven passenger and attendee words fired 111 times on 21 sheets in 13 documents. Every hit was read. Every hit is a false positive. Ninety are a memoir’s account of a 1972 aircraft hijacking; sixteen are the roster’s own words All attendees participate in break-out facilitated discussions and the name of a company called Manifest Energy; one is a press digest saying a head of state was not on board with a policy; and four are a newspaper item about a deposition, dealt with below. No passenger list, manifest, roster or flight record naming him exists in this population or anywhere in the release.2

One newspaper column needs its own sentence, because two unrelated items sit on one sheet. A London diary column of 24 December 2009 runs an item about a deposition and, about a thousand characters later, a separate item about visits to Azerbaijan in which his name appears. The two items are about different subjects and the column joins them in no way. This page takes the second and nothing from the first, and a reader should not read the sheet’s layout as a connection.28

Five sheets were read at the page image, at each served file’s own native resolution of 96 pixels per inch, never from an upsampled render. On two of them the image changed what the page says. On one, the released text closes a producer’s mark into a seamless three-line message and gives no sign that anything was withheld; the paper shows the mark. On another, the released text renders a greeting and a sign-off as I Icy I3ossman, and Ann It., where the paper prints Hey Bossman, and Ann R., and renders a conference agenda’s dashes as a hyphen and an em dash where the paper prints an en dash in both places. On one sheet a printed production stamp was read as ink at the foot, in a numbering series different from the identifier that addresses the document; the two are not converted into one another and neither is used as an address. On another the foot is blank paper, measured pixel by pixel against a control taken from the body of the same sheet. On a third the foot band is too faint to settle at this resolution and no stamp is named for it.167151425

  • Michael Milken, who pledged a million dollars to his foundation and challenged a conference audience for another five
  • Leon Black, whose own charity schedule in Epstein’s files records a million-dollar commitment to it
  • Terje Rød-Larsen and the International Peace Institute, whose delegate lists and press digests account for most of this population
  • Ann Rodriquez, who sent Epstein a direct number for a Mr Blair who was not this man
  • Noam Chomsky, who passed on an anecdote about him
  • Ian Osborne, who forwarded Epstein the roster in which his name is another man’s credential
  • Ehud Barak and Ehud Olmert, two other former heads of government in this release, one with a large file and one with almost none
  • Jeffrey Epstein, who received the circulars, the roster, the itinerary and the solicitation

Footnotes

  1. Measured against the released files on 5 November 2026. The size of the index on disk was asserted against its recorded value of 10,982,875,136 bytes before every run and matched; the return code of every query was read; no empty result was converted into a zero. Controls, printed and read in the same invocations as the counts: the phrase richard m berman returned 371 documents / 885 sheets, matching this project’s standing figure, and freshly generated tokens verified unused returned 0 documents / 0 sheets. Sender field. This project’s index records a sender value for 207 of the 333 documents this page is scoped on and for 831,581 documents across the whole release; in neither population is any of those senders him. All twenty-five distinct sender values in the index containing the letters lair were enumerated and read: they are an aircraft-paint salesman in three renderings, a building-supplies salesman, two other individuals surnamed Blair, fifteen values in which the letters fall inside a different surname or forename, and four in which the released text has run a timestamp or a fragment into the field. None is him. Against a control on the same field, the letters of Epstein’s own surname return 323,424 and a freshly generated token returns 0. Case was tested as an aim control: the same sender-field query in lower case, title case and upper case returned 16 in all three. Forms and returns, in documents: tony blair 322 / 381 sheets · blair, tony 4, sharing 2 with the first · blair tony the identical set to blair, tony · prime minister blair 6, all outside the union · mr blair 9, three outside · pm blair 53, forty-nine outside and none of them him · sir tony blair 5, none outside · anthony charles lynton blair 1 · tony blair faith foundation 2 · blair faith foundation 2 · tony blair foundation 9 · blair foundation 10, one outside · quartet representative 29, none outside · middle east quartet 17, eight outside · prime minister of the united kingdom 17, ten outside · rt hon 34, sixteen outside · the bare surname blair 937 / 1,342 sheets. The named-form floor is 333 documents / 5,741 sheets. Other bearers of the surname measured in the release: blair hildebrand 66, all outside the floor · diana blair 59, all outside · blare 64, sixty-three outside · brent blair 6, two outside · virgil blaire 4, all outside · martin blair 4, all outside · blair mackinnon 3, all outside · jayson blair 3, all outside · blair house 10, seven outside, a building · blair hull 1 · cherie blair 3, two outside. Every count in this note was produced by a program reading the index directly, not by a shell pipeline, and no count was taken through a pipe. ↩ ↩2 ↩3 ↩4 ↩5 ↩6 ↩7 ↩8

