| Office | Director of the federal Bureau of Prisons, 1992–2003, and again from 19 August 2019 until about February 2020. She was the permanent Director in both tenures12 |
| How the second tenure began | Nine days after Jeffrey Epstein died in Bureau custody at the Metropolitan Correctional Center. The announcement, the reassignment of the acting director she replaced, and the press accounts of how she was asked are set out on William Barr and are not restated here2 |
| ⛔ She held no office during the period the Inspector General examined | The Inspector General’s review states its window as from his arrest on July 6, 2019, until his death on August 10, 2019. She was appointed on 19 August 2019. Nothing the review documents happened on her watch3 |
| ⭐ The one instrument in this release she signed | Bureau of Prisons Program Statement 1210.21, Boards of Inquiry and Inquiry Teams, DATE: 3/9/2000, seven sheets, closing /s/ Kathleen Hawk Sawyer Director45 |
| ⭐ The authority that instrument reserves to the Director | Only the Director may create a Board of Inquiry — and Findings or reports of all Boards of Inquiry or Inquiry Teams will be released only upon the Director's authorization in consultation with the General Counsel46 |
| 8–9 January 2020, inside her six-month tenure | The Bureau tells the Inspector General’s office it would like to convene a Board of Inquiry into operations at MCC New York. The Inspector General forwards the proposal to the FBI and the Southern District for opinion and consideration, with the Program Statement she signed named on the attachment line78 |
| 20 July 2020 | The Government tells a criminal defendant, of the After Action Internal Report ... and Board of Inquiry Report: The Government is not in possession of this report9 |
| June 2023 | The Inspector General’s 128-sheet review of those same operations contains the phrase board of inquiry zero times, internal affairs zero times, and her name zero times10 |
| ⛔ What this chain is | A question, not a finding. She signed a rule in 2000; a Board was proposed in 2020; a report was later not possessed; a review never mentions the mechanism. Each link is documented. The connection between them is not, and nothing in this release shows her creating, declining, receiving, releasing or withholding anything |
| Her documented position on the death | Asked under oath whether she concurred that it was suicide: That was the finding of the coroner, sir. Asked whether she had any evidence to suggest otherwise: I do not.11 |
| ⚠ A court filing in the release is wrong about her | It calls her the Acting Bureau of Prisons commissioner and the "acting" commissioner. She was the permanent Director; the officer she replaced was the acting one. The error is the filing’s and is not adopted here1213 |
Kathleen Hawk Sawyer ran the federal Bureau of Prisons for eleven years and then returned to run it again for about six months, beginning nine days after Jeffrey Epstein died in one of its cells. The appointment itself is the best-known fact about her in this matter, and it is already set out in detail on William Barr.
This page is about something else: a rule she signed in March 2000, the authority that rule reserves to whoever holds her office, a proposal to exercise that authority that was made inside her second tenure, and what the record does and does not say about what became of it. None of the four Board of Inquiry documents in this release spells her name. They were reached by searching for the mechanism rather than the person.
⛔ Nothing on this page is a finding of wrongdoing by anyone. ⛔ This page does not settle how Jeffrey Epstein died and does not try. The determination of the Office of Chief Medical Examiner is a primary record and is set out at Barbara Sampson; the dispute about it is at Michael Baden. Neither of those pages settles the question and neither does this one.
What this page rests on, and the two things that cut against it first
⚠ Every quotation on this page was read from the TEXT LAYER of the local corpus. No page image was
opened for this pass, and no request of any kind was made to the site server. Where the extraction is
damaged the damage is left inside the quotation marks and is flagged, never mended. One of the documents
cited here has a populated pdf_url field; a populated field does not mean the file is fetchable, and
nothing was fetched.
Two facts have to be in the reader’s hands before anything else, because both cut against the obvious story and both are measured.
First: she was not in office for any of the conduct the institutional record documents. The
Inspector General’s review of the Bureau’s custody of Epstein states its own scope as running from his arrest on July 6, 2019, until his death on August 10, 2019.3 She was appointed on 19 August
2019. The failures the review found — it describes numerous and serious failures by MCC New York staff, as well as multiple violations of MCC New York and BOP policies and procedures — are inside her
predecessor’s tenure, not hers.3 A reader who comes away thinking she presided over them has
been misled, and this page is at pains not to mislead them.
