What this page does not contain
None of the 530 documents of this release that carry his name or his surname was written by him, and none of them is addressed to him. Across those 530 documents this project’s index holds no sender value of his at all, against controls on the same column returning 323,424 and 106,180 documents for two other people; and a line-by-line screen of every sheet in that population, built to read a mail header and proved on planted examples, finds no
From:line and noTo:orCc:line carrying any form of his name.1 He is written about. He writes to nobody in these files and nobody in them writes to him.One of the 530 does carry prose of his: a signed opinion column, reprinted inside a press digest somebody else compiled. A column written for publication and clipped into another man’s digest is not an act in this matter, and this page does not count it as one, quote it or treat it as evidence of anything.1
He is not Kissinger Associates and he is not Nancy Kissinger, and this page keeps all three apart. The firm’s name reaches 89 documents, of which 74 do not name him at any point; a private individual who shares the surname reaches 14, of which 12 do not name him. Nothing about her appears here in any form, and the firm’s own business is not this page’s subject.1
There is no flight log, no passenger list and no attendee roster behind any of this. Thirty-two documents in the named-form population carry a travel, flight-log, calendar or spreadsheet classification in this project’s index; every one was opened, and not one is a travel record: they are a diplomat’s office press digests, extracts from books, and a conference programme. A manifest-shape screen over all 71 so-classified documents in the wider population, proved on planted examples, returns 76 hits and every one is a false positive: a memoir’s account of a 1972 hijacking, the phrase “Pax Americana”, and the word “manifests”.1
Nothing any complainant said appears here in any form: not quoted, not summarised, not characterised, not counted. Eight documents in the named-form population carry a Bureau, police or transcript classification and not one was used; their identifiers are not listed, because at least one of them is a first-person account by someone who may be a survivor.2 This page also prints no account of Jeffrey Epstein’s address book. Every sheet read for this page that carries such an account also carries material about complainants, and nothing from any of them is taken, quoted, summarised, characterised or counted.2

| What the record is mostly made of | Jeffrey Epstein asking other people to approach him. Henry Kissinger, a former United States Secretary of State and, on a January 2013 participant list read here at the page image, the chairman of Kissinger Associates Inc., stands in 530 documents of this release and wrote not one of them. The documents that carry his name are other people’s: Jeffrey Epstein’s messages asking intermediaries to approach him, Epstein’s office’s reminders about his availability, a diplomat’s office press digests that carry his name, a corporate proposal that assigns him a role, and the papers of people who had met him and told Epstein about it.13
The honest act count on this page is zero. Not a letter, not a reply, not a signature, not a message in which he is a named recipient. That is not a gap in the search: the sender column of this project’s index returns nothing for any spelling of his name while returning 106,180 and 323,424 documents for two other people, and a header screen across all 530 documents, proved on planted examples before it was believed, finds no line of either kind.1
The one exception is not an exception. A press digest in this population, compiled by somebody
else, reprints an opinion column under the byline By Henry A. Kissinger and dates it on the sheet
5 March 2014. It is his prose, and a byline screen run over all 530 documents returns no other.
It was written for publication, not to anybody here, and a column clipped out of the press and
filed in another man’s digest is not an act in this matter. This page does not count it, quote
it, or take anything from it.8
What the record does establish is an effort, and its direction. Between February 2013 and May 2015 Epstein wrote to Thomas Pritzker, to Boris Nikolic, to Peter Mandelson, to Bill Gates and twice to Terje Rod-Larsen, in each case about getting to or getting something from the same man, and he wrote in the same clipped register each time.91011161213 No document read for this page records any of those approaches producing a meeting, a reply or an acknowledgement. The page says what the approaches were and stops there.
