Permitting issues will need to reviewed at same time, an Electrical engineer should be engaged to do a Feasibility study. Short term solution for GSJ Purchase a larger Genset and RO (10K to 15K GPD), that will cover future build out, or can be expanded upon Make water etc when you are not there when you visit GSJ, this operation is shut down and solar maintains ACs etc for your comfort you leave they switch it back if needed There will be permitting issues with any direction taken.