Second: her predecessor is far better documented in this release than she is. The phrase
"Hugh Hurwitz" returns 465 sheets across 28 documents; the union of every attributable form of her
own name returns 84 sheets across 24 documents, of which 22 documents are citable on this
desk.14 By sheet count the acting director who was removed is roughly five and a half times
better represented than the permanent director who replaced him. The record of this scandal is largely
a record of the man who left it.
The instrument: Program Statement 1210.21, 9 March 2000
Tier: documented fact. Her own signature.
The release contains Bureau of Prisons Program Statement 1210.21, SUBJECT: Boards of Inquiry and Inquiry Teams, office of primary interest OGC, DATE: 3/9/2000, running seven sheets.4 Its last
sheet closes:5
/s/Kathleen Hawk SawyerDirector
It is, so far as this pass could establish, the only instrument in this release that she authored.
The desk’s own standing note on this subject recorded that she had nothing in a sender field, which is
true of the sender column and not true of the release: an index of e-mail headers does not index a
signature block.14
What the instrument does matters more than that she signed it. The first sheet establishes, in a single sentence, that the power to open this kind of inquiry is held by one person and no other:4
Only the Director may create a Board of Inquiry, and only a Regional Director or Warden (with Regional Director approval) may create an Inquiry Team. The focus of a Board of Inquiry is to determine the facts of an incident the Director deems significant or unusual enough to warrant a special and higher level of review.
The same sheet sets out two gates that bear directly on what happened in January 2020. One routes misconduct through the Bureau’s own internal-affairs office; the other routes allegations of criminal conduct out of the Bureau altogether, to the Department’s Inspector General, before any Board may be created:4
When employee misconduct may have occurred, clearance must be received from the Chief, Office of Internal Affairs (OIA), prior to the appointment of any regional or local Inquiry Team.
Any allegations of violations of law must be reported by the Bureau's Office of Internal Affairs, to the Department of Justice, Office of the Inspector General (OIG) prior to the creation of a Board of Inquiry or Inquiry Team.
The instrument also anticipates, in its own account of what the 2000 revision changed, exactly the posture the Department would be in twenty years later:15
2. SUMMARY OF CHANGES. To include the requirement that Board of Inquiry reports, or portions thereof, may have to be released pursuant to a Freedom of Information Act (FOIA) request or subpoena or produced in litigation.
And the last sheet — the same sheet that carries her signature, in one continuous run of text above it — sets out who decides whether such a report is ever seen. The whole of what follows is contiguous on that one sheet, in this order:6
c. Release of Findings or Reports. Findings or reports of all Boards of Inquiry or Inquiry Teams will be released only upon the Director's authorization in consultation with the General Counsel. A Board of Inquiry report may be required to be produced in connection with civil or criminal proceedings or a FOIA request. A Board of Inquiry report may also be released in connection with a Congressional inquiry.
If a subpoena or request for discovery is received in connection with any civil or criminal proceeding that demands, or reasonably could be construed as to demand, the production of a Board of Inquiry report, and/or any working notes or personal records created by members as a result of an inquiry, the subpoena should be forwarded to the Regional Counsel who, after consultation with the General Counsel and the Director, as necessary, will coordinate the production of the documents or assertion of any evidentiary privilege as appropriate with the local U.S. Attorney's Office.
The General Counsel will make the determination of whether to assert this privilege.
Two further provisions complete the picture of where such a report would physically sit. A Board or Team
will prepare a detailed report of its findings, including, if appropriate, recommendations,16 and
where the report goes back to the official who appointed it:6
three copies of the report will be submitted through OIA for filing in the Director's Office, in the Office of General Counsel, and in OIA.
So the instrument, read as a whole, says this. A Board of Inquiry can be created by the Director and by nobody else. Its report must be written. Three copies of it are filed, one of them in the Director’s own office. Its release requires the Director’s authorisation. And when a criminal defendant subpoenas it, the question of whether to assert privilege over it belongs to the General Counsel, after consultation that the text names the Director in. ⚠ Tier: documented fact as to what the rule says. This page asserts nothing about whether any of it was applied to anything.