September 2013: the fortnight the record is clearest about
At 21:13:56 on Monday 9 September 2013, Epstein sent four words. The sheet carries producer’s marks and this page says nothing about what any of them covers. The whole body of the message is:
kissinger free from 23 ev17
What happened next is visible because Epstein’s office turned it into standing furniture. By
Tuesday 17 September it is a line on his daily schedule sheet, under the heading Tuesday Sept 17, 2013 LSJ, among that day’s reminders:
Reminder: Kissinger is free starting evening of Sept. 23rd18
The same reminder stands on at least five further schedule sheets and in three automatic calendar alerts, one of them generated on 17 September and one on the morning of 23 September itself.19
On 16 September, in the middle of that fortnight, Epstein wrote to Ehud Barak proposing a
breakfast with Ariane de Rothschild on the morning of the 23rd and offering, for the 24th, kissinger china guy, which in Epstein’s usage means
Joshua Cooper Ramo, not Kissinger.20 Two days later his
assistant asked whether to follow the offer up.21
The sequence raises a question this release does not answer. A man’s availability is reported, it is written into a diary, it propagates through an office for a fortnight, and no document read for this page records what became of it. The reminders stop and nothing read here replaces them.15
Asking other people to ask him
On Monday 18 February 2013 Epstein wrote two messages about him, to two different people. To
Thomas Pritzker, at Mon, 18 Feb 2013 11:58:56 +0000, under an empty subject line:
gates will be in on the 1st . are you around.? can you ask kissinger if he would like to have a lunch or dinner9
To Boris Nikolic, the same day, the whole message:
does bill know kissinger well?10
The two sheets carry their times in different forms, one a zoned header and one an unzoned office preamble, so no interval between them is derived here, and the page says only that both were written on 18 February 2013.910
On 25 March 2013 he wrote five words to Peter Mandelson, under an empty subject line:
Invite Kissinger , he will enjoy it11
On 9 November 2013 he wrote one line to Bill Gates:
Kissinger got the same pitch from ray dalio last week,16
On 28 May 2014 he wrote to Terje Rod-Larsen about a Sunday night gathering:
ehud , coming sundday night leon balck, jes, shoudl you invite kissinger good for everyone12
And a year later, on 28 May 2015, to the same correspondent, the sentence that is the closest the release comes to an initiative from the other side:
would you like to come to dinner with woody allen wed. ask kissinger, he suggested he wanted to meet13
That sentence is Epstein’s, and it is the only place in this release where any approach is said to
have come from Kissinger. It is Epstein reporting to a third party what he says a fourth party
suggested. No document read for this page corroborates it, dates the suggestion, or records a
dinner.15 The sheet prints woody allen; the released text of the same sheet reads
woody alien.13
What other people told Epstein about him
Two correspondents wrote to Epstein about him in their own words: one about a breakfast he had arranged, one about a conversation that had already happened.
On 9 October 2014, inside a chain about scheduling, William Burns wrote:
Very sorry to be slow — I was trying to rearrange my schedule, but unfortunately will be in Europe Oct 14-15 to meet with Iranians (never much fun). I will be in NY for an awards dinner on Oct 16, and then following morning for breakfast with Kissinger and farewell meeting with Ban Ki Moon, before coming back to DC. Thanks for thinking of me, and we’ll make meetings work eventually.
Warm regards, Bill22
A second message of his in the same chain says that his life and schedule would open up after the end
of October and speaks of my exit from government service, and no document read for this page gives
his office; none is supplied here.22
On 14 November 2014 Thomas J. Pritzker wrote a longer account, of giving a speech about ISIS to the board the sheet names as CSIS, and being invited from the floor to be challenged:
Moderator then took mic, walked over to Henry and asked him to challenge me. Henry opened up with “I completely disagree with this approach. Let me tell you where I feel we must go”. He then went 180 degrees on me. I was given rebuttal time, but WTF am I going to go up against Henry in a public setting so I asked him a question. I sat down next to Scowcroft who said I was right and Henry was wrong, “but pls don’t tell Henry I said that”.
