Medical Professionals Investigation: Epstein's Doctor Network
Executive Summary
Jeffrey Epstein maintained a network of at least 48 identified physicians, dentists, therapists, and medical providers who collectively appear in over 23,000 EFTA documents. This network served three distinct functions:
- Personal medical care — Two primary care physicians (Dr. Bruce Moskowitz, 1,251 docs; Dr. Bernard Kruger), a urologist (Dr. Harry Fisch, 588 docs), a cardiologist (Dr. Rony Shimony), an internist (Dr. Woodson Merrell), an infectious disease specialist (Dr. Cahill), a chiropractor (Dr. Perry Bard), and 15+ specialists on referral including spine surgeons (McCance, Hartl, Qureshi), allergists (Gupta, Busse, Lighvani), a physical therapist (Gage), and regional providers in Palm Beach, USVI, and New Hampshire
- Cosmetic and dental services for young women — A dermatologist codenamed "Dr. Evil" (Dr. Steven Victor, 337 docs) who provided $20,000+ in free treatments to Epstein's "friends," plus Dr. David Orentreich (17 docs), Dr. Ellen Marmur (94 docs), Dr. Gervaise Gerstner, Dr. Chen (oral surgeon), Dr. Michael Reed (hair specialist — $725 paid by Epstein for young woman), Dr. Lee Ellen Morrone (appointments paid on "JE's Black Amex"), and a dental education pipeline through Dr. Thomas Magnani, Dean Ira Lamster, and Dean Christian Stohler at Columbia
- Institutional access and social capital — Dr. Eva Andersson-Dubin (6,750 docs), Dr. Melanie Walker (221 docs), Dr. Boris Nikolic (13,969 docs), Dr. Mark Landon (6 docs), Dr. Henry Jarecki (psychiatrist sued by an Epstein accuser), Dr. Jess Ting and Robin Solomon at Mount Sinai, Dr. Mehmet Oz, and a science network including Deepak Chopra, Dean Ornish, Elkhonon Goldberg, Stuart Hameroff, and Ted Kaptchuk
The most significant finding is a January 2018 text exchange in which Dr. Moskowitz explicitly advises Epstein to send two women with gonorrhea to the JFK ER rather than treating them himself, stating: "That way I do not have to report the cases to health department including contacts" (EFTA01613870, p.3). This is the most direct evidence in the corpus of a physician deliberately structuring care to evade mandatory STI reporting requirements.
The EFTA corpus also reveals zero medical/forensic subpoenas were issued during the federal investigation — one of seven investigative tracks in the Prosecutorial Query Graph that received no subpoena activity whatsoever.
What This Report Does NOT Show
This report does not establish that any physician named herein had knowledge of Epstein's sex trafficking operation. Providing medical care to a patient — even a convicted sex offender — is not inherently wrongful. The report documents the evidence as it appears in the corpus, including contexts that raise questions about mandated reporting obligations, but does not make legal conclusions about any individual's liability.

1. The Mandated Reporting Failure
1.1 The Gonorrhea Thread (January 11-13, 2018)
The most important medical document in the corpus is an iMessage thread between Epstein ([email protected]) and Dr. Bruce Moskowitz, extracted from Epstein's devices.

