To me, there are a number of things wrong with the world's immunization systems but the one where I think there is room for coolness that no one has tried might relate to your idea about Mother's Army. So the suggestion would that you don't even need health care workers to do this. Train a handful of mom's and set them free. Sort of create like a Rotary Club or Lion's Club or something similar with the full scale mission of getting moms to immunize their kids. Check out the slides. See if you think it is appropriate.
