| Office, as the documents print it | JAY CLAYTON / United States Attorney for the Southern District of New York12 |
| ⭐ What he is in this release | A signature. Across the whole set his name performs one function: it stands in the signature or caption block of eight docket entries filed between 21 July and 8 August 2025. No document records him doing anything else in the Epstein matter3 |
| What he signs himself | /s/ Jay Clayton — on three of the five distinct texts, the only electronic signature on the instrument145 |
| ⭐ The sharpest document | United States v. Maxwell, Dkt. 804, 6 August 2025. The United States Attorney personally fills the delegate by-line — by: over /s/ Jay Clayton over Jay Clayton — the slot an Assistant U.S. Attorney fills on the 21 July notices. Read at the image. Carried by no other page on this wiki62 |
| The only document putting his name in front of Epstein | A Seeking Alpha item of 19 January 2017, the night before the inauguration, forwarded by Epstein’s accountant Richard Kahn to Epstein’s standing personal address. It names him as the man picked “to lead the SEC.” Read at the image. ⚠ What Epstein did with it is not recorded7 |
| An instruction, and no recorded outcome | An internal FBI news briefing of 17 November 2025, summarising the Associated Press, reports that Attorney General Bondi ordered him to investigate Epstein’s ties to political opponents of the President. The release records the order and never records an outcome89 |
| Correspondent nowhere | Zero From: lines, zero To: lines, no sender record anywhere in the released material. One Cc: line, in a stranger’s complaint to the police10 |
| ⚠ The bulk of the paper is not about Epstein | 101 of the 126 documents bearing his name are one private securities complainant’s grievance correspondence, naming him as the SEC official he complains of. None of it concerns the Epstein matter11 |
| Covered elsewhere on this wiki | Pam Bondi · Richard Kahn · Ghislaine Maxwell |
Jay Clayton was Chairman of the U.S. Securities and Exchange Commission from 2017 to 2020 and, in 2025, United States Attorney for the Southern District of New York. In the Epstein and Maxwell court record he is a signature and nothing more, and this page says so rather than build the impression of a dense subject.
⛔ THIS IS A THIN PAGE, AND THE THINNESS IS THE FINDING. Netted for replication, the Epstein-nexus material is 25 sheets across 20 containers, reducing to 10 distinct instruments and 7 distinct texts, and that is stated as a floor, not a total: it is what survives this desk’s own measurement, and a route nobody has yet constructed could add to it.3 Everything of substance is on this page. There is no second layer.
The one document that puts his name in front of Epstein
At 11:12 on the night of Thursday 19 January 2017, the night before the inauguration, Epstein’s accountant Richard Kahn forwarded a market-news item to Epstein’s standing personal address. The item, a Seeking Alpha note datelined 19 January 2017, is headed:
Private equity has direct line to new administration7
and reports that the incoming administration had picked
attorney Jay Clayton - who has advised on numerous major P-E deals - to lead the SEC7
⚠⚠ FOUR THINGS ABOUT THIS DOCUMENT, BECAUSE IT IS THE EASIEST THING ON THIS PAGE TO MISREAD.
First, the word “Epstein” appears nowhere on it. Not on any of the three renderings. The recipient is addressed by forename and middle initial and by the personal address this wiki establishes elsewhere as Epstein’s; the surname is not printed. The identification is secure and it is still an identification, marked here as one.7
Second, it is a forward, and a forward is not a relationship. Kahn sent it. Nothing records that Epstein read it, replied to it, or did anything with it, and this page draws no inference from the fact that it arrived.
Third, it is the only Epstein-nexus item in the whole set that predates 2025. Between January 2017 and July 2025 the release records nothing at all connecting the two names.
Fourth, it is about his appointment, not about him. He is a name in a list of private-equity-adjacent appointments, alongside a commerce secretary and a fund chairman. He is the subject of the sentence in the way a weather report is about the weather.
