Policies and Protocol for Possession of Firearms and Ammunition by Security Staff July 2009. 1. Purpose The purpose of the Policies and Protocol for Possession of Firearms and Ammunition by Security Staff ("the Policies") is to inform security officers either directly or indirectly employed to secure the person or property of Jeffrey Epstein that: 1.1 Mr. Epstein is a convicted felon, having been convicted in the State of Florida of violation of Florida Statues § 796.03 (2 nd degree felony) and § 796.07(4)(c) (3 rd degree felony). 1.2 It is a Class C federal crime for a convicted felon to knowingly possess a firearm or ammunition. 18 U.S.C. § 922(g)(1). 1.3 It is the responsibility of all security officers to be in complete control of his or her firearms and ammunition at all times. To have complete control of his or her firearms and ammunition the security officer must have exclusive, physical possession of the firearm and ammunition, or the firearm and ammunition must be stored by the security officer according to the procedures set forth in section 4. 2. Permits, Licenses & Fees 2.1 The security officer is to ensure that he or she is in valid, current, possession of all permits, licenses and certificates necessary to possess and or carry all firearms and ammunition in his or her possession. 2.2 The security officer is responsible that all fees associated with all permits, licenses and certificate are kept current. As a condition of employment, the security officer may be reimbursed by Mr. Epstein for these fees. 2.3 The security officer is required to maintain on his or her person any permit, license or certificate which may be requested by law enforcement when carrying a firearm. 2.4 The security officer is to handle, carry, use, and store his or her firearm in conformity with all permit, license, certificate and government regulations. 3.
