Jeffrey Epstein was told by the State of New Mexico in August 2010 that he was not required to register there as a sex offender, and was told in the same letter that federal law might require it anyway. What followed is recorded in his own correspondence: an arrangement with a detective of the Santa Fe County Sheriff’s Office under which he sent word each time he came to his ranch, a visit by that detective to verify the address, two letters from his lawyer to her office, and a standing instruction in the ranch’s own contact record that he was to e-mail her two days before going there. This page sets out what the released files show about that obligation, who administered it, and what the record does and does not establish about whether it was met.
It does not cover the Virgin Islands regime, which was the jurisdiction of his permanent residence and is on his sex offender registration in the U.S. Virgin Islands; the purchase and running of the property, which is on Zorro Ranch and Zorro Development Corporation; the New Mexico Attorney General’s dealings with Epstein, which are on Gary King; or the July 2019 bail litigation itself, which is on the SDNY indictment.
What the state told him, July and August 2010
On July 23, 2010 the New Mexico Department of Public Safety wrote to Epstein at the ranch under the heading “RE: SEX OFFENDER REGISTRATION AND NOTIFICATION ACT”. The letter says the department “has received notification from the Florida Department of Law Enforcement advising that you are a convicted sex offender and that you meet the requirement to register in New Mexico”, and sets out the obligation in the state’s own words: “Pursuant to NMSA 29-11a-1, a convicted sex offender who resides in New Mexico shall register with the County Sheriff no later than ten (10) days after establishing residence in this state. Do not hesitate; failure to comply with the Sex Offender Registration and Notification Act will result in a 4th degree Felony. Please provide the Sheriffs’ Department with the Judgment and Sentence regarding your sex offense conviction.”2 It is signed for Regina Chacon, Assistant Bureau Chief of the department’s Law Enforcement Records Bureau, and copied to the Santa Fe County Sheriff.2
Epstein’s New Mexico counsel, Peter Schoenburg, answered on July 27. The letter records that although his client then resided in the Virgin Islands, “he is also the sole beneficiary of a trust which owns a vacation home” in Santa Fe County, and that he had already registered in Florida and in the Virgin Islands.6 It sets out counsel’s reading of the state act and asks Chacon for her own: “My reading of the NM Sex Offender Registration and Notification Act (SORNA) provisions of NMSA 1978, § 29-11A-4, leads me to believe that my client has not committed an offense which would require him to register in New Mexico under state law,” and he does not read the Florida offence “as falling within one of the enumerated SORNA qualifying offenses under NMSA 1978, § 29-11A-3(E)”.6 The first sheet of that letter goes on to describe the Florida conviction, identifying a complainant by initials and giving her age at the time. Neither those initials nor that characterisation is reproduced here, and nothing on this page rests on that sheet.
The operative passage is on the letter’s second page, and it is the clearest statement in the released files of what the two sides understood the obligation to be. Schoenburg wrote: “I agree with your reading of the NM SORNA statutes that Mr. Epstein’s reporting requirements are not triggered until he actually arrives here in New Mexico. The state statute provides for ten days to appear in person at the Sheriff’s Office after arrival. For that reason, upon his next visit to the New Mexico vacation home, Mr. Epstein will be appearing at the Santa Fe County Sheriff’s Office to register to comply with federal SORNA requirements.”9 He added, in the next paragraph, the sentence that explains everything that followed: “I also understand that your reading of the State SORNA statutes does not require Mr. Epstein to reappear at the Sheriff’s Office in person each time he visits the Stanley vacation house. However, at your suggestion, I intend to have Mr. Epstein call the Santa Fe Sheriffs whenever he is in New Mexico to alert them of his presence at the Stanley home.”9 That is counsel’s account of a telephone conversation, set out for the official’s correction; it is not a departmental ruling.
Schoenburg wrote again on July 30, recording a further conversation of that day and again inviting correction. That letter adds the two terms that would have governed a registration if one was made: “I understand there is no requirement, under any circumstances, to make a special trip to New Mexico to register, even if the out-of-state offender is required to register under New Mexico law. Registration with the Santa Fe Sherriff within ten days of his next visit to the state is sufficient for all purposes. I also now understand that after his first registration, a follow-up annual registration appearance must be made before December 31 of each calendar year (beginning December 31, 2011), if Jeffrey visits in that calendar year.”10 The spelling of the sheriff’s office is the letter’s own.
On August 19, 2010 the department answered. Over the same signature block it wrote: “After reviewing your file it is our determination that under the current NMSA 29-11A you are not required to register with the State of New Mexico at this time for your 2008 Florida conviction of Procuring Person Under 18 for Prostitution. However, while you reside temporarily in New Mexico you may be required to register per Title I of the Adam Walsh Child Protection and Safety Act of 2006.”1 That letter too was copied to the Santa Fe County Sheriff.1 It is the document his lawyers cited in the correspondence set out below, and it is the document a federal judge was shown in 2019.