Over the next two days, Kissinger and I then spent 3 hours. My pants are still wet. He is so fucking brilliant that it’s scary.
tjp14
Epstein’s whole reply was sounds like fun.14 This is a credible first-person
account by a named correspondent and it is not corroborated anywhere else in this release. The
identification of Henry as Kissinger is made by the passage itself, which uses both forms; nothing
is supplied from outside it.
A third class of document shows his name used as a fixed point in other people’s diaries. On 31 May 2013 a correspondent arranging a Monday evening for Epstein reported back:
Mort IS going to the Kissinger birthday party at 7:30pm monday night23
Epstein had asked, in the message that reply quotes, ask if he not going to kissingers birthday, we can meet monday night, at 6 ? for 2 hours. or tues after 5. Three days later an arrangement for that evening
was cancelled for the same reason: a correspondent wrote that Epstein needed to cancel altogether
because It is Kissinger's birthday party and everyone is going there.2324
On 7 December 2015 the Harvard professor Elisa New sent Epstein a list of the people she had filmed
for her poetry course and the people who had agreed to be filmed. Under the heading yeses from politicians not yet scheduled she listed, among six others:
former sec of State, Henry Kissinger25
Epstein’s reply was better list to present woody.25 That he had agreed is her statement,
made to Epstein; no document read for this page records a filming.15
On 1 July 2017 Deepak Chopra forwarded Epstein a letter he had written that afternoon, proposing an institute and naming a model for it:
I am reminded that Henry Kissinger quietly became the center of a global network of leaders by running a summer school at Harvard that brought everyone together around him. I’d like to do that with a select group every summer.26
Those are Chopra’s words, not Epstein’s, and the letter is set out more fully at Deepak Chopra.26
The firm, and why it is a different subject
Kissinger Associates Inc. is a legal person and it is not this page’s subject. Its name reaches 89 documents in this release and 74 of them never name him at all. This wiki does not cover the firm and this page does not either.1
Where the firm and the man do meet on one sheet, the sheet is worth having. An undated, unheaded
and unsigned page in Epstein’s files is titled Kissinger China NewCo Structure and Operation. It
sets out a new corporation to hold the China-focused business operations of Kissinger Associates,
and under the heading Roles it gives two:
Henry Kissinger will serve as Executive Chairman of the firm. He will have final say on all client selection matters and on operational decisions about how client matters are pursued, hiring decisions and significant capital expenditures.
Joshua Ramo will serve as Chairman and CEO of the firm. He will be responsible for daily operation of the firm, consistent with the practice of the current China operations of Kissinger Associates.4
Under Structure it sets out the terms: for the first five years, Kissinger will receive profit distributions as follows: 50% in year one, 40% in year two, 25% in year three and 10% in years four and five, and The firm will be owned initially 100% by Ramo.4
The sheet carries no date, no author, no addressee and no signature, and no document read for this page states who wrote it or whether anything came of it. The correspondence it sits beside is set out at Joshua Cooper Ramo, which this page does not repeat.415
The firm also reaches Epstein’s office twice in a way the man does not. On 13 October 2015 Ramo’s assistant cancelled an appointment with Epstein, over the firm’s own signature block:
There’s been an unforeseen change in Mr. Ramo’s calendar and unable to meet with Mr. Epstein tomorrow as scheduled. Mr. Ramo now has an internal meeting with Dr. Kissinger. My apologies for the last minute cancellation.6
Epstein’s own assistant relayed it to him in her own words the same evening, as Josh Ramo must cancel: Unfortunately Josh must attend a meeting with Mr Kissinger tomorrow.7
Of everything read for this page, that is the only writing by somebody inside Kissinger Associates
that says what he was doing on a given day, and what it says is that somebody else had to cancel.
And on 20 June 2016 a message reported a delivery for Epstein. The quoted
message reads, within one line of the sheet and after a producer’s mark this page says nothing about, there are 6= book in a navy blue bag; it goes on, across the sheet’s own line breaks and in the same damaged
encoding, to say that they were for Jeffrey, that they were from Kissinger Associates, and that they
had been delivered that day. The = characters and the broken words are on the face of the sheet
and nothing is quoted across them.27
Where his name stands in other people’s papers
On the World Economic Forum’s own list of participants for Davos, as of 17 January 2013, one row
reads, across its four columns, Henry A. Kissinger | Chairman | Kissinger Associates Inc. | USA.
