Bernard M. Kruger is a New York physician who was Jeffrey Epstein’s personal doctor and the founder of the concierge medical service Priority Private Care. Documents released by the Justice Department under the Epstein Files Transparency Act record a correspondence with Jeffrey Epstein running from at least April 2009 to at least August 2018, in which Kruger wrote to Epstein while Epstein was in custody, attended Epstein’s home as a guest, billed him $25,000 a year for concierge medical services, treated and prescribed for him by text message, and — in June 2016 — negotiated by e-mail the price of a membership covering Epstein “and the girls”.58191011
Deutsche Bank’s presentation to the Office of the United States Attorney for the Southern District of New York of 12 September 2019 lists him in its Exhibit Q, which the contents page names “Exhibit Q: Potentially Notable Payments”,12 records five payments of exactly $25,000 each, and reports that the memo on the only one sent by wire read “Priority Private Care for Mr. Epstein and 5 assistants.”7 The same entry places beside that figure an allegation from a then-recent civil complaint about medical care given to a woman by Epstein.7
This page is about the doctor’s conduct.
Identification, office and practice
Kruger’s invoice of 5 December 2014 to Epstein is printed on his own letterhead, which reads “Bernard M. Kruger, M.D. / Internal Medicine & Oncology / 170 East 78th Street / New York, NY 10021”.1 The e-mail signature block used by his office in 2018 reads “The Office of Bernard Kruger, M.D. / 170 East 78th Street / New York, NY 10075”.2 Both forms of the postal code appear in the files. Deutsche Bank’s own description of him, prepared for federal prosecutors, is “a New York-based internist and oncologist.”7
A Priority Private Care newsletter forwarded to Epstein in December 2016 introduces the company’s medical director and states that “He works closely with founder Dr. Kruger to ensure that the best healthcare practices are in place for our members.” The same newsletter says that “Priority Private Care opened in September, and we have been providing medical treatment to our members ever since, helping them to save time and get great care.”3 The company’s invoice to Epstein gives its address as 170 East 77th Street, New York, one street from Kruger’s own office.4 Benjamin Kruger, described in Epstein’s office correspondence as “Dr Kruger son”, signs for Priority Private Care from the 170 East 78th Street address.13 The company announced on 15 August 2019 that it was “rebranding as Sollis Health”; that announcement names Bernard Kruger as the physician who launched it in 2016 and Ben Kruger and Andrew Olanow as co-founders, and gives the membership as 2,000.14
April 2009: a message to a man in a cell
The earliest exchange read for this page is dated 8 April 2009. Epstein had pleaded guilty in Florida state court on 30 June 2008 and was serving consecutive terms of twelve and six months in the Palm Beach County jail; he had been approved for the county sheriff’s work-release programme from October 2008 and was released to home detention on 22 July 2009.15
Kruger wrote first. The message survives in the quoted block of Epstein’s reply, under the header “On Apr 8, 2009, at 3:18 PM, Bernard Kruger ▮ wrote:”:
Wishing you a Happy Passover can’t help thinking about you on this holiday of freedom. Hopefully next year in Jerusalem, New York or anyplace you want. Bernard
Epstein’s reply is produced with the header “From: Jeevacation [email protected] / Sent: Wednesday, April 8, 2009 7:27 PM / To: Bernard Kruger / Subject: Re:”. Its body, in full, is:
Thank I put an x on my cell door
The direction is settled at the image: the produced header is Epstein’s, Kruger’s message is the quoted one below it, and the sheet’s subject line is “Re:” with no further text — “Thank” is the first word of Epstein’s body, not part of the subject.5 The produced Sent: field carries no time zone and the quoted header carries none either; this page therefore records both times as the sheet prints them and computes no interval between them.5
September 2010: the break-fast
On 17 September 2010 Lesley Groff wrote to Kruger:
Hello Dr. Kruger. Jeffrey is hosting a Yom Kippur Breaking of the Fast tomorrow evening at 7pm at his home, 9 East 71st Street. He would love for you and your wife join him.