  2. The travel measurement, and the manifest screen. No flight record in this release names him. Of the 1,034 documents this project labels flight logs, three carry the letters of his surname. All three were read: two are pages of one book about the Trump White House, and the third is an aviation border record on which the letters are a crew member’s middle name. Against a control on the identical query, 39 documents of that class carry the surname of a different former head of state, and a freshly generated token verified unused returned 0. A manifest-shape screen matching manifest, manifests, passenger, passengers, pax, attendee, attendees, roster, rosters, guest list, flight log, flight logs, on board, onboard and boarding, word-bounded and case-insensitive, was proved on fixtures before it was run: five designed positives fired and three designed negatives were read by hand rather than assumed. Over the thirty-two documents in this population labelled travel itinerary, credit-card record, travel receipt, flight log or calendar it returned 111 hits on 21 sheets in 13 documents, and all 111 were read and all 111 are false positives: 90 are a memoir’s account of a 1972 aircraft hijacking and its ninety passengers; 16 are a conference roster’s sentence All attendees participate in break-out facilitated discussions and a participant’s company, Manifest Energy; 1 is a press digest reporting that a head of state was not on board with a policy; and 4 are the newspaper column recorded separately below. No passenger row, fellow-passenger list, manifest or attendee roster is reproduced anywhere on this page, and the two delegate lists and two ministerial lists that name him are quoted only at his own line. ↩ ↩2

  3. What was searched for and not found, scoped to the search that was run. No document read for this page records: any message, letter, call or meeting between him and Jeffrey Epstein or anyone acting for Epstein; any flight, passenger record or travel document naming him; any payment, investment, introduction or transaction involving him; his attendance at the Abu Dhabi retreat, either ministerial dinner, either Davos meeting or the Milken lunch panel; any reply by him to anything; any statement by him about Epstein; or any act of his of any kind. Each of those is a statement about the material read for this page and about the forms listed in the scope note, and none is a claim about what the release holds. The forms tested for a direct connection all returned nothing: tony blair epstein, blair epstein, blair ghislaine, blair maxwell, blair wexner, blair little st james, blair zorro, blair palm beach and blair lolita each return 0 documents, against the firing control recorded in the scope note. A form returning nothing is evidence about the form as much as about the record, and these were written down before they were run. Unmeasured, and therefore not a negative: whether he appears in these files under a title or role phrase that never spells the name at all; what the two uncited documents and the five refused documents contain; whether any sheet read here only in the released text would read differently at the page image; what lies in the 573 documents of the bare-surname residue that were not drawn; and what stands on the sheets of the contact directory that were not surveyed. ↩ ↩2 ↩3 ↩4 ↩5 ↩6 ↩7 ↩8 ↩9

  4. The aircraft correspondence that identifies the Mr Blair of that week. Epstein’s own message of Sat, 15 Dec 2012 19:15:27 -0400, whose entire body is the line quoted, survives inside the reply at EFTA01910252, one sheet. Read at the page image, fetched read-only from the site’s own per-document path on 5 November 2026 with a negative control fetched in the same call returning HTTP 403 and 111 bytes: HTTP 200, 68,597 bytes, a file beginning %PDF- of 1 page, matching this project’s index at 1 row; native resolution 96 pixels per inch. From that sheet this page takes, at the image: the sent value Sun 12/16/2012 2:05:13 AM; the subject value Re: Tom Blair info; the lines From Sean,, Owner - Blair Investors Corporation DBA Catalyst Health Solutions, Inc. and Chief Pilot - Spitfire USA Limited; and, from the quoted message beneath the rule, the date value Sat, 15 Dec 2012 19:15:27 -0400 and the body line can you get me tom blairs number. Producer’s marks fall on this sheet. Nothing under any of them is read, supplied or described, this page does not say what any of them covers or where any of them sits, and no value of any kind is taken from this sheet other than the spans listed above. A third party is named in the clear on this sheet in a professional capacity; naming him changes nothing this page concludes and he is not named here. The foot of this sheet carries a printed production stamp read as ink at the image, in a numbering series different from the identifier that addresses the document. The two are not converted into one another and the stamp is not used as an address. Two further documents carry the same reply: EFTA00950000 and EFTA01762506; neither was read at the page image and nothing is quoted from either. The November message is at EFTA01763980, Subject: GIV update, with copies at EFTA01764066 and EFTA01978775; released text only, and this page takes from it the two words Tom Blair, the two words Global Express, the clause motivated to sell his Global Express, and the fact that the correspondent gave that name as the owner of that aircraft. He states it at two removes, his words being that he believes the intermediary told him the name, and this page carries both hedges. The aircraft the message attributes to Tom Blair is a Global Express. The Gulfstream named in the message’s subject line is a different aircraft belonging to a different man, and this page does not join the two; an earlier draft of this page described Tom Blair’s aircraft as a Gulfstream and that was wrong. The correspondent in this thread is the man who ran Epstein’s aircraft and not a broker. On these sheets he reports that the forward airstairs are working and a limit switch was stuck, asks approval to fly and return, and describes changing alternators on the aircraft himself; the broker in the transaction is an intermediary the messages name as Gary, who is recorded as taking a commission from each side. The producing party withheld the sender field on these sheets and this page supplies no name for him. A seventh document in the same thread, EFTA01911780, two sheets, Sent value Sat 12/15/2012 7:14:56 PM, the thread’s subject, which the sheet’s quoted message prints as Re: B727 fwd stairs and the header above it as Re: 8727 fwd stairs, carries the line I will ask Gary again to fwd Blair's number, this was the response gary send last night: and, set out beneath it as a separate message received from that intermediary, the sentence beginning Tom is pretty fed up with this deal. The two are different messages and are not joined here; the lower-case gary and send are the released text’s own and are not repaired. Released text only; no sheet of it was read at the page image. It is the document that binds the bare surname to the forename inside a single exchange. None of these seven documents lies inside the 333-document population this page is scoped on, because none of them carries any form of this page’s subject’s name. They were reached by searching the bare surname against the dates around the 17 December message, which is why that search was run. ↩ ↩2 ↩3 ↩4 ↩5 ↩6 ↩7 ↩8