The list runs to 77 sheets in Epstein’s files. Read at the page image.3
A programme synopsis for the St Petersburg International Economic Forum of 18 to 20 June 2015,
also in his files, lists under LEADERSHIP SERIES: Henry Kissinger, Chairman, Kissinger Associates, with Thomas Piketty, Rex Tillerson and one other name. It is a programme and not
a record of attendance, and no document read for this page records whether he attended.2815
A draft book manuscript in the release carries a page headed with his name and nothing else. Page 359 of a 401-page draft, headed with the draft’s version mark and its word count, carries one underlined heading and no text under it:
Henry Kissinger5
No sheet read for this page names the manuscript’s author. A second copy of the same manuscript in the release puts the heading at a different folio, so no page number is asserted beyond the one printed on the sheet cited.5
The earliest message from Epstein’s own account in this population that names him uses the name as a
figure of speech. In a message of 30 October
2008 about the financial crisis, written to a recipient the producing party covers, Epstein set a new
way of living against an old one and named him for the old one: the sheet prints vs Kissenger.. constipation, cholesterol,WSJ editorials. The misspelling is Epstein’s own, on the paper.
Nothing else is taken from that message.29
The last writing of his own that this page reads is a question. In an iMessage of 25 August 2018 at 16:21:07 UTC, Epstein asked a correspondent the producing party covers:
any thought on who he might at least listen to seriously.? ken starr? kissinger? hannity30
The sheet does not say who he is, and this page does not supply him.30
What this page does not establish
- That he and Jeffrey Epstein ever met. No document read for this page records a meeting, a telephone call, a letter, a message or a transaction between them in either direction.15
- That any of the approaches arrived. Five separate requests to intermediaries are on the record. No document read for this page records any of them being passed on, answered or acknowledged.91011121315
- That he suggested he wanted to meet. That is Epstein’s report to a third party and it stands alone.13
- That he agreed to be filmed, or was. That is Elisa New’s statement to Epstein.25
- That the proposed China company was formed, or that he saw the sheet proposing it. The sheet is undated, unsigned and unaddressed.4
- That he attended the Davos meeting or the St Petersburg forum. One document is a participant list compiled six days before the meeting opened; the other is a programme.328
- Anything about Kissinger Associates as a business. The firm is a separate subject and this wiki does not yet cover it.1
- Anything about any other bearer of the surname. A private individual who shares it is named in this release and nothing about her appears here.1
- It makes no allegation and records none. Where the record holds other people’s words about him, they are printed as those people wrote them, and attributed to them.
