The concern is that dock damage has/could result to P-dock by t=e LSJ barge due to it being oversized and overweight for the dock design. As managers of P-dock, IGY/AYH are compelled to follow the owners wishes, a=d so have reassigned the barge to D-dock where it berths now. If LSJ=were to secure the permission of the P-dock owner to return the barge to P=dock, AYH would be happy to make the slip reassignment.