  5. How the bare surname was sampled. The surname alone reaches 937 documents, of which 613 lie outside the union of tony blair and blair, tony; nine of those 613 lie inside the 333-document floor, so 604 lie outside it entirely. Forty of the 613 were drawn under a fixed seed from a list sorted on the identifier itself, which is unique and therefore a complete ordering, so the draw does not depend on the order in which a program happens to hold a set. The draw was run twice and the two outputs are byte-identical, and a draw under a different seed produces a different set, so the reproducibility is demonstrated rather than assumed. All forty were read end to end. The table in the body is the result. It is a count of the forty documents drawn. It is not an estimate of the 573 that were not drawn, and no proportion is projected onto them. Two of the forty refer to this page’s subject: a page of a book that describes a third head of government as a globalist in the style of Clinton and Blair, and the 2017 message quoted above under its other citation. One of those two lies outside the 333-document floor, which is one of the three reasons the floor is stated as a floor. ↩ ↩2 ↩3

  6. Documents examined and refused. Five documents in the population were examined and refused on protection grounds, and are not identified here. They carry the first-person writing of a person who may be a survivor or a complainant. The refused set is small enough that naming it, together with the fact that it names him, would locate that account, which is the reason the identifiers are withheld; the refusal is recorded rather than passed over in silence, because what a page declines to read is part of how a reader should weigh it. Nothing is taken from any of them, no quotation, characterisation or count derived from them appears anywhere on this page, and this page makes no statement about what they contain. Two further documents were examined and are not cited: an interview record of a person whose name the producing party withheld, and an exhibit filed in litigation brought by a complainant. They are not identified for the same reason and nothing is taken from either. Fourteen documents in the population carry the name of a person in this project’s standing protection class. Nothing from any of them is reproduced here, and this page names none of those people. ↩

  7. The agenda of the inaugural Sir Bani Yas Forum, four sheets. EFTA00726612. The first sheet prints SIR BANI YAS FORUM, THE MIDDLE EAST, ENERGY & SECURITY, INAUGURAL ANNUAL RETREAT, CO-ORGANISED BY THE UNITED ARAB EMIRATES AND THE INTERNATIONAL PEACE INSTITUTE, Qasr Al Sarab, Abu Dhabi, United Arab Emirates and November 5 - 8, 2010, which is where the year quoted in the body comes from. Served page 4 was read at the page image, fetched read-only from the site’s own per-document path on 5 November 2026 with a negative control fetched in the same call that returned HTTP 403 and 111 bytes: HTTP 200, 220,700 bytes, a file beginning %PDF- of 4 pages, matching this project’s index at 4 rows; native resolution 96 pixels per inch. From that sheet this page takes, at the image: the printed head Page 4 of 4; the small-capital heading MONDAY 8 NOVEMBER; the line 10:00 – 10:45 Special Address; the entry Tony Blair, Quartet Representative, in which the title is set in italic and the name is not; and the following item 10:45 – 11:00 Wrap-Up by Hosts with its two named hosts. The dashes quoted here are en dashes with spaces, as the paper prints them; the released text of this sheet renders the first as a hyphen and the second as an em dash, and neither of those forms is quoted anywhere on this page. The released text of this sheet also renders the Institute president’s surname without its ø; the paper prints it with the ø. Nothing else on the sheet is reproduced, described or counted. This page derives no record of attendance from an agenda. ↩ ↩2 ↩3 ↩4

