Funded by a generous donor, the fellowship is in honor of Richard M. Hooper, UN diplomat and Middle East expert who died at age 40 on August 19, 2003, in the terrorist bombing of the United Nations headquarters in Baghdad. The first recipient of this fellowship is Walter Kemp, Director for Europe and Central Asia at IPI's Vienna office.