How this page is scoped
Measured against the released files on 4 November 2026. The size of the index on disk was
asserted against its recorded value before every run, every query’s return code was read, and no
empty result was turned into a zero. Controls, printed and read in the same invocations as the
counts: the phrase richard m berman returned 371 documents / 885 sheets, matching this
project’s standing figure; a standing high-frequency control returned 567,984 documents / 752,295
sheets; and a freshly generated token, verified unused, returned 0.1
The phrase henry kissinger returns 186 documents / 208 sheets. Adding every other live form of
his name takes the union to 219 documents, and the union is a floor, not a count: of the forms tried, thirteen return
documents, three of those thirteen were not on the list this page began with, and one more, a damaged
spelling, turned out to belong to a different person and was removed.1
The bare surname reaches 520 documents, and that is where the record actually is. Of the 311 documents it reaches that the named-form union does not, 71 are the firm’s and 11 are the other bearer’s, leaving 229 explained by neither. A sample of 40 of those 229 was drawn on a total key with a fixed seed, run twice and proved byte-identical, and all 40 were read. Twenty-seven are Jeffrey Epstein’s own office records or his own correspondence naming him by surname alone; six use the surname to identify the firm or an executive of it; three are journalism; two are captures of web search results; two are message logs. A sample measures the sample, and this one is not projected onto the other 189.1
The share of the record that is journalism depends entirely on which population is counted, and the difference is the finding. Classified by this project’s own labels, 87 of the 219 named-form documents are newspaper clippings, research articles or research reports: 39.7 per cent. Over the 530-document population the same classification gives 99 of 530, or 18.7 per cent, and the largest single class becomes mail headers at 229 documents averaging 1.7 sheets each. That 229 is a different set from the bare-surname residue of 229 above and the equal size is a coincidence: the two sets share 128 documents and each holds 101 the other does not. A page scoped on his full name would have been a page about press coverage; the office traffic is reachable only through the surname.1
Those classifications are this project’s labels and not a reading of the documents, and on this set they are wrong often enough to matter. Twenty documents in the named-form population are labelled travel itineraries; thirteen of them are a diplomat’s office press digests running to between fourteen and forty-three sheets, one is a 77-sheet conference participant list, and the rest are extracts from books and reports. Three are labelled flight logs and all three are pages of memoirs. One is labelled a calendar and is a newspaper page. Eight are labelled spreadsheets and seven are press digests. Every one was opened before this was written.1
Every message header line this page transcribes was run as a search key against the released files before it was printed. A header line is the part of a message reproduced identically in every copy of it, so a transcribed one addresses a whole family of copies at once. The twenty-four lines that carry a time are narrow. Each returns the message it belongs to and its further printings, at most eight documents, and not one of the twenty-four returns a single document outside the population his own name already reaches, measured against a deliberately loose control key which does reach outside it and so shows that the test can say so.
The lines that carry only a date are not narrow, and this page says so rather than leaving a reader to discover it. A bare date matches any message quoted anywhere on that day. Three of the transcribed lines are of that kind, and between them they reach documents outside the 530: at the widest, one hundred and fifty-four documents of which one hundred and forty-one lie outside it. None of those documents was read for this page, none is named here, and nothing whatever is said about them. A date is not a path to anything: it is a string anybody can type, it identifies no document by itself, and two of the three are already printed in words in the body above. And this page makes no claim anywhere that any copy of anything carries more or less than any other: every footnote that names a further printing says in terms that it was not opened and that no comparison was made.1
Twenty-one sheets were read at the page image. Twenty of them belong to documents fetched
read-only, one request at a time, from the site’s own per-document path, each batch carrying a
negative control that returned HTTP 403 at 111 bytes while every target returned HTTP 200 and a file
beginning %PDF-; all twenty are served at a native 96 pixels per inch. The twenty-first was read
from this project’s local copy of a served image at 300 pixels per inch. Every reading is taken
from the native raster and none from an upsampled render.1
The paper corrected the released text in at least seven places, and this page follows the paper in
