Jeffrey Epstein is a self made businessman that has never been in trouble with the law. He has owned a residence in Palm Beach for over 15 years, and regularly spends the majority of his year in this, the one of many homes. In early 2005, the Palm Beach police department began an investigation in response to a complaint filed by a convicted felon, a father of a local teenager. The investigation was thorough and lasted for over 15 months. It was led by the state sex crimes prosecutor, who interviewed the girls themselves, and concluded that the crime that was committed was no more egregious than solicitation of prostitution. This was confirmed by the return of a grand jury indictment for that very charge. A plea agreement was reached but its implementation was held ready in abeyance due to the initiation of the federal investigation. This should have been the end of the matter, but in a wholly unprecedented move the local police chief, released a letter to the public, along with and the raw allegations contained in police reports to the press. He requested an FBI investigation. The USAO in Miami issued its first subpoena in Aug of 06. After another 15 months of a federal investigation that had at least 75 subpoenas issued, the federal government decided to defer its prosecution, but demanded a list of unprecedented conditions for so doing. They included requiring Mr. Epstein to agree to pay a list of girls, that they refused to name, until he was actually incarcerated, a minimum of 150k each. He would be allowed to only ask them one question "have they ever met Mr. Epstein" as a prerequisite for them receiving payment.