The invocation: 8 and 9 January 2020
Tier: documented fact.
On Wednesday 8 January 2020 at 11:44 a.m., a message carrying a printed office block for the
U.S. Department of Justice Federal Bureau of Prisons Office of Internal Affairs set out a
proposal.8 Its text begins on one sheet and continues on the next; the run on the first sheet
reads:7
The BOP would like to convene a Board of Inquiry (relevant Program Statement attached) that would review operations generally at MCC New York. Among other issues, it will look at local policy and procedures related to special housing, review
and the run resuming at the head of the second sheet reads:8
camera operations, and review training and staffing issues. This will not, of course, be a misconduct investigation. Should the Board come across anything that appears to be new misconduct allegations, they will be reported consistent with normal misconduct reporting requirements.
We are mindful of the on-going criminal investigation, and are aware that administrative charges may also arise connected to the criminal case. We will studiously avoid creating any sort of conflict with that case.
⚠ The sheet break is declared because it falls inside the passage; the two runs above are quoted separately and were not joined into one quotation.
The next day, Thursday 9 January 2020 at 21:54:50 UTC, a Special Agent in Charge of the Inspector
General’s New York Field Office forwarded it onward under the subject
FW: MCC New York (Procedural Review).7 The forwarding note is the document that makes the chain
legible, and it does not leave the authority to inference. The attachment line is printed on the face
of the sheet:7
Attachments: Program Statement 1210 021 - Boards of Inquiry.docx
⚠ 1210 021 is the extraction’s rendering of the program-statement number and is left unmended. It
names the instrument quoted in the section above — the one she signed. The note itself reads:7
Our HQ staff was contacted by the Federal Bureau of Prisons (BOP) in association with the matters concerning the Epstein/MCC case, and informed that they would like to convene a Board of Inquiry that would review the operations at the MCC NY. I have been asked to share this with the investigative and prosecution team for opinion and consideration. I requested that the BOP provide us with some specific information and details about what this would include and we were provided with the below information and attached Program Statement. Can you all please review this information and then can one representative from the FBI and one representative from the U.S. Attorney's Office, SDNY, let us know your office's position regarding this matter?
Three things in that paragraph are worth holding separately from any inference about her.
One, the route matches the rule. The Program Statement she signed requires that allegations of violations of law be reported by the Bureau’s internal-affairs office to the Inspector General before a Board is created.4 In January 2020 the proposal came from a message carrying the Bureau’s internal-affairs office block and reached the Inspector General’s office before any Board existed.7 ⚠ Tier: documented fact that the sequence matches the instrument’s requirement. This page does not assert that the one caused the other; two documents twenty years apart cannot establish that.
Two, the scope was limited at the outset and said so. This will not, of course, be a misconduct investigation.8 Under the instrument, a Board of Inquiry is for an incident the Director deems significant or unusual enough to warrant a special and higher level of review, and an internal-affairs
staff member sits on it when staff misconduct may be involved.4
Three, prosecutors were asked for a position on it. The proposal was not simply notified; one
representative of the FBI and one of the U.S. Attorney’s Office were asked to let us know your office's position regarding this matter.7
The thread was still running eight days later. On Friday 17 January 2020 at 18:49:04 UTC, under
RE: MCC New York (Procedural Review), the Inspector General’s office asked to push a discussion into
the following week and to add an official from its own operations branch, on the ground that
he deals directly with the BOP/HQ staff regarding BOP case matters.17 The same sheet carries the
9 January forward at Sent: Thursday, January 9, 2020 4:55 PM, which is the Eastern-time face of the
UTC timestamp above.17
➡ What the release establishes is a proposal, carried by at least three Department components over at least nine days, to open a review of the facility where Epstein died, under an instrument that reserves the power to open it to one office — the office she held on both of those dates. ⛔ It establishes nothing about what she did. Her name does not appear on any sheet of this thread.