every one. In the released text, a sheet that prints woody allen is transcribed woody alien;
one that prints leon balck is transcribed leon balcic; one that prints bag is transcribed baa;
one that prints going to go up against Henry loses the word go; one that prints Sept. 23rd
loses the full stop; one that prints the heading Tuesday Sept 17, 2013 LSJ turns the comma into a
full stop; and a participant list whose four columns the released text scrambles aligns cleanly on the
paper. All seven sit inside material this page prints, which is why each is named in the footnote
that carries it. Seven is a floor: no claim is made that the released text of these sheets is
accurate anywhere else.1
Foot bands were measured pixel by pixel against a within-sheet body control before any statement about a printed stamp. The two states separate cleanly with no overlap: stamped bands return 364 to 366 dark pixels at minimum grey 0, blank bands return exactly 0 at minimum grey 255, and the body control fires on every sheet. No claim about ink on paper is made for any sheet that was not rendered.1

Measured against the released files on 4 November 2026. Counts are of documents in the full-text index, taken with an explicit suffix-strip document key and with sheets counted as index rows; the two are one key on this corpus and are not reported as independent routes. Controls printed and read in the same invocations:

The named-form union is 219 documents. It adds three documents over a thirteen-form list this page began with: one reached only bymr kissingerand two only byhenry kissing. And it removes one, a hundred-sheet newspaper compilation reached only bykissnger, whose single occurrence of any form of the surname is the other bearer’s name and not his. 219 is a floor and is reported as one. The bare surname residue: 520 minus the 209 floor documents the surname also reaches leaves 311, of which 71 are the firm’s and 11 the other bearer’s, leaving 229. The sample of the 229 was drawn with a fixed seed over the population sorted by the identifier string, which is a total order because identifiers are unique and no tie can be broken by iteration order; the script was run twice and its output proved byte-identical. All 40 were read and classified: 27 Epstein’s own office records or correspondence, 6 the firm or its executives, 3 journalism, 2 web-search captures, 2 message logs. The combined population is 530 documents. The sender census: this project’s index holds 0 documents whose sender column matcheskissinger, kissenger, kissingcr, kissngeror the fragmentkissin, against the same column returning 106,180 and 323,424 for two other people and 0 for a freshly generated token. The header screen was built to require a real header label followed by a colon; a first version omitting the colon produced 64 hits, every one of them an ordinary sentence beginning with a capitalA, and it was rebuilt. The rebuilt arm fires on four planted header lines and is silent on five planted non-headers, and over all 530 documents it returns 0From:or sender lines and 0To:,Cc:orBcc:lines carrying any form of the name. The manifest screen tests for passenger, manifest, pax, souls-on-board and tail-number shapes; five of seven planted examples fire and two designed negatives stay silent; over all 71 travel, flight-log, calendar and spreadsheet-labelled documents in the 530 it returns 76 hits, every one read and every one a false positive. The byline screen: three arms tested for a byline, an author credit line and an op-ed credit shape over all 530 documents, each proved on a planted positive and silent on a planted negative; two fired. They return one document carrying a signed column of his, which is set out at 8. Classification figures are this project’s own labels and are quoted as such; the documents behind them were opened. The fetches: each batch began with a negative control which returned HTTP 403 at 111 bytes while every target returned HTTP 200 and a file beginning%PDF-;pdfimages -listreports every one at a native 96 pixels per inch; rasters were extracted at native resolution and not upsampled. Documents refused, and why. Eight documents in the 219-document named-form population carry a Bureau, police or transcript classification in this project’s index. None was used, and their identifiers are not listed here, because at least one is a first-person account by someone who may be a survivor, and listing the identifiers beside the fact that they name him would point a reader at it. The classification was the starting point and not the finding: each was opened only so far as its header, enough to establish what it is, and nothing below the header of any of them is read, quoted, summarised, characterised or counted on this page. A classification-based refusal can leak, because the same paper is produced more than once under different identifiers and the labels disagree between printings; the admitted set was therefore checked for same-length printings of anything refused, and the one pair at a distinctive length was examined and is not a printing of a refused document. A further class was refused on reading rather than on classification. Several newspaper pages, book extracts and court exhibits in this population carry an account of Jeffrey Epstein’s address book on the same sheet as his name; every one of them also carries, on that sheet, a complainant’s own account or a description of complainants. Nothing from any of them appears on this page, which is why this page prints no account of the address book at all. One further document was examined and set aside: a call-detail record, cited for nothing and with no value taken from it. ↩ ↩2

