Given the incredibly large number of cell phone users in the Maldives I would think that there is at least enough connectivity to be able to have the discussions around the idea. You are correct in that being a very good approach. Utilizing iPads and other available internet tools, we could revamp several education initiatives to help teach a consistent curriculum and implement teaching standards throughout the islands and atolls.