The non-production: 20 July 2020
Tier: documented fact. ⛔ The two correctional officers prosecuted over the night of the death are not named on this page; the case is identified by its docket number and is covered at the prosecution of the two MCC officers.
On 9 April 2020, in Case 1:19-cr-00830-AT, a defence motion sought production of the Inspector
General’s report and other federal agency material.12 On 5 June 2020 defence counsel sent a
numbered discovery request. Item 27 of it reads, exactly as the extraction gives it:18
27.A copy of the After Action Internal Report completed after the death of Jeffrey Epstein and Board of Inquiry Report.
On 20 July 2020 the United States Attorney for the Southern District of New York answered in writing. The letter frames its own posture in its opening paragraph:19
While, as the Court has already ruled, the Government has no obligation to gather additional documents from the Bureau of Prisons ("BOP") in response to a discovery request, and you identify no authority to the contrary in your request, as a courtesy, the Government made a supplemental request to the BOP for certain records responsive to your requests
And five sheets in, against item 27, it says:9
Request No. 27. A copy of the After Action Internal Report completed after the death of Jeffrey Epstein and Board of Inquiry Report.
The Government is not in possession of this report, and the Court has already ruled that reports generated by investigators within the BOP that are not in the possession of the Government are not subject to disclosure. (Dkt. No. 36 at 7-8).
The next item received an answer of a different shape, and the difference is on the page:9
Request No. 28. A copy of the Suicide Reconstruction Report
The Government is not in possession of a final version of the Suicide Reconstruction Report. As a courtesy, we have requested that the BOP provide us with a copy when the report is complete, and we will produce that to you upon receipt.
Three observations, each kept at its own tier.
Documented fact. For the Board of Inquiry report the answer is a flat non-possession plus a ruling that such reports are not subject to disclosure. For the Suicide Reconstruction Report the answer is non-possession of a final version, plus an undertaking to ask for it and produce it. The Government made no undertaking of any kind about the Board of Inquiry report.
Documented fact. Item 27 asked for two documents — an After Action Internal Report and a
Board of Inquiry Report — and the answer is in the singular: this report.9 The release does not
record which of the two the singular refers to, or whether the answerer treated them as one thing.
Question. Under the instrument she signed, a Board of Inquiry report responsive to a criminal
subpoena is routed to Regional Counsel, who coordinates the production of the documents or assertion of any evidentiary privilege, and The General Counsel will make the determination of whether to assert this privilege.6 ➡ If a Board of Inquiry report existed in July 2020, that machinery is what
would have governed it. Nothing in this release shows the machinery running, and nothing shows that a
report existed to run it on. ⛔ This is a question about a mechanism. It is not an allegation about a
person, and she had left office five months earlier.
The silence: June 2023
Tier: documented fact, measured over the full text of all 128 sheets.
The Department’s Inspector General published
Investigation and Review of the Federal Bureau of Prisons' Custody, Care, and Supervision of Jeffrey Epstein at the Metropolitan Correctional Center in New York, New York, INVESTIGATIONS DIVISION,
23-085, JUNE 2023.20 A filed copy of it in this release runs to 128 sheets, counted as
rows in the page table rather than taken from any declared total.10
Measured over the whole normalised text of those 128 sheets — all whitespace collapsed, so a phrase broken across a line break still matches — and with every personal name removed from the probe:
| probe | occurrences in 128 sheets |
|---|---|
board of inquiry | 0 |
boards of inquiry | 0 |
inquiry team | 0 |
internal affairs | 0 |
1210 | 0 |
suicide reconstruction | 0 |
after-action (hyphenated) | 0 |
after action | 2 |
| invented control | 0 |
and, separately, for the names:10
| name probe | occurrences |
|---|---|
sawyer | 0 |
hawk | 0 |
kathleen | 0 |
hurwitz | 0 |
barr | 0 |
⚠ The name absences are explained before they are allowed to mean anything, and the explanation is the report’s own scope sentence: the window closes on 10 August 2019, nine days before she took office. Her absence from this report is a scope fact, not a finding about her.3 ⛔ And an absence claim of the same shape about the Attorney General is already published on William Barr; the name absences here are not offered as a new discovery.
