Your issues are matters of disagreement with the administration over the terms of the agreement. The interpretation of the agreement is not within the purview of CAPT. Moreover, the agreement explicitly states that allegations of breaches of the agreement—which it seems is what you are alleging—are matters to be determined by Arizona law. It seems you and your lawyers must decide how to proceed with regard to such interpretations. We cannot.
