You are absolutely correct that each application requires an application fee, and that is our practice. However, it has also been our practice to balance acceptance of any application fee with whether or not we (also) intend to accept/act upon any given application. With that said, we realize that we accepted and deposited and application fee from TWA on October 18, 2010 - for prospective space to construct a hangar at the Cyril E. King Airport ("CEKA"). Since that application has not yet been processed; and since that time, the prospect of available hangar space (i.e. instant 3600 s/f) came into focus, along with accompanying application and fee delivered by Ms. Morrell, I felt it prudent to make certain that there was clarity regards these issues. Moreover, given the application fee from Ms. Morrell was cash, to have deposited same and then having the potential to have to reimburse because of any "double payment", I felt it best not to accept it at that time. I realize that I did not provide these details to Ms. Morrell yesterday. Moving forward, it is now my understanding that TWA wants to keep its other two applications "active" even with the newest one for the 3,600 s/f in play