World Economic Forum Annual Meeting, List of Participants, As of 17 January 2013, Davos-Klosters, Switzerland, 23 to 27 January 2013, seventy-seven sheets. EFTA02707384 served sheet 37. Read at the page image at the served file’s native 96 pixels per inch, fetched read-only with a negative control returning HTTP 403 at 111 bytes in the same call. From this sheet this page takes one row, across all four of its columns, and the running heading
World Economic Forum Annual Meetingprinted at the foot. The released text of this sheet separates the name column from the affiliation column, so that the two cannot be paired from it; the columns align on the paper and the pairing printed on this page is taken from the image and from nothing else. No other participant on the sheet is named here. The foot of this sheet carries a printed Bates stamp in a numbering series different from the identifier that addresses the document. This document is typed in this project’s index as a travel itinerary, which it is not. ↩ ↩2 ↩3 ↩4 ↩5 -
Single sheet, undated, unheaded and unsigned, titled
Kissinger China NewCo Structure and Operation. EFTA00584255 p. 1 of 1. Read at the page image. Fetched read-only from the site’s own per-document path on 4 November 2026: HTTP 200, 62,549 bytes, a file beginning%PDF-of one page, against a negative control fetched in the same call returning HTTP 403 and 111 bytes;pdfimages -listreports the native resolution as 96 pixels per inch and the readings below are taken from that raster. From this sheet this page takes the title, the opening sentence, the two paragraphs underRolesin full, the profit-split sentence and the ownership sentence underStructure, and the fact that the sheet carries no date, no author, no addressee and no signature. The sheet also carries paragraphs headedGeneral Guidelines and Operational PrinciplesandQuestions; nothing is taken from them here. One quotation on this page crosses a line break on this sheet: the sheet wrapsChina-focusedacross two lines with a hyphen. Measured against the sheet’s established line width that break falls at 0.956, inside the band in which every other soft wrap on the sheet falls (0.921 to 1.000) and far from the 0.060 to 0.542 at which its paragraphs end, so it is an ordinary word wrap and the quotation crosses it. The foot band was measured against a within-sheet body control: 0 dark pixels at minimum grey 255, against 4,248 dark pixels in the body band. This sheet carries no printed Bates stamp and none is named. No producer’s mark falls on this sheet. The same document is cited and quoted at Joshua Cooper Ramo, which treats the correspondence around it; no document read for this page ties this sheet to any particular message, and none is asserted. ↩ ↩2 ↩3 ↩4 ↩5 ↩6 -
One sheet of a draft book manuscript, carrying at its head the draft’s version mark
4.2.12andWC: 191694, a single underlined heading, and the folio359centred at the foot. HOUSE_OVERSIGHT_017446 p. 1 of 1. Read at the page image from this project’s local copy of the served file, a JPEG at 300 pixels per inch. From this sheet this page takes the heading, the version mark, the word count and the folio, and the fact that the rest of the sheet carries no text at all. The foot of the sheet carries a printed production stamp. The manuscript’s own table of contents, carried on other sheets of the same production, gives its total word count as 191,694 over 401 pages and sets out a preface and chapters; no sheet read for this page names its author, and none is supplied here. The adjacent sheets of the same production carry further headings of the same kind, each on its own otherwise blank page. A copy of the whole manuscript stands at EFTA01090973, where the same heading falls at a different folio; that document is 406 sheets, it was not opened beyond the sheet carrying the heading, nothing here rests on it, and no comparison between printings was made or is reported. ↩ ↩2 ↩3 -

Re: Meeting Request, five sheets. EFTA02070162 served sheet 2. Read at the page image at the served file’s native 96 pixels per inch, fetched read-only with a negative control returning HTTP 403 at 111 bytes in the same call. From this sheet this page takes the message quoted atOn Oct 13, 2015, at 5:18 PM, Ybel Collado, taken whole except for its closing salutation, and the signature block beneath it, which readsYbel Collado / EA to Co-Chief Executive Officer and Vice Chairman, Joshua Cooper Ramo / Kissinger Associates, Inc. / 350 Park Avenue, 26th FL. Producer’s marks fall on this sheet. Nothing under any of them is read, supplied or described, and this page does not say what any of them covers. The foot of this sheet carries a printed Bates stamp in a numbering series different