The 2025 filings: eight docket entries, five texts, one signature
Between 21 July and 8 August 2025 the Government filed in both United States v. Jeffrey Epstein, 19 Cr. 490 (RMB), and United States v. Ghislaine Maxwell, 20 Cr. 330 (PAE), seeking to unseal the grand jury material. The release holds 16 containers of these filings. They are 8 docket entries and 5 distinct texts. A signature block replicated across a filing family is one fact, not sixteen.3
| Distinct text | Docket entries | Dated | Who signs |
|---|---|---|---|
| Notice of Appearance | Epstein Dkt. 62 · Maxwell Dkt. 788 | 21 Jul 2025 | an Assistant U.S. Attorney, Jeffrey Oestericher — not Clayton2 |
| Government’s Memorandum in Response to the Court’s Orders of July 22, 2025 | Epstein Dkt. 66 · Maxwell Dkt. 796 | 29 Jul 2025 | /s/ Jay Clayton1 |
| Letter to Judges Berman and Engelmayer | Epstein Dkt. 70 · Maxwell Dkt. 800 | dated 4 Aug, entered 5 Aug 2025 | /s/ Jay Clayton4 |
| Letter to Judge Engelmayer enclosing five submissions | Maxwell Dkt. 804 | 6 Aug 2025 | by: /s/ Jay Clayton6 |
| Letter to Judges Berman and Engelmayer | Maxwell Dkt. 808 | 8 Aug 2025 | /s/ Jay Clayton5 |
On the 29 July memorandum, the 4 August letter and the 8 August letter, the Attorney General and the Deputy Attorney General are named above the block and do not sign. His is the only electronic signature on the instrument. The block prints, in type:
PAMELA J. BONDI United States Attorney General TODD BLANCHE Deputy United States Attorney General United States Department of Justice1
and beneath it, over a signature rule, /s/ Jay Clayton. Read at the image on two of the three.15
⚠ A correction to how this is usually put. It is not true of all five texts. On Dkt. 804, the best document in the set, neither the Attorney General nor the Deputy Attorney General appears at all. The block is his office and his name alone.6
⭐ Dkt. 804, and why the by-line is the fact
The 6 August letter transmitted to Judge Engelmayer five submissions made on behalf of victims and others. Its body is four sentences long; the operative one reads:
The Government has received five submissions, which are enclosed6
What distinguishes it is the shape of the signature. On the 21 July notices of appearance the block runs JAY CLAYTON / United States Attorney for the / Southern District of New York, then By: and an Assistant U.S. Attorney’s electronic signature. On Dkt. 804 the identical block is followed by by: and his own.
by: /s/ Jay Clayton Jay Clayton6
He filled the delegate slot himself. Both sheets were read at the image at 300 dpi, and the comparison is made from the images, not from the extraction.26
⚠ Do not over-read it. It records that the United States Attorney personally signed the transmittal of victims’-counsel letters to the court. It does not record why, who decided it, or whether it was remarked on by anyone. No document in the release comments on it. That the signature is unusual in form is a documented fact; that it was meaningful is an open question, and this page leaves it open.
⚠ The signature line itself cannot be put through the desk’s copy-divergence screen, because the sheet carries no name-free run long enough to anchor one: its whole text is a date, a page number, “Respectfully submitted,” and the name. It was verified the other way, at the image.12
The instruction, and the silence after it
On 17 November 2025 an internal FBI daily news briefing, its own subject line marking it a draft, carried, under the heading “At Trump’s Urging, AG Bondi Says US Will Investigate Epstein’s Ties to Clinton and Other Political Foes”, a summary of an Associated Press report of 14 November. The briefing states that the Attorney General
ordered Manhattan U.S. Attorney Jay Clayton to investigate8
Epstein’s ties to several named political opponents of the President, after the President publicly demanded it. The same briefing reproduces the July FBI memorandum’s line:
We did not uncover evidence that could predicate an investigation against uncharged third parties8
and records that
none of the individuals Trump identified have been accused of sexual misconduct by Epstein’s victims8
⚠⚠ TIER, AND IT IS NOT DOCUMENTED FACT. This is a government news-summary’s paraphrase of a wire-service report. It is a report of a report. What the release establishes is that an FBI briefing said the AP said the order was given, not that this page has the order. The Bondi page carries the same item from the Bondi side; this page does not re-assert it.8
⚠ And it is the weakest clean the screen can return. The span quoted above exists in one rendering in this release. There is no second copy against which it could differ, which says no family exists to diverge, not that copies agree. This is the most load-bearing attribution in the whole set and it rests on a single sheet.12
⛔ What is unrecorded, stated at the thing actually unrecorded
An order is recorded. An outcome is not. No document in this release records that the Southern District opened, declined, conducted or closed the investigation the Attorney General directed.