What is new is the mechanism row, and it is not about a person at all. The report does cite internal
Bureau review products by name. It cites a SOP After Action Review submitted by the Southeast Regional Director,21 and a Psychological Reconstruction conducted by the Assistant Director of the Reentry Services Division.22 It names Bureau officials by title rather than by name
throughout, and the only Director named anywhere in it signs the Bureau’s response to the draft on
June 22, 2023.23
➡ So the Inspector General’s review of MCC New York operations names two internal Bureau review instruments and never the third. The mechanism that three Department components spent at least nine days coordinating over in January 2020, under a Program Statement attached by name, appears in the 128-sheet review zero times.
⚠ And whether the Suicide Reconstruction Report of July 2020 and the Psychological Reconstruction of June 2023 are the same document is NOT established by this release. The phrases differ, the authors are not matched, and no document in this release joins them. Tier: question.
The sequence, and why it stays a question

| Jun 2023 | Review 23-085 published. board of inquiry = 0 of 128 sheets | EFTA0165670810 |
⚠⚠ The gap, stated as a question and left as one.
In January 2020 the Bureau of Prisons proposed, in writing, to convene a Board of Inquiry into operations at the facility where Epstein had died, and attached as its authority a Program Statement under which only the Director may create one. She was the Director on that date. In July 2020 the Government told a criminal defendant it was not in possession of a Board of Inquiry Report. In June 2023 the Inspector General’s 128-sheet review of those same operations does not mention a Board of Inquiry at all.
➡ Was a Board of Inquiry ever convened? If it was, who authorised it, and what became of its report? If it was not, what happened to a proposal that three Department components spent at least nine days coordinating over?
⛔⛔ Nothing in this release answers any of the three. The absence was established name-free: the
phrase "board of inquiry" returns 22 sheets across 13 documents in the whole corpus, every one of
them enumerated and read. Nine of those documents are the ones cited on this page and their duplicate
printings; the remaining four are an unrelated United Nations board of inquiry into the 2008–2009 Gaza
conflict. "boards of inquiry" returns 7 sheets / 2 documents, "inquiry team" 3 / 1,
"inquiry teams" 6 / 1, "1210.21" 10 / 4 and "1210 021" 1 / 1. The phrases
"inquiry was convened", "board was convened", "inquiry convened", "no board of inquiry" and
"boi report" each return 0; "convened a board" returns 1 sheet, in a corporate litigation
document about a board meeting. No document in this release records a Board of Inquiry being created,
meeting, reporting, or being declined.28
⛔⛔ This page asserts no act by her and no motive. The Program Statement establishes where the authority sat in 2000 and that it still named the Director in the text the Bureau attached in 2020. It does not establish that the authority was exercised, declined, or even reached her desk. Four dated documents in a row are four dated documents; the line a reader may be tempted to draw between them is not in the record, and this page does not draw it.
Her documented position on the death, and it is the opposite of what a clean-up story predicts
Tier: sworn congressional testimony, reaching this release only through press relay. No transcript of the hearing is in this release.29
She testified before the Senate Judiciary Committee on 19 November 2019. Two separate federal inspector-general press digests circulated the next morning carry the broadcast reports of it. The cleaner extraction is in the Inspector General of the Intelligence Community’s news summary for 20 November 2019, which relays an ABC broadcast of the exchange with the committee chairman:11
ABC Worid News Tonight (11/19, story 4, 2:00, Pilgrim, 7.39M) showed Sen. Lindsey Graham (R-SC) asking Sawyer, "Do you concur with the opinion that it was a suicide?" Sawyer replied, "That was the finding of the coroner, sir." Pressed on whether she has "any evidence to suggest otherwise," Sawyer said, "I do not."
⚠ Worid is extraction damage and is left unmended. ⚠ New York City’s determination was made by the
Office of Chief Medical Examiner, not by a coroner; coroner is the word the broadcast relay carries in
her answer, and it is quoted as it stands. The determination itself is a primary record set out at
Barbara Sampson. This page takes no position on it.
