This interview was requested by Chairman James Comer as part of the committee's investigation into the circumstances and subsequent investigations into the crimes of Jeffrey Epstein and Ghislaine Maxwell, the operations of sex trafficking rings, and ways for the Federal Government to effectively combat them, the ways in which Mr. Epstein and Ms. Maxwell sought to curry favor and exercise influence to protect their illegal activities and potential violations of ethics rules related to elected officials. I worked for President Clinton for the entire first half of my adult life, first as his aide and traveling assistant during his presidency, helping him stay on schedule and manage daily administrative tasks, and then continuing in that role as he transitioned to post-Presidential life. During his post-Presidency period, I supported the President across various endeavors, and I was responsible for the conception of what became the Clinton Global Initiative, an effort to bring people together from around the world to make concrete commitments to action on important global issues. Since its founding in 2005, the Clinton Global Initiative has launched more than 4300 projects and has reached over 500 million people worldwide. It was in the course of my work for President Clinton that I came into limited contact with Jeffrey Epstein. My interactions with Epstein were infrequent and incidental to my duties. I did not know him well at all, and I rarely interacted with him. I also met Ghislaine Maxwell in the course of my duties with President Clinton, and over time we developed a friendship. However, that friendship ended well over a decade ago. As I sit here today, I recall that in roughly 2011, I started hearing rumors and reading reports about her potential involvement in troubling activities. Given these"], [9644, 14, 9, "Page 10", null, null, "concerns, I took the step to insulate the President from further interactions and issued an instruction to remove her from all contact lists, which was an attempt to sever her ties with President Clinton's world. I want to state clearly and unequivocally, I had no knowledge at the time of any criminal or improper conduct by Jeffrey Epstein or Ghislaine Maxwell. Today, we all have a much fuller picture of the evil activities they were involved in, but back then, I did not. I never visited Epstein's island, his Palm Beach home, or his ranch. I also want to be clear that I do not have any information that President Clinton ever went to Epstein's island. I am here today voluntarily to provide this committee with my best and most accurate recollection of events of over two decades ago. I have great respect for this Nation, for our incredibly loyal public servants, for this committee, and the seriousness of the issues you are investigating. HARNICE: Q Mr. Band, I want to thank you for your years of public service and for also coming here voluntarily to answer our questions today. Let's start by briefly just running through your background. Where did you attend undergraduate school? A The University of Florida. Q And when did you graduate? A 1995. Q And with what degree? A I had a major in English and a minor in ethics. Q Have you received any other graduate degrees since then? A I have. I went to graduate school at Georgetown University at night for a master's in liberal studies, and then I went to law school at Georgetown, also at night, receiving a law degree. Q And can you just briefly walk us through your background. I know that you started as an intern for the White House, but can you just briefly walk us through your career? A Of course. Upon leaving college, my first internship was actually for Republican Congressman Dan Miller from Sarasota, which is my hometown, where I was born and raised in Florida. After that, I was going to night school at Georgetown for, again, 2 years in a master's program and then 4 years in law school, so 6 years of part-time school. I interned at the White House -- in the White House counsel's office and later was hired as a staff assistant in the White House counsel's office and sometime in 1996, where I worked until the end of Clinton's presidency. I had various jobs in the White"], [9646, 14, 11, "Page 12", null, null, "House, in the White House Advance Office and then went into the President's office as a President's aide. I then was leaving the White House to go take a job on Wall Street. President Clinton asked me to stay and work with him, which I happily did, and stayed with him for the post-Presidency. Q And what did you do in this post-Presidency? What did he ask you? What was your roles after 2001? A My role immediately after 2001 was, effectively, a continuation of what I was doing for him when he was President, which I described in my statement, as I was his assistant. I traveled with him, I kept him on time, I provided his briefing papers. I just served as his -- managing his schedule, those sorts of things. Mr. Emmer. We've had another Member of Congress join. A My current job is a father of four children. I have spent part-time at a venture firm as well and managed our own family office. Q Thank you. Mr. Band, when did you first meet Jeffrey Epstein? A I have a vague recollection of first meeting him when I was staffing the President, who was having a meal with him. Q And when was this? A I don't know specifically. A No, it was after he left office. Q And could you approximate what year this was, early 2000s? A Oh, yeah. Can you just describe the circumstances under which you met him, this dinner? A Again, I have a vague recollection of him