  8. A message from Oliver Lloyd to Lesley Groff, forwarded within Epstein’s office. EFTA00450474, two sheets, Date: Wed, 03 May 2017 12:42:47 +0000, Subject: Re: Jeffrey Epstein/Michael Wolff. Five further copies stand in the release: EFTA00450486, EFTA02210559, EFTA02210627, EFTA02210640 and EFTA02212946. Released text only for the quotation; no sheet was read at the page image, and the run-together BLJDirector is quoted as the released text renders it rather than repaired. This page takes from this message the fact that a third man’s former service to him was offered to Epstein’s office as a credential before a call, and nothing else. It does not say who BLJ is, what the call was about, or whether it took place. ↩ ↩2 ↩3

  9. An unsolicited message to two Federal Bureau of Investigation field offices, forty sheets. EFTA00103831, From: Jean James, Date: Fri, 12 Jul 2019 16:29:36 +0000, Subject: TRANSATLANTIC PAEDOPHILIA CONNECTIONS?. Released text only; no sheet was read at the page image. The body is a compilation of passages copied from conspiracy websites, with their own page numbering visible in the text. It is the only document in the release carrying his full legal name. Its allegations are not reproduced, quoted, paraphrased, summarised or characterised beyond saying that they are grave criminal allegations against named British politicians, and this page adopts none of them. No document read for this page corroborates any part of it, and no instrument, filing, charge or record of any kind consistent with any part of it was found. The document also reproduces, from the same websites, references to people who may be complainants in unrelated matters. Nothing whatever is taken from any of that. ↩ ↩2 ↩3

  10. An invitation to a retreat and its participant roster, forwarded to Jeffrey Epstein. The covering message stands at EFTA01763180, eight sheets, From: Ian Osborne, Sent: Wednesday, November 28, 2012 5:55 PM, To: Jeffrey Epstein, Subject: Fwd: Invite to Dialog 2014 (16 months away). The covering remark on its first sheet is not reproduced anywhere on this page. The roster itself stands at EFTA00701362. The same roster page recurs in the release under several other identifiers and under several different document-type labels, including labels for credit-card records and a travel receipt; none of those copies is enumerated here and none is cited, because naming them changes nothing this page concludes. Released text only; no sheet was read at the page image. The two quoted biographies are reproduced as the released text renders them. His name appears in this roster only inside those two other men’s entries. He is not among the participants, and this page makes no claim that he was invited. ↩ ↩2

  11. A contact directory held in this release. EFTA00191467, ninety-nine sheets. It is one of the four documents returned by the search form blair, tony, which is one of the forms listed in the scope note, and it carries an entry in his name. One sheet of it was read at the page image, fetched read-only from the site’s own per-document path on 5 November 2026 with a negative control fetched in the same call that returned HTTP 403 and 111 bytes: HTTP 200, 7,651,119 bytes, a file beginning %PDF- of 99 pages, matching this project’s index at 99 rows; native resolution 96 pixels per inch, read from the native raster and not from any enlarged render. No sheet of this document is pinned, named or quoted on this page. Nothing is taken from it except that it carries an entry in his name: no address, no telephone number, no electronic address and no other contact value, and no other entry of any kind. Producer’s marks fall on the sheet that was read. Nothing under any of them is read, supplied or described, this page does not say what any of them covers or where any of them sits, and no value of any kind is taken from that sheet. The sheet read does not establish who kept the directory, and this page therefore does not say whose it is. The remaining sheets were deliberately not surveyed. This page makes no statement about what they contain, and their contents are recorded in the closing note as unmeasured rather than as an absence. The released text of the sheet read is badly damaged and no character of it is quoted here. ↩ ↩2 ↩3 ↩4 ↩5

  12. A newspaper article about Jeffrey Epstein’s personal address book, one sheet. HOUSE_OVERSIGHT_013435, a Palm Beach Daily News item by a named staff writer, posted and updated 11 March 2011. Released text only; no sheet was read at the page image. From it this page takes one span, details multiple addresses, phone numbers, e-mails and other contact information, and the fact that the list that span introduces includes his name. The other people named in that list, and everything else in the article, are not reproduced, quoted, paraphrased, characterised or counted here. This is a journalist’s account of a document rather than the document, which is the weakest kind of source on this page; where it and the released record differ the record governs, and this page rests nothing on the article beyond the one span quoted. This is the single document that this project’s document-type labels call a calendar, which it is not, and it is the clipping referred to in the note on labels. ↩ ↩2 ↩3 ↩4

