Sometime "soon", AT&T will get the FCC approval to enable Wifi-calling. At that point, you'll be able to switch an option on any iOS 9 iPhone and won't need the microcell anymore. The iPhone will automatically use any wifi network to make / receive calls whenever the AT&T network signal isn't strong enough. I'll send out an email when that feature goes live.