having dinner with Mr. Epstein at the Carnegie Deli, and I was staffing President Clinton and attended, sat at the table with him. Again, I don't remember much about it. Q Do you remember who else was there? A I vaguely remember that Ghislaine Maxwell attended with him. But again, it was a long time ago, and I don't have a great recollection of it. Q And was this in New York? A It was, to the best of my recollection. Q And you don't remember anybody else besides Ms. Maxwell being present? A Again, I have a vague recollection of it happening at all, and I don't remember exactly who was there. Q Do you remember the nature of your conversations at this dinner? A I don't recall having any conversation. My recollection is President Clinton was having conversation with Mr. Epstein, but I don't remember the conversation. Q And was this the first time that you met Ms. Maxwell? A I believe so, if she was there. Again, I don't recall specifically. Q But you did say that you do remember her being there; you just don't know if that was the first time that you had met her?"], [9648, 14, 13, "Page 14", null, null, "A I think she was there. I believe that was the first time I met her. But, again, I don't recall. I don't know. Q Did anyone introduce you to Mr. Epstein while at this dinner? A I don't recall. Q So when you said that you would be a body man of sorts to President Clinton, did you know who would be in these meetings prior to staffing President Clinton? A You know, that's a good question. I recall -- sometimes I did, sure, and sometimes I didn't. Q Just on your day-to-day roles in this post-Presidency with President Clinton, what was your day-to-day? Were you with him every day? A Not every day, but a majority of the time. Q Did you know Mr. Epstein when you were working at the White House? A No. Q So you have no recollection of Mr. Epstein or Ms. Maxwell ever attending a White House event of any kind? A No, I do not. Q After this initial meeting with Mr. Epstein, and you recall Ms. Maxwell, did anyone raise concerns to you about Mr. Epstein or Ghislaine Maxwell? A No, not that I recall. Q After this meeting, what were your first impressions of Mr. Epstein? A I don't recall having any impressions. I barely remember even going. I mean, President Clinton went to multiple dinners a night for the 17 years that I worked for him, so hundreds and thousands of dinners over that period of time."], [9649, 14, 14, "Page 15", null, null, "Q But you don't remember Mr. Epstein's personality at all? Did he seem outgoing? Did he seem well-connected? A I don't recall anything about his personality. Q Can you just briefly characterize the nature of your relationship with Mr. Epstein? A Sure. I really barely knew him. I spent very little time with him, and my contact with him was with President Clinton, as a staff member to President Clinton. Q So after that initial meeting, early 2000s, how many times did you interact with Mr. Epstein? A I don't really recall interacting with him much at all. I don't recall any interactions with him, really. Q Socializing with Mr. Epstein, do you recall any events that you were at with Mr. Epstein present? A I do not recall socializing with Mr. Epstein. I mean, I just don't -- I don't remember any events with him. I remember vaguely there was a dinner at his home that President Clinton was going to attend, and I was staffing President Clinton at that dinner. And at the last minute, I remember President Clinton not going, and I ended up attending the dinner with dozens and dozens of people. But I don't have any recollection of who was there. Q When was that dinner? A I have no idea. A long time ago. Q We'll come back to that. But I just want to work through your relationship with Mr. Epstein. A Sure. I think it potentially could have been that same night that President Clinton was having dinner with Jeffrey Epstein. It was a private dinner between President Clinton and Jeffrey Epstein. I was staffing him that night. Mr. Emmer. You said you're not sure whether you met Ms. Maxwell at this dinner. What is your first memory of interacting with Ms. Maxwell? Mr. Band. You know, unfortunately, it was a long time ago, so I'm doing my best to recall those memories. I don't remember what the first instance of meeting her was. I believe that it was at that dinner, but I'm not entirely sure. BY MR. HARNICE: Q After that dinner, did you communicate frequently with Ms. Maxwell? A I don't recall communicating with her frequently. Obviously, in retrospect, I've seen email traffic between us, sure. Q So could you approximate how much you did communicate with Ms. Maxwell during the years that you knew her? A I don't remember how much I communicated with her. Q How many instances have you spent time in person with Ms. Maxwell? A I don't remember. Q Could you approximate? A I have no idea. We were friends socially, so -- I don't know. Q Did you attend parties together with Ms. Maxwell? A I don't recall specifically attending parties with her. Is that correct? A Yes. Q So what was your understanding of what Ms. Maxwell did for a living? A You know, I don't know that I ever -- I don't recall ever discussing with her. I don't ever recall knowing specifically what she did. She was from, obviously, a prominent family, and she knew a lot of very important people. But I don't know what she did or who paid her or anything like that. Q So you said that she knew a lot of very important people. What do you mean by that? A She just seemed to know a lot of prominent people. I don't mean anything specific about it. Her world was trafficking