  13. The Milken Institute’s confirmation of Jeffrey Epstein’s conference selections, two sheets, forwarded by Epstein to his assistant. EFTA00392301, From: Jeffrey Epstein <[email protected]>, To: Lesley Groff, Date: Tue, 16 Apr 2013 14:34:15 +0000. Served page 1 was read at the page image, fetched read-only in the same call as the negative control recorded above: HTTP 200, 134,128 bytes, a file beginning %PDF- of 2 pages, matching this project’s index at 2 rows; native resolution 96 pixels per inch. From that sheet this page takes, at the image: the opening Thank you for your panel selections.; numbered notes 1 and 2 as quoted, with the bold as the sheet sets it; the day heading Tuesday, April 30, 2013; and the single schedule line 12:00 PM - 2:00 PM Lunch Panel: A Conversation with Tony Blair and Michael Milken. Producer’s marks fall on this sheet. Nothing under any of them is read, supplied or described, this page does not say what any of them covers or where any of them sits, and no value of any kind is taken from this sheet other than the spans listed above. The Subject: field on this sheet carries no value at all, and that is a fifth field state beside printed, covered and blank: it is absent. Two further copies of the same schedule stand at EFTA00392309, sent on the same day, and EFTA00391611, sent by Lesley Groff on 27 April 2013 under the subject Fwd: JE's Milken Itinerary, which is where the office’s own name for the document comes from. A ticket is not attendance and a selection is not a meeting; the sheet says so itself, and no document read for this page records what Epstein did on 30 April 2013. ↩ ↩2 ↩3 ↩4

  14. A message from the Milken Institute to Jeffrey Epstein, three sheets. EFTA00681800, Subject: Help us help Tony Blair's Faith Foundation, Date: Fri, 10 May 2013 18:56:46 +0000. Served pages 1 and 2 were read at the page image, fetched read-only in the same call as the negative control recorded above: HTTP 200, 109,870 bytes, a file beginning %PDF- of 3 pages, matching this project’s index at 3 rows; native resolution 96 pixels per inch. From those sheets this page takes, at the image: the subject line; the date value; the salutation Dear Jeffrey:; the three quoted paragraphs, with the bold exactly as the sheet sets it; and, from the second sheet, the opening of the quotation attributed there to him. The two quoted clauses of the second paragraph are printed on this page as two separate quotations because the sheet joins them with a dash whose width cannot be settled at 96 pixels per inch; the released text renders that dash as an em dash, the render is consistent with a shorter rule, and this page quotes neither rather than guessing. The sheet sets Global Conference as a bold underlined link and prints a comma after it; the released text of this sheet drops that comma, and the comma quoted here was read on the paper at native resolution. The bold in the quotations is the sheet’s own; the underline on that one phrase is not reproduced. Producer’s marks fall on this sheet. Nothing under any of them is read, supplied or described, this page does not say what any of them covers or where any of them sits, and no value of any kind is taken from this sheet other than the spans listed above. The quoted paragraphs stop where the quotation marks stop, and the intervening paragraph offering to forward the Foundation’s own message is reproduced only in the page’s own words. The second sheet’s quotation of his words is the Milken Institute’s reproduction of a public conversation, not anything he wrote or sent; this page quotes its first sentence only and adopts nothing from it. The foot band of served page 1 was measured pixel by pixel against a control taken from the body of the same sheet and is too faint to settle at this resolution: 37 pixels below mid-grey at a lightest value of 67, against 7,329 at 0 in the body control and against 374 at 0 on a sheet in this set that does carry a printed stamp. No printed stamp is named for it. ↩ ↩2 ↩3 ↩4 ↩5

  15. A single-sheet schedule of charitable commitments. EFTA01089563. Served page 1 was read at the page image, fetched read-only in the same call as the negative control recorded above: HTTP 200, 48,002 bytes, a file beginning %PDF- of 1 page, matching this project’s index at 1 row; native resolution 96 pixels per inch. From that sheet this page takes, at the image: the heading Leon Black Commitments - CHARITY; the italic date line as of 10/24/14; the column heads; the sub-heading Leon Black Family Foundation, Inc.; and one row of the four beneath it, cell by cell: Tony Blair Foundation, 1,000,000, (500,000), 500,000, an empty cell under 2014, 250,000 under 2015 and 250,000 under 2016. The column heads are set one per line on the sheet and are not joined into a line anywhere on this page; the row’s cells are given as a table for the same reason. The released text of this sheet renders four of the row’s five figures with full stops as thousands separators where the paper prints commas; the paper governs and the released text’s forms are not quoted here. The three other rows under that sub-heading are named in the body only where one of them carries the comparison the row itself invites; the rest of the sheet, which sets out a much larger schedule of personal commitments, is not reproduced, described or counted here. Tony Blair Foundation is what the sheet prints. This page does not resolve it to any particular registered body and does not say which of his foundations is meant. The foot of the sheet is blank paper, measured pixel by pixel against a control taken from the body of the same sheet: zero pixels below mid-grey at a lightest value of 255, against 2,875 at 0 in the body control. This sheet carries no printed production stamp and none is named. ↩ ↩2 ↩3 ↩4 ↩5

