Officer Turner told them that it would be allowed for you to bring the passenger's bags in without the passengers on board, however, he did not personally recommend this action, because the Pilot in Command would be held fully responsible for any customs violations associated with the contents of the bags, if anything were found. So if you are with comfortable taking that responsibility, you can proceed.