The absence was established name-free and corpus-wide before being intersected with him, which is the only form of absence claim this desk accepts. The vocabulary is richly present: “opened an investigation” stands on 364 sheets in 298 documents, “launched an investigation” on 115 sheets in 113, “declined to prosecute” on 47 sheets in 44, “no further action” on 372 sheets in 261, against an invented control token returning zero. Intersected with the 126 documents that carry any form of his name, every one of them returns nothing.9
⚠⚠ AND THE WINDOW IS NINE DAYS WIDE. The release’s FBI daily-briefing series runs from November 2021 to 26 November 2025 and stops. Exactly three briefings postdate the one carrying the order, and none names him. An absence measured across nine days is a real measurement and a weak one, and it is given here as the weak one. ⛔ This is not a claim that nothing happened. It is a claim about what this release contains.9
He is a correspondent nowhere
His name is inside other people’s documents. It is never on an envelope. Measured across the whole release: "from jay clayton" returns nothing, "cc jay clayton" returns nothing, and no row of the released material’s sender index names him. A positional scan over all 743 sheets carrying any form of his name, with a control armed on a sheet known to carry one, finds 61 occurrences in subject lines, and exactly one appearance in an address field: a single Cc: line.10
⛔ That one document is deliberately not cited here. It is an unrelated member of the public reporting a matter to the police, and it contains that person’s unproven allegations about named living people. The fact costs one citation and the citation costs somebody their privacy; the desk declines the trade and records the refusal rather than making it silently.10
⚠ "to jay clayton" returns 42 sheets in 42 documents and not one of them is an address field. All 42 are the same sentence of body prose in one complainant’s correspondence. A phrase that looks like an address field is not one.10
⚠ The volume is one man’s securities grievance, and it is not about Epstein
126 documents in this release carry some form of his name. 101 of them are the correspondence of a single self-described securities-fraud whistleblower, who writes in his own name to federal judges and agencies and who names Clayton as the SEC official he complains of. The 16 of those documents that reached this desk through the Epstein-matter routes reduce to one distinct text replicated across containers.11
None of it concerns the Epstein matter. Across the 320 sheets in 104 e-mail containers that carry his name, this desk counts about 156 distinct normalised texts; the Epstein name reaches them only through the author’s own asides, on 16 of the 320 sheets.11
⛔⛔ HE IS NOT A SURVIVOR AND THIS IS NOT A SURVIVOR’S COMPLAINT. that complainant describes himself as a victim of securities fraud. The two things must never be allowed to touch, and the desk’s own screens trip on exactly this: of the 348 sheets carrying "jay clayton", 46 carry a victim-word: 36 of them that one man’s sentence about securities, 8 of them the 2025 filings he signed, writing about Epstein’s and Maxwell’s victims as the prosecutor, and 2 unrelated items in a news briefing. Terms for complainants, minors and the rest return zero on an attributed sheet against a control of zero. In no position in this release is Jay Clayton a victim or a complainant.13
⛔ That complainant’s accusations against third parties are a private party’s unproven allegations. ⚠ He is NOT named on this page, and the reason is recorded rather than left as a silence: he is an unrelated private individual, neither a participant in anything this wiki documents nor a survivor, and the only work his name did here was to explain why a name route inflates. That is a fact about this desk’s measurement, not investigative value. Naming a living private person in order to say he makes unproven accusations is a reputational act, and it is not this page’s to perform. The page reproduces not one word of what he alleges. The people he accuses are not named here. “that complainant alleged” would be the ceiling, and the desk does not go even that far.11
⚠ This is not an SEC page, because the release does not contain one
His chairmanship reaches this release through exactly one neutral item: a November 2020 news briefing, in two renderings of one text, summarising a Washington Examiner report that the Director of National Intelligence had
wrote a letter to SEC Chairman Jay Clayton earlier this month14
about Chinese influence over digital currencies. That is the whole of it, and it has nothing to do with Epstein. Everything else bearing the title is the complainant’s correspondence.1411
He never speaks in the Epstein record. The only words attributed to him anywhere in this release are two sentences quoted from Department of Justice press releases and relayed in FBI New York field-office bulletins of May and September 2025: a cryptocurrency prosecution15 and a municipal-bond fraud.16 Neither touches this matter. In the Epstein and Maxwell filings the speaker is always “the Government”.
What this page does not establish
- ⛔ No contact of any kind between Jay Clayton and Jeffrey Epstein. Nothing read records a meeting, a message, a call or an intermediary. The 2017 item is a third party’s forward.