So the position after August 2010, on the documents, was this. The state said no state duty arose. Counsel said a federal duty arose on arrival and would be discharged by appearing at the county sheriff’s office within ten days. And a per-visit notification to the sheriff’s office, which no statute in these letters requires, was adopted at a state official’s suggestion.
The notifications, 2011 to 2015
The earliest notification in the released files is Epstein’s own, sent on February 25, 2011 at 7:13 in the evening. It opens by naming the officer and reads in full: “detective anaya ,, as promised,, I told you i would notify you when i was again in new mexico. i will be there from sat.feb 26 to wed. march2.. you can call y cell if you have time”.7 The doubled commas are on the paper.
The practice also shows in the office traffic. On March 4, 2011 Lesley Groff asked him at 8:18 in the morning, “Will you be heading to Zorro today and staying there till Sunday? If so, we need to let Darren know so he can prepare the paperwork .” Epstein answered that afternoon: “yes, also email anaya, in new mexico and again send me her number”.11 No telephone number for the detective is reproduced on this page.
Then the obligation produced its one documented enforcement step. On the morning of March 8, 2011 Epstein wrote, “im still here , at the ranch, sick with the flu..”. That evening Detective Deborah Anaya replied: “Not good, get well soon! Let me know when you get better, so that way I can stop by to validate the address during the work week. Thank you for notification”, signing “Detective Deborah Anaya”.12 No other proposal to call at the property, by her or by anyone else in New Mexico, was found by the searches described below.
On March 9 Epstein wrote again: “I might leave tonight,, if you have time today, that would be fine,, otherwise i should be back in a couple of weeks”.13 At 11:59 that night he wrote two more lines: “thanks for you time”.14 What happened between those two messages is not recorded in any document read for this page.
The arrangement was not confined to arrivals. Shortly after midnight on March 10, 2011 Epstein wrote to the detective at her county address to put a conversation on the record. The message confirms “our conversation” about “the houseman who lives” in the staff house “being allowed to have a firearm”, and says the weapon would not be in the main house or in his own possession, “as we discussed due to the conviction”.15 It is the only message among those read for this page in which the registration contact is used for anything other than notice of a visit.
In July 2011 the detective put the central question to him directly. Epstein had written on the afternoon of July 7, 2011, copying Darren Indyke, “I will be at the ranch starting tomorow for 7 days… hope you are well”. At 12:47 on the afternoon of July 8 she wrote back: “Jeffrey, Did they ever give you any type of letter indicating whether you would be required to register or not?”, signing “Detective Anaya”.16 He answered, copying Indyke again, “yes, I believe it said no need , but i will ask the attnys”. Her reply, at 1:06, reads: “Ok cause I never got anything from New Mexico Department of Public Safety. Also I am headed to Edgewood now so I can stop by if you are not tied up”.17 The August 2010 determination says on its face that it was copied to the Santa Fe County Sheriff.1 Whether it reached the detective who was handling him is not established by any document read for this page, and the question is left where the sheets leave it.
A third sheet carries the whole of that day’s chain, and above it one more message, timed at 5:09 that evening and addressed to Epstein. It reads in full: “Ok.. have safe trip. I will no longer be registering. I will be promoted.” The sender’s field is covered on that sheet and no sender is supplied here.18
Seven further notifications, filed as an exhibit in his 2019 federal bail litigation, run from 2012 to 2015. Each is from Epstein, each is addressed to the detective, and each copies Indyke. They are dated July 25, 2012 at 2:54 PM (“DETECTIVE, I WILL BE STAYING IN SANTA FE, FOR APPROX THREE WEEKS STARTING NEXT MONDAY THE 30. TH”); July 30, 2012 at 10:27 PM (“I arrived today in new mexico will be in and out of the state for the next month. hope things are well”); September 14, 2012 at 10:13 PM (“out of an abundance of caution , i write to tell you that i arrived in new mexico. and will leave on tues the 18th,, hope you are well”); February 23, 2013 at 8:52 AM (“i will be in new mexico , 23-25 hope you are well”); April 25, 2013 at 7:09 PM (“i will be in new mexico for four days, hope you are well”); December 18, 2013 at 6:30 PM, under the subject line “sex regi” (“happy holiday, again out of an abundamce of caution please be advised that I will be in new mexico for the week of 20-28 happy holiday”); and July 31, 2015 at 11:25 AM (“As an extra precaution I am letting you know that I will be on my ranch for the month of August . Hope you are well”).8 The misspellings are on the paper.
