Some of the reasons why the crusher run cannot be used as a permanent road surface is because; it is not structural material (rigid or flexible), it contains no binders to keep the material together, it is subject to exceptional wear and erosion during rainfall, wind, and prolonged dry periods, it is a by-product of aggregates crushing with a ratio of "dust" particles to sold particles. Because of the nature of the material that is available and crushed in the USVI, the by-product (crusher run) has excellent properties as a road base. It is what is known in engineering as non-plastic and granular. The crusher run also produces good density numbers as a road base when compacted.
