Specifically, yacht haven offered to provide specific fiscal incebtives to taxis dropping passengers at the site. WICO objected to the implementation of this plan citing a contract between wico ad vi taxi precluding vi taxi from dropping passengers picked up from excursions or from downtown from being dropped anywhere other than at havensite or the wico cruise ship docks. Yacht Haven asked wico to permit the taxis to recommend the site and to be paid for bringing passangers. WICO has denied this request. 2) WICO agreed in principal to permit the implementation of a program which would introduce a series of trolleys to ferry passengers between yacht haven and havensite. WICO has indicated that it would permit such a thing, but only if the cruise ships which have moved to crown bay returned to thw wico docks. As this has not occurred, wico has not permitted the implementation of this program. 3) WICO was asked (a) to permit yacht haven to place entertainers, food carts and other promotional activities on the easement at the east end of the property by the cruise ships, (b) to provide reciprocal signage between havensite and yacht haven directing cruise and yacht passangers between the properties, (c) to remove the barriers recently installed by wico on the ea