  16. A one-sheet message from Ann Rodriquez to Jeffrey Epstein. EFTA02723436. Read at the page image, fetched read-only from the site’s own per-document path on 5 November 2026 with a negative control fetched in the same call returning HTTP 403 and 111 bytes: HTTP 200, 19,129 bytes, a file beginning %PDF- of 1 page, matching this project’s index at 1 row; native resolution 96 pixels per inch. From this sheet this page takes, at the image: the sent field’s value Mon 12/17/2012 7:12:18 PM; the subject field’s value Direct number to Mr. Blair; and the three lines of the body, Hey Bossman,, Mr. Blair and Ann R.. Each field label stands in its own column on the sheet and is nowhere joined to its value on this page. A producer’s mark falls on this sheet, and the telephone number the subject line announces is not legible on it. Nothing under the mark is read, supplied or described, this page does not say where on the sheet it sits, and no value of any kind is taken from this sheet other than the spans listed above. The released text of this sheet renders the salutation as I Icy I3ossman,, the sign-off as Ann It. and the recipient’s address wrongly in two places; the paper governs and none of those forms is quoted anywhere on this page. The released text gives no sign that anything was withheld: it runs the three body lines together as though the sheet were complete. The foot of this sheet carries a printed production stamp read as ink at the image, EFTA_R1_02209436, in a numbering series different from the identifier that addresses the document. The two are not converted into one another and the stamp is not used as an address. Measured against a control taken from the body of the same sheet, the foot band returns 374 pixels below mid-grey at a lightest value of 0. ↩ ↩2 ↩3 ↩4 ↩5 ↩6 ↩7

  17. Correspondence in May 2017 between a sales manager at an Ontario paint firm, Epstein’s chief pilot and Epstein’s assistant, about matching the paint on a Gulfstream G550, under the subject line RE: G550. EFTA00451830 and EFTA02212908 are examples; the name reaches 66 documents in the release. Released text only; no sheet was read at the page image, and nothing is quoted from any of them here. None of these documents concerns this page’s subject, and they are recorded only so that a reader who searches the release for the surname is not misled by them. A search of the release for pm blair returns 53 documents, of which 49 lie outside every form of this page’s subject’s name. A sample of twelve of those forty-nine, drawn under a fixed seed and read in full, divides as eleven of this correspondence and one message to a different man of the same forename at a building-supplies company; in the second, the string that matches is an afternoon timestamp standing immediately before a greeting, because this project’s index discards punctuation. pm blair is not a form of his name and no figure on this page rests on it. ↩ ↩2

  18. An invitation and participant list for the Institute’s Seventh Ministerial Working Dinner on the Middle East, two sheets. EFTA01120718; a second copy stands at EFTA02726418 and is cited for nothing further. Served page 1 of the first was read at the page image, fetched read-only in the same call as the negative control recorded above: HTTP 200, 129,036 bytes, a file beginning %PDF- of 2 pages, matching this project’s index at 2 rows; native resolution 96 pixels per inch. From that sheet this page takes, at the image: the title Seventh Ministerial Working Dinner on the Middle East; the line Monday, September 24, 2012 at 8:30pm; the venue lines International Peace Institute, Trygve Lie Center for Peace, Security and Development and 777 United Nations Plaza, 12th Floor; the co-hosts’ roles; the heading CONFIRMED PARTICIPANTS (38); and the single entry Tony Blair, Quartet Representative for the Middle East Peace Process, in which the name is set in bold and the title in italic. The released text of this sheet renders the participant count as (381; the paper prints (38). The thirty-seven other entries are not reproduced, described, counted or named here, and this page makes no statement about any of them. The date, the venue and the designation of him as Quartet Representative are the document’s own; this page imports nothing about him from outside the release except that he was Prime Minister of the United Kingdom, which the Institute’s own Commission sheet also states. ↩ ↩2 ↩3

  19. A guest list for the Institute’s Ninth Ministerial Working Dinner on the Middle East, two sheets. EFTA01120716. Its first sheet carries the title, the line Monday, September 22, 2014 at 7:00pm, the same venue and the same three co-hosts, the heading GUEST LIST, and his name with the same designation. No sheet of this document was read at the page image and nothing is quoted from it. This project’s records state that the released text of this sheet is damaged and renders at least one other participant’s surname wrongly, so no character on it is relied on here, and the page takes from it only the fact that such a list exists and names him. A further copy stands at EFTA02683654 and is cited for nothing. ↩

