He stated that "vehicle crossings" are not entries/admissions into the United States. CBP in the USVI will record crossings into the system even though they are not international crossings, and are actually considered to be domestic flights. It is just the way that the system records them, therefore even though they appear to be international admissions into the US, they are not. In regard to the question of private flights from the USVI to foreign territories, he stated they they should be recorded and show up in TECS. Therefore, all international crossings should be listed on the report that I provided.