from the identifier that addresses the document; the two are not converted into one another. Measured against a within-sheet body control the foot band returns 366 dark pixels at minimum grey 0, where a blank band on a sibling sheet returns 0 at minimum grey 255. No telephone, fax or mail value from the signature block is reproduced, described or located. Six further printings of the same message are in the release, among them EFTA02070068, EFTA02070531 and EFTA02070744; none was opened and no comparison between printings was made or is reported. A press digest of thirty-five sheets compiled by a third party. EFTA01133119 p. 30. Released text only; this sheet was not read at the page image, and nothing is asserted here about what its paper carries. From it this page takes only the fact that the digest reprints a signed column under the byline
By Henry A. Kissinger, and the date printed beside that byline, which the released text renders with a full stop where a comma belongs. Not one word of the column is reproduced, summarised or characterised here, and no publication is named for it anywhere on this sheet. It was located by a byline screen run over all 530 documents, described at 1, and it is the only document the screen returns. A column written for publication is not an act in this matter and is not counted as one anywhere on this page. ↩ ↩2 ↩3 -

Thomas J. Pritzker to Jeffrey Epstein, quoted at
On Fri, Nov 14, 2014 at 1:58 PM, with Epstein’s reply atDate: Fri, 14 Nov 2014 19:01:22 +0000, one sheet. EFTA01001283 p. 1. Read at the page image at the served file’s native 96 pixels per inch, fetched read-only with a negative control returning HTTP 403 at 111 bytes in the same call. From this sheet this page takes the two passages quoted, the sign-offtjp, and Epstein’s whole reply, which is two words. The double spaces inside the quotations are the sheet’s, andWTF am I going to go up against Henryis the sheet’s wording and is not mended. The released text of this sheet drops the wordgofrom that clause; the paper governs and the released text’s form is not quoted on this page. The three blocks are printed here as three blocks because the sheet breaks between them structurally: measured against the sheet’s established line width, the line beforeOver the next two daysends at 0.179 of that width and the sign-off line at 0.040, where every soft wrap in the same block ends between 0.957 and 1.000. Nothing is joined across either break. The quotation begins partway into the message, at a sentence boundary, and the sentences before it are described in the body rather than reproduced. The body’s description of the occasion is taken from the message’s own opening words, which readGave a speech to Board of CSIS about ISIS.; no city, date or other particular of that occasion is supplied from outside the sheet, and the sheet gives none. The remainder of the message describes the audience and names three further people; it is not reproduced here. The sender’s own send time is an unzoned quoting preamble and the reply’s is a zoned header. Two timestamps in different forms are two different clocks, and no interval between them is derived. Producer’s marks fall on this sheet. Nothing under any of them is read, supplied or described, and this page does not say what any of them covers. The identification ofHenryin this passage rests on the passage itself, which writes the surname three lines later; nothing is supplied from outside the sheet. See Tom Pritzker. ↩ ↩2 ↩3 -
Statements of absence on this page are scoped to the documents read and returned for it, and to a search of the released files run on 4 November 2026 under the name forms listed at 1. They are not claims about what the release holds, and they are not claims about the world. Specifically, and in each case naming the control that shows the query could have found the thing: no document written by him was located, against a sender census on this project’s own index that returns 106,180 and 323,424 documents for two other people and 0 for a freshly generated token; no document addressed to him was located, against a header screen proved on four planted header lines and silent on five planted non-headers; no record of a meeting, call, letter or transaction between him and Jeffrey Epstein was located; no document recording that any of the five approaches was passed on, answered or acknowledged was located; no document corroborating that he suggested a meeting, or dating any such suggestion, was located; no record of a filming was located; no document stating who wrote the China proposal, or what became of it, was located; and no document recording his attendance at either the Davos meeting or the St Petersburg forum was located. Each of those is a statement about the material read for this page and about the forms listed in the scope note. Unmeasured, and therefore not stated as a negative: whether he appears in these files under a title, a role phrase or an institutional handle that never spells the name; whether the 189 documents of the bare-surname residue that were not read contain anything the 40 read do not; and what the eight documents refused by classification contain. ↩ ↩2 ↩3 ↩4 ↩5 ↩6 ↩7 ↩8