  20. A one-sheet list of the Institute’s Independent Commission on Multilateralism, served page 1. EFTA01074365; a second copy stands at EFTA02683653. The sheet prints three co-chairs under Co-Chairs: and six names under Participants:, the first of which is Tony Blair, Former Prime Minister of the United Kingdom. Released text only for the quoted line; the sheet was fetched and its native resolution confirmed at 96 pixels per inch, but the quotation is not certified at the image. The sheet prints no date. This page derives none. ↩

  21. Two World Economic Forum participant lists, held in four documents. The 2011 list is headed World Economic Forum Annual Meeting 2011, List of Participants (For planning purposes only and not for publication), As of 18 January 2011, Davos-Klosters, Switzerland, 26-30 January, and stands in three copies: HOUSE_OVERSIGHT_017060, held as a single row of 103,212 characters, and EFTA02686169 and EFTA02686246, twenty-eight sheets each, which carry him on served page 5. A row of that size is a whole document and not a sheet. No page of it is pinned here, no confirmation rests on it, and nothing is taken from it beyond the two entries described. It carries an entry reading Tony Blair against UN Middle East Quartet Representative, and the entry immediately preceding his belongs to Brent Blair, given on the list as an associate professor of theatre practice at a California university, a different man. The released text of this list interleaves its columns, so the words of that entry are not quoted here in any order. EFTA02707384, 77 sheets, headed World Economic Forum Annual Meeting, List of Participants, As of 17 January 2013, Davos-Klosters, Switzerland, 23-27 January 2013, carries his name on served page 8 in a run of names whose titles stand in a separate column. Released text only; no sheet of any of the four was read at the page image. Neither list is reproduced, described or counted beyond his own entry and the adjacent entry for the other Blair, and this page says nothing about any other name on either of them. A participant list is a list, and this page derives no record of attendance from one. ↩ ↩2

  22. The Milken Institute’s own year in review, four sheets. EFTA00684989, dated 23 December 2013 in this project’s index. Released text only; no sheet was read at the page image. The quoted words stand on served page 1 inside a caption for a photograph. The quotation is cut short of the title the caption goes on to name, because the released text’s punctuation around that title is damaged and this page does not repair a quotation. This page takes from the caption only the host’s own account of who was on its platform, derives from it nothing about Epstein, and makes no claim about what any photograph shows. ↩

  23. Three further balance sheets of the same family’s holdings, held in Epstein’s files, each carrying the same pledge at a different date: EFTA00616992, a global balance sheet dated April 30, 2014, which lists Tony Blair Foundation at 500,000 under the family foundation; EFTA01108922, a financial summary whose served page 9 lists Tony Blair Foundation at 750,000 under GIFTS thru the LEON BLACK FAMILY FOUNDATION; and EFTA01072368, a composite summary dated December 31, 2015, whose figures are stated in thousands and which names the body as the Tony Blair Faith Foundation. Released text only; no sheet of any of the three was read at the page image, and no figure from them is quoted in the body of this page. The three sheets use three different forms of the name and three different figures at three different dates, and this page does not reconcile them into a total. Nothing else on any of these sheets is reproduced, described or counted. ↩

  24. Books held in the release as single very large pages. A memoir of a former Israeli prime minister stands as one page of 1,095,077 characters at HOUSE_OVERSIGHT_011472, with a duplicate of the same length at HOUSE_OVERSIGHT_027849. A row of that size is a whole book and not a sheet. No page of either is pinned here and no confirmation rests on either row beyond the passage quoted, which was read in it. a single page of the same book, 2,759 characters, stands at HOUSE_OVERSIGHT_011778 with a duplicate at HOUSE_OVERSIGHT_028155. The attribution rests on the book’s own running head, which carries the surname 146 times in the form / BARAK / N, and on the narrative, which is written in the first person by a man who commanded the 1976 Sabena operation and later became prime minister. No sheet was read at the page image and the book’s title page is not in this release, so the identification is the running head’s and the narrative’s, not this page’s. The quoted passage, and the two short phrases quoted before it, are reproduced from the released text exactly as it renders them, including the curly apostrophe and the quotation marks around give me Peter. Pages of a book about the Trump White House stand at HOUSE_OVERSIGHT_019874, HOUSE_OVERSIGHT_020000 and three sibling identifiers. Released text only for all of them; no sheet of any was read at the page image. These are published books, not records of the Epstein matter, and this page reports only that they are in the release, that they name him, and what the one passage quoted says. One passage in the second book reports an accusation about his private life and reports his categorical denial of it in the same sentence. It concerns neither Epstein nor anything this page is about, it changes no conclusion here, and it is not reproduced. ↩ ↩2