Analysis: Epstein refers to the infected women as "my two friends." He asks Moskowitz to administer antibiotic injections, but Moskowitz redirects them to the JFK ER, explicitly citing his desire to avoid health department reporting. In New York, gonorrhea is a mandatory reportable disease under the NYC Health Code, Article 11, Section 11.03 and 10 NYCRR 2.10 — physicians must report cases to the NYC Department of Health and Mental Hygiene, including information about contacts. By redirecting the women to an ER where he was not the treating physician, Moskowitz avoided triggering his own reporting obligation.
What this does NOT show: The text thread does not identify who the "two friends" are or their ages. It does not show that Moskowitz knew how the women became infected or whether they were trafficking victims. Gonorrhea transmission can occur through any sexual contact. The thread does show that Moskowitz's concern was specifically about the reporting obligation, not about the women's welfare.
Corroborating context: On March 26, 2019, a Business Insider article titled "super-gonorrhea is antibiotic resistant" was shared with Epstein in a separate iMessage thread (EFTA01618036, p.4). On May 19, 2019, Epstein shared a UW Medicine article on "antibiotic-resistant-gonorrhea" in a Skype conversation (EFTA01619006, p.3). This indicates sustained concern about STI exposure over at least 16 months.
1.2 Victor's Free Treatment Pipeline
The second mandated reporting red flag is Dr. Steven Victor's arrangement with Epstein. Victor treated multiple young women sent by Epstein at no charge, in exchange for Epstein's ongoing financial support of Victor's businesses.
The deal (EFTA01779967):
Epstein to Victor (June 10, 2010): "the last time I bailed you out we agreed I would never see another bill for my friends"
Victor to Epstein: "So two more girls. According to my records I have done $20k on your group of friends. Need you to help now let me know"
Victor was a dermatologist seeing a rotating cast of young women referred by a convicted sex offender, performing cosmetic procedures for free as part of a financial arrangement. Under New York law, physicians are mandated reporters who must report suspected child abuse or maltreatment (N.Y. Soc. Serv. Law § 413). Whether Victor's patients included minors is not established in the corpus, but the pattern — a stream of young women sent by a man convicted of soliciting a minor for prostitution — raises serious questions about whether Victor had an obligation to inquire further.
What this does NOT show: The documents do not establish that any woman Victor treated was a minor or a trafficking victim. Victor's treatments appear to have been cosmetic (laser, acne medication, dermatology). The "friends" arrangement could reflect ordinary concierge medicine for wealthy clients. However, the volume (20+ women), the financial coercion (treatments contingent on Epstein's payments), and Epstein's criminal history create a pattern that should have triggered professional scrutiny.
1.3 Zero Medical Subpoenas
The Prosecutorial Query Graph identifies seven investigative tracks used in the federal Epstein investigation. One of these — Medical & Forensic — received zero subpoenas. No medical records were subpoenaed. No physician was called before the grand jury. No hospital records were sought.
This is notable given:
- Moskowitz's role as Epstein's primary physician with knowledge of STI infections
- Victor's treatment of numerous young women
- The OB-GYN charges on Epstein's AmEx (see Section 6)
- The existence of victim medical records that could corroborate trafficking timelines
2. Tier 1: Personal Physicians

Financial relationship: Per Miami New Times reporting, Epstein contributed at least $220,000 to the Bruce and Marsha Moskowitz Foundation between 2014-2017. Epstein also offered Moskowitz stays at his properties, use of his car and driver, and apartment access.
VA/Political influence: While serving as Epstein's physician, Moskowitz was reportedly shaping policy at the U.S. Department of Veterans Affairs during the first Trump administration, per Miami New Times reporting.
What this does NOT show: The corpus does not establish that Moskowitz treated Epstein's victims or was aware of trafficking. Outside the gonorrhea thread, Moskowitz's medical correspondence appears routine. His recommendation to send women to the ER could reflect a physician's practical judgment about STI reporting rather than active concealment of trafficking.
2.2 Dr. Harry Fisch — Urologist

Social relationship: Per the Cornell Daily Sun, Fisch attended multiple dinners with Epstein and Woody Allen beginning November 2015, shared a sitcom script seeking an introduction to Allen, and received an Apple Watch from Epstein (December 2018).
What this does NOT show: The documents do not establish that Fisch treated any of Epstein's victims or was aware of trafficking. His role appears to be that of a personal physician and social friend who leveraged Epstein's connections for career advancement.