The same sheet carries her own characterisation of the episode and the limit she placed on what she would say:11
NBC Nightly News (11/19, story 4, 2:10, Hosk, 6.37M) showed Kathleen Hawk Sawyer, Director of the Federal Bureau of Prisons, saying, "This incident was a black eye on the entire Bureau of Prisons." NBC added that in a Senate hearing yesterday, Sawyer also "said she couldn't comment on ongoing FBI and Inspector General investigations into Epstein's death."
⚠ Tier, precisely. The underlying event is sworn testimony before a Senate committee, which sits at
a higher evidentiary tier than a press summary; but what this release contains is a government press
shop’s relay of a broadcaster’s report of it, which is three removes from the hearing room. The
black eye phrase is carried in five sheets across five documents in this release and the
finding of the coroner exchange in two sheets across two documents, which is why those two are the
only phrases treated here as near-settled.30 The Department’s own morning media 11.20.19
briefing of the same morning carries the same ABC relay with its extraction damaged at the question, and
is cited for the record rather than quoted at those words.27
➡ ⭐ Her documented public position supported the official finding. Asked to concur, she referred to the medical examiner’s determination; asked for contrary evidence, she said she had none. That is the opposite of the posture a clean-up narrative would predict, and it is consistent with — not in tension with — what Michael Baden and Barbara Sampson record about the determination holding. Neither of those pages settles the cause of death and neither does this one.
One other answer she gave that day became the subject of internal Departmental friction within hours. ⛔ That exchange, the Southern District’s response to it, and what was and was not done about it are published in full on William Barr and are not restated here.2 This page adds only one measured thing to it: whether she ever corrected the answer is not established by this release.31
The hearing was not a gentle one. The Department’s own briefing records a senator telling her, of the
people Epstein was charged with abusing, With all due respect, you still have an obligation to speak to the girls who were raped by this guy, today, and It's been more than 90 days.27 ⚠ Those are
the senator’s words at a public hearing, not hers, and they are quoted here as a fact about the pressure
on the office rather than as a characterisation of her conduct.
The filing that calls her the acting commissioner, and is wrong
Tier: documented fact that the filing says it. Documented fact that it is wrong.
A defence filing in Case 1:19-cr-00830-AT, Document 33, Filed 04/09/20, describes her twice in a
title and office she never held:12
The United States Attorney General, William Barr and the Acting Bureau of Prisons commissioner, Kathleen Hawk Sawyer both made numerous public statements that the Inspector General was undertaking an in-depth investigation into the Bureau of Prisons' policies, procedures, staffing and criminal conduct as a direct result of the death of Jeffrey Epstein at MCC on August 10, 2019.
and two sheets later, with the word in scare quotes:13
In November 2019, the "acting" commissioner Kathleen Hawks Sawyer stated at a congressional hearing under oath that there were more than 3300 vacancies within the BOP and she was surprised that the BOP was able to fiinction with such issues.
⚠ Kathleen Hawks Sawyer and fiinction are extraction damage and are left unmended. The substance
of the error is the filing’s own, not the extraction’s. The Bureau of Prisons is headed by a
Director, not a commissioner; she held that office substantively in both tenures, and the officer
she replaced in August 2019 was the acting one.12 ⛔ The error is reported here as
the filing’s error and is not adopted. ⚠ The filing’s account of her testimony about vacancies is the
filing’s characterisation of a hearing whose transcript is not in this release, and is left at that tier.
⚠ A second copy of this filing exists in a different production in this release. The two copies are not compared on this page, under the desk rule that where a producer’s treatment differs between copies the comparison is withheld entirely.
What else reached her desk in those six months
Tier: documented fact. The release contains at least one substantial piece of correspondence addressed to her as Director that has nothing to do with Epstein, and it is worth recording because it is the only picture here of the ordinary work of the office she had just resumed.
