We did call US Customs and Border Protection and spoke with Supervisor who is researching the information in their system. We were told that US Customs no longer issues LBO cards, they have revised the program - small boaters are now registered under the new Small Vessel Reporting System (SVRS). It is a free, web-based enrollment program that includes a self-scheduled interview with a CBP officer at an authorized reporting location.