- ⛔ No act attributed to him personally in the Epstein matter other than signing. Nothing read quotes him on it, records a decision by him on it, or names him as its author.
- ⛔ No outcome of the instruction of November 2025, over a release whose relevant series ends nine days later.9
- ⛔ Nothing about his appointment to either office, beyond a market-news item reporting the first of them as a rumour of the day.
- ⚠ Whether this release describes him without any form of his name at all, as “the U.S. Attorney” or “the incoming chairman”, has not been looked at. That construction is not name-scoped and would have to be screened against every officeholder in the release. I could not look.17

Seeking Alpha, “Private equity has direct line to new administration”, datelined January 19, 2017, forwarded by Richard Kahn to Epstein’s standing personal address at 11:12 p.m. on 19 January 2017. All three agree on the sender and on the send time; the corpus’s own date field does not, which is why the time is taken from the sheets. ⚠ A header is not continuous prose; the article’s own dateline is, and both are given above. ⚠ The
Importance: Highflag is carried by one of the three renderings and is reported as that, not as agreeing across copies. ⚠ One extraction mis-renders the recipient address by a single character; at the image the sheet prints it correctly, so the variant is an artefact of the extractor and not a form of anything. It is recorded rather than quietly repaired, and the address itself is not reproduced on this page. ⚠ A longer run of the same sentence was screened and returned a WITHHOLD on a three-word generic opener whose six renderings are six unrelated documents — a false positive. The span actually quoted was screened instead and agrees across 3 copies; the headline likewise agrees across 3 copies. ⛔ Nothing from the header block of any rendering is quoted, described or compared. ↩ ↩2 ↩3 ↩4 -
FBI Daily News Briefing, 17 November 2025 — the date stands in the briefing’s own masthead in continuous prose — summarising the Associated Press of 14 November 2025 under the heading “At Trump’s Urging, AG Bondi Says US Will Investigate Epstein’s Ties to Clinton and Other Political Foes.” Read from the text layer; the source image for this container is not present on this machine and I could not look at it. https://epstein-data.com/EFTA01655527 p. 3. ⚠ The document’s own subject line marks it a draft. ⚠ Three attributions deep: a government news summary, of a wire-service report, of an announcement. It is not a primary record of the order. ⚠ Each of the three spans quoted from this sheet is UNIQUE IN THIS RELEASE on the desk’s divergence screen — one rendering, so no copy family exists to differ. That is the weaker clean and is carried as the weaker one. The one exception is the July memorandum’s sentence, which agrees across 5 copies. ⚠ Beyond the single name carried in the document’s own heading, the individuals the President named are not named on this page. The same sheet is cited from the Bondi page, which carries the item from her side. ↩ ↩2 ↩3 ↩4 ↩5

Both absence claims were established name-free and corpus-wide first, with an invented control token returning zero, and only then intersected with the subject — the only form of absence claim this desk accepts. Corpus-wide: “opened an investigation” 364 sheets / 298 documents; “launched an investigation” 115 / 113; “opened an inquiry” 11 / 11; “opened a criminal investigation” 34 / 32; “declined to prosecute” 47 / 44; “closed the investigation” 4 / 4; “no further action” 372 / 261; “at the direction of the attorney general” 6 / 6; control 0. Intersected at document level with the 126-document name union, every construction returns zero except two coincidental co-occurrences in unrelated items of the same briefings, both opened and both found to concern other matters. ⚠ The briefing series itself was measured name-free: 126 containers, 125 of them dated from their own mastheads, running from November 2021 to 26 November 2025. Three postdate the briefing of 17 November 2025 and none of the three names him. ⚠ An absence measured this way is a statement about this release and not about the world. ↩ ↩2 ↩3 ↩4
-
Measured three ways. Corpus-wide phrase counts:
"from jay clayton"0 / 0;"cc jay clayton"0 / 0;"to jay clayton"42 sheets / 42 documents; control 0. No row of the released material’s sender index names him; the ten rows carrying the surname are other people. A positional scan over all 743 sheets of the name union, taking for each occurrence the nearest preceding address-field label within 400 characters and no intervening paragraph break, returns 67 hits: 61 under a subject label, 3 under a date label and 2 under a recipient label that are the body of the 2017 item following its header — and one genuineCc:line. ⚠ The scan was armed on a sheet known to carry an address-field appearance and the arm fired; an unarmed scan returning zero is indistinguishable from a broken one. All 42"to jay clayton"sheets were opened and every one is the same sentence of body prose. ⛔ The container holding theCc:line is not cited on this page, and no part of its contents is described. It is an unrelated private individual’s complaint, naming living people in unproven allegations; the citation is withheld for that reason and the withholding is recorded here rather than left as a silence. ⚠ He is a copied name on a stranger’s distribution list. Nothing records that he read it. ↩ ↩2 ↩3 ↩4 -