  25. A message from Noam Chomsky to Jeffrey Epstein, copied to a third person, two sheets. EFTA01058164, Date: Mon, 26 Dec 2016 18:56:58 +0000, Subject: Re:. Served page 1 was read at the page image, fetched read-only in the same call as the negative control recorded above: HTTP 200, 122,729 bytes, a file beginning %PDF- of 2 pages, matching this project’s index at 2 rows; native resolution 96 pixels per inch. From that sheet this page takes, at the image: the date value; the name of the writer; and the two quoted paragraphs exactly as set, including the double spaces between sentences, the double hyphen, the four stops and the spelling Cheri. Producer’s marks fall on this sheet. Nothing under any of them is read, supplied or described, this page does not say what any of them covers or where any of them sits, and no value of any kind is taken from this sheet other than the spans listed above. The quotation ends where the paragraph ends; the rest of the message concerns Donald Trump and the meanings of words and is summarised in the page’s own words rather than quoted. What the quoted passage reports is a story told to the writer by a named third person. This page carries both steps of that chain in the sentence that introduces it and adopts no part of the story as fact. A copy of the same message stands at HOUSE_OVERSIGHT_030328 and is cited for nothing further. ↩ ↩2

  26. Why 333 is a floor and what lies outside it. The floor is the union of the documents reached by tony blair, blair, tony, prime minister blair and mr blair: 324 plus 6 plus 3. Three documents known to refer to him lie outside it. EFTA00674046, a forty-seven-sheet compilation of articles circulated to Epstein, attributes a remark about the British music industry to former Prime Minister Tony Blaire, the author’s own misspelling; released text only, and the attribution is the document’s, not this page’s. HOUSE_OVERSIGHT_020055 and HOUSE_OVERSIGHT_020001 are pages of one book that refer to him by surname alone. Three documents inside the floor are not him: EFTA00671813 and EFTA01878815, press digests circulated by the Institute’s office which quote Charles Blair, a Senior Fellow at the Federation of American Scientists on Syrian chemical weapons; and EFTA02723436, the 17 December 2012 message about a direct number, whose Mr. Blair this page’s own reading concludes is an aircraft owner and not its subject. All three reach the population only through the form mr blair, which returns nine documents in all; the other six each carry a fuller form of the name as well, and the three were tested against every other form listed in the scope note and matched none. So 330 of the 333 refer to this page’s subject, and with the three documents outside the floor the total stands at at least 333. Damage candidates, all read: nine distinct documents carry the forms tony blaire, blaire and biair. One was assigned, the misspelled attribution above. Eight were rejected: one is an address fragment in a circular from an art fair; four name a different individual on wire instructions and bank statements, from which nothing is taken and no value of any kind is reproduced; and three are machine-garbled characters on a notary stamp, a scanned image and a line of handwriting. The form windrush reaches one document, a profile of a British member of parliament describing his campaign for the Windrush generation; it is not a company and it was rejected. ↩ ↩2 ↩3

  27. Document-type labels over the 333, and what the documents are. By label: mail header 162 / 380 sheets · press clipping 48 / 1,347 · miscellaneous 22 / 492 · travel itinerary 21 / 344 · scanned image 18 / 362 · message footer 10 / 36 · credit-card record 8 / 57 · correspondence 6 / 23 · research article 5 / 106 · invoice 5 / 13 · state court filing 4 / 106 · marketing 4 / 88 · research report 3 / 95 · redacted blank 2 / 1,960 · letter 2 / 3 · message chain 2 / 7 · bank statement 2 / 2 · memorandum 2 / 2 · call record 1 / 289 · interview record 1 / 3 · telephone log 1 / 8 · travel receipt 1 / 10 · bureau report 1 / 6 · calendar 1 / 1 · flight log 1 / 1. Every document falls in exactly one row and the rows sum to 333. This is an estimate from a classifier’s label and not a measurement of the documents. Read, the twenty-one travel itineraries are: six press digests circulated by the Institute’s office; two copies of a whole memoir and two copies of a single page of it; four World Economic Forum participant lists, being three copies of the 2011 list and one copy of the 2013 list; two copies of a newspaper column; two copies of the Institute’s commission list; one conference agenda; one conference biography roster; and one further page of that roster. All eight credit-card records are copies of the same roster. The single flight log, the single letter and one of the two memoranda are pages of a book about the Trump White House; the single calendar is a newspaper clipping about an address book; and the two redacted blanks are among the documents refused below. No count on this page rests on a label. ↩

  28. A London newspaper diary column of 24 December 2009, held as two single sheets: HOUSE_OVERSIGHT_013403 and HOUSE_OVERSIGHT_013430. Released text only; neither sheet was read at the page image and nothing is quoted from either here. The column runs several unrelated items. One of them concerns a deposition and is not reproduced, characterised or relied on anywhere on this page. A separate item, about a thousand characters further down on the same sheet, concerns official visits to Azerbaijan and names this page’s subject in that connection alone. The two items are about different subjects, the column draws no connection between them, and this page draws none. The deposition item does not name him. ↩