Kruger replied on 20 September:
Lesley Please thank Jeffrey again for including us at his Break Fast. We all had a fantastic time and the children can’t stop talking about the great house and the stuffed tiger. The Krugers
Groff forwarded the exchange to Epstein’s address the following day.8 The dinner took place fourteen months after Epstein was released to home detention.15
On 31 March 2010 Epstein wrote to Groff, in a message of one line: “send me bernie krugers number and bruce moscowitz”. Groff’s reply that evening is headed with the two names, “Bernard Kruger:” and “Bruce Moskowitz:”, each followed by a block the producing party has covered.16
The concierge retainer, 2013 to 2016
Kruger’s invoice of 5 December 2014, addressed to Jeffrey Epstein at 301 E 66th Street, Suite 10B, New York, reads in its entirety:
Renewal for yearly concierge medical services for the amount of $25,000 from 12.05.14- 12.05.15
and closes “BALANCE DUE: $25,000.00”.1

Each is signed in ink over the printed “AUTHORIZED SIGNATURE” rule. On cheques 895 and 1092 the forename in the signature reads “Darren”; the surname is not legible to this page and is not supplied here. The sheet carrying cheque 1092 also carries an enlargement of that signature; its caption is printed “Rower of Attorney” and is reproduced here as printed.1819
The sheet for cheque 1092 reproduces the bank’s own exception record for it. The fields that print read “Exception Type: High dollar pull”, “Previous Decision: Refer”, “Previous Reason: Signature Irregular”, “Amount: 25,000.00”, “Check #: 1092”, “Account Name: Jeffrey Epstein” and “Account Message: 1 Signature Required”.19 Account and routing values on that sheet are not reproduced on this page.
June 2016: “How many girls”
On 15 June 2016 Lesley Groff wrote to Kruger under the subject “Re: Jeffrey Epstein”:
Hello Dr. Kruger! Hope you are well. Jeffrey received your email to sign up for your Priority Private Care…he would like to confirm that 10K buys himself and the girls coverage with you. Can you please let me know?
Kruger replied the same day. His message is three words:
How many girls
Groff answered “will find out!” The quoted header inside the produced sheet times his reply at 4:15 PM and hers at 3:42 PM; the sheet’s own produced header is stamped 20:16:20 +0000. The two are different clocks and this page prints each as the sheet prints it.10
On 17 June, at 7:35 AM by the quoted header, she came back: “Good morning Dr Kruger. Just following up on the 10K for Jeffrey and 5 girls. Does this work for you?” Kruger’s reply, produced with the header “Date: Fri, 17 Jun 2016 12:58:55 +0000”, reads:
Usual fee schedule will be 5k for 1st then 3 per subsequent members in group. In my exuberance I said 10 but wonder if you could take it to 15 and that could include occasional passer by.
At 16:08:49 +0000 the same day Kruger wrote to Groff again, in one line: “He is a good fair man”. Groff replied forty-one seconds later, at 16:09:30 +0000:
he is! and so are you! thank you!
On 20 June 2016 at 1:51:09 PM EDT, Benjamin Kruger wrote from Priority Private Care to Bella Klein, Epstein’s bookkeeper:
Hi Bella, After speaking with Dr. Kruger, he said that Mr. Epstein had agreed to a flat fee of $15,000 for himself plus the five girls, which would constitute a 25% discount.
Please confirm that this is correct and I will send a revised contract.
Klein forwarded it at 2:01 PM to Rich Kahn and to Groff: “Attached please find email from Dr Kruger son. He is asking for 15K: 10K for JE and 5 for girls. JE would like to pay only 10K for all. Les, please communicate to JE and advise”. At 6:02:06 PM the answer came back: “Jeffrey approved the 15 K / Will send you email…”13
An undated Priority Private Care invoice in the release bills Jeffrey Epstein for a membership at $15,000.00, with a total due of $15,000.00. Its description line is printed “4 Individual Membership”.4
“without using names”
The following day, 21 June 2016, Richard Kahn wrote to Epstein under the subject “Re: Dr Kruger”. His message opens with a covered block; the words “spoke with” stand legible after it, and a second covered block follows them. From the end of that second block the message reads:
…and was able to fill out paperwork =ith assistants 1-5 without using names which i think gives you more =lexibility please advise if this is ok thank you
The =ith and =lexibility are printed on the face of the sheet — quoted-printable soft-break damage carried into the image — and are reproduced here as printed. The message quotes an earlier one of Kahn’s the same day whose legible lines read “attached agreement had you + =”, “names used were” followed by a covered block, “i did not see” followed by a covered block, and “please advise / thank you”. Kahn signs both as “Richard Kahn / HBRK Associates Inc.”22
Deutsche Bank’s exhibit, in September 2019, records that the memo on Epstein’s only wire to Kruger read “Priority Private Care for Mr. Epstein and 5 assistants.”7
What Deutsche Bank told the U.S. Attorney
The document headed “DEUTSCHE BANK PRESENTATION TO THE OFFICE OF THE UNITED STATES ATTORNEY FOR THE SOUTHERN DISTRICT OF NEW YORK”, dated 12 September 2019 and marked “CONFIDENTIAL – PURSUANT TO FED. R. CRIM. P. 6(e)”, contains nineteen exhibits lettered A to S, the seventeenth of them named on the contents page as “Exhibit Q: Potentially Notable Payments” and given as beginning at printed page 41.12 On the exhibit’s second sheet a row is headed “Bernard M. Kruger, MD”. Its background column reads:
Kruger is a New York-based internist and oncologist. Each of the five payments listed was for exactly $25,000. Four of the five payments were checks. The wire details for the sole wire transfer reads: “Priority Private Care for Mr. Epstein and 5 assistants.” In a recently filed lawsuit, Katlyn Doe v. Indyke, the plaintiff alleged that she was “provided with gifts such as … medical care for the purpose of causing her to feel indebted to Jeffrey Epstein.”