and, you know, spending time with people that were important. Q So during the years of knowing her, how would you characterize your relationship outside of friends? So you said you had no private dinners whatsoever with Ms. Maxwell? A I said I don't recall having private dinners with her. We were friends, socially friends. That was just my -- you're asking me to recall. That's just my general recollection. BY MR. HARNICE: Q When was the last time that you had any communication whatsoever with Ms. Maxwell? A You know, I don't recall specifically. It was certainly over a decade ago, probably closer to 15 years ago. Q So around the 2010s, 2000- -- early 2010s, would you say? A Well, in 2011, I issued what I thought was an effective order of removing her from all lists. So it was potentially then or thereafter. I don't recall specifically. Q And is that when your relationship with Ms. Maxwell officially ended was 2011? A Again, I don't remember if I -- it's possible that I stayed in touch. I just don't know. Mr. Emmer. You said you mentioned that you issued an order to preclude her from events. Is that right? Mr. Band. A Not that I know of, no. Not that I recall. I don't know. Q When did you find out that Ms. Maxwell was an alleged coconspirator of Mr. Epstein's? A I don't recall specifically when I found out. Q Mr. Band, you stated that you had no romantic relationship, no sexual contact, but I'm just interested to know just exactly how close of a relationship you did have with Ms. Maxwell. I will admit to you that there are several messages between you and Ms. Maxwell with somewhat odd language, some nicknames, lovey-dovey, you know, baby cakes? Can you just explain your communication back and forth with Ms. Maxwell? How do you respond to this? A Sure. I appreciate the question. As I said, we were socially friends. You know, those emails were silly. They're, obviously, not something that I wrote at the time that I expected to be being read publicly and certainly not in front of Congress 25 years later. That's somewhat embarrassing. But they were just silly, flirtatious banter and my poor attempts at humor. Q The article then states that you recall Epstein made a bunch of ridiculous claims, like boasting that he invented the derivatives market, said that you had bad vibes from Mr. Epstein. Q Finally, just on the last part of that email, it seems that you're talking about -- talking to Ms. Maxwell saying, \"We figured you would come. Maybe a late night burgerfest again.\" What does \"burgerfest\" mean? A I have no idea. I mean, as I sit here today, I like to go to Melon's on the Upper East Side in New York City. It's open very, very late. It's one of the only places. So it possibly could have been that, but I don't remember anything. I don't remember this email or anything about it. Q Ms. Maxwell replies saying how happy she is, contemplating how lucky she is being with her two favorite men. Q And it's been reported and we have seen from the files released by the Department of Justice that Mr. Epstein decorated his home with odd and unusual and weird artwork. Do you have any recollection of seeing anything that you thought was unusual on his property? A I've seen those reports as well. I do not. I recall when I staffed the President there, I went in the door and sat in the front sort of waiting ante area, foyer -- whatever you want to call it -- and didn't go into the house or go on a tour, so I didn't -- I don't recall seeing anything. And, with that, we will get started. Mr. Band, you spoke about much of this in the prior hour, but just so we're clear for the record, I'm going to ask you a set of foundational questions about Jeffrey Epstein and Ghislaine Maxwell. To your knowledge, did President Clinton ever engage in sexual activity with a person introduced to him by Jeffrey Epstein or Ghislaine Maxwell? A No. Q Prior to Epstein's indictment in 2006, do you have any firsthand knowledge of President Clinton being aware of sexual abuse committed by Jeffrey Epstein? A No. Q Prior to Epstein's indictment in 2006, do you have any firsthand knowledge of Secretary Clinton being aware of sexual abuse committed by Jeffrey Epstein? A No. Q Earlier this year, President Clinton testified under oath that he has never visited Jeffrey Epstein's former estate on Little Saint James Island. Mr. Band, do you have any firsthand knowledge to dispute President Clinton's testimony? A No. Q You discussed your time at the White House with my majority colleagues."], [9681, 14, 46, "Page 47", null, null, "And, again, just to revisit that time, we understand that President Clinton's -- during President Clinton's time in office, Jeffrey Epstein visited the White House on 17 occasions from 1993 to 1995. Did you have any role in arranging those visits? A No, I did not. I was in college. Q And in October of 1999, toward the end of President Clinton's tenure, Epstein contributed $20,000 to Hillary Clinton's joint fundraising account. At that time, were you aware of this contribution? A No. Q Did you play any role in securing this contribution? A No. Q And as you discussed, President Clinton's final day in office was January 20th, 2001, and after he left office, you continued to work for him. And again, just so the record is clear, in total, how long did you work for President Clinton? A From -- well, I was an intern in the fall of 1995. Consider that working or not. I was hired on the staff, I believe, in early 1996 and left sometime in early to mid-2012. Q Okay. Do you remember the particular date when you last worked for President Clinton? A I'm