On 14 October 2019 the Federal Public Defender for the District of Oregon wrote to her, over nine
sheets, under a running head reading Kathleen Hawk Sawyer, Director / Federal Bureau of Prisons /
October 14, 2019.24 The letter’s subject is the closure of residential reentry centres. It argues
that the Bureau had reversed a policy it had previously encouraged vendors to invest in:24
Unfortunately, the Bureau apparently has now reversed its support for reentry centers, and as a result the system is losing bed capacity just when the First Step Act, enacted by a bipartisan congressional majority in December 2018, may require even greater use of reentry centers.
For all of these reasons, I urge you to take immediate action to end the Bureau practices that have resulted in reentry center closures.
It is signed Lisa Hay Federal Public Defender, and its distribution list is the interesting part of
it: two United States Senators, a member of the House, the Chief Judge of the United States District
Court for the District of Oregon, and the Federal Public Defenders.25 A letter copied to that
list is not a routine complaint; it is an escalation addressed to a new Director in her first eight
weeks back in office. ⚠ No reply, acknowledgement or action by her on this letter is in this
release. ⛔ No sheet of the letter’s first page is cited here: it carries letterhead contact
fields.
And one absence worth recording, because it is the second document of hers that the press knew about
and the release does not have. On or about 4 November 2019, press reports picked up in a Bureau
news alert inside this release state that she disclosed in a Nov. 4 internal memo that a review of ...
— the sentence is cut off by the alert’s own truncation at that exact point, and the memo itself is not
in this release.26 ⛔ This page therefore records that such a memo was reported to exist and says
nothing whatever about what it said.
What is covered on another page, and is not restated here
⛔ The following are published in detail on William Barr and are deliberately
not re-told on this page: the announcement of 19 August 2019 and the reassignment of the acting

⛔ Two bare tokens were deliberately NOT used to key any figure on this page, and the reason is not
that they are common words. hawk is a recurring person in Epstein’s own calendars and messages in
this release; the triage measured that a screen over that bare token reaches dozens of sheets carrying
survivor-adjacent vocabulary belonging to an entirely different person. No screen of any kind was run
over the bare token for this page. Bare sawyer returns 158 documents and is not a figure about
her — the attributable union is 32% of its sheets and 15% of its documents.32 ⚠ Both figures
in this paragraph are inherited from the triage and were not re-measured here, by design.
The custodial-vocabulary screen over the 84 name-sheets was re-measured for this page. Denominator:
the 84 sheets carrying an attributable form of her name. victim 3 / 84, minor 1 / 84,
underage 1 / 84, massage 0 / 84, jane doe 0 / 84, invented control 0 / 84. Against
that: bureau of prisons 77 / 84 (91.7%), director 75 / 84 (89.3%), congress 33 / 84,
suicid 26 / 84, staffing 16 / 84, testif 14 / 84, inspector 14 / 84, autops
0 / 84.33 She appears in these documents as a public official, and the custodial-death
vocabulary around her is there because running the agency that held the cell was her job.
Two extraction hazards were measured and neither applies. Across the 84 name-sheets,
instr(text_content,'TRANSCRIPT') is 0 and instr(text_content,'[VISION]') is 0; the same two
probes across the 128 sheets of the Inspector General’s report are 0 and 0.33 ➡ No
quotation on this page is a reconstruction from interleaved transcript line numbers, and no marker offset
needs declaring because no marker is present on any sheet cited. ⚠ Measured only over the sets named;
the rest of the corpus was not screened. ⚠ Measurement used instr() throughout and never
GLOB '*[VISION]*', because in this dialect [VISION] inside a GLOB pattern is a character class
matching any one of V, I, S, O or N, so that pattern matches almost every sheet in this release and is
useless as a probe.
One table in this release was deliberately not used. A Bureau awards catalogue carries an award named after her. Its name and its criterion sit in two columns of a table, and the extraction returns a column of names followed by a column of criteria, so pairing a given name with a given criterion would be a reconstruction, not a reading. The pairing is therefore not made and the award is not quoted.
⚠ Pin convention on this page. Each footnote gives the document identifier, the page_number as
recorded in the local corpus, which is 0-based, and a locator string to find the sheet by text.
Other pages on this wiki pin with a 1-indexed filed page number. This pass did not establish the
mapping between the two for these documents and did not derive one, because several different numbers
can name one sheet in this release; locate by string.