The row is split across three sub-rows in the payments, total, beneficiary-bank and Epstein-account columns: 3 payments totalling $75,000 with the beneficiary bank given as “TBD”; 1 payment of $25,000, beneficiary bank “TBD”; and 1 payment of $25,000, beneficiary bank “JP Morgan”. Every one of the three names the Epstein account as “Jeffrey Epstein”; the account values themselves are covered.7
Five payments of $25,000 is $125,000. The release carries images of three cheques of that amount drawn to Kruger on an Epstein account at that bank; the exhibit counts four cheques and one wire, and this page does not assert that the three are among the four.171819
The 2018 iMessage run
A seven-sheet chat transcript in the release is headed “Platform: iMessage / Timezone: UTC+0000” and carries two participant cards: one labelled “Bernard Kruger” with a “BK” monogram, and one whose display-name label the producing party covers. Speaker attribution is printed, and was read at the image on the six sheets opened for this page — Kruger’s messages stand in a grey left-aligned run under the printed label “Bernard Kruger” beside the BK avatar; the other participant’s stand in a blue right-aligned run. On the sixth sheet Kruger addresses that participant by name: “Jeffrey, I spoke to Richmond , call me”.2324
The run covers 12 January to 2 August 2018. Its substance is Kruger managing Epstein’s care by text. On 12 January the blue side writes “Your office is sending me to Schwerin ??? Gastric? I thought small berg for my back”; on 17 January, “Hartl nice wants new mri”.2526
On 24 February 2018 at 01:52:40 am Kruger wrote:
Syrup called in take 1tsp at night Medrol dose oak is a steroid take 3Am and 3 at 6pm with food on 1st day 3am
and at 01:54:12 am:
3am And 2 pm 2nd day 2am, 2 pm 3rd taper and continue to taper
At 07:32:02 pm he asked “Are you better? Did you take cough medicine”.9 The sheet prints “Medrol dose oak”; that is what the document says and it is not corrected here.
On 11 April 2018 the blue side offered Kruger a new patient; Kruger answered “Sure, anytime” at 12:36:39 pm and asked “How is your back” at 12:54:33 pm. On 14 June at 09:38:01 pm he thanked the other participant for the referral.2724
On 2 August 2018 the blue side wrote, at 02:01:45 pm, “I will pay for Bannon”, and at 02:13:58 pm a longer message asking whether Kruger would be available the following afternoon. Kruger replied at 02:28:29 pm: “No I’m in Italy back on Wed”. The sheet marks that message “Read” and marks the blue side’s “Ok” at 02:28:51 pm “Sent”.6
The membership as a mechanism
A separate iMessage transcript in the same production records an exchange between an account whose display-name label is covered and a participant printed as “Steve Bannon”, on 29 June to 1 July 2018.
On 29 June at 01:01:27 pm Bannon asks “Who” and then writes “Dr Krueger” — that spelling is what the sheet prints. At 01:04:29 pm the other side answers “Kruger said yes ▮. His private cell .” At 10:06:03 pm: “Kruger is super confidential”.28
The next afternoon, at 03:48:01 pm on 30 June, the same side wrote: “Your medical expenses from a to z have been covered by me . - least i could do”. On 1 July at 11:15:04 am it wrote:
You being part of my group is a hack that allows a new person to be covered. . you planted a seed in miro . good
The June 2016 correspondence priced an arrangement of the shape “my group” describes: one membership, held in Epstein’s name, with further members added under it. Neither sheet refers to the other, and this page does not assert that the two are the same arrangement.111322
Epstein’s office as a route into the practice
The pattern of Epstein’s office sending people to Kruger is documented directly. In one thread on 11 January 2018, Kruger’s office sent over a contract renewal and an invoice at 12:11 PM. The sheet carries a reply to it at 12:22 PM reading “Received and will have accounting pay asap!”; that message’s sender value is covered, and this page does not attribute it. Groff wrote to Kruger’s address:
Jeffrey needs to send over 2 assistants who require some immediate attention to Dr. Kruger now…OK to send them to his office now at 170 East 78th Street!?
The messages from Kruger’s address in that thread are signed by a member of his office staff rather than by Kruger.29
On 12 January 2014 Epstein wrote to Kruger about a third party, unnamed on the sheet, and asked “should i send to you, or…” Kruger replied that evening: “I could probably help and direct”. Later in the same thread Kruger returned to Epstein’s own test results.30
Name forms, and how much of the record the name reaches
The bare phrase "Bernard Kruger" returns 283 documents in the full-text index. That is about a third of what the spider reaches.