The Moskowitz Medical Summary: The most comprehensive single document of Epstein's medical status is his own iMessage to Moskowitz (EFTA01613818, p.2, Jul 2016): "Bruce. lets summarize. angioedema. belly pattern, brain fog. sinus swollen. apnea - lumbar stenosis 1415, greatly reduced urine stream. low libido bladder ultrasound negative, blood tests - low testosterone, high trigyclerides. all cultures neg. semen urine. two cahill parasites positive, whipworm and hisiliyita. medicines to date - medrol. claritin, zantac. magnesium supplement for constipation. can't figure it out. tawari found little, but suggested mri prostate, as no downside. cystoscope. possible stricture from years ago." This single message names three doctors (Moskowitz, Cahill, Tewari) and reveals the scope of Epstein's medical network.
3. Tier 2: The Cosmetic Pipeline
This tier documents physicians who provided cosmetic and dermatological services to young women at Epstein's direction. The pattern is consistent: Epstein controlled the women's access to healthcare, selected their providers, paid (or arranged free treatment), and in some cases directed specific procedures.

Identification: "Dr. Evil" is confirmed as Steven Victor through multiple corpus documents. The smoking gun is EFTA01991050 (March 7, 2012), where the same person is called "dr evil" and "victor" in the same email thread on the same day. The full identification chain spans 30+ EFTA documents across scheduling emails, financial records, and iMessage threads.
Financial relationship: Victor owed Epstein regular wire payments of $2,500-$5,000 (EFTA01856432, EFTA01798499, EFTA02020142). He also sought $150K for LaserSculpt from Epstein (EFTA01780682). In Epstein's will (EFTA01266403), Victor received loan forgiveness alongside Karyna Shuliak.
The free treatment arrangement: As documented in Section 1.2, Victor treated "20k+ on your group of friends" for free. Named women sent to Victor include:

Accutane and iPLEDGE control: Victor prescribed Accutane (isotretinoin) to multiple women, which requires enrollment in the FDA's iPLEDGE program — a mandatory system requiring monthly pregnancy tests before each prescription refill. When Groff asked Victor to refill prescriptions for a woman and Anastasia Kopet, Victor replied: "Impossible since accutane is computer controlled n they MUST come in next wk" (EFTA02184651, Aug 30-31, 2011). This means Epstein's staff were managing the FDA-mandated pregnancy testing schedule for these women through Victor's office.
Polina pregnancy check: In September 2011, Lesley Groff tried to schedule Victor appointments for Polina, Sue, and Anastasiya simultaneously. Polina's message states: "I need to start my treatment as soon as possible but I can't because they need to check my pregnancy and give me an prescription" — the context identifies this as a pregnancy check that was required before starting certain medications (such as Accutane/isotretinoin, which causes severe birth defects). This is standard medical practice, but the context — a young woman sent by Epstein who needed a pregnancy test before dermatological treatment — adds to the pattern.
Polina money for Victor: On November 22, 2011, Epstein, Groff, and Bella Klein coordinated payment: "Polina and money for Victor...$500 or $600?" (EFTA02009733). Despite the "free treatment" arrangement, some payments flowed for specific women.
The blonde girl incident (June 22, 2019): One month before Epstein's arrest, Victor asked Karyna Shuliak for a blonde woman's phone number, alarming Epstein's staff: "mr evil asked karyna whr ws the blonde girl from the other day. ? and then asked kayrna for her phone number !! oy" (EFTA01620097). The response: "Just tell her he's crazy."

3.9 Dr. Lee Ellen Morrone, MD — Physician
Epstein paid for young women's appointments with Dr. Morrone on at least two occasions:

What this does NOT show: The documents do not identify Dr. Morrone's specialty or establish that any patient was a minor. The pattern — Epstein paying for a young woman's medical care, offering her cash, arranging her gym membership — is consistent with the financial control structure documented elsewhere in the report.
3.10 The Dental Education Pipeline
Dr. Magnani (Section 3.6) was not the only dental professional facilitating Karyna Shuliak's education. Two Columbia University dental deans were involved:
Ira B. Lamster, D.D.S., M.M.Sc. — Dean, Columbia University College of Dental Medicine
- BSMU advocacy letter (EFTA01989641, Mar 5, 2012): Lamster, then Dean, wrote directly to the Rector and Vice-Rector of Belarusian State Medical University on behalf of Shuliak: "One of your former students (Karyna Shuliak), who now lives in the United States, has expressed interest in completing her training in dentistry in the United States. The pipeline: Magnani (Epstein's dentist) → Lamster (Dean, writes letter to Belarusian university) → Lichtenthal (professor, arranges classes and instruments) → Stohler (successor Dean, socializes with Epstein). Three Columbia dental officials facilitated Shuliak's dental education while socializing regularly with Epstein.
What this does NOT show: Facilitating a student's education is not inherently improper. However, the involvement of a university dean writing to foreign officials on behalf of a student whose education was funded by a convicted sex offender raises questions about institutional due diligence. The corpus does not show whether Columbia was aware of Epstein's role.
4. Tier 3: The Medical Establishment

Mount Sinai investigation (March 2026): TMZ reported on March 8, 2026, that Mount Sinai Hospital opened an investigation into the nature of ties between Epstein and Andersson-Dubin. The Dubins donated approximately $19 million to establish the Dubin Breast Center at Mount Sinai (per Dubin Family Foundation).
Maxwell trial testimony: Andersson-Dubin testified for the defense on December 17, 2021, at the Maxwell trial, denying participation in sexual activity involving Epstein/Maxwell and stating she never observed inappropriate behavior with minors. She acknowledged memory issues on cross-examination. She was never charged.
What this does NOT show: The corpus does not establish that Andersson-Dubin treated Epstein's victims, participated in trafficking, or witnessed abuse. Per NBC News (February 2026), Landon received quarterly payments of up to $25,000 from Epstein, totaling $75,000/year, from 2001-2005 through Epstein's New York Strategy Group money management firm. He also received at least 10 packages from Epstein or his associates between June 2001 and April 2005.
Landon told NBC4 Columbus he was "a paid consultant for the New York Strategy Group regarding potential biotech investments" and had "no knowledge of any criminal activities." He states he provided no clinical care to Epstein or his victims.
Ohio State University opened an investigation in February 2026. Landon is cooperating. The university stated no information received to date contradicts Landon's account.
What this does NOT show: The corpus does not contain evidence that Landon — the nation's leading gynecology department chair — provided gynecological care to any of Epstein's victims. His payments predate Epstein's first arrest (2006) and fall within a period when Epstein cultivated relationships with academics through consulting fees and research grants. However, paying $75,000/year to the head of gynecology at a major university — during the peak trafficking period (2001-2005) — is a fact pattern that warrants investigation.
4.4 Dr. Gloria Rudisch — Director of Child Health, Brookline
One striking name appears in the scheduling emails. Dr. Gloria Rudisch, identified as "Gloria Rudisch MD, MPH Director, Child Health, Brookline Health Department," socialized with Epstein at Harvard with her husband Marvin:
"We look forward to seeing Jeffrey --- probably at Harvard as usual. Just let us know time and place. I guess brunch would be another possibility" (EFTA02104253, June 8, 2014)
A Director of Child Health at a municipal health department socializing with a convicted sex offender "at Harvard as usual" is notable, though the corpus does not show any further connection.
4.5 The Mount Sinai Network
Epstein's Mount Sinai connections ran far deeper than Ting and Andersson-Dubin. The corpus reveals a multi-layered institutional relationship:
Robin Solomon — Mount Sinai NICU Fundraiser: Solomon was the connective tissue between Epstein and Mount Sinai. She facilitated introductions to at least three doctors (Shimony, Stadtmauer, Carlin/Worldclinic) and received direct donations:
- $25K NICU donation (EFTA01832468, Dec 22, 2010): "SO appreciate the 25K donation for the benefit I do that supports our NICU renovation (sick newborns). I'm fully underwritten so every dollar goes to the bottom line." The same email connects Epstein to Clinton Global Initiative: "your generosity in making it possible for me to attend the CGI in 06 has had very long legs and saved many lives"