That exhibit is a selection and not the whole run. The February 2011 message quoted above, the March 2011 exchange, the July 2011 exchange and at least one further notification of July 30, 2013 (“i will be in santa fe, from thurs aug 1 to aug 31, hope you are well”) are in the released files and are not among the seven.7121619
Two wordings of one letter, May 21, 2012
On May 21, 2012 Indyke drafted a letter from his own firm to the detective. The released files contain two versions of it, both dated that day, both addressed to “Detective Deborah Anaya, Office of the Santa Fe County Sheriff”, and identical for most of their length. They differ in one clause and in their closing paragraph.
One version states that “Mr. Epstein nevertheless registered with the Santa Fe County Sheriff in an effort to comply with federal Sex Offender Registration and Notification Act (“SORNA”) requirements”, and closes by offering the detective Indyke’s own telephone numbers.20 The other states that “Mr. Epstein attempted to register with the Santa Fe County Sheriff in an effort to comply with federal Sex Offender Registration and Notification Act (“SORNA”) requirements”, and closes instead by referring her to the Coordinator of the Virgin Islands Sex Offender Registry in St. Thomas.3
The covering thread records why. Its earliest message, stamped 7:54 PM that day, is Indyke’s: “Attached for your review and approval are a draft cover letter to Detective Anaya and a complete schedule of your information.” At 1:57 PM Epstein replied: “it should say attmepted to register. not registered , and ask them to contact the v i if the need any further info. also tell her i will probarbly be out there in july.” At 2:19:54 PM EDT Indyke wrote back, “Attached for your approval is revised letter to Detective Anaya for your approval,” adding “I will tell her in my transmittal email that you will probably be visiting New Mexico some time in July.”21 Both of the changes Epstein asked for are in the “attempted to register” version and neither is in the other. The attachment named in the thread is “5-21-12_Letter_to_Detective_Deborah_Anaya.doc”.21 A separate message that afternoon from Indyke to Groff carries a second attachment, “New_Mexico_Annual_Registration_Verification.xls”; the spreadsheet itself is not among the sheets read for this page.22
Which of the two versions was sent is not established by any document read for this page. What the released files do show is that the wording Epstein asked for is the wording that appears in the next letter of its kind.
The second letter and its enclosure, July 22, 2013
On July 22, 2013 Indyke wrote again to a detective at the Office of the Santa Fe County Sheriff, over his ink signature. The body repeats the revised 2012 text word for word, including “Mr. Epstein attempted to register with the Santa Fe County Sheriff in an effort to comply with federal Sex Offender Registration and Notification Act (“SORNA”) requirements”, and again refers the office to the Virgin Islands registry.4
The enclosure is in the released files behind it, and it is the fullest picture in this material of what a SORNA registration actually covered. Its first sheet is headed “JEFFREY EPSTEIN” over the line “Automobiles, Boats, Aircraft, Telephone Numbers, Email Addresses, and Internet Related Information”, and it tabulates twelve vehicles by make, year, vehicle identification number, licence plate, state of registration, colour and the property each is assigned to, with entries registered in the Virgin Islands, Florida, New Mexico and New York; then seven boats by name, registration number and hull identification number; then four aircraft by tail number against the airports used for each, one row of which names the Santa Fe and Albuquerque airports; then a numbered run of landlines divided into his own lines and staff lines.23 Later sheets of the same enclosure continue into e-mail addresses, websites, social media handles and a long list of directory and business-profile accounts.24 No value from that schedule is reproduced on this page. Its significance is the categories, not the entries: this is the information Epstein gave the Virgin Islands registry, and it is what his lawyer handed to a county sheriff’s office in New Mexico as evidence of compliance.
The standing instruction, November 2015
The notification practice outlived the correspondence. On November 25, 2015 Lesley Groff sent Indyke the ranch’s contact record under the subject “JE Zorro”. Beneath the list of lines for the office, the main house, the bunkhouse, the lodge, the log cabin, the staff houses and the service areas, the record carries one line of standing instruction: “Jeffrey must email Anaya 2 days prior to going to Ranch”.25 The same line appears in the vCard export of the ranch contact held in the office address book.26
No telephone number from that record is reproduced on this page, and the staff named on it by forename alone are not named here.
What the court was told in 2019
On July 16, 2019 Epstein’s counsel wrote to the Hon. Richard M. Berman in support of bail. Under its fifth heading the letter says: “in response to the Court’s inquiry about Epstein’s New Mexico registration status, the state’s Public Safety Department formally advised in August 2010 that ‘you are not required to register with the State of New Mexico … for your 2008 Florida conviction of Procuring Person Under 18 for Prostitution.’ Nonetheless, in an abundance of caution and as an extra precaution, Epstein consistently notified the appropriate New Mexico official, Detective Deborah Anaya, when he spent any time at his ranch there. (The underlying documents are available upon request.)”5 The seven messages described above were filed on July 17, 2019 as Exhibit B to that application.8
The letter’s claim is about notification. It does not say that he registered in New Mexico, and the two letters from his own lawyer to the sheriff’s office say he attempted to.