Searching the name forms, then the identifiers harvested from the documents those returned, then the identifiers harvested from those, gives a floor of 845 documents, decomposed as follows, each group counted as what it adds to the union of the groups before it in the order printed here. The name forms alone — "Bernard Kruger", "Bernard Dr. Kruger" (the display name his correspondents’ address books produced), "Dr. Kruger", "Dr. Krueger", "Bernie Kruger", "Kruger Bernard" in export field order, the possessive run together as krugers, and the damaged forms "Bemard Kruger", "Bemie Kruger", "Bernard Kruge", kruaer and krugery — reach 748. His personal and office identifiers — the address bernardkrugerny, its damaged form bemardkrugerny, the practice domain priorityprivatecare and its damaged form prioritvprivatecare, the office telephone and fax numbers and the cell number, each searched as a three-token adjacency, and the office address 170 east 78th — add 22. The company arms — "Priority Private Care", "Priority Care", the company’s telephone number searched the same way, its address 170 east 77th, and "Benjamin Kruger" and "Ben Kruger" — add a further 75.31
Three findings from that work are worth stating separately, and then what the method could not reach.
The spelling does not split the population the way it might have. "Bernard Krueger" and "Bernard Kroger" each return nothing. The token kroger returns 90 documents and a sample of twelve found a supermarket chain, a listed security, a federal opinion and a news item, and no physician.31 The token krueger returns 123 documents and the forenames standing in front of it in the index are mostly other people’s; the forms taken into this page’s population are "Dr. Krueger" (15 documents) and "Bernie Krueger" (2, both already inside the base). Each of the fifteen was read at a window around the name and each concerns this subject.31 The misspelling is real but small, and it is made by the people writing about him rather than by the scanner: on the 29 June 2018 transcript the sheet itself prints “Dr Krueger”.28
The largest single arm is not a name at all. "Dr. Kruger" reaches 408 documents that "Bernard Kruger" does not — his correspondents almost always wrote the title and the surname. Twenty-four documents drawn at random from the whole of the union lying outside the base phrase were read at their first sheets and classified: one with him in a sender field, two addressed to him in a To: field, fifteen prose (Epstein’s assistants scheduling, reporting or chasing him), five administrative forms and membership correspondence, and one chat transcript.31
Being named is not acting, and the rate was measured. Over the whole 283-document "Bernard Kruger" population, an automated classifier reading each document’s own first sheet placed him in a sender field in 88 documents (31%), in a recipient field only in 62 (22%), found 8 header-less documents authored under his name, and declined 8 as ambiguous. Over the full 845, those figures are 97, 94 and 18, with 45 declined.32 The chat transcripts carry no e-mail header and are counted in neither figure, so both are floors.
What this method cannot reach. A whole-index enumeration of every term in this index does not complete against this database and was not attempted; the vocabulary work here was a prefix-range enumeration over the ranges kru, kro, kre, cru, bern, bem, berm and prio, which cannot reach a corruption of a name’s first character.31 A harvest that reads identifiers only from documents already found cannot reach a document that names him by no form any of those documents uses — his office staff wrote under their own forenames, and those were not used as arms because they are not identifiers of him. A document in which the producing party covered his name entirely is outside every query by construction. The token ppc returns 155 documents and was excluded from the floor: a sample of fourteen split seven and seven, the second seven including a securities-protection acronym, a market note, an unrelated corporate name and a telecommunications billing line.31 This page states a floor and claims no convergence.
After the release
Hoodline reported on 7 March 2026 that Kruger had “quietly stepped away from roles at two high-end concierge medicine groups” following the release of the federal records: that Sollis Health, the successor to Priority Private Care, had placed him on board leave “pending a review launched by management with external legal counsel”, and that Atria described him as “recently retired”. The same report described 2016 e-mails showing a membership plan covering Epstein and five women for about $15,000, and appointments booked without patient names — the documents set out above.33
That report quotes Mark Botnick, to whom it gives no title or affiliation and whose statement it carries from other reporting, as saying that “the fact that Mr. Epstein was later revealed to be a serial predator does not implicate the physicians who cared for him.”33 No statement by Kruger himself about the correspondence appears in any document read for this page. Searches of the full-text index for “Kruger declined”, “Kruger did not respond”, “spokesman for Dr. Kruger” and for “Kruger said” conjoined with Epstein returned nothing, and “Kruger told” returned one document, a 2018 message from Epstein about a referral; the release predates the publication of these files, so a response to them could not be in it. Searches of the outside record for a statement by him returned the two company statements above and nothing from Kruger.3133