Dr. Dan Adler — Recommended by Eva Dubin for Epstein's associates. In April 2019 — three months before Epstein's arrest — Eva Dubin recommended both Adler and Krumholz to Lesley Groff (EFTA02282226): "Jeffrey is asking if you could please give us a recommendation for a [name redacted] for [name redacted]." Eva responds: "Dan Adler, Michael Krumholz."
Mount Sinai President's Office intervention: When Epstein needed an allergist appointment, the president's office at Mount Sinai personally intervened: "Chasity in the presidents office of Mt. Sinai has called Dr. Busse's office asking them to please fit you in" (EFTA02047697, Jul 2016). The email chain also names Dr. Gary Stadtmauer, recommended by Moskowitz as another senior allergist option.
What this does NOT show: Institutional VIP treatment for wealthy donors is standard hospital practice. The Mount Sinai president's office intervention, while notable, does not by itself indicate knowledge of Epstein's crimes. However, the depth of the relationship — Ting visiting the island, Solomon facilitating multiple connections, Eva Dubin's dual role as associate clinical professor and Epstein referral source, Epstein's donations — creates an institutional entanglement that warrants scrutiny.
4.6 Dr. Mehmet Oz — Television Physician
Dr. Oz had direct contact with Epstein:

Nikolic co-founded Biomatics Capital, a healthcare venture firm. The OB-GYN Charge
The most significant individual AmEx medical charge is the OB-GYN visit on March 9, 2016: "LIF EVEN OB-GYN HEALT" at 212-460-4800, $290, on the Centurion card ending 0-13001. The same statement page shows an Orentreich charge of $473 on the same date. The phone number 212-460-4800 corresponds to a women's health practice in Manhattan.
An OB-GYN charge on Jeffrey Epstein's personal credit card raises questions about who the patient was. This could be a charge for a woman in his household (Shuliak or another), but it also represents the kind of medical control documented elsewhere in the corpus — Epstein paying directly for women's gynecological care.
7. Medical Control as a Pattern
7.1 The Investigative Gap
The prosecution issued zero medical subpoenas during the federal investigation — one of seven investigative tracks in the Prosecutorial Query Graph that received no subpoena activity. No medical records were subpoenaed, no physician was called before the grand jury, no hospital records were sought. This is notable given the evidence of STI infections (Section 1.1), the volume of cosmetic treatments for young women (Section 3), and the OB-GYN charges on Epstein's AmEx (Section 6).
The EFTA corpus itself contains no victim medical records. This is expected — such records are protected by HIPAA and basic privacy considerations, and their absence from a public document release is appropriate, not suspicious. What is notable is that the prosecution apparently never sought them through sealed subpoenas either.
7.2 The Breast Surgery Thread
One of the most detailed medical narratives in the corpus shows Epstein directing a woman's cosmetic surgery through Dr. Victor:
- Initial referral (Jan 25-26, 2011): Epstein directs a woman to "see dr victor re breasts" — original email truncated in EFTA01800591 but preserved in the quoted reply chain at EFTA01833409

The pattern — Epstein selecting the surgeon, proposing the procedure, monitoring recovery, requesting photographs — illustrates the degree of control he exercised over women's medical decisions.
7.3 The Gynecologist Email
One email captures a woman discussing her gynecological care with Epstein:
"I went to my gynecologist this week, just a regular check up and she made me consider [an IUD]"
Epstein responds with a medical opinion: "you will not like it, very heavy period. I will be back in ny the 19th?" (EFTA01927289, June 7-8, 2014). The OCR renders "IUD" as "RJD" but the context makes the intended word clear.
The woman then discusses a skin condition ("pityriasis rosea") and medical options with Epstein (EFTA01927431). That a woman in Epstein's orbit discussed contraception and dermatology decisions with him — and expected his input — reflects the dynamic documented throughout this report.