sorry. It's a good question. Sometime in the early to mid-part of 2012. Q Okay. And when is the last time you spoke with President Clinton? A You know, as I said earlier, I believe it's been at least a decade since I've spoken with him, but I don't recall specifically. Q And, again, I know you spoke about this earlier, but to dive in a little bit more, can you explain what your role again was with President Clinton after he left the White House?"], [9682, 14, 47, "Page 48", null, null, "A My role is -- when he left the White House, I was still finishing law school. So I was going to night law school part-time, which -- you know, working full-time to support myself, which was a lot. My role initially was just a continuation of what I did of my role as the President's aide when he was in the White House. Q And what were those responsibilities? A Those responsibilities were, as was said earlier, his body man. I traveled with him, maintained the schedule, tried to keep him on time, giving his briefing materials. I was a staff -- I was a staffer. Q And did that role change over the course of your employment with President Clinton after he left the White House? A You know, as I said earlier to the Congressman, I -- the staff was small, so we all had to -- I think everybody jumped in and did whatever different roles. So my role, I think, morphed over time into doing more things but inside the staff -- inside his staff in his office. Q So, during this time, after he leaves the White House, generally speaking, if someone wanted to speak with President Clinton or arrange a meeting with him, how would that work? A You know, there's a number of ways someone could arrange a meeting or speak with him. They could call him. He had a cell phone. His house, his office, all the other staffers, his friends, his family. There was a number of ways to get in touch with him and a number of ways to set meetings and visit with him. Q And the reason I ask -- to go back to this Vanity Fair article in December of 2020, I'll represent to you that it says, quote, \"Because Clinton didn't carry a cell phone or use email, anyone who wanted to speak to Clinton had to go through Doug Band.\" Do you disagree with that characterization?"], [9683, 14, 48, "Page 49", null, null, "A I do. I mean, again, to the best of my recollection, he had his own cell phone. I don't know at what point he got it or I don't recall when he got his own cell phone, but there's -- as I said, there's a number of ways to get to President Clinton to contact him, to reach him, to be in touch, to engage, to ask things, all those communications. Q Is it fair to say that part of your role with President Clinton was to evaluate and assist in making a decision whether to meet with someone? A Well, ultimately, you know, the decision is his whether he wants to meet with somebody or not. My role in being a part of that process along with a variety of other folks would be more accurate, yes. Q And would you receive requests from external individuals to meet with President Clinton? A I, along with other people did, yes. Q Mr. Band, a few years after President Clinton leaves the White House, the Clinton Global Initiative is formed. Is that right? A Correct. Q And what is the Clinton Global Initiative? A The Clinton Global Initiative -- well, it's hard to explain. I mean, it's a complicated, large, philanthropic endeavor that now -- I don't know what its latest iteration is, but at the time, it was set up to sort of -- going back a little bit and trying to answer a little bit more than you're asking. But President Clinton attended a lot of conferences around the world, and a lot of those conferences -- people sat around and talked and self-importance and those kinds of things, and I -- something that I was very passionate about was believing that we -- that we as a country and we as a world could really change the face of how people engage in"], [9684, 14, 49, "Page 50", null, null, "philanthropic activity and civic service. And so I spent a lot of time thinking and coming up with an idea that would be about changing the way that philanthropy was engaged upon around the world and certainly in this country and where everybody could pay it forward or give some time to civic engagement or public service of some kind. And so morphing that into an idea to create the Clinton Global Initiative, which was a conference that was created for people to come and provide concrete actions rather than just sort of sitting around and talking. And so that led to, you know, commitments all over the world of billions and billions of dollars impacting hundreds of millions of people around the globe. Q And do you recall when the Clinton Global Initiative was formed? A It was in the early 2000s where I had started thinking about this. I believe the first one was launched in 2005, but I'm not -- I mean, that was, again, a long time ago. I'm not exactly sure when the first one was. Q And, just for my benefit, what's the difference between the Clinton Foundation and the Clinton Global Initiative? A That's a good question. The Clinton Global Initiative was its own separate entity which was about the conference and the bringing together of these -- of people to make concrete actions to do good around the world and to engage on things. The Clinton Foundation was -- you know, Presidents have Presidential foundations upon leaving office, and his foundation was created by him to -- as I said earlier, about going on these humanitarian trips and missions and create initiatives and lots of other things fell within that framework.
