SDNY Prosecution Memo - December 19, 2019
"Investigation into Potential Co-Conspirators of Jeffrey Epstein"
POWERFUL MEN VICTIMS WERE "LENT OUT" TO
Per victim testimony documented in the prosecution memo:
| Name | Evidence |
|---|---|
| Glen Dubin | Maxwell "explicitly told [victim] she had to do to Glen what she did for Epstein" |
| Prince Andrew | Maxwell told victim to "make him happy and do the exact same things for him that she did for Epstein because the prince was a good friend of Maxwell's" |
| Leon Black | "engaged in sexual contact with her against her will during the massage" |
| Jes Staley | "engaged in sexual contact with her against her will" - CORROBORATED BY MESSAGES between Staley and Epstein |
| Harvey Weinstein | "directed her to remove her shirt" during massage |
| Alan Dershowitz | "mentioned...but we did not fully explore the details of her interactions with him" |
Note: DOJ was "in the process of obtaining the name of a lawyer who represents Prince Andrew" to request an interview.
WHO REFUSED TO COOPERATE (Invoked 5th Amendment)
- Jean Luc Brunel - modeling agent (later died in Paris custody Feb 2022)
- Leslie Groff - Epstein's NY scheduler
EPSTEIN'S WEALTH SOURCE
Per Wexner's lawyers' attorney proffer:
- Epstein "stole or otherwise misappropriated several hundred million dollars" from Wexner
- "That misconduct, together with fees that Epstein paid himself for his services to Wexner, appears to account for virtually all of Epstein's wealth"
- Wexner recovered $100M in January 2008, severed all ties
MAXWELL PROFFER (July 2025) - Key Admissions
Epstein's Clients (per Maxwell):
- Les Wexner - "his closest friend" from 1991
- Jes Staley
- Leon Black
- Glenn Dubin
- Lynn de Rothschild - "he helped Lynn Forester, who became Lynn de Rothschild. She'll deny it and she has, but she -- she can't."
Clinton Connection:
- Maxwell traveled with President Clinton to Latin America
- Maxwell admits: "without me, I don't think there would've been those flights, because I was the one who asked Epstein to provide the plane"
- Doug Band organized trips, Cheryl Mills present
Prince Andrew:
- Maxwell denies introducing Epstein to Andrew
- Claims he met Andrew through Sarah Ferguson in Nantucket/Vineyard
VICTIM PATTERNS (from Prosecution Memo)
- Victims recruited as young as 13-14 years old
- Recruiting pyramid: victims paid $200-300 to bring other girls
- One victim brought approximately 100 underage girls to Epstein
- Epstein told victims "you know what I like" - meaning "underage, petite girls"
- Preferred "younger and more petite" girls, "did not like dark-skinned girls"
- Abuse escalated from "massages" to sexual assault to rape
CORROBORATING EVIDENCE
- Employment records at Mar-a-Lago
- Flight records for Epstein's private jet
- Juan Alessi (staff) testimony
- Phone records showing calls between victims and schedulers
- Message pads recovered from Palm Beach residence
- Bank records showing cash deposits
- Messages between Jes Staley and Epstein during period of alleged abuse
WHO WAS CHARGED vs. WHO WASN'T
Charged:
- Jeffrey Epstein (died in custody Aug 2019)
- Ghislaine Maxwell (convicted Dec 2021)
NOT Charged Despite Evidence:
- Leslie Groff (scheduler)
- Jean Luc Brunel (died in custody)
- Glen Dubin
- Leon Black
- Jes Staley (subsequently classified by prosecutors as among "Individuals Who Have Engaged in Massages with Epstein Girls" per EFTA00098755; 2 violent rape accusations documented in EFTA00090717)
- Prince Andrew (settled civil case for reported $12M+)
- Alan Dershowitz
LEON BLACK - SENATE INVESTIGATION (EFTA02731023)
Senate Finance Committee letter to Leon Black (July 24, 2023):
| Finding | Detail |
|---|---|
| Total paid to Epstein | $158 million (2012-2017) |
| Annual rate | $23-26 million/year |
| Written contract | NONE for payments over $100M |
| Tax savings | $1 billion+ in gift/estate taxes |
| Wealth transferred | $2 billion to children |
| Black's response | Refused to answer questions about payments |
KEY QUESTION: Why pay Epstein $158M with no contract, at rates exceeding Fortune 500 CEO pay, when a victim says Black "engaged in sexual contact with her against her will" at Epstein's residence?

REVISIT CORRECTIONS (2026-02-12)
-
"Cuomo" on Prominent Names page: The "Cuomo" referenced on the FBI Prominent Names page (EFTA01660622) is a victim surname (Tony Cuomo, EFTA02696360 -- invited to Epstein's NY house in January 2012), not former Governor Andrew Cuomo.
-
Leon Black $158 million: This figure is the Senate Finance Committee's stated number from their letter (EFTA02731023). Independent analysis of Deutsche Bank wire exhibits (EFTA00080260) documents $118.5M+ through bank records, with the total potentially reaching higher through additional channels. The $158M figure has not been independently verified by DOJ exhibits.
-
Jes Staley evidence strengthened: Staley was classified by prosecutors as among "Individuals Who Have Engaged in Massages with Epstein Girls" (EFTA00098755), alongside Glenn Dubin. Two violent rape accusations are documented in EFTA00090717.
-
Victim count expanded: Subsequent investigations confirmed minimum 60-80 individually identified victims, likely 200+ total.