Measurements, from the desk’s own reading of the released material; no retrieval route is published. Of the 126 documents in the name union, 104 are e-mail containers plus one more mis-typed as a property lease; 101 of those are the correspondence of that complainant, three are the 2017 forward and one is the unrelated complaint described above. Across the 320 sheets of that correspondence carrying
"jay clayton", this desk counts 156 distinct normalised texts after stripping production stamps; a prior measurement gave 157, and the figure is sensitive to how stamps are stripped, so it is given as approximate and a count is a claim. The largest recurring body stands in 16 renderings; the 16 containers that reached this desk through the Epstein-matter routes reduce to one distinct text. The word “Epstein” appears on 16 of the 320 sheets, always in the author’s own asides and never as the subject of the correspondence. ⚠ The extraction renders his surname in several mangled forms; the correct spelling stands on the sheets and is what is used above. ⛔ Not one word of his allegations is quoted, paraphrased or adopted, and the third parties he accuses are not named. ⛔⛔ He is a self-described victim of securities fraud and is not a survivor of anything on this wiki. ↩ ↩2 ↩3 ↩4 ↩5 -
Every passage quoted on this page was put through the desk’s copy-divergence screen in span mode before it was used, and the tool was confirmed against both of its known references first — one returning WITHHOLD and one returning a clean. Verdicts are reported individually in the notes above and are not interchangeable: agreement across a named number of copies; UNIQUE IN THIS RELEASE, meaning one rendering and therefore no family that could differ, which is the weaker clean; and NOT MEASURED, which is a fact about the anchor and not about the passage. ⚠ No span quoted on this page returned a WITHHOLD. One candidate anchor did, and it was discarded as a false positive after its renderings were counted and found to be unrelated documents sharing a generic three-word opener — a false positive withholds material that is true and citable, and looks virtuous doing it. ⚠ Where the extraction and the image disagreed, the image governed and the disagreement is recorded rather than quietly corrected. ⚠ Where a span could not be anchored at all, the page says so and names what was substituted. ↩ ↩2

Denominator: the 348 sheets in 108 documents carrying
"jay clayton". On an attributed sheet, terms for minors, for complainants, for pseudonymous parties and the other screens the desk runs return zero, against an invented control returning zero and an arm confirming the scan fired on all 348.victim*returns 46 sheets, every one positioned: 36 the securities complainant’s own usage, 8 the 2025 filings he signed, in which the Government writes about protecting victim-related information and about victim notification, and 2 unrelated items in a daily news briefing. 36 + 8 + 2 = 46. ⚠ A complainant named in a filing a prosecutor signed is not thereby a subject, and neither is he. ↩ -

The forms of his name, and the other people the surname reaches, were established by the desk’s own reading of the released material. No query form or retrieval route is published. ⚠ A zero on one form of a title is not a zero on the title: the longer honorific returns nothing in this corpus while the shorter one returns 395 sheets in 101 documents, and an earlier reading treated the zero as closing the question. ⚠⚠ A “SURNAME, FORENAME” PHRASE DOES NOT TEST FOR AN INDEX FORM. A phrase of that shape was put to this page as a second route and is not a name form at all: with punctuation stripped it matches across the join between two adjacent renderings of the same name — which is exactly what a signature block is — and, in four further places, across a law firm’s partner column pairing one man’s surname with a different man’s forename. The second route was the first route counted twice, and a case-sensitive probe that returned zero looked exactly like a refutation of the correction. Both errors are recorded here rather than dropped. ⚠ The bare surname reaches a police department, a homicide defendant, a congressman, a law-firm partner and several unrelated private people; it is never used alone on this page. ⚠ A probe for any forename-plus-surname or title-plus-surname form outside the name union, run with an armed pattern over all 367 remaining sheets that carry the bare surname, returned nothing. ⚠ Whether he is described in this corpus by office alone, without any form of his name, has not been tested. I could not look. ↩