Whether the obligations were met
Registering is an event a document can record. Complying is a conclusion, and the documents read for this page do not reach it in either direction.
What they establish is that a per-visit notification practice existed and was used. Fourteen messages from Epstein addressed to the detective are described on this page, the earliest of March 8, 2011 and the latest of July 31, 2015, together with his message of February 25, 2011 which names her in its opening words; and she answered at least three times.7121617198 What they do not contain is any record of the two things the 2010 correspondence said a registration would require. No record of an in-person registration at the Santa Fe County Sheriff’s Office, and no record of any annual re-registration appearance before December 31 of any year, was found by the searches described below. The New Mexico annual registration verification file named in the May 2012 thread is a filename in an e-mail header and not a document among the sheets read here.22
Someone in law enforcement asked the same question later. An undated memorandum about Epstein, which sets out the International Megan’s Law amendments signed into law on February 8, 2016 and the new criminal offence they created, puts it under a heading of its own: “Investigation of Current Criminal Behavior. Has Jeffrey Epstein strictly complied with the statutory requirements? We have reason to believe he has not.” Its first recommendation is to “Obtain information provided by Jeffrey Epstein to all agencies to whom he is required to report under federal and state law.”27 That sentence is set in bold and underlined on the sheet. The memorandum names no author on the sheet read for this page, and what came of it is not recorded in any document read here.
What the documents cited here do not establish
Readers reach this page searching for New Mexico names, and two of the most searched return nothing at all. A search of the released files on October 25, 2026 for “toney anaya” returns no sheet and no document, and so does a search for “tony anaya”; a search for “manny aragon” returns none, and so does a search for “manuel aragon”. Searches for the surname-first forms of each, and for “anaya” together with “governor”, return none either. No document naming either man was found by any of those searches. Anaya is a common New Mexico surname, and in the material described on this page it belongs to the detective.
The same search run on the bare surname “anaya” returns 80 sheets across 54 documents, and most of them are not about her. Eight of those documents are court filings in Florida and in the Eleventh Circuit citing a reported federal decision in which Anaya is a party’s name; one is a 418-page land report whose six hits are two public roads abutting the ranch sections, Anaya Ranch Road, which is County Road 38-B, and B. Anaya Road, which is County Road 12-B; one is a 70-page Broward County property record naming a different person entirely; and two are copies of a classified advertisement unconnected with any of this. Forty-two of the 54 concern the detective.
Her name appears in the released files in two forms only, “Deborah Anaya” and “Detective Anaya”, and in both the correspondence and the office address book they are the same person: the May 21, 2012 and July 22, 2013 letters are addressed to “Detective Deborah Anaya” at the Office of the Santa Fe County Sheriff, the 2019 bail letter calls her “the appropriate New Mexico official, Detective Deborah Anaya”, the March 2011 reply is sent over the name “Deborah Anaya” and signed “Detective Deborah Anaya”, and the address book on Epstein’s own machine holds two records with the forename Deborah and the surname Anaya, created in February 2012 and September 2016.3451228 No document read for this page suggests a second person of that name in this material. Searches for a surname-first form of her name return nothing, which is why the surname had to be searched on its own.
No telephone number, e-mail address, facsimile number or personal identifier from any sheet cited here is reproduced on this page. Several of the sheets carry them.
The following were searched on October 25, 2026 and are recorded here so that the scope of the page is checkable: the bare surname; variant and misspelled forms of it, found by enumerating every word in the released files that stands within one character of it, which is how three of the messages described above were located at all; “santa fe county sheriff”, which returns 27 sheets across 27 documents; “29-11a” with Epstein, 15 and 15; “regina chacon”, 21 sheets across 17 documents; SORNA with “new mexico”, 41 sheets across 36 documents; and “sex offender” with “new mexico”, 466 sheets across 322 documents. The union of those searches is 152 sheets across 117 documents. Thirty-nine sheets were read at the page image for this page, among them every sheet cited in the footnotes below except the three that say otherwise on their face; the rest of the union was read as released text or not at all. A search for a New Mexico sex offender registration form in Epstein’s name returned nothing. A search for “annual registration” with “new mexico” returns four sheets across four documents: the July 30, 2010 letter, the e-mail naming the spreadsheet, and two Virgin Islands filings that list New Mexico among his temporary lodgings.
